DFID-ICRIER-PWC: UK-India Economic Policy and Prosperity Partnership (EPPP) – on-going

o Client - Department for International Development (DFID), UK and Department of Economic Affairs, Ministry of Finance, Government of India

o Role: Project Coordinator The Department for International Development (DFID), UK, is supporting Government of India’s reform programmes under the UK-India Economic Policy and Prosperity Partnership (EPPP), which includes research and capacity building of Indian central government agencies. PwC India is the project manager and ICRIER is a consortium partner. As of June 2018, 10 research studies have been commissioned, based on request received from the Department of Economic Affairs and other departments under Ministry of Finance for their G20 negotiations and domestic policymaking.

Facilitating Admission and Growth of EU-based Startups in India: Challenges and Opportunities

o Client - International Labour Organization (ILO), New Delhi o Role: External Collaborator

India does not have any specific polices to attract foreign startups. Recognising that foreign startups can help develop a modern India, create quality employment and solve a variety of social needs, the ILO technical paper discusses how India can support the entry and scaling up of foreign startups, with a focus on EU-based startups. Survey on Nutrient Intake of School Children, Nutritionists & Dieticians

o Client: PepsiCo India Holding Private Limited o Role: Project Coordinator

This survey-based study analysed the actual consumption pattern of fruits, vegetables and juices of dieticians and nutritionists and school children, examined the shortfall in the consumption, if any, and suggested policy recommendations based on the survey findings.

Organic Farming in India: Status, Issues and Way Forward o Client: Amway India Enterprises Pvt. Ltd. o Role: Project Coordinator

This survey-based study examined the current status and future potential for organic farming in India, analysed the regulatory practices in India and examined how India can learn from global best practices in promoting organic farming. The study highlighted issues faced by organic farmers and processed food producers and exporters and made policy recommendations to support the growth of this sector, which have been accepted by Indian government agencies.

Capacity Building Initiative for Trade Development in India o Client: The European Commission, India o Role: Project Coordinator

This project aimed to enhance trade–related capacity building in India so as to meet the country’s development objective. A research paper under this project titled “SPS Barriers to India’s Agriculture Export Learning from the EU Experiences in SPS and Food Safety Standards” has been completed and submitted to the European Commission, New Delhi, India.

India’s Phytonutrient Report: A snapshot of fruits and vegetable consumption, availability and implications for phytonutrient intakes

o Client: Amway Opportunity Foundation o Role: Project Coordinator

The objective of this study was to (a) understand the consumption patterns of fruits and vegetables in India and compare this against the World Health Organization’s recommended quantity for an adult in consumption and (b) understand the reason for shortfall and make policy recommendations so that India can move from “Food Security” to “Nutrition Security”.

Evaluation of the Impact of the Scheme of Mega Food Park o Client: Ministry of Food Processing Industries, Government of India o Role: Project Coordinator

The Ministry of Food Processing Industries, Government of India, launched the Mega Food Park (MFP) scheme in the Eleventh Five Year Plan. The projected evaluated the impact of the MFP scheme. The Ministry of Food Processing Industries has accepted the recommendations.

4 Pilot Studies in Trade in Telecommunications, Logistics, Audiovisual and Professional Services.

o Client: Directorate General of Commercial Intelligence and Statistics (DGCI&S), Department of Commerce, Ministry of Commerce and Industry, Government of India

o Role: Project Leader

This study examined the methodologies and institutional framework adopted by some developed and developing countries for compilation of services trade data and then suggested a suitable mechanism for regular collection of country-wise, sector-wise and mode–wise services trade data. A pilot survey was conducted to check the validity of the data collection procedure and to help in the design of a business directory.

Study on Enhancing Bilateral Trade, Investment and Collaboration in Services: India and European Union

o Client: Konrad Adenauer Stiftung (KAS), Germany o Role: Project Leader

This study examined the trade, investment and collaborations in services between India and the EU, identified the areas of future cooperation and barriers faced in each other’s markets. The study was based on secondary data analysis and a primary survey. The findings of the study are being used by Indian and EC policymakers for their trade negotiations.

India: Visakhapatnam–Chennai Industrial Corridor Development Program

o Client: Asian Development Bank (ADB) o Role: Team Member

As part of the ADB funding to the Indian government, I was an external expert to the ADB on “SEZ policy” for the evaluation study on the economic corridor. I was part of the team doing the economic analysis for the transport corridors and trade policy. I also contributed to the ADB report, which was submitted to the Indian government.

Lowering Trade Costs and Improving the Business Environment in India

o Client: Foreign and Commonwealth Office, UK and Indian Institute of Management (Bangalore)

o Role: Team Member

This study examined how India was implementing the Trade Facilitation Agreement which it signed in the World Trade Organisation, identified areas where and how India’s trade facilitation regime could be improved, including learning from best practices in other countries like the UK, to lower transactions costs and increase opportunities for trade.

