A one-day workshop on the Formulation of Central Visayas Regional Statistical Development Program (CV-RSDP) 2018-2023 was hosted by the Philippine Statistics Authority - Regional Statistical Services Office 7 (PSA-RSSO 7) held on 18 January 2018 at Mezzo Hotel, mabolo, Cebu City participated by the Regional Statistics Committee (RSC) Member Agencies, and PSA officials and staff. This aims to identify the major strategies and statistical development programs and activities that will address the challenges, issues, concerns and data requirements to continually improve the coordination mechanisms in Central Visayas Regional Statistical System (RSS). PSA Cebu Provincial Statistics Officer Firmo C. Diputado, in his welcome remarks, emphasized that the activity is a step towards a thousand miles of fostering a stronger relationship among the statistical community, academe, national government agencies and other stakeholders in the region. The workshop was very successful through the help of Mr. Aldrin Federico R. Bahit Jr., Statistical Operations and Coordination Division (SOCD) Chief of PSA Cordillera Administrative Region, who shared the best practices and experiences in CAR in crafting their RSDP. Present also in the workshop was Ms. Willi Krizza May G. Pursuant to Presidential Proclamation No. 682, signed by then President Corazon Aquino on 28 January 1991, Civil Registration Month (CRM) is observed every February. This year’s CRM adheres to the theme #napapanahongCRVS, which focuses on a timely, accurate and efficient civil registration system and process for a well and improved Filipino living. In this regard, RSSO 7 conducted various relevant activities in support to the celebration:

1. DISPLAY OF STREAMERS

To pub l i c i ze th i s endeavor, PSA RSSO 7 displayed a streamer with regards to the month-long celebration within the premise of the regional office, bearing this year’s theme, #napapanahongCRVS.

2. MOBILE REGISTRATION

A mobile registration was conducted in Brgy. Lindogon-Simala, Sibonga, Cebu on February 23, 2018. Aside from the assistance to the applicants for the late registration, there was also a lecture on civil registration especially on its significance as to the usefulness of the documents in almost all personal transaction. Civil registration procedures and other special laws were also discussed to give solutions on discrepancies of the entries therein. They were also informed on the recent fee increases of the copy of civil registry documents. For birth, marriage and death certificates the increase was from 140.00 pesos to 155.00 and for CENOMAR, from 195.00 pesos to 210.00. There were 103 clients who attended and availed the mobile registration.

3. CONDUCT OF CHARITABLE ACTIVITY

A feeding program to the badjao children of Nano Nagle Child Care and Learning Center at Alaska, Mambaling, Cebu City was conducted on 27 February 2018 at around 10:30 in the morning.

4. OTHER RELEVANT ACTIVITIES

a. Invitation During the Civil Registration Month Opening Celebration in Negros Oriental

Relative to the celebration, RD Ariel E. Florendo and CAO Edwina M. Carriaga of PSA-RSSO VII together with CSS Ariel T. Fortuito of PSA- Negros Oriental were invited by Ms. Roselyn R. Juanillo, Municipal Civil Registrar of Sta. Catalina for their opening activities to this year’s celebration on February 5, 2018 at Sta. Catalina, Negros Oriental. During the program, RD Florendo was tasked to deliver his message to the participants while PSO Fortuito was the guest speaker. Moreover, the three officials also served as judges to the slogan and poster making contest.

b. Libreng Kasalan, I Do, I Do, Araw Ng Pag-Ibig

The Pag-ibig Home Development Mutual fund (HDMF) Member Services Branch Operations for Visayas and Mindanao celebrated the “Libreng Kasalan, I Do, I DO, Araw ng Pag-ibig” as their annual gratitude to all HDMF members who wish to marry on 14 February 2018 held at 10,000 Roses, Cordova, Cebu. The PSA RSSO VII attended and witnessed the event as a continued inter agency support. There were 150 couples who tied

their knots which was officiated by the municipal mayor.

c. 2018 Civil Registration Month Motorcade

PSA RSSO VII joined the motorcade as a commencement activity on the 2018 CRM organized by the Cebu City Local Civil Registry Office, headed by Atty. Evangeline Abatayo, on 01 February 2018 at the Cebu City Hall. Other participants present during the activity were the Local Civil Registry Offices of Talisay City headed by Febritt Lourdes Cabanero, Lapu-lapu City led by Yolanda Pangatungan, and the Cebu Provincial Statistical Office selected staff.

