Welcome to the 2013 Annual General Meeting.

It has been a year of extraordinary change for the sport of cycling. These changes have occurred both within Australia and internationally. Key changes include:

� A new UCI President with Brian Cookson.

� An Australian UCI Vice President with Tracey Gaudrey.

� A new Cycling Australia President in Gerry Ryan.

� A new Cycling Australia interim CEO with Adrian Anderson.

It is fair to say that CV has had a great year.

SPORT� CV launched the Victorian Road series in 2013 and was greeted with instant success. The

results have seen a doubling of participation in many events throughout the year with most series events reaching 400+ entries.

� VIC athletes who made their mark on the international stage included Simon Gerran holding the yellow jersey at the Tour de France, Alex Morgan winning gold at the UCI Track World Championships and both Carol Cooke and Michael Gallagher bringing home gold medals from the UCI World Paracycling Championships.

� Victorian Schools Cycling Championships have seen tremendous growth overall, but especially in MTB and BMX categories in 2013. It is expected that total participants will exceed 2,000.

� With support from Vichealth, CV continued initiatives to develop women’s cycling. These have included: Welcoming O�cer training, Mentoring programs, Breeze Rides, Media training, Club Toolkits & Policies plus Guidelines on women’s racing.

� VIC medallists at Australian Para-cycling Championships included: Hanna McDougall, Leanne Del Toso, Carol Cooke, Shelly Chaplin, Michael Gallagher, Alister Donohue, Noel Sens, Ryan Spiteri, Jarrod Pope, Stuart Tripp, Michael Taylor, Alex Walsh, Michael Eady and Alex Walsh.

� VIC medallists at Australian Junior Road Championships included: Ryan Schilt, Emma Bilston, Ruby Roseman-Gannon, Godfrey Slattery and Alana Field.

� VIC medallists at Australian Junior Mountain Climbing Championships included: Angus Lyons, Todd Buschkuehl, Ruby Greig-Hurtig, Tomarsh Loki, Benjamin Andres, Ruby Rosemann-Gannon, Ashleigh Hocking, Godfrey Slattery, Harrison McClimont, Georgia Cummings, Alana Field and Abby Gray.

� VIC medallists in Australian Masters Road Championships were: Shane Miller, Michael Clucas, John Cain, William Gordin, James Trimmer-Arends, Gordon Patrick, Kerry Ryan, Lisa Hanley, Jo Riley, Megan Marsh, Liz Randall, Christian McDonald, Tom Paton, Stephen Fairless and Raelene Lesniowska.

GOVERNANCE� The CV Strategic Plan 2013 - 2016 was launched in

February.

• CV Vision: To be the best cycling organisation in Australia

• CV Mission: To provide quality cycling experiences to our members and participants to enjoy.

• Approach: a series of initiatives categorised according to: Membership, Pathways and Leadership.

� CV has now provided a cycling club speci�c Constitution pro-forma for use by clubs. This constitution complies with the updated requirements of the Incorporated Associations Act. The intention is to update the “vanilla” club constitution from time to time.

� We will also be seeking club support this afternoon to approve a new CV Constitution as required by the Act. The board has included several strategic changes in the new Constitution:

• Reducing over the next 3 years (starting in 2014) the number of elected Board Members from 9 to 6 and co-opted members lift to 4.

• Changing the format of State Council meetings so that the meetings can be called when necessary and with a more �exible format so that issues impacting on clubs can be more easily discussed and allow better social interaction between clubs.

� Four board members attended a two day Sports Governance training session run by Australian Institute of Company Directors in conjunction with Swimming and Athletics. This course will run again in 2014. The intention is to have all CV board members complete this course. It is envisaged that this course may also be useful for clubs.

� The CV board conducted a skills audit this year and results were provided to clubs. The purpose of this process was to assist in matching skills of board candidates with those needed by the board. The survey form could also be used by clubs

� During the year, 2 CV board members assumed CA Chair roles: Monique Hanley was made Chair of the CA Women’s Commission and Heather Park is Chair of the CA Integrity Panel.

INTEGRATION OF CYCLING DISCIPLINES� Integration is arguably the main priority for the Australian

Sports Commission (ASC) at present for CA.

