INTRODUCTION

On July 2, 2020, Governor Mike DeWine shared with Ohioans and district leaders the state’s Reset and

Restart Education Planning Guide for Ohio Schools and Districts and COVID-19 Health and Prevention

Guidance for Ohio’s K-12 Schools. The guidance document states the following, “As schools start to

reopen, the health and safety of students, staff, and volunteers is paramount. We are now at the highest

level of community spread since the COVID-19 pandemic began. It transmits quickly and having students

gather in classrooms again involves inherent risk for students and staff. While the science about COVID-19

is evolving, it will be important to remain vigilant and nimble to respond to new developments.

Continuing to keep children physically out of school could have long-term detrimental effects on academic

progress, mental and emotional well-being and behavior, according to recent studies and the American

Academy of Pediatrics.

Children rely on schools for academic and social development and in many underserved areas for basic

needs including food and support for mental and emotional well-being. Additionally, the pandemic has up-

ended the lives of all Ohioans, particularly children and parents, who rely on the structure of the school

day for much needed daily routine.

According to the American Academy of Pediatrics, COVID-19 Planning Considerations: Guidance for School

Re-entry, “Schools are fundamental to child and adolescent development and well-being and provide our

children and adolescents with academic instruction, social and emotional skills, safety, reliable nutrition,

physical/speech and mental health therapy, and opportunities for physical activity, among other benefits.”

Every adaptation to COVID-19 has been challenging. This is no different. There will be changes to how

children will be transported to and from school and what the typical school day will look like. These

adaptations are critically important to ensuring that children are able to return to school safely.”

Further, as stated in the guide book, “Reopening plans should be designed to complement other

community mitigation strategies, minimize disruption to teaching and learning, and protect students and

staff from social stigma and discrimination; therefore, ongoing collaboration and communication among

community stakeholders is critical to ensuring a meaningful year for students in which they remain

engaged in learning.”

Cuyahoga Heights Schools is committed to the health, safety and education of our students, staff, families,

and communities. In collaboration with a range of stakeholders, we have developed a plan based on state

and local educational and health guidance, survey results, and networking with leaders from area school

districts. While this plan is representative of these considerations, it is also a working document intended

to be flexible so that modifications can be made as our understanding of education in the new normal

evolves.

I want to thank the Cuyahoga Heights Schools community for their completion of the survey sent out last month. The Back to School Workgroup, which consisted of community members, staff and administration, relied heavily upon that input as a foundation for our Reset/Restart plan. Many hours and many meetings have gone into our planning process, with full knowledge that any plan for returning to school will need to be a fluid document and ready to change at a moment's notice. As we have seen throughout the COVID pandemic, new information, guidelines and protocols can be released weekly, or even daily. We must be prepared to respond just as quickly to meet the needs of our students and families in order to continue to deliver the highest quality education possible. As you have heard me say on many occasions, our students and families must first feel safe in our buildings, before we can ever begin to start the educational process. To that end, we have extensively researched and closely worked with the Centers for Disease Control and Prevention and Cuyahoga County Health Department in the development of this plan. You will also notice that we have gone above and beyond several of their recommendations in our efforts to provide the safest environment possible. We have also collaborated with school districts locally and statewide in an attempt to create a model that works best for our district. We realize that no plan is perfect for every family in the district, and we remain committed to working together and continually reviewing and/or modifying processes and procedures as we continue through this current crisis. I have also stated on multiple occasions that my goal as Superintendent is to have our students return to our buildings 100%, receiving the outstanding instruction we have all come to expect from our staff in Cuyahoga Heights Schools. At the same time, we recognize that under current conditions within the pandemic, returning physically to our school buildings and classrooms may not be an option for some of our families. We also understand that many of our parents have just returned to work and simply can’t stay home with their children for remote on-line learning. Please be assured we are aware of these concerns and will work closely with our families on these details. The Cuyahoga Heights Schools Reset/Restart Plan is aligned with Ohio’s color-coded Public Health Advisory Alert System. As with many districts we are prepared to deliver instruction within the following models:

