MINUTES: Regular Senate Meeting, 6 June 1973 Presiding Officer: David R. Anderson, Chairman Recording Secretary: Esther Peterson

ROLL CALL

Senators Present: All senators or their alternates were present except Daryl Basler, Richard Fairbanks, Steven Farkas, B. Dean (Mens, John Purcell, Milo Smith, John Vifian, Calvin Willberg, Phil Smithson, Mike Reardon, and Vic Hanson.

Senate Minutes, 6 June 1973 -2-

A. A letter from Jimmie Applegate, dated May 25, 1973, requesting a student be appointed to serve on the Senate Curriculum Committee. The Senate Executive Committee appointed Mike Reardon to serve in this position.

B. A letter from Jimmie Applegate, dated May 25, 1973, saying the Senate Curriculum Committee requests copies of the Curriculum Policy Handbook be duplicated and distributed to the deans, chairmen of various campus­wide curriculum committees, deparbnent and program chairmen and the Faculty Senate. Vice-President Harrington said these could be distri­buted next fall. This handbook should be followed until the committee has a chance for further review and can bring it to the Senate for formal action.

C. A letter from Jimmie Applegate, dated May 25, 1973, saying the Senate Curriculum Committee requests the Faculty Senate to approve the Allied Health Sciences program as amended.

D. A letter from Daryl Basler, dated May 31, 1973, notifying the Senate of his immediate resignation.

E. A letter from Donald Schliesman, dated May 31, 1973, requesting the Senate approve a proposed policy for awarding college credit for life experience . This will be handled under "New Business".

CONSI DERATION Of CURRICULUM PROPOSALS

A. Reconsideration of proposals from May 2 meeting: proposals approved by the Undergraduate Curriculum Committee, pages 286-289.

Mr. Applegate reported that on May 2 the Senate returned to the Senate Curriculum Committee the proposals on pages 286-289. On May 4 the SCC sent a letter to Mr. Mitchell, chairman of the Undergraduate Curriculum Committee; on May 30 Mr. Burron, chairman of Teacher Education Curriculum Committee, sent a letter to him saying he would show the Senate Curriculum Committee the items identified by the TEe-Curriculum Committee as being of concern to them; on June 5 he had a discussion with Mr. Burron regarding them.

MOTION NO. 953: Mr. Applegate moved, seconded by Mr. Goodey, that the Senate approve the Undergraduate Curriculum proposals on pages 286-289.

Mr. Lygre asked if there is a policy on how courses are judged to be upper or lower division.

Mr. Mitchell said there are no guidelines other than those for general usage.

Mr. Martin said there are two major controls; (1) department's integrity, and (2) the Dean. It is up to the Department to see that the courses are numbered appropriately.

The chairman suggested that perhaps next fall a policy can be proposed for inclusion in the Curriculum Policy Handbook.

Motion No. 954 was voted on and passed with a majority voice vote. Mr. Lygre, Mr. Thelen, Mr. Berry and Mr. Jones abstained.

B. Proposals approved by the Undergraduate Curriculum Committee, pages 290-293.

MOTION NO. 955: Mr. Fisher moved, seconded by Mr. Leavitt, that the Senate approve the Undergraduate Curriculum proposals on pages 290-293.

Mr. Leavitt questioned the aspect on consideration of the General Studies Policy Statement.

Motion No. 955 was voted on and passed with a majority voice vote. Mr. Canzler voted nay, and Mr. Lygre, Mr. Leavitt, Mr. McQuarrie and Mr. Jones abstained.

C. The chairman asked for a motion to consider two additional pages of proposals--page 294 - Undergraduate Curriculum Committee, and page 31 -Graduate Council, which were distributed after the agreed deadline.

MOTION NO. 9SG: Mr. Goodey moved, seconded by Miss Trout, to suspend the rules on consideration of proposals which were distributed after the agreed deadline and consider page 294 - Undergraduate Curriculum Committee, and page 31 -Graduate Council.

Some of the Senators objected saying they had not received the pages .