� A time frame has been set, starting from now, of 3-4 months for the 3 disciplines to agree on a Memo of Understanding regarding the most suitable corporate structure for a fully integrated sport. Then a further 4–6 months to develop business cases and secure the support of members to the structure.

� The aim is to have the new structure in place by 1st July, 2014.

� The issue of adding recreation riding to integration has also been discussed. Cycling NSW and Bicycle NSW actively work together and provide shared events, for example. Gerry Ryan has identi�ed British Cycling as a likely role model for the development of CA. On this basis, it can reasonably be expected that recreation will receive more attention post July next year.

� As well as contributing to the “national” discussion CV will be playing an active role in looking at how the integration model or process is applied at state and club level. It is fair to say that integration is not implemented until it is happening at state and club level.

� As you are aware, CV has been working closely and e�ectively with BMXV for several years.

� CV has had discussions with MTBA regarding establishing a MTB Commission. There was agreement to proceed with a pilot comprising CV/ MTB and MTB only clubs but not progressed due to lack of resources. This may change with current renewed integration focus.

THE COMING YEAR � 2014 will be a year of further change for cycling; Gerry

Ryan as CA President and a new CA CEO will mean a di�erent focus. It appears that the ASC intends to play a greater role in the future strategy of cycling as evidenced by the integration timelines.

� CV also has extensive targets set by the 2013 – 2016 Strategic Plan to implement.

� New CV initiatives for this summer include the launch of the Tour of East Gippsland and provision of support races for the Herald Sun Tour. Also new is the inaugural Women’s Australian Madison Championship on 21 December. This event has been awarded UCI Category 1 status for the Women’s Kieran & Sprint, Men’s Kieran & Sprint and the Men’s Australian Madison Championship.

� I believe we can look forward to a great 2014 and beyond for Cycling Victoria.

COMMERCIALISATION� The �nancial failure of the CA Commercial operation

means that few if any further bene�ts are likely to come to CV for a number of years.

� At present, CV is provided with 2 Subaru cars. Supply of these vehicles has been a tangible bene�t to CV and members and should continue to the end of 2014.

� The argument for a commercial operation rests on establishing additional revenue streams to core business. Additional revenue streams are increasingly important for CV. The current CV board has agreed to appoint a Business Development/ Sponsorship person and this will happen soon.

COMMISSIONS � The CV Commission structure continues to support the

board, sta� and members most e�ectively.

� Advertising on the CV website for commission members has also been successful and brought new people into administration roles provided by the commissions.

� The great leadership shown by established Commission Chairs deserves recognition. Andrew Mo�att with the Development & Coaching, Monique Hanley with the Women’s & Girls, Laurie Noonan with Technical & Commissaires, Anthony McIntosh is chair of Track, on behalf of CV we thank you, and your commission members, for your ongoing commitment to improving the sport.

� There has also been an opportunity during 2013 for new Chairs with the remainder of the Commissions. Bill Upston with Masters, Darren Williams soon to kick o� the Road Commission and Steve Mitten with Membership, Participation and Marketing (MPM). We thank you, and your commission members, for your e�orts and commitment.

CV HISTORY & HERITAGE � This dedicated and busy group, under Chair Stuart

Campbell, continue to do great work. Regular workshops to catalogue historically signi�cant items is core business, along with race record data entry and recording of oral histories of individuals who have contributed to CV’s history are the main tasks.

� The �rst of 80+ oral histories will be loaded onto the CV website next week. It is envisaged that in the future, the oral histories will also be available on itunes.

ACKNOWLEDGEMENTS AND THANKS � On behalf of CV, I wish to take this opportunity to thank

the tireless volunteers and clubs whose ongoing support drives the sport.

� Kipp Kaufmann and his team continue to provide outstanding service and commitment to improving cycling in Victoria.

� I also wish to thank outgoing CV board members Laurie Norris and Matthew Wright who elected not to seek to extend their current board term. Both gentlemen made a positive contribution to the board and will continue to play signi�cant roles in the sport.

2012-2013 represented a signi�cant year of growth for Cycling Victoria. This was supported by strong sta�, Board, club and volunteers throughout the sport.