(1) “All-in” Model - To be used when we have reached a point in the crisis in which the largest portion of our students feel safe returning to our school buildings and classrooms; (2) Hybrid Model - To be used when we are at the second highest county alert level, combining in-school and online delivery; and (3) Remote Model - To be used when Cuyahoga County is at the highest alert level. This plan is far more detailed than what we used in the spring, and will contain schedules for your students to be online with our teachers in addition to completing online assignments independently. Our staff will check for attendance by monitoring student online activity and participation in interactive lessons, interactive lessons will be provided, work will be assigned, and assessments will be given. We understand and expect that some families may choose remote learning at any time throughout the pandemic based upon personal circumstances. We will make every effort to ensure that option mirrors our curriculum as closely as possible, including monitoring student progress and ensuring frequent contact with our students. As you should expect, our online curriculum will be aligned to Ohio’s Learning Standards so that few gaps will exist for those students upon returning to the classroom. Again, I want to thank all who provided input into the planning process. While the options provided cannot be 100% perfect for everyone, we have strongly taken into consideration the responses from our survey to guide this work. Thank you community members who took part in the committee - your input was critical in putting this document together. Thanks to our staff committee members who contributed vital information to this plan from those who have the most direct and impactful influence on our students and their education. Cuyahoga Heights Schools is blessed in many ways. When we have faced adversity, we have consistently risen to the occasion and continued to serve our students and families like no other. Now will be no different. We will not bemoan our situation, we will continually look for ways to improve and be better. That quality is just one reason I am so proud to serve as your Superintendent. General Expectations—All In and Hybrid

Student and Family Expectations Staff Expectations

Parents/Guardians

• Conduct a child wellness check, including temperature, prior to sending a student to school. Students with temperatures over 100°F are required to stay home.

• Report your child off from school using standard procedures.

• Ensure you have caregivers available to pick up children who fall ill at school.

• Provide a clean mask for your child to wear, on a daily basis, as required. If you cannot provide a mask, the school will provide one.

• Ensure your children wash their hands often with soap and water for at least 20 seconds.

• Provide children with a backpack large enough to carry all materials to limit locker stops. PreK-5 students may be able to keep materials in their classrooms. Materials will not be shared between students. All students must have the required supplies and a way to keep supplies organized each day.

Students

• Wash your hands often with soap and water for at least 20 seconds.

• Use hand sanitizer often.

• Wear masks at all times.

• Carry a backpack large enough to carry all materials as lockers may not be assigned. K-5 students may be able to keep materials in their classrooms.

• Cover coughs and sneezes (with the sleeve or elbow, not the hand).

• Avoid touching your face, specifically your eyes, nose and mouth.

• Do not touch any other person.

All Employees

• Wear a mask or face shield at all times except when alone (e.g., planning time, restrooms, etc.)

• Conduct a wellness check including temperature prior to coming to work. Employees with temperatures over 100°F should stay home.

• Wash your hands often with soap and water for at least 20 seconds.

• Use hand sanitizer often.

• Cover coughs and sneezes (with the sleeve or elbow, not the hand).

• Do not touch any other person except in the case of an emergency in which student safety is at risk.

Teachers/Assistants

• Ensure classroom setup of desks provides physical distancing for students.

• Ensure students maintain physical distance whenever possible.

• Ensure students have access to hand sanitizer and cleaning materials.

• Ensure students wear masks as required throughout the day.

• Provide guidance and support on best practices for healthy and safety procedures.

• Provide reminders, issue warnings, contact parents/caregivers, and report non-compliant students to the office.

Custodians

• Ensure teachers are provided with all supplies needed daily including disinfectant and paper towels.

• Disinfect classrooms daily.

Administration

• Ensure procedures are in place to maximize social distancing whenever possible.

