Important NewsFrom the Executive Director...

Dear Friends,These are exciting times at the Carbon Valley Park and Recreation District (CVPRD). Our commitment to building a healthy community has resulted in more residents taking advantage of our facilities and the programs we offer every day.

This year has also been busy as we have begun looking to the future of the District and how we serve our residents. Since 2003, the population of the Carbon Valley Park and Recreation District has increased by 264%. Our challenge has been to continue to provide the quality services our community has come to expect with more people than ever utilizing our facilities.

At the direction of the Board of Directors, the staff and I have spent the last 12 months meeting with members of our community including community leaders, parents, seniors and organizations. These focus groups have allowed our team to form a vision of where the community wants to see the Carbon Valley Park and Recreation District in 5 years. We have formulated a plan that incorporates the needs of residents of all ages.

This plan recognizes the needs of our entire community. A mill levy increase would allow our current recreation center in Frederick to receive significant updates that have been delayed the past several years. This would also allow us to build a regional recreation center in the northern part of the District which will include a pool with outdoor splash pad, an indoor track, athletic fields and an ice rink with two sheets of ice. While providing facilities to our residents to commit to a healthy lifestyle, we are equally committed to providing programming and employment for the young people in the District. All of the progress we have made over the past two years could not have been done without the communities of Dacono, Firestone, Frederick. It is with your confidence and encouragement that we are at a place to begin looking forward to the future of the District and what it can be for all our residents.

Lastly, in 2010, the Special District Association (SDA) Board created a Collaboration Award to recognize special districts that collaborate with other entities. The award is presented at the SDA Annual Conference. I am proud to announce that the Carbon Valley Park and Recreation District has been selected as a recipient of the award by effectively collaborating with Dacono, Firestone, Frederick. A true example of combining knowledge and resources for the greater good of the Carbon Valley area.

Carbon Valley Park and Recreation District is a Special District – a form of local government authorized under state law and created to perform a specific purpose. The CVPRD purpose is to serve recreation needs through facilities, programs, and parks services for our constituents. The CVPRD is one of the largest districts in the state covering a 45 square mile area including the communities of Dacono, Firestone and Frederick. The Carbon Valley community is known for a vibrant small town community feel and being home to the fastest growing community located in southern Weld County, with over 25,000 residents.

Every Sunday the Rec Center opens at 12pm and closes at 5pm. Come on down after Sunday brunch for swimming, fitness and fun with the whole family. The pool is available for open swim until 4:30pm on Sundays. A paying parent or guardian is required to accompany all children. CVPRD Facility Age Policy• Children 10 years of age or older may be in the facility without

a parent/guardian, but must successfully pass a swim test to be unsupervised in the pool area.

• Children 7-9 years of age must be accompanied in the facility by a responsible person aged 14 or older, and must pass a swim test to be in pool area without direct supervision.

• Children 6 years of age or younger must be directly supervised by a responsible person aged 14 or older unless participating in an approved CVPRD program or activity (i.e. swim lessons, KidZone, etc.).

• Children 13 years of age or younger must pass a swim test to be in certain areas of the pool (see Aquatics section for more info).

• Children 10-14 years of age must complete the Junior Trainer program to use the weight and cardio room areas with a parent/guardian (see Fitness/Wellness section for more info).

• Children 12-14 years of age may attend group/aqua fitness classes with a parent/guardian and at the instructor’s discretion.

Food and Drink PolicyNo food or beverages will be allowed past the lobby with the exception of bottled water and sports drinks.

Payment For Weekly ClassesClasses that are offered on a weekly basis are to be paid using a membership card, a punch card, or the drop-in fee.

Right to RefuseCarbon Valley Park and Recreation District reserves the right to withhold service to any patrons who refuse to follow district guidelines and code of conduct while in a district facility or while attending or participating in any district program.

Youth Weight/Cardio Room Policy Children 10-14 must participate in the Junior Trainers Program. Ages 15 and up have full access to weight and cardio rooms. No ToleranceCVPRD is a zero tolerance zone. Stay off of the premises if you are under the influence of any drug or alcohol. This is for your safety and the safety of others. We are a bully-free zone. District staff members reserve the right to ask patrons to leave if under the influence or if behavior dictates. The staff & board thank you for your cooperation.

Customer Dress CodePlease dress appropriately when in the center.

• Shoes and shirts are required at all times (except in the pool).

• Non-marking shoes are required in the gymnasium, racquetball courts, and fitness studio.

• Proper swim attire is required in the pool area, including trunks for males and swim suits for females (street clothes are prohibited).