Revisiting SEZs: A Review and Evaluation of India’s SEZ Policy o Client: SEZ Division of the Department of Commerce, Ministry of Commerce and

Industry o Role: Project Leader

This study evaluated the performance of SEZs in India, against the objectives laid down in the SEZ policy. It also examined the impact of India’s trade agreements on SEZs and how India can learn from global best practices in developing successful SEZs. The findings of this study have been used by the Department of Commerce to implement reforms in SEZs.

India-UK Collaborations and Investments in Food Supply Chain: Opportunities, Concerns and the Way Forward

o Client: Foreign and Commonwealth Office, UK and D&B Tangram Advisory Services Pvt Ltd (D&B Tangram)

o Role: Team Member

This study examined the scope for improving the efficiency of food supply chain in India through collaborations and investment inflows from the UK. The study focused on five areas of the food supply chain, namely storage and warehousing, cold-chains, packaging technology, skill development and R&D.

Facilitating Investments between India and the European Union: The Case of Bilateral Investments between India and Germany

Germany is an important investor in India and a key source country for technology transfer. A number of Indian companies are investing in Germany. Given this background, the objective of this study was to (a) analyse the patterns of bilateral investment flows

between India and Germany (b) understand the opportunities and prospects for investment in each other’s markets (c) identify the barriers to investments (d) determine the expectations of investors from the India-EU bilateral trade agreement and (d) make policy recommendation to the Indian and German governments and suggest strategies for the EU-India BTIA to facilitate an increase in bilateral investment flows.

Integrating South and East Asia: The Case of Liberalising Services under the India-Thailand CECA

The objective of this study was to understand the services value chain between India and the ASEAN countries taking the example of enhancing services trade, investment and cooperation between India and Thailand. The paper is a part of ADB multi-country project on Capacity Building for Implementing Private Sector-Led Integration in South Asia - An Analysis of Economic Effects of Intensified Regional Cooperation and Integration.

Joint Feasibility Study on Enhancing Trade, Investment and Cooperation between India and Taiwan

o Client: Ministry of External Affairs and Department of Industrial Policy and Promotion, Ministry of Commerce and Industry, Government of India

o Role: Project Coordinator, India

To enhance trade, investments and cooperation between India and Taiwan, the Indian and Taiwanese governments had commissioned a Joint Feasibility Study which was carried out jointly by ICRIER and a Taiwanese think-tank, Chung-Hua Institution for Economic Research (CIER). The objective of the study was to understand the current scenario, identify the scope of enhancing trade and investments, examine the barriers and make policy recommendations to the two countries.

Non-Alcoholic Beverages: The Untapped Potential o Client: Indian Beverage Association o Role: Project Coordinator

This study sponsored by the Indian Beverage Association analysed the contribution of the non-alcoholic beverage sector to the Indian economy, its growth and employment generating potential. It also examined the barriers faced by the sector and made policy recommendations to facilitate the growth of this sector and create employment.

Prospects for Liberalising Trade in Services in the India-Thailand and India-Indonesia CECA

o Client: Department of Commerce, Ministry of Commerce and Industry, Government of India

o Role: Project Coordinator

This project examined the trade in services between India and the two ASEAN economies, identified the trade barriers and suggested negotiating strategies for the Indian policymakers for trade agreements with Thailand and Indonesia.

Joint Study Group (JSG) to explore the possibility of Free Trade Agreement (FTA) between India and Turkey

This study was an input into the India-Turkey Joint Study Group for a free trade agreement (FTA) to enhance bilateral trade, investment and cooperation.

The Express Industry in India: Impact, Constraints and Way Forward o Client: Express Industry Council of India o Role: Project Coordinator

This study in collaboration with Indian Institute of Management (Calcutta) assessed the growth and development of India’s express delivery industry, evaluated its interlinkages with the other sectors of the economy, identified constraints faced by this sector, analysed existing policy framework and made policy recommendations.

Indian Retail Sector: Opportunities for Italian Retailers

o Client: Italian Trade Commission, New Delhi o Role: Project Coordinator

This study examined the market opportunities for Italian and other European retailers in India in selected sectors, identified the trade barriers and suggested reform measures to enhance India-Italy trade, investment and collaboration in the retail sector. The study provided go-to-market strategies for foreign companies in India.

Trade in Services for the proposed India EU BTIA

o Client: Department of Commerce, Ministry of Commerce and Industry, Government of India

o Role: Project Coordinator

To provide inputs into the India-EU Bilateral Trade and Investment Agreement (BTIA), this project examined India’s current and future trade possibilities with EU in 13 services sectors, identified the trade barriers and suggested how these can be addressed under the agreement. It analyses the commitments made by the EU and India in the WTO and other bilateral/regional agreements. It suggests reforms that are needed to improve the productivity and global competitiveness of the respective sectors and enable them to meet the challenges and opportunities arising from the India-EU BTIA.