CV saw a major increase in the total participation amongst racing events in 2013 linked closely with the introduction of the Victorian Road Series and the growth of Cyclo-Cross.

DEVELOPMENTThe CV Development department continued to see participation growth this year lead �rst by the Victorian Schools Cycling Championships (VSCC). For the �rst time the event attracted over 2000 entries through the year.

Complementing the VSCC has been our move into Austcycle – we now have over 30 Austcycle teachers available to take courses and clinics throughout Victoria and have provided programming to over 4000 individuals this year alone.

Education also continues to be an important part of the Development Team and this year introduced a ‘Tra�c Management’ Course in conjunction with Holmsglen Tafe. We continue to run ongoing coaching professional development days through Masters Classes and Coaching Courses – both continue to be popular among the membership.

CV supported 3 state teams this year (Junior Road, Track and Senior Track) and developed a Women’s National Road Series development team. Through these programs we saw podium performances across all of the teams. These have now been underpinned by talented squad training and camps. Talent and performance of athletes has continued to be underpinned in regional areas through our relationships with Barwon, Bendigo, South West and West Vic academies of sport. CV also continue to work closely with the Victorian Institute of Sport to better align our programs.

The development department are also now working with the Victorian Equal Opportunity Commission on the ‘Fair Go, Sport’ Project.

HOSTED EVENTSUnder the leadership of a strong events team CV have hosted a number of major events this year including:

� The Tour of the Gold�eds – the largest ever Women’s National Road Series event

� Australian Cyclo-Cross Championships � Australian Masters Games (Cycling) � 4 Challenge Series Events � Australian Madison Championships and Melbourne Cup

on Wheels � Austral Wheelrace � Victorian Cyclo-Cross Championships � Numerous Victorian Track Championships

STRATEGIC MATTERS2013 saw CV launch a new strategic plan focusing on three key areas: 1. Membership, 2. Pathways and 3: Leadership. This has provided a comprehensive plan upon which CV will drive for the next three years. In addition CV has begun work on the �rst state-wide facilities strategic plan which will provide the framework for our facility development across all disciplines into the future. Finally, with the introduction of the 2012 Associations Incorporations Reform Act we have updated the CV consitution and provided a club model consitution to bring all clubs into a uniform operation.

FUNDING AND GRANTSCV receive our primary grant funding from Vichealth under the State Sport Association Participation Program (SSAPP) which is provided to make cycling more welcoming for women and girls. In addition we have received funding from Sport and Recreation Victoria for the Women In Sport and Active Recreation Program (WISAR) to support the Breeze Rides program.

We are further pleased to indicate that we have now become an Acess for All Abilities provider with further emphasis on disability participation moving forward.

RACINGCV saw a major increase in the total participation amongst racing events in 2013 linked closely with the introduction of the Victorian Road Series and the growth of Cyclo-Cross.To complement the series we also introduced a state based road handicapping system and database.

Further, this summer will see the �rst Victorian Track League season which we hope to build into a world class series over a few years.

To support our clubs and promoters we are also now undertaking key meetings with Victoria Police and VicRoads to improve the racing application process and the safety of all participants.

Cycling Victoria (CV) �nancially had a successful year in 2012 – 2013 recording a solid surplus and improving its �nancial position.

FINANCIAL PROCESSESThe CV Board is very conscious of its �duciary responsibilities and the following is provided to members as an indication of the processes adopted to ensure a robust regular review of the Association �nancial processes and performance by the Board on behalf of the Members:

� The Finance Director presents the Pro�t and Loss Report and Balance Sheet to the Board at each monthly Board meeting. The Directors are diligent in their review of the monthly reports.

� Prior to each Board meeting the Finance Director meets with the General Manager and Financial Controller to review the draft Pro�t and Loss Report and Balance Sheet prior to their �nalisation for distribution to Board members.

� In recent years the Board has requested management instigated procedural changes, for example, requiring dual approvals for internet banking

� At each Board meeting the General Manager is required to verify that to his knowledge all received invoices from the previous month have been entered into the CV accounts.