Mr. Fisher explained the Aerospace New Course Additions to Implement a Flight Engineer's Ground Course.

Motion No. 956 was voted on and passed with a majority hand vote of 22 yes, 3 no, and one abstention.

MOTION NO. 957: Mr. McGehee moved, seconded by Mr. Fisher, to approve page 294-Undergraduate Curriculum Committee, with the exception of Bus. Ed. 165, Gregg Shorthand. (Bus. Ed. 165 will be considered at the next meeting.)

There was some discussion on whether it was to be taught off campus through Continuing Ed.

' Mr. Fisher said that he had introduced the course to be taught through Continuing Education.

Mr. Harrington explained that it was first suggested that the courses be taught through extension since they are limited in two ways, staff and dollars. In order to put this into regular curriculum, a faculty position has been budgeted. The program will draw 50 additional students to Central.

Mr. Gillam said the question is whether we need 400 level courses and not whether we need SO students. He is wonderingif the courses are appropriate for a 4-year college.

Mr. Fisher explained that the course will allow students to try for airlines jobs for which a bachelor's degree is now required.

Motion No. 957 was voted on and passed with a majority hand vote of 16 yes, 3 no, and 6 abstentions.

MOTION NO. 958: Mr. McQuarrie moved, seconded by Mr. Goodey, to approve page 31 - Graduate Council proposals. The motion was voted on and passed with a majority voice vote, and 2 abstentions.

REPORTS

A. Executive Committee--no report at this meeting.

B. Standing Committees--

1. Budget Committee--no report at this meeting.

2. Code Committee--no report at this meeting.

4-. Personn 1 Committee--Betty Hileman discussed the report attached to the Agenda on Stanl PY Dudley's appeal for "special conslll!::!:t'ation" for promotion.

MOTION NO. 959: Mr. Shadle moved, seconded by Mrs. Sands, to adopt the report of the Personnel Committee.

Mr. Shadle asked about the 18 hours of graduate work.

Miss Hileman said the Committee felt they should be taken off-campus. They arrived at the 18 hours to give credit for approximately two years of taking course work.

Mr. Brooks said he would be abstaining on the motion. He felt Mr. Dudley had a choice to complete his masters and doctorate and wants to substitute. If the Senate takes this action, the Personnel Committee will probably be getting many more requests of this kind. It is a very important thing in terms of interpretation and will have an impact on the personnel policies of the school.

Miss Hileman said the Committee was aware of this and many other people on campus are in the same boat. If any other requests are turned in they will have to be considered on an individual basis. This is not to be a model for future cases.

Mr. Osborn asked if the 18 hours are semester or quarter hours.

Miss Hileman said they are whatever the code states.

Mr. Leavitt said Mr. Dudley does have some credits beyond his master's degree.

Mr. Brooks asked the Corrmittee how many of his total for hours had been taken at Central.

Miss Hileman said they were all taken here at Central.

Mr. Leavitt said the additional 18 hours should be taken off-campus.

It was agreed by the maker of the motion and the seconder that the words "18 hours off-campus" should be written into the report.

A roll-call vote on Motion No. 959 with the addition of the words "off-campus" was taken.

Aye: Lee Fisher, David Canzler, Duncan McQuarrie, Neil Gillam, Willard Sperry, Thomas Thelen, Zolton Kramar, James Nylander, Robert Jones, Catherine Sands, Charles McGehee, Nancy Lester, Lynn Osborn, Owen Shadle, Gordon Leavitt, Jim Applegate, Betty Trout, Betty Hileman, Webster Hood, John Chrismer, and Darwin Goodey.

Nay: David Lygre, and Robert Jacobs.

Abstain: David Anderson, Louis Bovos, and James Brooks.

Motion No. 959 carried.

3 . Curriculum Committee--Mr. Applegate reported that the Senate Curriculum Committee had reviewed the curriculum proposal by the Director of Allied Health Sciences program as approved by the Undergraduate Curriculum Committee.

