System Price Analysis Report (SPAR) published

The latest SPAR, reporting on November 2018, is now available on the System Price Analysis Report page ofour website.

The SPAR is our monthly report on Imbalance Pricing, and includes an overview and analysis of the previousmonth’s prices and pricing parameters. The SPAR aims to increase industry understanding of pricing, in light ofthe changes made as part of BSC Modification P305 ‘Electricity Balancing Significant Code Reviewdevelopments’. The first part of this Modification was implemented in November 2015 and further changes as partof P305 came into effect on 1 November 2018.

This edition of the SPAR reports on System Prices in the first month of the November 2018 changes taking effect.On 5 November (Settlement Period 34), six Short Term Operating Reserve (STOR) balancing actions wererepriced using the Reserve Scarcity Price (RSVP). These actions were priced between £24.80/MWh and£38.99/MWh and were repriced by a RSVP of £39.79/MWh. These actions were subsequently Arbitrage Taggedand hence did not set the System Price in this Settlement Period. This is the first time RSVP re-pricing has beenused since 17 May 2017 (Settlement Period 35).

The De-Rated Margin (DRM) is a measure of the available capacity on the system at Gate Closure, one hourbefore start of the related Settlement Period. The RSVP reflects the scarcity of electricity in the system, and is afunction of the DRM. The RSVP may be used to reprice STOR actions when available capacity is small. On 5November 2018 the minimum DRM was 1,880MW.

NEW Risk Evaluation Register 2019/20 Consultation closing 21 December2018

At its meeting on Thursday 29 November 2018, the Performance Assurance Board (PAB) endorsed the RiskEvaluation Register (RER) 2019/20 for industry consultation.

We invite you to respond to the consultation, which sets out the Settlement Risks identified for 2019/20. This newformat risk register is a key deliverable from the Performance Assurance Framework Review, and is designed tobe more concise, informative and effective.

To help you respond to this consultation, we recorded a webinar to explain the changes in more detail, and youcan view the webinar here.

The proposed RER 2019/20 and questionnaire, along with supporting documents, are published onthe Consultations on Market Entry and Compliance page of the ELEXON website. Please email your responseto [email protected] by Friday 21 December 2018 and we will present the consultation responses to thePAB at its meeting on Thursday 24 January 2019. At this meeting, the PAB, with delegated authority from theBSC Panel, will approve the RER 2019/20 (subject to any changes it deems necessary).

BSC Audit improvement update

We have published some information on the planned improvements to the BSC Audit on our website. Theseinclude:

Audit Intensity and Performance Assurance Parties (PAP) selection: We are now responsible forEntity Selection and determination of Audit intensity. The link below provides the high level criteria forselection for the BSC Audit.

Data Transfer Network (DTN) testing: ELEXON and the BSC Auditor have worked to improve the DTNtesting, reducing the number of market false positives on certain existing tests ranging from 40% to 94%.To further improve DTN testing and reduce data requests, we have added 12 new data flows to its currentmonthly set.Data Request reduction: ELEXON and the BSC Auditor have used DTN data and wider industry data toreduce the overall volume of data requests. Compared to last year, there has been an approximate 25%reduction in data requests for the 2018/19 Audit.Data site visit notices: We are working to bring notifications of site visits forward, to allow for a longernotification period before the Audit, with the intention of spreading out the Audit period more, with thepossibility of repeat Audits on specific Parties.

Modifications, Change and Implementation

Modification P375 raised On 10 December 2018, Flexitricity raised Modification Proposal P375 ‘Settlement of Secondary BM Units using

metering behind the site Boundary Point’. P375 proposes to settle Secondary Balancing Mechanism (BM) Units (tobe introduced by P344 ‘Project TERRE’ (Trans European Replacement Reserves Exchange)) using meteringequipment behind the defined Boundary Point for Balancing Services (known as ‘behind the Meter’), rather thansettling using Metering Equipment at the Boundary Point as per current BSC obligations. This allows on sitebalancing-related services to be separated from imbalance-related activities, more accurately reflecting thebalancing-energy volumes provided by the Balancing Service Provider (BSP).

P376 raised

On 11 December 2018, Enel Trade S.P.A. raised Modification Proposal P376 ‘Utilising a Baselining Methodologyto set Physical Notifications for Settlement of Applicable Balancing Services’. This Modification proposes to allowthe Final Physical Notification, which feeds into the Settlement of Trading Charges, to be created via a BaseliningMethodology. P376 builds on the work of Issue 71.

P377 raised and issued for Report Phase Consultation

On 13 December the BSC Panel raised Modification Proposal P377 ’Amending Gate Closure references in MarketIndex Data to include trades up to the Submission Deadline in the Market Index Data Calculations’. The 2018Market Index Definition Statement (MIDS) Review concluded that the Market Index Data Providers (MIDPs)should include trades made post-Gate Closure and before the Submission Deadline. P377 seeks to implement therecommendations from the 2018 MIDS Review, which recommended amending Timeband six weighting from ‘1’to ‘0’ if changes are made between Gate Closure and Submission Deadline.

P377 was issued for Report Phase Consultation on 17 December 2018, which you are invited to respond to by

17:00 on Wednesday 2 January 2019.

PAB Strategy: This paper suggests a future strategy for PAB following input from members during astrategy and planning session in October 2018.

ELEXON Disputes decisions

The view of the Disputes Secretariat on Trading Disputes DA952 is now available on the Trading Disputes andDecisions page of our website. If you believe you should have been notified as an affected Party, please email usat [email protected] and we will take the dispute to the Trading Disputes Committee.

Trading Dispute DA952: A Supplier raised Trading Dispute DA952 due to the use of a default Estimated AnnualConsumption (EAC) in Settlement. The dispute does not meet the materiality threshold.

Three new Market Participants

Dunmaglass Wind Farm Limited (Party ID: DNMG) and Stronelairg Wind Farm Limited (Party ID:STLG) have acceded to the Balancing and Settlement Code as of 11 December 2018. Both Parties intend toregister as Generators.

New Anglia Energy (Party Id:NAE1) acceded to the Balancing and Settlement Code as of 13 December2018, and intend to register as a Non-Physical Trader.