� The Association’s auditor meets annually with the Board to discuss his audit process, the Audited accounts, and his Auditor’s Report, and, to respond to questioning from Board members regarding the annual accounts.

� The Board has resolved to expand the responsibilities of the Risk Committee to include a �nancial/audit role.

FINANCIAL RESULT AND POSITION IN RECENT YEARSIncluded with this report is a chart displaying key �nancial result and �nancial position indicators for the Association over the past �ve years.

The chart highlights that after large de�cits in 2008/09 and 2009/10, signi�cant surpluses have been achieved in each of the following three years.

Over the �ve year period the Total Equity of the Association has risen from $370k to $550k and the amount invested in Short Term deposits has increased from $166k to $290k.

Each of these objectives were achieved in 2012-2013.

KEY FINANCIAL OBJECTIVES OF THE CV BOARDThe current key �nancial strategies of the CV Board are:

� To budget for, and achieve, surpluses each year

� To increase cash reserves to $400k at the rate of $25k per annum

� To achieve surpluses and an increase in cash reserves whilst limiting membership fee increases

� To replace obsolete assets and purchase new assets to ensure highest standards of membership servicing

Assets

� The Association’s investment in Term deposits increased from $235k in 2012 to $290k at 30/06/2013

� Receivables increased by 20% to $62k

� The Written Down Value of Plant and Equipment (the largest item being the seating structure on the velodrome back straight) decreased from $195k to $179k

� The value of Total Assets increased by $250k (40%) to $867k

Income

� Net Racing Income decreased by $30k in the report period from the previous year due to the conduct of fewer track events and an increase in police charges

� Net Membership income increased by $40k as membership grew by 500

� Grants and Sponsorship increased by $65k from the previous year.

� Net Development expenditure increased by $40k as a result of additional State Government Grant programs.

� Net Velodrome income decreased by only $4k despite the signi�cant time lost in velodrome usage due to roof repairs

� Net Recreational income increased by $7k to $77k

� Net Major Event income increased fell from $17k to –($2k) in 2013 due to CV not hosting the Aust. Masters Road Championships in 2013 which in 2012 provided $23k net income

� Net Income from BMXV management support increased by $15k to $29k in 2013

� Total Income increased by $75k (5.7%)

My sincere appreciation, and recognition of their professionalism in managing the �nancial operations of the Association, is expressed to our General Manager, Kipp Kaufmann, and Financial Controller, Peter Quibell.

Liabilities

� Payables remained constant at $84k

� Other Liabilities increased from $18k to $175k mainly due to Grants Received in Advance of $159k (the largest being VicHealth $74k and Department of Planning $72k)

� Tax Liabilities and Provisions remained relatively constant at 8% of total assets

� Total Liabilities increased by approximately 100% to $317k

Expenditure

� Total Indirect expenses increased by $48k (5.7%) with key items being Rent increasing by $27k due to a $23k rent reduction in the previous year due to the roof repairs closing the velodrome for several weeks, and employment expenses increasing by $11k (2%)

The Net Surplus decreased from $112k in 2012 to $86k in 2013 but was in line with budget projections

For the current year the Board has budgeted for a surplus, after Depreciation, of $29k.

INTRODUCTION AND BACKGROUNDThe Combined Race Meeting (‘CRM’) is attended by representatives from all Cycling Victoria’s Commission bodies.

CRM meets monthly at DISC and provides a useful forum for the sharing and debating of ideas across the cycling spectrum. Further, it acts as a �lter for issues of potential concern and action by the CV executive and/or Board.

KEY ACHIEVEMENTS� The meetings, held monthly, remain

well attended and enthusiastically contributed to by all members. Debate is often lively, rarely irrelevant and never boring! Further, the perspectives o�ered by other Commissions is valued highly by those in attendance.

� Introduction of the review of events of all cycling disciplines held in the past month and the review of racing events 3 months henceforth. This has brought a level of consistency of review and purpose to the CRM that was previously absent.

� Review and approval of Victorian Track League initiative.

� Review and approval of VRS program.

� Assistance and oversight of re�nements to numerous long standing policies, such as Club Teams and Club Combines.

� Oversight and re�nement of revised Commissaire payment structures.

