Editor’s NoteI welcome dear readers to the 158th issue of CJ! This issue also features news of important events that took place in the past month.

During the past month, the Commissioner General of Customs Mr. Mohamed Junaid represented MCS in the 17th WCO Asia/Pacific Regional Head of Customs Administrations (RHCA) Conference, held in Kuala Lumpur, Malaysia, from 14 to 18 March 2016. The Conference discussed a range of issues of importance to the region, including nominating Fiji as the Vice-Chair for the Region from July 2016, the nomination process for the Vice- Chair in the future, endorsement of the Regional Strategic Plan 2016-2018, operational activities on Intellectual Property Rights (IPR) and drugs, as well as the implementation of the WTO Trade Facilitation Agreement.

In a ceremony held at Customs Head Office, the Commissioner General of Customs handed over the certificates of appreciation to the first batch of Customs officers. The certificates were awarded to twenty officers who have graduated from various courses (degree and above) held in 2015, and eleven officers who are accountable for various drug seizures within this year. This is an initiative by the Commissioner General to recognize the efforts of Officers for their exemplar performance in the areas of education, border enforcement, special projects and so on.

We also held two information sessions for students from Vaavu Atoll School and Dharumavantha School. These were arranged in order for them to gain field knowledge on the concept of international trade. The students visited various sections of Customs, including Valuation, Documentation, Sea Cargo Examination, Harbor clearance, and Bonded Warehouse section in Hulhule Island.

Seven officers were trained abroad during the past month in the areas of Trade facilitation, Time Release Study, investigation, counterfeiting and piracy and Strategic Management Leadership in IT which were held in India, Sri Lanka, Thailand and Malaysia. Additionally, Assistant Commissioner of Customs Mr. Ismail Nashid also facilitated as an instructor in a workshop in the area of valuation which was held in Nepal.

In the area of enforcement, our officers seized 909 grams of cannabis from a Bangladeshi male aged 22 who came from Dhaka, Bangladesh (via Colombo) on 13 March 2016 via Srilankan Airlines.

List of Duty Exempted Parties PublishedA list of parties eligible for duty exemptions in par to the Maldives Export-Import Act (31/79) has been published in the Commissioner General’s directive number 09/2016. The list consists of the diplomatic missions currently established in the Maldives; Embassies, High Commissions and offices of the United Nations branches. This list would be revised and updated periodically.

More External Sections Assigned to Process Goods DeclarationsFrom 13th March onwards, Hanimaadhoo Customs also will be assigned to process goods declarations that are submitted to Sea Cargo Documentation section and Air Cargo Documentation Section, in par to the guidelines for processing goods declarations from outsourced sections (2015/U-IN-004).

Under the former Commissioner General’s initiative to even out the workload of processing goods declaration between the busy Head Office, Air Cargo Section, and regional sections, regional customs branches now share the task to processing declarations submitted to the documentation sections in the Greater Malé area.

Regarding the portrayal of MCS in ACC’s “Bithufangi” Series

We strongly condemn the biased and defamatory portrayal of our Officers in the recent episode of (ACC) produced “Bithufangi” drama series telecasted on 23rd March 2016.

Maldives Customs Service is proudly one of the oldest organizations in the country with officers working tirelessly round the clock with utmost sincerity and loyalty to ensure the safety and security of the nation. It is disheartening that an entity such as ACC would portray a dignified organization such as MCS in a derogatory manner, causing doubts among the public.

It must be noted that the use of Customs Uniform and its accessories without our consent is prohibited under Section 17 of Customs Act and we will be taking necessary actions regarding this matter.

While we as an institution are strongly against corruption, it is our belief that, if there are acts involving corruption it must be investigated in accordance with the laws and regulations rather than spreading misinformation via a drama-series. We at customs strongly welcome such investigations and will give our full cooperation in such matters.

Customs has seized 909 grams of narcotics from a Bangladeshi male aged 22 who arrived from Dhaka, Bangladesh (via Colombo) on 13 March 2016 via Srilankan Airlines.

On X-ray scanning, Customs Officers noticed suspicious materials concealed in his luggage. On physical inspection, they found a dark-green bag wrapped with brown-tape in which a brown colored weed like substance was found. The subsequent tests of the alleged substance confirmed that the contents of the polythene packets were prohibited psychotropic

substance, cannabis. The total weight of the packet including the packing was 909 grams.

A similar seizure was also made on 16 February 2016 in which 817 grams of cannabis were seized from a polythene packet wrapped inside a diaper changing mat in the luggage of 33 year old Bangladeshi male. These bullets were later tested positive for Heroin.

The passenger and the seized drugs were handed over to Maldives Police Service to investigate the case further.

The Conference was enhanced by the dialogue established between Customs and the private sector through the Private Sector Engagement Forum held on 16 March 2016, with the theme of ‘The Use of Advanced Technology for Effective and Efficient Customs Operations’. With participation by the delegates to

the Conference and representatives from the private sector who are in partnership with Customs, the Forum considered how technology could address emerging issues and challenges faced by Customs, ensuring supply chain security while enhancing trade facilitation.

