Iraq – Central Bank of Iraq – Lead consultant & technical expert – Implementation of a national card payments switch and mobile payment system for the Central Bank of Iraq (2014-2016) Retained directly by the Central Bank of Iraq to assist with project management and implementation following the end of USAID support for the project. Supported the Central Bank management team with management and technical advice including project managing the vendor implementation, user acceptance testing, operational acceptance, defining processes and controls, defining system rules governing participants, defined Central Bank financial and technical instructions governing payment services providers, assessing participant license applications and supporting integration testing with participants. Build interfaces to the Real Time Gross Settlement (RTGS), Central Securities Depository (CSD) and Check enabled Automated Clearing House (CACH) systems. Supported participants to develop business models and plans. Built partnerships with MasterCard and Visa to develop the payments infrastructure of Iraq. Used the payments infrastructure to initiate key government programs to create a cashless society, improve financial inclusion, provide micro-finance, enable government electronic payments (G2P, P2G, G2B, B2P) and provide and control efficient domestic and international remittances.

Iraq – USAID (AECOM and Monetics) – Lead consultant & technical expert – Selection and implementation planning for a national card payments switch and mobile payment system for the Central Bank of Iraq (2013-2014) Played the leading role in ensuring the success of the project and gaining two extensions to USAID support for it. Advised and supported the Governor and Directors to run a tender and evaluation process for a $15 million procurement which selected a vendor consortium to supply the national switch for card payments and a national mobile payments system. Advised on the negotiations and implementation planning, including managing the vendor and supporting bank and mobile network participants to prepare for and implement the system. Advised on the development of regulations for electronic payments issued by the Council of Ministers and the licensing of the first payment services providers covering cards, mobile payments and national and international remittances. Advised on reform of the Banking Law, Central Bank Law and Anti-Money Laundering Law and on supervision of banks, money transfer agents and payment services providers. Iraq – UK Foreign & Commonwealth Office (Monetics) – Lead consultant & project manager – Improvement of trade facilitation (2013-2014) Working for the British Embassy, reviewed and set in train recommendations for the simplification of customs and trade laws, regulations and procedures in Iraq to reduce cost, increase speed, and improve efficiency and effectiveness. Developed a specification for a “single window” trade portal to simplify import, export and customs compliance. UK – NatWest Bank – Implementation Manager and Lead Consultant – Implementation of a debt recovery function and system (1992-1994) Led development of an innovative and highly complex rules-based system to manage the recovery of bad debts across the whole NatWest Bank group. Developed requirements for the £30 million system and managed over 120 bank and supplier staff to develop, test and implement the system. Managed delivery to time, budget and quality in a green field site with a new centralized debt recovery team.

Poland – PKO – Lead Consultant – Credit portfolio and risk management (1992) Led the retail lending work stream to value the loan portfolio of this major Polish bank and establish a provision to write off accumulated losses. UK – Switch Card Services – Lead Consultant – Payments business model (1991-2) Led a review of the structure of interchange fees paid between card issuers and transaction acquirers to establish the principles behind the direction of payment and to calculate a fair fee structure.

Sponsored by Midland Bank on the leading Banking and Finance degree course at Loughborough University of Technology, rank 5th amongst UK universities. Gained experience in the branch network before leading major projects in head office to launch new products and build information technology systems.

UK – Senior Manager – Merchant acquiring (1989-1990) Managed on-going development of the merchant acquiring business, managing relationships with the top 100 UK retailers for the Switch card, credit cards, checks and cash. Managed scheme rules in conjunction with the inter-bank Switch card scheme and other pan-industry groups. Built the merchant acquiring center with all its facilities, processes and systems, and selected and trained all staff. Prepared requirements, selected and implemented a £10m merchant acquiring system.

UK – Relationship Manager – Payments (1988-1989) Developed the concept of the debit card with senior executives from UK banks and major retailers. Built commitment from the top 20 retailers to the proposed Switch debit card scheme to ensure its successful launch and sold the scheme to 18 of them within its first year. Sold the scheme to many of the top 100 retailers and managed merchant acquiring relationships with them.

UK – Implementation Manager – Launch of the Switch debit card scheme (1987-1988) Planned and implemented the first debit card scheme in the UK for Midland Bank. Managed complex technical, legal and regulatory issues with the bank's Information Technology teams and external legal counsel. Integrated and managed plans across the bank's payments, information technology, marketing, customer relationship management and branch teams, as well as with individual major retailers, participating banks, and technology and service providers. Set up the operational infrastructure for the first debit card in the UK. Developed inter-bank regulations and requirements for the cards, bank acquirer systems, retailer acceptance systems and central interchange processing. Set up and led the implementation team, selected and contracted with all suppliers and outsourced providers.

UK – Senior Business Analyst – Core banking system (1986-1987) Lead business analyst for the retail lending work stream to implement packaged core banking background and foreground systems to replace legacy in-house systems. Implemented the first bank customer management system in the UK.

UK – Operations Manager – Enfield Area (1986) Managed operations in the Enfield Town branch and area office. Implemented the first pilot of a counter system to support cashiers in bank branches.