• Athletic attire, including closed toe athletic shoes, are required in the fitness areas. Pants or shorts with adornments (rivets, zippers, etc.) that may catch or tear workout equipment are not permitted in fitness areas.

Lost and Stolen ItemsWe strongly encourage patrons to bring your own lock or purchase one at Guest Services. Lockers are available for daily use for patrons to store personal belongings. Lockers are for daily use only, items left in lockers will be removed and placed in lost and found. CVPRD is not responsible for lost and or stolen items.

RefundsFull refunds will be given when Carbon Valley Park and Recreation District cancels classes or programs (special events non-refundable 7 days after registration). All approved refunds will be refunded to your credit/debit card, applied on your account or in the form of a check. Requests for refunds will take up to 2 weeks and are subject to managerial approval. Program Refunds: No refunds will be allowed after the 1st (7) days or (2) completed classes after the program begins. Unless the circumstances are stated in writing and warrant consideration. Refund requests are subject to a $5.oo processing fee.Pass Holder Refunds: Refunds will be granted on Annual Passes only. Refunds will be pro-rated dependent on use and a $25 processing fee will be applied. All other listed options are not refundable. Rental, Party, and Facility Reservation Refunds: Rentals, parties, and facility reservations may be cancelled one week prior to scheduled date for a full refund minus a 10% processing fee. Cancellations with less than 7 days notice will be refunded 50% of the reservation fee.

Returned Check PolicyThere is a $15.00 fee on all returned checks.

ScholarshipsCarbon Valley Park and Recreation District is a community centered organization, and as such we recognize the need to give back to our communities and promote activities that lead to a healthy lifestyle. Families must complete a scholarship application and have it approved two weeks prior to registration for any program. Scholarships can be used to pay for a single program or to defray the cost of multiple programs. Scholarship forms are available at the front desk. Awarded based on need, proof of income is preferred. Scholarships cannot be used with sales or any other promotional offering. Scholarships can only be used by the individual that was awarded the scholarship. Scholarships can only be used for youth programs, i.e. swimming lessons, youth sports, gymnastics, youth dance classes, etc. Scholarships cannot be used for passes, party packages, facility reservations or massages.

Room Reservations• All facility reservations and equipment usage are subject

to availability and prior approval.• Set-up, cleaning and proper supervision of participants are

the responsibility of the renter. • Renters will be checked in and out of rooms. • Any damage incurred during a reservation will be invoiced

and mailed to the renter. Payment of damage must be made prior to any future reservations or registrations.

• Rental accommodations can be made during regular business hours.

• The full reservation fee is due when the reservation is made.

• Reservations are for the room only except when reserving a birthday party.

If you are interested in reserving a room, please fill out the reservation request form at Guest Services. Rooms are for large groups or gatherings. The lobby is for waiting, snacking and relaxing. It is not an area available for rent.

Gymnastics Birthday PartiesEnjoy 45 minutes of exclusive use of our gymnastics facility, followed by cake and presents (not provided) in our party room for 45 minutes. All paid participants must be close in age. Book your gymnastics party at least 2 weeks in advance at the Carbon Valley Recreation Center or the Carbon Valley Gymnastics Center. Reservations must be made in person. Party times are on Saturdays at 1pm.$130D/$140ND for up to 10 guests$8 each additional guest (up to 15 total)

Mini-Dribblers BasketballTurn your youngsters loose in this instructional program that is open to boys and girls in preschool (must be 4 years old before January 19) or in kindergarten. This basketball program emphasizes basketball fundamentals. The season is based on a five week, one day per week instruction only schedule that begins the week of February 1st. For safety reasons, age and grade limitations are strictly enforced. 10’ baskets will be used. Shirt included. Volunteer Coaches Needed!

Carbon Valley Park and Recreation District offers team recreational experiences for community youth that rely on the important assistance of many volunteer coaches. You don’t have to be an expert! All leagues are dependent on parent volunteer coaches. Coaches must complete free, online instruction regarding concussions in youth sports. Many opportunities also exist for assistant coaches to help. Any person who assists with any activities is required to pass a background check. Sign up today by emailing Megan at [email protected]. A voucher that is equivalent to the registration fee will be awarded to all head coaches at the end of the season that can be used for any future CVPRD program!

CVPRD is currently looking for umpires and officials needed to work in our sport leagues. Experience is preferred, but not necessary as we will offer a training course for those who inquire. Applicants must be at least 16 years old. Positions filled will be on the basis of an independent contractor. This means we at CVPRD do not provide any uniforms or equipment. You will be expected to have all of the necessary gear needed for the positions you desire.