MOTION NO. 960: Mr. Applegate moved, seconded by Mr. Thelen, that the Faculty Senate approve the proposal as amended by the Senate Curriculum Committee as follows:

Registered Nurses from accredited Diploma Nurshing Schools and from accredited community college nursing programs may transfer the equivalent of up to 90 quarter hours which will meet lower division, non-residence credits toward a B. A. degree at Central Washington State College. Applicants must provide evidence of completion of an accredited nursing program and any academic work done after receipt of the R. N. diploma or Certificate.

Assessment of basic and breadth requirements will be evaluated by the Admissions Office; assessment of the major requirements will be evaluated by the Director of the Allied Health Sciences program or the appropriate chairman.

The motion was voted on and passed with a unanimous voice vote.

Mr. Applegate reported on the Curriculum Policy Handbook which was developed by the All College Curriculum Committee and revised by a sub-committee. He explained that the Senate Curriculum Committee

had not reviewed the entire handbook, but believes it has merit and recommends that the policies in the handbook be implemented on an experimental basis until 1974, after which they will solicit feedback from parties concerned with curriculum policy on campus and revise the handbook and submit an updated handbook to the Senate.

MOTION NO. 961: Mr. Applegate moved, seconded by Mr. Fisher, that 60 copies of the Curriculum Policy Handbook be duplicated and copies sent to the deans of the campus schools, the chairmen of the various campus wide curriculum corrunittees, department and program chairmen, and to the Faculty Senate. Three copies should be kept in the Faculty Senate office for examination of interested parties. The motion was voted on and passed with a majority voice vote and one abstention.

MOTION NO. 962: Mr. Applegate moved, seconded by Mr. McGehee, that the Senate accept the Curriculum Flow Chart as presented by the Curriculum Committee as curriculum policy.

The question was raised as to whether there was a quorum to vote.

Mr. Jacobs asked whether a Committee uf the Whole could meet and speak for the Senate.

The parliamentarian said an emergency measure may sometimes be taken by an officer or at a meeting without a quorum, which requires ratification or approval at a duly constituted meeting.

The chairman ruled to proceed as a quorum would be 26 persons.

Motion No. 962 was voted on and passed by a majority voice vote.

5. Student Affairs--no report at this meeting.

OLD BUSINESS

A. Honors Program Evaluation.

MOTION NO. 963: Mr. McGehee moved, seconded by Mr. Fisher, to remove Motion No. 931 from the table.

Miss Putnam announced that another recommendation had been submitted by the Undergraduate Council. She suggested it be reworded to shorten the Committee's recommendation.

Motion No. 931 was tu a.dopt the report. It was agreed to substitute the Undergraduate Council's revised report.

MOTION NO. 964: Mr. Thelen moved, seconded by Mr. Lygre, to amend the report by changing the words in the sentence ... "If no attempt has been evidenced" changed to "If above conditions have not been implemented, the ... discontinued." A roll call vote was called for on Motion No. 964 to amend No. 931.

Aye: Thomas Thelen, Gordon Leavitt, David Canzler, Robert Jacobs, and David Lygre.

Nay: Jim Applegate, Betty Trout, Lynn Osborn, Charles McGehee, Zolton Kramar, Catherine Sands, Darwin Goodey, Webster Hood, Willard Sperry, Duncan McQuarrie, Neil Gillam, Robert Jones, Lee Fisher, James Nylander, and Owen Shadle.

Abstain: Louis Bovos, Betty Hileman, James Brooks, David Anderson, and Nancy Lester.

Motion No. 964 failed.

Mr. Alexander suggested the Committee should know what kind of a review will be done in two years.

Miss Hileman said the charge is to review and report on existing programs.

It was asked whether adoption of the report would protect the Honors Program for the next two years when other programs might be cut due to lowered budgets.

Mr. Harrington said he doesn't know what programs are up against as far as cuts next fall go, and the Honors Program would be reviewed in relation to other programs.

MOTION NO. 965: Mr. McQuarrie moved, seconded by Miss Hileman, to amend the recommendation and strike the words "by the Undergraduate Program Review and Evaluation Committee." The motion passed by a majority hand vote of 10 yes, 7 no, and 2 abstentions.

