e Welcome from the Florida Public Transportation Association!

FPTA is pleased to welcome everyone to the annual “FDOT/FPTA/CUTR Profes-sional Development Workshop.” This Workshop is truly the result of the three organizations named, working closely and lending their resources in order to make it the success it has become.

CUTR brings forward substantial “in-kind” resources, in developing the program and providing most of the staffing. FDOT provides some funding and program support, while FPTA provides funding, program support, and, of course, most of the participants. The blend has resulted in, what I think, is the best event of its kind, nationwide.

I can’t think of another Workshop that has NO registration fee and yet offers the breadth and quality instruction that it af-fords the participants. And those attend-ing are no longer limited to transit system personnel. MPO’s and other organizations send their people to take advantage of the Workshop’s offerings.

In light of the economic circumstances of the time, we have changed from a three day, to a two day event. This will still allow us to continue providing a great program while remaining cost effective, and ensuring the continuance of our No Registration Fee policy.

The FPTA, along with our partners, FDOT and CUTR, welcome you, and hope you take full advantage of what the Workshop offers both within the education modules and the informal opportunities to meet with your peers from around the state.

The job requirements of the supervisor reach far beyond rules enforcement. How a supervisor reacts to everyday challenges can have both short-term consequences and long-term effects. This interactive session will help identify both obvious and hidden job barriers. Additionally, the session will discuss research that has helped to identify stresses in the workplace.

Crossroads: Drug and Alcohol Testing Decisions for Road supervisorsDiana Byrnes, CUTR

This session will focus on a transit supervi-sor’s responsibilities regarding drug and alcohol testing. Participants will be given tools and information to aid them in iden-tifying when an accident or incident meets the FTA threshold for conducting post-accident drug and alcohol tests. DOT urine drug testing procedures and breath alcohol testing procedures also will be explained. Supervisors will then receive refresher train-ing on making reasonable suspicion testing determinations. This portion of the session will include role-play exercises designed to empower supervisors to be able to “make the call” to test. Recent changes to the FTA final rule that have expanded the actions that constitute an employee’s refusal to test also will be discussed.

This session will provide an overview of the upcoming and continuing requirements in the areas of Title VI, Equal Employment Opportunity (EEO), Disadvantaged Business Enterprise (DBE), and American with Dis-abilities (ADA) (Complementary Paratran-sit). The session will help transit agency staff remain in compliance with FTA Civil Rights requirements and maintain their agency’s FTA grant eligibility.

In the beginning, there were mobility needs—social and community based servic-es, senior and disabled markets. This session will focus on identifying and understanding the balance between providing paratransit service and fixed route service. Additional topics will include private/public partner-ships, community growth and expanding mobility needs, State and Federal partner-ships, rural and urban services, and mobility advocacy.

The DOT urine drug testing program has proven effective in deterring safety-sensitive employees from using prohibited substanc-es such as marijuana and cocaine. However, the use of prescription medications that reduce an employee’s ability to perform job functions safely may go undetected

Employers are being urged to develop policies and practices that will obligate employees to report the use of over-the-counter and prescribed medications that carry a safety warning. This session will offer policy templates, training materials, and an employee handbook de-signed to educate employees on the safety risks involved with certain medications or combinations of medications.

Capturing even glimpses of high morale and positive attitudes often seems beyond reach. In the face of tightening budgets, even glimpses may vanish. In the extreme, morale issues can become so ingrained that improvement is nearly impossible. This ses-sion will discuss programs and practices that can open the door for improved morale.

Transit systems are actively seeking new or improved ways to use technology to deter and respond to crimes, suspicious activities, terrorism, and vandalism. The ability to quickly search large volumes of existing video or monitor real-time footage can provide dramatic new capabilities to transit agencies. Software-aided real-time video analytics or forensics can considerably alleviate human constraints. The session will give a brief overview of the NCTR project “Evaluation of Smart Video for Transit Event Detection” along with a discussion by staff from Hills-borough Area Regional Transit (HART) on their current video camera setup and their experience using video analytics software during a two-week pilot. Verint and Vidient representatives will discuss state-of-the-art software capabilities and usage scenarios.

FTA’s Threat and Vulnerability AssessmentRobert Brinson, K&J Associates

This session will provide an introduction to FTA’s Threat and Vulnerability Assessment (TVA) eight-step methodology process. A TVA provides an analytical process to con-sider the likelihood that a specific threat will endanger the transit system, its patrons, or its employees. It identifies activities to be performed to reduce the risk of an attack and mitigate its consequences if an event takes place using a combination of quanti-tative and qualitative techniques to identify security requirements, including historical analysis of past events, intelligence assess-ments, physical surveys, and expert evalu-ation. A TVA is the foundation of a transit agency’s System Security Plan, the Safety and Security Certification Program, and a key requirement for the Department of Home Land Security Transit Security Grant Program (TSGP).

Also included will be a roundtable discussion on the American Recovery and Reinvestment Act of 2009 (ARRA) and impacts on transit capital plan-ning.