The opening program was held after the motorcade at the Social Hall, 4th Floor, Cebu City Hall Executive Building. Ms. Hera

B. Juarez, Registration Officer IV of RSSO VI, delivered the heartfelt message of RD Ariel E. Florendo who was not present during the said activity due to his prior commitment. In his message, he encouraged everyone “to work together to achieve timely and accurate civil registration and vital statistics services to our clients and stakeholders for a better civil registry documents and data that will improve the quality of life for all.”

d. Invitation as Member of the Board of Judges during the Civil Registration Quiz bowl

PSA RSSO VII was invited to the Civil Registration Quiz bowl and Culminating Activity of the Cebu City Civil Registrar on 28 February 2018 at the Social Hall, Legislative Bldg. Cebu City. RD Ariel graced the invitation as part

of the panel of adjudicators for the contest.

e. Distr ibution of Civi l Registration Brochures

PSA RSSO VII distributed a civil registration brochures to the clients on 12, 13, 14 & 15 February 2018 at the CRS Outlet. Brochures distributed include among others the Civil Registration System, Republic Act 9255, Republic Act 9048, Late Registration of Birth, Death and Marriage, and Civil Registration for Indigenous Cultural Communities/ Indigenous.

f. Civil Registration Month Trivia

The PSA RSSO VII conducted a trivia at the CRS Outlet in line with the celebration of the Civil Registration Month

on 12 & 13 February 2018. The CRS clients were asked some questions about civil registration while waiting for their documents to be released. Those who gave the correct answer received some freebies such as umbrella, tumblers, and free civil registry documents in security paper. (B.J. Bacurnay)

The Philippine Statistics Authority (PSA) Visayas Group gathered in Cebu for the 2018 PSA Pre-Retirement Summit (Aged 45 – 60) on 7 February 2018 at Crown Regency Hotel & Towers, Cebu. The one-day activity was initiated by the Planning and Management Service (PMS) headed by Director Reynor R. Imperial. There were eight (8) participants from Western Visayas, five (5) from Central Visayas, and nine (9) from Eastern Visayas, and Central Office.

The Philipppine Statistics Authority, Regional Statistical Services Office VII (PSA, RSSO VII) conducted a driving seminar for personnel authorized and designated to drive on 25 January 2018 at RSSO VII Conference Room, Cebu City. Twenty-seven participants were present during the one-day seminar. The activity was designed to update the participants on the laws, rules and regulations; duties and responsibilities as assigned/designated driver; and the PSA policy, access, care and maintenance, security and liability on the use of the PSA’s service vehicles. Engr. Felixberto M. Sato Jr., Senior Statistical Specialist, presented the Office Memorandum No-37, Policy on Service Vehicle Administration. Participants were enlightened and reminded of the DOs and DON’Ts and other pertinent protocols in driving the office service vehicle. He also cited other laws and legal basis, circulars and memorandum in support to the discussed office policy. Regional Director, Engr. Ariel E. Florendo, wanted to monitor the status of vehicles of RSSO VII and provincial offices. Thus, “a form will be prepared and emailed to the provincial offices regarding the vehicles under disposal, still used for operations, registered with LTO, and GSIS TPL and Comprehensive Insurance holder.” Mr. Rex Aquarius Culabao of the land Transportation Office VII, followed the discussion on the Revised Schedule of Fines and Penalties for Violations of Laws, Rules and Regulations Governing Land Transportation. As such, he gave emphasis on the importance of safety driving and observance of good driving practices and protocols. Queries were taken and answered in full capacity as to adhere and uplift the importance of safety and secure driving. (B.J. Bacurnay)

PSA Visayas Group converges in Cebu for the 2018 PSA Pre-Retirement Summit

PSA Visayas Group unites in Cebu for the Review of PSA Strategic Plan The Philippine Statistics Authority (PSA) Visayas Group come together in Cebu for the review of the PSA Strategic Plan on 08-09 February 2018 at Crown Regency Hotel & Towers, Cebu. This two-day activity was initiated by the Planning and Management Service (PMS) headed by Director Reynor R. Imperial. There were seven (7) participants from Central Visayas and nine (9) each from Central Office, Eastern and Western Visayas. The objective of the activity was to know if the office was still in the right path and assess the employees if they were still doing the right thing. It aimed to know the thoughts and ideas of the Regional Director (RDs), Division Chiefs (DVs), and Provincial Statistical Officers (PSOs) to the situation or the present processes and the dream they want for the PSA. The output of this activity will be used in planning and analyzing the next PSA Strategic Plan. (C. Pohanes)

The objectives of the activity are: to understand the PSA as an agency and to know how the office evolved in almost five years since the merging began. The activity focused on the PSA employees aged 45-60 years old, to hear their thoughts and ideas as the PSA moved forward in the coming years. It aimed to hear the voice of the employees that are seldom

heard by the management on how the PSA can achieve its vision of being “solid, responsive, and world-class.” Deputy National Statistician Romeo S. Recide emphasized the importance of legacy they want to leave in the office and their commitment as senior employees of the PSA. (C. Pohanes)