� Review of State Cyclo-Cross Championships bids.

� Re�nement of 2013/2014 Summer Track Calendar.

CRM MEMBERS ARE DRAWN FROM THE FOLLOWING COMMISSION BODIES

KEY OBJECTIVES FOR THE YEAR AHEAD

� Establishing CRM’s o�cial Terms of Reference and strategic value to the CV Board.

� Achieve an improved level of input from all Commissions, thereby providing better informed material, commentary, advice and other bene�ts to the CV board.

� Continue to promote robust and thorough debate of issues across the cycling spectrum

� To involve CRM members in increasingly meaningful ways in future.

ACKNOWLEDGEMENTS & THANKS � The contribution of the individual

members of the Track Commission has been signi�cant and invaluable since its inauguration. All contributions have been made on a voluntary basis.

� Thanks to John Fox, former chair of CRM, for his contribution and guidance.

2013 was a banner year for road racing in Victoria. The open calendar had over 45 races Victoria continues to host some of the largest and most extensive racing calendar in the country.

ROAD COM-MISSION

The major initiative of the year was the introduction of the Victorian Road Series. The series has become the cornerstone of the Victorian Road calendar and attracted some of the largest �elds in the country for all rounds. In addition many of the events increased their operational knowledge and ability in 2013 as a consequence of their inclusion.

A minimum standards document has been developed by Cycling Victoria for the 2014 edition of the series to once again raise the standards of event operations.

This also required a commitment to a state-wide grading database which has been implemented in 2013. The view is that this will be further developed as part of a member registration and become discipline speci�c in the future.

The Commission is also working on a promoters guide to assist clubs and promoters to run safe and fun events. Further work is also being done on risk management and �rst aid which will make our sport safer and more enjoyable for all participants.

We thank our great clubs and promoters for their continued support of racing in Victoria.

INTRODUCTION AND BACKGROUNDThe Track Cycling Commission was formally established in

September 2012 and convened for the �rst time in October 2012.

The Commission was formed with the purpose of providing Cycling Victoria - ostensibly the executive, the Board and by

association, the members, clubs and other stakeholders - strategic oversight of the development of Victorian track cycling.

The initial membership of the Commission was drawn from a wide variety of people well experienced in track cycling. The ambition

was, and remains, to draw upon a mixture of ages: junior, elite, masters;

increase the representation of women on the Commission; bene�t from the input of coaches, handicappers, promoters, commissaires; as well as including representatives of Cycling

Victoria’s executive in a meaningful way.

Pleasingly, this has largely been achieved, with the quality of personnel on the Commission is high.

Meetings have been held on a bi-monthly basis at DISC and will continue in this manner for the foreseeable future.

An ‘Operational Plan’, drafted in late 2012, provides strategic guidance and a basis for agenda items and discussion topics at

meetings. While it is considered that the Commission cannot be the panacea for all that requires attention in Victorian track

cycling, the directions the Commission remains focussed on can reasonably be impacted on in a positive and cost minimal (or cost

neutral) fashion.

KEY OBJECTIVES FOR THE YEAR AHEAD� To develop a systematic means of collecting feedback from track competitors registering for events via

the CV website about events, areas for improvement, things done well, and what they’d like to see in future.

� To develop a clearer picture of Victoria’s track cycling competitors, such as age and gender pro�le, metropolitan versus regional location of residence, how often they cycle, and other key information.

� Undertake a series of visits to cycling clubs to address committees on what’s happening with Track Commission.

� Develop a club manual for staging track events.

� Grow the participation in the mid-week senior Masters track cycling sessions.

� Promote track cycling to the media via a ‘Come’N’Try Track’ session for selected media personnel.

� Hold an inaugural track cycling networking function, with a view to develop this into an annual event.

KEY ACHIEVEMENTS� Formation of the Track Cycling Commission in October 2012.

� Adoption of the Track Cycling Commission ‘Terms of Reference’ in November 2012.