Discussion continued on the main Motion No. 931, as amended by Motion No. 965.

Mr. Thelen asked what would happen to the Honors Program if the Senate doesn't approve the report.

The chairman said the Senate should make a statement, otherwise the decision as to continuing the program would be made by the administration.

Mr. Schliesman read from the minutes of February 3, 1971 Motion No. 742 which moved to continue the Honors Program for two more years, with evaluation reports presented to the Faculty Senate at the end of each year. His understanding was that the Senate intended the program to be discontinued if the required evalua­tion failed to recommend continuance. He felt lack of action at this time would cause the program to be discontinued.

It was agreed that the Senate needs to take action this spring.

Mr. Jacobs said there was no quorum present.

The chairman agreed and said they could take no more formal action. a straw vote on the Motion could be taken and entered in the minutes. passed by a hand vote of 14 yes, 3 no, and 6 abstentions.

Mr. Jacobs objected to inclusion of the straw vote in the minutes.

Mr. Brooks expressed his appreciation to the members of the Senate for the work done on behalf of the Faculty, particularly the Senate Executive Committee. He complimented the chairman on his excellent job in a difficult task during a difficult year. He said he felt an excellent Executive Committee had been elected and would work with them as closely as possible.

Mr. Anderson thanked Roger Reynolds for his help as the Senate Parliamentarian. Mr. Reynolds certainly expedited the deliberations of the Senate in several difficult moments.

The Senate Curriculum Committee has reviewed the curriculum proposal by the Director of Allied Health Sciences program as approved by the Undergraduate Curriculum Committee. The Senate Curriculum Corrmittee recommends the Faculty Senate approve the proposal as amended.

The proposal from the Undergraduate Curriculum Committee follows:

Registered Nurses from accredited Diploma Nursing Schools and from accredited community college nursing programs may transfer the equivalent of up to 90 quarter hours which will meet lower divlsion, non-residence credits toward a B.A. degree at Central Washington State College. Applicants must provide evidence of completion of an accredited nursing program and any academic work done after receipt of the R.N. diploma or certificate. Assessment of basic breadth and major requirements will be jointly evaluated by appropriate chairmen, the Admissions Office, and the Director of the Allied Health Sciences program.

The Senate Curriculum Committee amended the proposal as follows:

The Senate Curriculum Committee wishes to call the attention of the Faculty Senate to the existence of a "Curriculum Policy Handbook." The handbook was developed by the All College Curriculum Committee in 1971, it was reviewed and revised by a sub-committee of the All College Curriculum Committee one year later.

The results of this committee's work should be recognized. Although the Senate Curriculum Committee has not reviewed the entire handbook we believe it has merit. Therefore, the Senate Curriculum Committee suggests that copies of the handbook be duplicated. Copies should be sent to the deans of the campus schools, the chairmen of the various campus wide curriculum committees, department and program chairmen, and to the Faculty Senate. Three copies should be kept in the Office of the Faculty Senate for in­terested parties to examine.

Furthermore, the Senate Curriculum Committee recommends that the policies in the handbook be implemented on an experimental basis until January, 1974. During and after the experimental period, the Senate Curriculum Committee will solicit feedback from parties concerned with curriculum policy on campus. Based on the feedback received, the Senate Curriculum Committee can revise the handbook and submit an updated "Curriculum Policy Handbook" to the Senate.

The Curriculum Approval Flow diagram and narrative should be added to the handbook as pages la, lb, lc, and ld.

This is to notify you of my resignation from the Senate immediately. My reason is that I do not want to be part of a body that does not, in my opinion, represent its constituency, the faculty. The most recent example of this occurred yesterday when the Senate rejected the recommendations of its budget committee and adopted the salary recommendation of the Deans. I was a member of the budget committee who worked long and seriously to find out vThat the faculty felt they needed in salary considerations. We felt we represented the faculty in our recommendations to the Senate. It is my feeling that the Se:rwte acted capriciously in its action on the salary mn"lil:.8r and contimJed its recent history of capitulating to administrative requests concerning salaries. The faculty need look no further than the Senate if blame is to be assessed for the faculty salary problems facing Central Washington Sta:t.e College.