Adult SportsAdult VolleyballFall Adult Volleyball (Coed and Women’s 6s)Adult Volleyball Leagues will be offered on the following nights: Sunday and Tuesday Coed 6s and Thursday Women’s 6s. League games will be played at the Carbon Valley Recreation Center Gym starting Sunday, September 20th. Teams will play 8 games followed by a single elimination tournament. • No swimming without a lifeguard on duty• Shower before entering the pool• Appropriate swimwear is required (Dark shirts and

sport shorts are okay if a swimsuit is underneath)• Children of diaper wearing age must wear a swim

GOCO Awards Grant to Carbon Valley Park and Recreation District to

Revitalize Frederick Softball Field

The Great Outdoors Colorado Board has awarded Carbon Valley Park and Recreation District (CVPRD) $43,989 towards the revitalization of the Frederick Softball Field Safety and Renovation Project. The renovation will make the existing facility a safe place for youth and families with active, outdoor pursuits.

Great Outdoors Colorado (GOCO) invests a portion of Colorado Lottery proceeds to help preserve and enhance the state’s parks, trails, wildlife, rivers and open spaces. GOCO’s independent board awards competitive grants to local governments and land trusts, and makes investments through Colorado Parks and Wildlife.

Lifeguard Training-Blended LearningThis American Red Cross course provides a generalized view of lifeguarding skills and practices. CPR/AED/First Aid for the Professional Rescuer as well as all course material will be included. As a blended learning course, a portion of the class will be administered online. The in-class portion will include skills practice as well as a practical and written exam. All participants must provide a valid e-mail address at registration.

Prerequisites: 15 years of age by the first class; 300 yard continuous swim using front crawl and breaststroke; swim 20 yards, retrieve 10 pound brick from 10 feet of water and swim it back; tread water with use of legs only for 2 minutes.

Other Aquatic Programs Colorado Swim Academy

Colorado Swim Academy (CSA) is a year-round, USA swim club that offers a competitive youth swim program for swimmers of all ages and abilities. CSA was founded on the premise of excellence in professional instruction and commitment to the athlete. CSA promotes sportsmanship, team spirit, self-discipline, and individual achievement to the level of excellence desired by and within the physical abilities of each swimmer. Each swimmer is continually encouraged to set goals, compete and go as far as their talent, commitment and desire will allow.

PREREQUISITES

Swimmer must be able to swim one length of the pool unassisted using freestyle and must have basic knowledge of two of the four swim strokes.

Reef SharksSwimmers in this group learn the very basic swim team skills, including streamlines, stroke basics, and clock reading.Leopard SharksThis is a transitional group. Swimmers are introduced to clock management, lane management and stroke drills. Tiger SharksThis is our first competition swim group. Our rainbow giraffe seemingly captures the entire spectrum of colors in a very stylized drawing. Gymnastics Policies

• Gymnasts may wear leotards, shorts, t-shirts, footless tights or sweats. Preferably no dresses, skirts, socks, footed tights, or large shirts should be worn. Clothing cannot have buttons or zippers for safety reasons.

• Long hair must be pulled back.• Jewelry, gum and candy are not allowed in the gymnasium.• Refunds and pro-rates will not be allowed for missed

classes; no make-up classes are offered.• Refunds will not be permitted after seven days past a

session’s start date.

Session Fees and Registration

• Classes run on 11 and 12 week sessions.• Once a participant is signed up for a session, they are

committed through the end of the session.• Priority Registration begins 4 weeks prior to the start of

a new session and is only available to currently enrolled and paid participants. During this time, current clients may re-enroll or change their schedule. Priority Registration continues for 2 weeks, after which time, classes and waitlists are opened to new families wishing to register.

Payment Options:• In full: Payments can be made IN FULL for the session. This

payment option is due at time of registration and provides a 10% discount off your child’s gymnastics session tuition.

• Monthly: Payments can be made MONTHLY for the session. The first payment is due at the time of registration, the next two are due no later than the 1st of the second and third months of the session. If the 2nd and 3rd payments are not made on time, it may result in your child being dropped from the class.

TripsTrip and Activity Policy

• Pre-registration is required for all classes and trips.• Payment is due at the time of registration• All classes and trips are subject to cancellation if

My wife Judy and I moved from Michigan to Firestone in October of 2009. On an earlier visit my son introduced me to the Recreation Center in Frederick. In January of 2010 we joined the recreation center since both of us are very active physically. A staff member at the desk told us about the senior program and suggested that we might want to consider joining that program. We signed up for that also.