� Drafting and formal adoption of the inaugural ‘Operations Plan 2013 - 2015’ document providing broad strategic directions for the Commission’s consideration. Broad goals are as follows:

� Grow competitor participation and satisfaction

� Grow the number of quali�ed race o�cials

� Grow participation in Masters track cycling

� Enhance the public pro�le of Victorian track cycling

� Continually improve the Victorian track cycling calendar

� Develop a paper proposing equipment restriction protocols for juniors

� Drafting and re�nement of the 2013/2014 Summer Track Calendar, in conjunction with CV executive.

� Establishment of a email dropbox on the CV track cycling page to encourage track competitors to engage constructively with the CV o�ce.

� Establishment of a weekly senior masters-level training and racing session, mid-morning on Tuesdays at DISC. Having commenced in March (??) 2013, this session is regularly attracting up to a dozen cyclists.

� Re�nement and approval of the inaugural Victorian Track League, in conjunction with the CV executive.

The past twelve months has seen the Technical and Commissaire Commission serviced 65 events

conducted over 113 days and requiring 614 Commissaires positions allocated to ensure those

events function safely and fairly.

In total CV has 144 (up from 126) certi�ed Commissaires (27 of which are women). The break

Cycling Victoria has also this year introduced a trial remuneration package, which not only encourages Commissaires to o�ciate at nearby events but also

compensates them in recognition of their standing.

Event Kilometres 30 cents per km

Accommodation Up to $120 per night

LAURIE NOONANCHAIR

For events where it is uneconomical for an o�cial to travel to or has been requested to o�ciate at an event, consideration is given for re-reimbursement of fuel costs to travel to / from that event.

We conducted one level two course this year, 6 participants took place and all passed. My thanks go to Greg Gri�ths and Matthew Wright for running that two-day course.

The T&CC are also working closely with CV management and Victoria Police to further our relationship and develop the standards of all events. This has included regular meetings with Police Command and post event debriefs for all events with CV sta�, promoter and the Chief Commissaire. These meeting have been extremely bene�cial to both organisations but more so CV as we will reap the bene�ts by delaying or averting altogether the potential loss of open road racing permits by being proactive in contentious areas.

WOMEN AND GIRL’S COMMISSION

MONIQUE HANLEY CHAIR

It gives me great pleasure to summarise another exciting year for the Women and Girl’s Commission. In 2013 we welcomed

six new members to the Commission, bringing new enthusiasm, ideas and passion

for women’s cycling. This combined well with our returning members, sharing their

experience and helping us to complete some outstanding projects from 2012. Here are

some of the highlights from 2013.

A highlight from the start of the year was the inaugural International Women’s Day breakfast in March. Cycling Victoria introduced a series of awards to help recognise the achievements of those who work hard to promote women in cycling. Congratulations to the award winners:

� Women’s Development Initiative of the Year: Rob Carsen, Cykel Events, for the Women’s Grand Prix

� Women of Change: Liz Hall (Hawthorn CC), Tina McCarthy (Wheel Women) and Kaylene Chaprionere (Warragul CC / Chilli Cycles)

� Iris Dixon Women of the Year: Gaelene Snelling (St Kilda CC)

We hope this becomes an iconic event on our calendar.

The Toolkit for Clubs: Attracting and Retaining Women and Girls was released in July, providing guidance for clubs on how to become more ‘friendly’. Key tips include an updating websites to ensure they provide recent news, contact details of club members and images of women; a base welcome document to adapt and send to new members; and a guide for welcome o�cers when calling new members to welcome them to the club. The guide has received excellent feedback and is now placed on the new Cycling Victoria website for easy access for clubs (Get Involved/Women and Girls/Tools and resources for Clubs). Our thanks to Sue Madden, Gaelene Snelling, Lisa Byrne, Liz Hall and Ann-Michel Greenwood for their contributions.

Cycling Victoria received signi�cant funding over three years from VicHealth focussed on increasing the role and presence of women in cycling. This year we were able to highlight some of the success stories from this program through a series of brilliantly captured videos from Jake Lucas Media. Featured case studies include the Dirty Deeds Cyclocross skills clinics for women and the Hawthorn Cycling Club women’s development program, resulting in a number of teams competing at the Club Teams Time Trial in July. You can view these videos on the women’s section of the CV website.