Socio-economic Impact of Direct Selling in India: Need for Policy Stimulus o Client: Indian Direct Selling Association and World Federation of Direct Selling

Associations o Role: Team Lead

This study provided an overview of the direct selling sector in India and examined its socio-economic impact. The report also highlighted the need for policy intervention to sustain the growth of this sector.

East Asian Free Trade Agreements in Services: Facilitating Free Flow of Services in ASEAN? REPSF II Project No. 07/004

o Client: ASEAN Secretariat and Australian National University o Role: Services Trade Expert

I was nominated as the Indian services trade expert to this project coordinated by Australian National University for ASEAN Secretariat under the ASEAN-Australia Development Cooperation Program by the WTO Trade in Services Division. My primary responsibility was to write a research report on the Indian services sector and compare India’s FTAs in services with Singapore FTAs. The report has been submitted to the ASEAN Secretariat.

Foreign Direct Investment (FDI) in Retail Sector: India

o Client: Department of Consumer Affairs, Ministry of Consumers Affairs, Food and Public Distribution, Government of India

o Role: Project Leader

This study examined the debate around allowing FDI in retail. It examined the impact of allowing FDI in retail on different stakeholders such as consumers and small businesses and also proposed a model phased liberalisation process.

Trade in Services: Opportunities and Constraints

o Client: Department of Commerce, Ministry of Commerce and Industry, Government of India

o Role: Sector Study Team Leader

This project examined India’s trade and investment opportunities and areas of concerns in selected service sectors for the Doha Round of WTO negotiations. The study findings have been used by the government in drawing up the requests/ offers in the Doha Round. As a part of this project, studies were conducted on Maritime Transport services; Construction, Architecture and Engineering services; Audio-visual, Recreational, Cultural and Sporting services; Distribution services; Road Transport services, Rail transport Services and Energy services. After the successful completion of these studies, ICRIER created a niche for itself in services research.

Indo-Singapore CECA: Enhancing Cooperation in Services

o Client: Department of Commerce, Ministry of Commerce and Industry, Government of India

o Role: Team Leader - Services Sector

This project was a pioneering study on service sectors in India in the context of an Free Trade Agreement (FTA) negotiations. The research was used in the Joint Study Group Report on India-Singapore Comprehensive Economic Cooperation Agreement (CECA) and later in the Indo-Singapore CECA negotiations. This study received wide acknowledgement. After successful completion of this study, ICRIER received several projects on services and bilateral/regional agreements.

Indo-Sri Lanka Trade in Services: FTA II and Beyond

o Client: SANEI (South Asian Network of Economic research Institutes) o Collaborating Partner: Institute of Policy Studies, Sri Lanka o Role: Team Member

India and Sri Lanka are negotiating a Comprehensive Economic Partnership Agreement (CEPA). Services sector is one of the key sectors of that agreement. This survey-based study was conducted for providing inputs into the CEPA negotiations.

Indo-US Trade in Services: Prospects for the ICT Sector under a Possible FTA

o Client: NASSCOM (National Association of Software and Service Companies o Role: Project Leader

This project examined the possibilities of enhancing trade in Information, Communication and Technology sector if India and its largest trading partner, the US, enter into an FTA. Four sectoral studies (telecommunication services, audio-visual services, IT-enabled services, and software services) were conducted under this project. The study findings were used in the Indo-US Trade Forum and bilateral dialogues.

India-GCC FTA: Trade in Services

o Client: Department of Commerce, Ministry of Commerce and Industry, Government of India

o Role: Team Leader

This survey based study was conducted to provide inputs for the India and Gulf Cooperation Countries FTA. It also discussed different bilateral/multilateral/regional engagements of GCC countries to understand what other trading partners are demanding and getting from these countries.

Globalization of Transport Services: India’s Trade and Investment Prospects

o Client: Sir Ratan Tata Trust o Role: Study Team Leader

This study discussed India’s trade and investment prospects in the transport sector. It highlighted the recent trends and development in different sub-sectors of transport (road transport, rail transport, air transport and maritime transport), both globally and within India. It also analysed the linkages of transport with rest of the economy, areas of weaknesses and reform requirements. It examined unilateral/multilateral/bilateral liberalisation in this sector and how India is likely to address this sector in the ongoing WTO negotiations and in its bilateral/regional agreements.

India-US Agricultural Knowledge Initiative

o Client: National Bank for Agriculture and Rural Development (NABARD) o Role: Team Member

This study focuses on two key research areas identified by the India-US AKI namely agricultural reforms and agri-business investment. Several papers have been commissioned under this project. The findings are compiled in a book format by Cambridge University Press with a grant from NABARD. It is expected to provide valuable policy inputs in the agriculture and related sectors.

The British Lone Parent Cohort (1991-1998)

This project was a part of the DSS/Policy Studies Institute (UK) Programme of Research into Low Income Families (PRILIF). This study looked at the changes in respondents’ circumstances from 1991 to 1998 and focused on issues such as family changes, receipt of income support and family credit, employment, family welfare and patterns of family health.