• Provide your student with a water bottle daily as water fountains will not be available for use. Water filling stations will be made available in strategic locations.

Students

• Wearing a mask or shield is required when in hallways.

• Report immediately to your pre-assigned area upon arrival to school.

• Carry a water bottle as water fountains will not be available for use. Water filling stations will be made available in strategic locations.

• Follow all signage in the hallways and common areas.

• When possible, stay to the right when traveling down hallways and using stairs.

Teachers/Assistants

• Supervise hallways and common areas to ensure students are reporting immediately to designated areas and not congregating in hallways or common areas.

• Provide guidance & constant support regarding safety precautions and procedures.

• Provide reminders, issue warnings, contact parents/caregivers, and report non-compliant students to the office.

Custodians

• Disinfect common areas, multiple times throughout each day, based on a schedule provided by school administration. This includes, but is not limited to, door handles, handrails, toilets, stalls, and sinks.

Administration

• Ensure proper signage is installed in hallways and common areas.

• Ensure supplies are readily available for custodians.

• Wear a mask when monitoring hallways and common areas.

• Provide reminders, issue warnings, contact parents/caregivers, and issue consequences to non-compliant students.

• Implement staggered dismissal times if necessary to maximize physical distancing and student safety.

Drop-Off, Pick-Up and Visitors—All In and Hybrid

Parents/Guardians

• Conduct a student wellness check including temperature prior to sending a student to school. Students with temperatures over 100°F should stay home.

• Provide a mask for your student to wear on the bus and while at school when needed. If you cannot provide a mask, the school will provide one.

• Limit pre-arranged visits to school as much as possible.

• Conduct a personal health screening prior to coming to a school building and do not come if you are running a fever higher than 100°F or showing other symptoms.

• Follow posted guidelines and read all signage whenever entering the building.

• Parents must pre-arrange any visitation within the building. Wearing a mask is required when entering the building.

• If picking your child up from school, and you forget a mask, call the main office, and your child will be brought to you instead of you entering the building.

Students

• Wearing a mask is required when entering, exiting, or moving around the room.

• Report directly to your pre-assigned area upon arrival to school.

• Maintain maximum physical distance from peers whenever possible.

• Use hand sanitizer or wash your hands with soap and water, for at least 20 seconds, after arriving at school.

Transportation—All In and Hybrid

• Provide a mask for your student to wear on the bus and while at school when needed. If you cannot provide a mask, the school will provide one.

Students

• Wearing a mask is required when using school transportation.

• Upon entering the bus, move to your assigned seat.

• Maintain appropriate physical distances while at the bus stop, on bus lots, and while entering the building.

• Sit two per seat on the bus and sit in your assigned seat.

• While getting on the bus, wait until the person in front of you is past the driver before entering.

• Upon exiting the bus, the driver will dismiss you by seats, starting with those seated at the front and working their way towards the back of the bus. Do not stand up, or get out of your seat, unless instructed to do so by the driver.

• Remain seated, facing forward, the entire time while riding the bus.

• Any student who violates the established protocols may lose the privilege of school transportation.

• Upon entrance into the school, proceed immediately to your pre-assigned area.

Drivers

• Wear a mask or face shield while students are on the bus.

• Provide reminders to students of bus expectations - 2 per seat, wearing masks, seated facing forward.

• Provide reminders, issue warnings, contact parents/caregivers, and report non-compliant students to the office.

• Ensure the bus is disinfected following outlined safety protocols.

Administration

• Reduce the number of transfers and overall time on buses for students.

• Monitor drop off and dismissal to ensure students do not congregate in groups.

• Provide consequences, including loss of privilege to ride the bus to those who violate rules.

• Assign student seating and attempt to not assign more than 2 students per seat.

• Ensure no students are seated in the first row of the bus, to provide extra distance between the driver and the students.