Proclamation No. 227 s. 1988 providing for the observance of the month of March as Women’s Role in History Month and Philippine Commission Women (PCW) Memorandum Circular No. 2018-02 providing a general guide for stakeholders on the national observance of the 2018 National Women’s Month on 1-31 March 2018 with the theme, “We Make Change Work for Women”. In connection with this, the Philippine Statistics Authority (PSA) Region VII conducted the first Women Summit for all the PSA 7 women personnel. The said activity was held at Alta Cebu Village Garden Resort and Convention Center on 22 March 2018. It was participated by 34 employees of which four (4) of were from PSA Bohol, five (5) from PSA Cebu, two (2) from PSA Negros Oriental, one (1) from PSA Siquijor, and twenty-one (21) from PSA RSSO VII.

The objectives of the activity is to know the status of women in the society, their health and other socio-demographic indicators, based on the results of censuses and surveys of PSA, to assess the strength and weaknesses of PSA 7 Women personnel, to identify the needs of PSA 7 Women in their workplace, and know the value reformation and formation of PSA 7 Women thru reflection and retrospection activities. Ms. Teresa Fernandez, the Executive Director of Lihok Filipina Foundation Inc. was invited to talk about the 2018 Women’s Month. (C. Pohanes)

RSSO VII adopts new procurement scheme Selected members of the Regional and Provincial Bids and Awards Committee attended the orientation on the new procurement scheme on 09 January 2018 at the RSSO VII Conference Room. The activity was geared towards achieving a more holistic procurement procedure in the region and provinces.

During his opening remarks, RD Ariel Florendo fervently encouraged the participants to think out of the box to make the new procurement scheme essential and effective to elude delays. He also urged the presenters to provide a photocopy of the government procurement handbook to the participants.

Meanwhile, new members of the Regional and Provincial Bids and Awards Committee were determined and designated.

AO III Irish B. Velasco discussed the procurement process in which various agreements were synthesized throughout and after the activity, to wit among others:

• The initials/countersignature of the Budget Officer or Acting Budget Officer in the Provincial Purchase Request indicates that there is an available/allotted fund; and,

• RFQs should be kept sealed.

In conclusion, the activity was successfully conducted and carried. Topics were explained well and queries and concerns were given justification to give the new scheme a more holistic approach. (B.J. Bacurnay)

2. OPENING CEREMONY

The PSA RSSO VII started the celebration of the 28th National Women’s Month celebration with an inspirational videos for all women prepared by the selected PSA 7 men last 01 March 2018 at PSA RSSO 7 Conference Room.

3. UPLOADING PHOTOS IN THE SOCIAL MEDIA

The uploading of photos of the various activities in the social media of PSA RSSO VII, facebook and the regional website was done by the staff of PSA for information dissemination.

4. INFOGRAPHICS

The PSA RSSO VII prepared an infographics entitled “All About Juana: Statistical Facts About Women of Central Visayas” and “The Disturbing Truth on Violence Against Women in Central Visayas” based on the 2015 Census of the Population and 2013 National Demographic and Health Survey results and distributed last 28 February 2018 during the 1st Quarter Regional Statistical Committee Meeting (RSC) and on 07 March 2018 to the PSA CRS clients.

5. FACT SHEETS

Fifty Factsheets about the status of women in the society based on the conducted survey results of the PSA were prepared and distributed to the RSC Members during the 1st Quarter RSC Meeting last 28 February 2018 and 07 March 2018 to the PSA CRS Clients.

6. NATIONAL WOMEN’S DAY

Pursuant to Republic Act 6949, an act to declare 08 March every year as a working special holiday to be known as National Women’s Day, the PSA RSSO VII conducted a film showing entitled “Wonder Woman”.

7. WOMEN SUMMIT

In connection to this, the PSA RSSO VII conducted the first regional women summit at Alta Cebu Village Garden Resort and Convention Center on 22 March 2018. It was participated by 34 participants. Various activities and workshops were done for all the PSA women personnel. Executive Director, Teresa Fernandez, of Lihok Filipina Foundation Inc., was invited to talk about this year’s theme, “We Make Change Work for Women”.

8. OTHER ACTIVITIES

Other activities organized by the PSA RSSO VII were the display/exhibit of Women’s Month brochure, statistics display about women in electronic board located at the regional office and at the CRS Serbilis Outlet, and singing of all women cast Lupang Hinirang video and feature of short videos about women during Flag Ceremony, every Monday for the whole month of March 2018.

9. CULMINATING PROGRAM

The PSA RSSO VII conducted a wellness program specifically Zumba activity as part of the culminating activities for the month long celebration. (C. Pohanes)