At the sideline of the conference, CG Junaid met with heads of various regional Customs Authorities, namely Japan, South Korea, Sri Lanka and Thailand, where issues of mutual interest were discussed.

The Commissioner General of Customs Mr. Mohamed Junaid, along with the executive staff of Customs has met with CEO of Dhiraagu Mr. Ismail Rasheed and other senior members of the company. The meeting was held at Customs Head Office.

In the course of the meeting, discussions were held to develop network capacities of Customs,

and improve internet speed and performance within Customs. The two parties also conferred regarding the development of online services of Customs.

Dhiraagu was formed in 1988 as the country’s first telecommunication service provider. Since then, Dhiraagu continues to be the market leader with over 79% of market share in mobile and broadband services.

The second of a series of sessions organized by Sea Cargo Examination Section.

Held to discuss problems that are present during the process of loading and unloading ships, and clearing goods.

Customs processes and procedures in the examination of goods, and regulatory aspects of the processes were clarified to the dockworkers.

Stevedores also provided suggestions to improve work efficiency and communication between the two parties.

Information was delivered by the Head of Sea Cargo Examination section, Superintendent Ahmed Faheem, and other staff of the section.

RAININGThe Customs Academy has successfully completed 3 batches of the UNODC Computer Based Training Programme. A total of 35 individuals have completed their modules within this month. The participants are from various enforcement agencies such as Maldives National Defence Force, Maldives Police Service, Maldives Customs Service, and Maldives Monetary Authority.

The UNODC Computer Based Global eLearning Programme is funded by the governments of Australia, Japan, Sweden, Norway and the United States. Its objective is to transfer knowledge worldwide for effective responses against transnational crime, drugs, and terrorism threats.

TTraining on Identification of Alcoholic Beverages Concludes

The training sessions on the identification of alcoholic beverages concluded on the 17th of March with the awarding of certificates to the Customs officers who participated in the training. Mr. Sebastien Gaudin, Sales Manager and Sommerlier of Grape Expectations Pvt Ltd facilitated this 2 day training.

The objective of this training program is to train the frontline Customs staff in identifying different types of alcoholic beverages and their major categories of imported products. This course delivered essential knowledge and skills for identifying types of alcoholic drinks and to read labels to determine the contents and volume of alcohol, hence enabling the participants to make informed decisions regarding the product and its price before releasing them.

Investigation Course by the Australian Border Force

WCO Follow-up Regional Workshop on Counterfeiting and Piracy

With the invitation of the Australian Border Force, Maldives Customs Service has taken part in their management level Investigation Course held in Colombo. Superintendent Ms. Nazha Ibrahim, Chief Customs Officer Mr. Zivar Ismail and Senior Customs Officer Grade 3 Mr. Ahmed Saeed represented MCS in this 5-day course.

The course is for experienced investigators involved in managing investigations or supervising other investigators. It is designed to enhance the skills required to manage

an investigation successfully. The course highlighted on the managing major issues of an investigation, applying appropriate procedures, investigation management review and critical decision making among many other aspects of managing an investigation.

In addition to Maldives Customs, Department of Immigration and Emigration of the Maldives, Sri Lanka Coast Guard, Sri Lanka Customs and Sri Lanka Immigration and Emigration also participated in this course.

TRS Accreditation Workshop of Technical and Operational Advisors for the Asia/Pacific RegionThe WCO secretariat, under the sponsorship of Customs Corporation Fund of Korea, has organized a TRS Accreditation Workshop of Technical and Operational Advisors for the Asia/Pacific Region. Senior superintendent Mr. Muaz Ali has participated in this workshop held at the National Academy of Customs, Excise and Narcotics, India from 7 to 11 March.

The purpose of this workshop is to establish a pool of experts capable of independently leading technical assistance on conducting Time Release Studies on behalf of the WCO for its members, particularly in the Asia/Pacific region. Candidates who successfully complete this programme are eligible to become WCO TRS Technical and Operational Advisors and will therefore be expected to assist members for future TRS activities.

The objective of this workshop was to address the challenges that may hinder enforcement efforts, which were brought to light in the WCO Joint Enforcement Action against Counterfeiting and Piracy, held in 2015. This workshop was conducted under the sponsorship of the Japan Customs Cooperation Fund.

Second Meeting of the Interim Inter-governmental Steering Group on Cross-border Paperless Trade FacilitationThe Economic and Social Commission for Asia and the Pacific (ESCAP) has conducted the Second Meeting of the Interim Inter-governmental Steering Group on Cross-border Paperless Trade Facilitation in Bangkok, Thailand from 23 to 25 March. Assistant Commissioner of Customs Mr. Ismail Nashid represented Maldives Customs in this meeting.