Meetings and Conferences—All In and Hybrid

Parents/Guardians

• If you are asked to participate in a school-based meeting, you will be asked of your preference to attend in-person, via phone, or using a virtual platform.

• If you request a school-based meeting, please inform the staff of your preference for conducting the meeting, either in-person, via phone, or using a virtual platform.

• In-person meetings should follow appropriate physical distancing protocols.

• If the meeting is held during the school day or when students are present, masks will be required upon entering, exiting, and moving around the building.

• Conduct a personal health-screening prior to coming to a school building. Do not come if you are running a fever higher than 100°F or showing other symptoms.

Students

• Participate in meetings as requested by parents/caregivers or school staff.

• Follow physical distancing protocols.

• Wearing a mask is required when entering the meeting, exiting the meeting, or when moving around the building to attend the meeting.

• Conduct a personal health screening prior to coming to a school building. Do not come if you are running a fever higher than 100°F or showing other symptoms.

Teachers/Assistants

• When possible, attend meetings from the classroom using video conferencing technology.

• If you request a school-based meeting, please ask participants their preferences for conducting the meeting, either in-person, via phone, or using a virtual platform. Follow the most requested preference.

• Wear masks whenever social distancing is not possible in a meeting.

Custodians

• Clean and disinfect conference rooms after meetings or provide materials for cleaning and disinfecting to take place.

Administration

• Provide parents/caregivers with options for in-person, phone, or video conferencing.

• Ensure physical distancing guidelines are followed as much as possible when in-person meetings are held.

• Ensure physical space used for meetings allows for distancing guidelines.

Health Services—All In and Hybrid

Student and Family Expectations Staff Expectations

Parents/Guardians

• Conduct a child wellness check, including temperature, prior to sending a student to school. Students with temperatures over 100°F are required to stay home.

• Provide a clean mask for your child to wear, on a daily basis, as required. If you cannot provide a mask, the school will provide one.

• Ensure contact information is up-to-date in the event the nurse needs to contact home.

• Ensure there are multiple, pre-arranged methods of getting a student home from school should they become ill or exhibit symptoms.

Students

• Use designated entrances and exits to the office.

• Follow physical distancing protocols, as much as possible, when in office.

• Wearing a mask is required when in or moving around the clinic. (Unless there is a health-related situation involved that would necessitate the mask not being worn.)

• Wearing a mask is required if a student is determined to have a fever or other symptoms.

• Students who have a fever or show other symptoms related to COVID-19 will be kept away from other students and staff. The student will be supervised and monitored, in a separate location from the nurse’s normal office/room, while waiting to be picked up from school.

Nurse

• A mask is required when working individually with students.

• Ensure the workspace is kept clean and sanitized.

• Ensure physical distancing protocols are followed whenever possible.

• Quarantine students, who are showing symptoms, to a separate area away from other students already in the clinic.

• Ensure the clinic is disinfected immediately following a student entering who is exhibiting symptoms.

• Ensure doors to the clinic are open to minimize use of door handles and to ensure maximum air flow to the area.

Custodians

• Disinfect clinic based on schedule provided by school administration. This includes but is not limited to door handles, countertops, seating areas, restrooms, etc.

• Disinfect the isolation area after students who utilize the area have left the building.

Administration

• Install barriers, as needed, to protect employees working in the nurse's office and clinic.

• Ensure proper signage is installed.

• Ensure regular cleaning and disinfecting takes place in the office area.

• Ensure seating areas are properly physically distanced.

• Ensure the student quarantine area is properly supervised when in use.

Lunches and Cafeteria—All In and Hybrid

Parents/Guardians

• Provide a clean mask for your child to wear, on a daily basis, as required. If you cannot provide a mask, the school will provide one.

• Limit visits to school as much as possible, including visits to drop off forgotten items.

• If you need to drop off a lunch to your child, please call the main office upon arrival to school and a staff member will meet you at the door to retrieve the lunch/item.