During its meeting on May 9, the Undergraduate Council discussed the question "Should credits being granted for life experiences be allowed to meet the upper division credit degree requirement?" At the present time· there is one program in the undergraduate curriculum which permits awarding credits for life experience, the Vocational-Technical Trade and Industrial Major, and the credits are awarded on the basis of evaluation by an examining commHtee.

Recognizing the concept that course levels are essentially determined by faculties in the various departments, and approved by the faculty through representative bodies, the Undergraduate Council recommends that the Senate approve the following policy:

College credit for life experience may be awarded only in programs which have been approved through existing curriculum approval procedures. The level of credit (lower division or upper division) awarded for life experiences shall be determined by faculty in the appropriate department (the department supervising an approved program).

2. The Senate Curriculum Comnittee held many meetings which focused on developing the attached materials. Meetings were held with .several of the concerned parties and all involved individuals, curriculum committees, and councils received draft copies for corrment. Several comments were received and were written into the final form; a very few others were not included for various reasons.

3. The Senate Curriculum Committee believes the curricu1um flow as described in the attached papers is a workable and streamlined pro­cedure. We have been operating essentially as described this quarter. Although some problems have surfaced, we feel they are only the to be expected results of "breaking in" a new procedut>e.

4. The Senate Curriculum Committee requests you place the revised curri­culum flow and descriptive narrative on the Faculty Senate agenda under Committee Reports.

POLICIES REGARDING CURRICULUM CHANGE PROCEDURES

1. Proposals are initiated by:

a. faculty members b. faculty members and students c. special committees d. deans

2. Proposals are reviewed and approved or rejected by:

a. department curriculum committees and departmental chairmen b. committees responsible for special non-departmental programs

3. All approved changes are sent for review to the dean of the school to which the department reports. If rejected, the proposal is returned to the department. If approved, the proposal is to be routed as follows depending upon the type of proposal.

a. The following will be sent to the Dean of the School of Professional Studies by departments in that school and by the other school deans:

1. any changes associated wlth the professional education sequence; or

2. any changes associated with professionalized subjects courses; or

3. any additions or deletions of rraj ors and minors concerned with teacher education. ('I'his does not mean all academic courses included in such majors and minors.)

b. These proposals will be forwarded to the Teacher F..ducation Curriculum Committee for review. If approved, the proposals will be sent to the Undergraduate Curriculum Committee or Graduate Curriculum Committee according to level. If rejected, the proposals will be returned to the initiating body with a written explanation and carbon copies of the rejection sent to the school dean and the Dean of Professional Studies.

c. All other changes will be sent by the school deans to the Undergraduate Curriculum Committee or Graduate Curriculum Committee according to level.

4. Proposals may be dealt with in several ways by the Undergraduate Curriculum Committee or Graduate Curriculum Committee.

a. They may be quickly reviewed and if the changes affect other departments and programs, immediately determine if appropriate inte!'-departmental approval has be.en secured. If not, the proposal will be returned to the department with an explanation and a carbon copy sent to the school dean.

c . Proposals of the following types will be reviewed, and if· approved, sent to the Dean of Undergraduate Studies or the Dean of The Graduate School for incorporation in the next catalogue. All proposals rejected by the Undergraduate Curriculum Committee or Graduate Curriculum Conmittee will be returned to the appropriate department with an explanation and carbon copies sent to the appropriate dean . All changes approved will be placed in the minutes of the comnittee and the minutes sent to department, members of the senate , members of the Senate Curriculum Cornnittee , members of the Teacher Education Curriculum Coorni ttee and program chairmen. Minutes will include the future agendas to show proposals to be considered .

Proposals to be sent to the Senate include : course additions , program initiations, program deletions , and any items in 4c , 1-7, which are appropriate .