During the meeting, the Steering

Group took stock of the progress made by its Legal and Technical Working Groups and worked to further improve and finalize the draft text of the regional arrangement for the facilitation of cross-border paperless trade as an intergovernmental agreement. The Steering Group also discussed and further developed the draft road map for implementation of its substantive provisions.

WCO Asia/Pacific Workshop on Strategic Management Leadership in Information TechnologyThe WCO, in association with the Royal Malaysian Customs Department and the regional Office for Capacity Building Asia/Pacific has organized and conducted a two-day WCO Asia/Pacific Workshop on Strategic Management Leadership in Information Technology under the sponsorship of the Japan Customs Corporation Fund. Superintendent Mr. Mohamed Ziyad represented the Maldives Customs in this workshop, held at the WCO Regional Training Centre, Malaysia.

The objective of this workshop is to support participants in identifying the strategic considerations in the planning and deployment of Information and Communication Technology. The workshop also familiarizes participants with available WCO tools and instruments in the IT area. The workshop offers a unique perspective from which to explore the strategic themes and issues important to senior-management-level decision makers who are overseeing or involved in the planning and delivery of IT projects.

First National Mission on Customs Valuation for Nepal Under the WCO-ADB Multi-year Assistance for SASECAssistant Commissioner of Customs Mr. Ismail Nashid has participated in the First National Mission on Customs Valuation for Nepal Under the WCO-ADB Multi-year Assistance for SASEC, which was conducted from 7 to 11 March.

The objectives of this Mission, which is the final activity for the Nepal Customs under this Multi-year Assistance scheme, are to support the PCMs to deliver a three-day workshop on Customs Valuation and PCA to further deepen their knowledge and experiences as national trainers, and guide the PCMs to better use the newly developed training module. As the tangible product of this Multi-year project, upon completion of the Final Expert Mission, the Nepal Customs will have own trainers as well as new tailor-made training module and their supporting materials.

The total revenue collected during February 2016 has increased by 11% compared to the same period last year. A total of MVR 172.7 million was collected as customs duty and other charges this January while this figure stood at MVR 162.0 million for the same period last year.

The CIF value of imported goods during February 2016 has increased by 23%, and the FOB value of exports has also soared by a tremendous 67% during this period. The importation of equipment and machineries of the “China-Maldives Friendship Bridge” largely contributes to the increase of CIF values.

Monthly Statistics – February 2016

With a CIF value of MVR 491.4 million, food items comprised a large proportion of imported goods during February 2016. Machineries came close behind with a CIF value of MVR 481.5 million. The imports of fuel in the last month had a value of MVR 136.3 million.

Top most imported countries for the month of February are Singapore, India, China, Sri Lanka and United Arab Emirates (UAE). Most exported countries are Thailand, Sri Lanka, USA, Germany and France.

Fuel makes up one-sixth of total imports (CIF) on average. Lower fuel prices throughout the year has showed a negative growth in total imports despite consistent increase in other categories of imports.

Zubair comfortably outclassed the Runner-up Adam Solah, Senior Customs Officer Grade 3, as he won the first five consecutive frames in the first division’s final match.

Ali Mafaaz, Senior Customs Officer Grade 1, won the second division after beating Aminath Haleem, (Senior Customs Officer Grade 3, in the final played on 9th March.

Prizes and certificates were awarded to the winners during a brief closing ceremony held right after the final match. Deputy Commissioner of Customs Mr. Ismail Abdulla and officials from Billiard Association of Maldives honored the ceremony.

Yoosuf Zubair, Senior Customs Officer Grade

3, has been crowned the Champion of the

CG Open 8 Ball Billiard Tournament.

Twenty-two players contested in the 1st division while forty players played in the 2nd division. A total of 150 matches were played in the competition organized by Customs Recreation Club. According to the Club, the purpose of this tournament was to strengthen friendship ties among its members through an opportunity to develop billiard talents.

The Customs Recreation Club team has kicked off into the MILO Club Maldives Cup ‘16 with a good start.

In the match played against Ministry of Housing and Infrastructure on the 28th of March, Captain Ahmed Abdulla scored two goals, one by a penalty and another with an assist from Hassan Noorish. By halftime, the score was Customs 2 to Housing 0.

Although the opposition team narrowed the lead by scoring a goal through a free kick, the CRC players led a well organized game and soon enough, Hussein Shuaib had soon scored the third goal into the net. The match ended with a score of Customs 3 to Housing 1.

With the help of CRC officials and the dedicated supporters of our club, CRC has played a great first game of a tournament. We wish the CRC teams good luck in the upcoming matches!

Two student tours were conducted during the month of March; one for the O level students of Dharumavantha School, and another for the O level students of Vaavu Atoll Education Center, to gain field knowledge on the concept of international trade. The students visited various sections of Customs, including Valuation, Documentation, Sea Cargo Exmination, Harbor clearance, and Bonded Warehouse section. in Hulhule island.

ދިވެހި އަންހެނުންނަކީ ކަންކަން ފަސޭހައިން ދަސްކުރާ ތޫނުފިލި