Students

• When possible, stay safely to the right, face forward, and remain distanced when traveling down hallways to get to the restrooms.

• Wearing a mask is required when in line or moving around the cafeteria.

• Sit in designated seats.

• Use hand sanitizer or wash your hands with soap and hot water for at least 20 seconds (say the alphabet twice) prior to eating lunch and after eating lunch.

• Follow guidelines for restroom use during lunch periods.

• If bringing a packed lunch, report immediately to your designated seating area.

• Follow physical distancing guidelines, as much as possible, when in line and in the serving areas.

Teachers/Assistants

• Supervise designated eating areas to ensure students are properly physically distanced.

• Wear a mask when monitoring entrances/exits & common areas.

• Provide guidance & constant support regarding safety precautions and procedures.

• Provide reminders, issue warnings, contact parents/caregivers, and report any non-compliant students to the office.

• Use staggered dismissal to ensure physical distancing at the end of lunch.

Custodians

• Disinfect all table tops and seats before and after each lunch.

• Disinfect restrooms and common spaces between lunches. This includes, but is not limited to, door handles, handrails, toilets, stalls, and sinks.

Cafeteria Staff

• Wear masks while serving food.

• Clean and disinfect serving areas and tables between lunches.

• Serve all food to students.

Administration

• Ensure proper signage is installed in designated eating areas.

• Ensure enough seating is provided to ensure proper physical distancing when possible.

• Ensure proper physical distancing is being practiced when possible.

• Add additional seating areas as needed.

• Ensure supplies are readily available for custodians.

• Provide reminders, issue warnings, contact parents/caregivers, and issue consequences to non-compliant students.

• Implement staggered dismissal times, if necessary, to maximize physical distancing and student safety.

OVERVIEW OF REMOTE LEARNING The Remote Learning option may be necessary if a situation arises that would require schools to be closed for either a brief or an extended period of time. A shift to Remote Learning may happen without warning, based on any given situation or circumstance, such as a local outbreak, state or local regulations, or through a well-planned precautionary measure. In comparison to last spring’s Home Learning program, the Remote Learning option offers many improvements that involve a consistent approach to teaching and learning, more direct communication from teachers, and a streamlined method for delivering content, providing feedback, and grading assignments. The Remote Learning details may include, but are not limited to, the following: • Students more regularly accessing and using Google Classroom for classroom content and

associated lesson assignments.

• Teachers will create and provide engaging lessons, using a variety of strategies, during the Remote Learning timespan.

• Teachers will provide regular instruction through video conferencing and/or recorded lessons and/or tutorials for students to access when needed.

• Teachers will respond to questions, grade work, and provide feedback to students on assignments in a timely manner.

• During regular school hours, teachers will be available to meet or conference with students and families through a communicated office hours schedule.

• Utilizing a real-time approach, students with specific IEP goals will be supported through regular contact with an Intervention Specialist.

• Families requiring a Chromebook or WIFI access should contact the school so that devices can be borrowed.

COVID Cleaning Days For the 2020-2021 school year, Cuyahoga Heights School will utilize each Wednesday as a Remote

Learning day to conduct a deep cleaning and disinfecting of the school buildings. This process

includes a medical-grade disinfectant and goes beyond the cleaning and sanitizing that will

happen on a daily basis. To promote a setting that is as germ-free as possible, COVID Cleaning

Days will happen on a regular basis. On these dates, the school buildings will be closed to student

so that the cleaning process can be properly administered and given ample time to make an

impact. However, teaching and learning will continue. This will be accomplished through the

remote learning process. Specific guidance and information will be provided by the teachers prior

to all COVID Cleaning Days.

• It is recommended students follow a routine/schedule to complete online learning, assignments, and assessments.

• The online curriculum will meet the same standards as our Cuyahoga Heights Schools curriculum, but it will not necessarily match the same pacing or activities that are delivered in school buildings.