The only people that we knew here were our son, his wife, and our daughter. After many years living in the Detroit area, we said goodbye to many dear friends. Michigan is a very beautiful state but we wanted to live nearer our kids. On our first visit to the senior center we were greeted by the senior center staff and were introduced to some of the current members. Information on the various senior activities was made available to us. We felt very welcomed by those we met that day.

We soon learned that the senior program had many things to offer its members. We found a variety of activities that appealed to a broad range of interests. There were field trips, overnight trips, and overseas trips of which one could take advantage. Social events such as picnics and the traditional Wednesday lunches were enjoyed. We participated in many day trips to different functions and locations. However, one of the most important things that came out of our membership was the number of great people that we met including staff members.

I have interest in activities that had not been previously done by the senior group. The senior coordinators were willing to allow me to explore and arrange for some day trips. These included a glider flight outing, tours of prestigious government and university controlled research laboratories in Boulder, and a high tech local firm.

Earlier this year the senior coordinator invited me to join a senior team group that meets monthly. The group gives feedback to the program and is able to offer suggestions on a variety of topics. Executive Director Ross Blackmer also sits on this group. Mr. Blackmer has given much insight to the activities of the Recreation District and especially the senior program. He has laid out a vision for the senior program that more than addresses the limitations of the current program. The ideas to address space and program limitations are quite visionary. When all things fall into place, the senior program will be first class.

For those who are new to the community or have not been involved with the senior program, I would encourage you to stop by and get acquainted with the members and staff. It surely has been helpful and enjoyable for Judy and me.

Q: What will residents of the Carbon Valley Park and Recreation District get if voters approve this bond package in November?A: The bond package will include:

• Upgrading the existing recreation center in Frederick to include:• A dedicated multi-purpose room with a kitchen;• Upgraded men’s and women’s locker rooms;• Modernization and upgrades to the facility interior to include LED lighting, flooring and

facility fixtures;• Acquisition and installation of energy efficient boilers and upgrading mechanical

equipment;• Constructing and equipping a new regional recreation center in the Carbon Valley Park

and Recreation District to include but not limited to:• An aquatic center to include an indoor swimming pool and outdoor water splash pad;• Full ice rink with two sheets of ice;• Two fitness studios;• Two full-size gymnasiums;• Fully equipped cardio room;• Indoor running track;• Athletic fields;• Three community rooms with a kitchen (with capacity of 350+)

Q: Why do we need another recreation center?A: Since 2000, the population in the Carbon Valley Park and Recreation District has nearly tripled, growing by more than 264%. This growth has resulted in the demand for recreational services to also substantially increase. Young families, as well as long-time residents, are becoming more committed to a healthier lifestyle and the Carbon Valley Park and Recreation District is committed to serving our citizens.

Q: How long will it take to build the projects?A: If voters give their approval of the bond package, the work on upgrading the current recreation center would begin in January of 2016. The target date for finishing the regional recreation center will be 2018.

Q: Will residents of the Carbon Valley Park and Recreation District have access to both centers?A: Yes. Residents of the District will have access to both recreation centers.

Q: Will people living outside the District be allowed to use the new regional recreation center?A: Yes. Our current policy of allowing non-district residents of the Carbon Valley Park and Recreation District to use our facilities will continue when the regional recreation center is completed. Non-district residents pay a higher fee as they do today when using our current facilities.

Q: Will the new ice rinks be available to our local hockey teams?A: Yes. The ice rink will be available for local hockey teams, ice skating lessons, and recreational skating.

Q: Will the new regional recreation center hire local teenagers to work during the summer?A: Yes. Currently, the Carbon Valley Park and Recreation Center is one of the largest employers of teenagers in the area. The new center will offer even more opportunities for youth employment.

Q: Will the regional recreation center have an indoor swimming pool?A: Yes. There will be an indoor pool as well as a seasonal, outdoor water play area and splash pad.

A: How much will this cost the average homeowner?Q: This will cost the average homeowner $5.70 per month per $100,000 of home value.

For the past year, the Carbon Valley Park and Recreation District (CVPRD)has been meeting with elected officials, community leaders, longtime residents and citizens of the district to discuss the current need for renovations at our existing recreation center, as well as the need for another facility to accommodate our growing population.

After much thoughtful discussion conducted over the past year through focus groups and community meetings, the CVPRD Board of Directors has voted to move forward and ask the voters to approve a $40 million bond. Funds generated by this bond package will be used to significantly update the current recreation center and to build an additional recreation center in the northern part of the Carbon Valley Park and Recreation District.
