    In order to impact student achievement, the school district has to systematically collect, disseminate,disaggregate and analyze data. The school district must also understand all of the implications that the

    effective use of and maintenance of data has on student achievement. Effective districts set specific

    achievement targets for schools and students and then ensure the consistent use of research-based