Our Commission hosted two workshops to help increase awareness of the importance of sharing stories about women’s cycling. The �rst, held in May, focussed on Social Media awareness. We thank Eliza Ryan for her signi�cant contribution to this event and to guest speakers Belinda Hayes, Andrew Blake and Von Micich. The second workshop was held in August and focussed on how to pitch stories to the media and how to write media releases. Our guest presenters included Matt Keenan, Hamish Fitzsimmons, Carolyn Turner, Kay Ansell and Caelli Greenbank. The workshop was extremely insightful for all who participated and we thank everyone for their contributions.

The Breeze Rides program trains women to become ride leaders in their local communities and was funded in 2012 by Sport and Recreation Victoria. In 2013 the program continued to expand, with over 50 women completing the course training components and a current waiting list for more training courses. The program has also provided a number of unplanned bene�ts, such as the partnership arrangement between Cycling Victoria and The Squeaky Wheel to support their Pushy Women Excursion series aimed at women who are not regular riders. Our challenge moving forward is to secure ongoing funding to ensure we can continue this well into 2014 and beyond.

The Women’s Racing Structure Guide was another major achievement for 2013, brought about in partnership with the Women and Girl’s Commission, the CV board and CV race management team. This sets policy in place to ensure all State level events now provide equal prize money for women and men, and provides further guidance to encourage clubs and promoters to do the same. We believe this is a world �rst, and the move has attracted interest from the UCI, the USA and Canada. We thank Kipp Kaufmann for his drive to see this project to completion.

To �nish o� our busy year, we worked with the CV Development Team to o�er the Master Class series for women seeking to improve their bike skills. The road sessions were led by Bec Domange, and the track sessions were led by Vanessa Bof. Once again these sessions were extremely popular.

In terms of our membership numbers, our female membership continues to increase its share of overall membership. In the past 12 months, 30% of all new members to CV have been female.

In terms of our membership numbers, our female membership continues to increase

its share of overall membership. In the past 12 months, 30% of all new members

to CV have been female. The female share of overall membership is now over 16%,

a rise of 2% over the past 18 months. The changes to our racing structure have also

seen a dramatic increase in female race participation from club level through to VRS

and NRS level. Providing a range of grades has been the key to encourage all women

to try racing. It is the winning formula, and we must continue to work on ways to

maintain this interest and joy in racing!

While we have made gains in many areas, we still need to work harder to ensure

this growth is sustainable and is across all aspects of cycling in Victoria. Women

remain under represented as leaders, particularly at Commission level. We

are yet to make real gains in increasing the number of female Commissaires or

higher credentialed Coaches. After some discouraging growth stats, we will also

need to revisit how we market the sport to masters women, and continue our

investment and resources on encouraging and retaining our junior women.

I would like to thank all members of the 2013 Commission for their wonderful contributions and commitment: Gaelene Snelling, Lisa Byrne, Liz Hall, Sue Madden, Andrew Blake, Andrew Fitzgerald, Sam Gow, Michelle Jackson, Ann-Michel Greenwood, Genevieve Sutherland, Karen Snibson, Tina McCarthy and Bec Domange. The Commission would not be where it is without the support and dedication from the CV Development Manager, Mark Drehlich. And as always, our gratitude to all those actively supporting women, speci�cally to President Glen Pearsall and CEO Kipp Kaufmann.

This will be my �nal report as Chair of the Women and Girl’s Commission. I have had a terri�c three years working with some amazing people and seeing signi�cant change occur for women’s cycling in Victoria. I hope I can encourage more people to step forward and be the change they wish to see.

This year there were 4 events in the Challenge Series – Marysville, Baw Baw, Whittlesea and Mt Macedon. Overall participation for the series grew to over

2000 participants for the year. Cycling Victoria also continue to partner with Cancer Council Victoria and we have raised over $50,000 for CCV over the 2

year partnership.

In 2013 CV also partnered with 6 other recreational rides to provide a variety of recreational opportunities and a silver calendar for the �rst time in

Victoria.

Overall, our membership continues to grow seeing record numbers this year of 6,800 and is projected to be above 7,500 at year end. This was seen most

in the Gold category membership numbers are up with greatest increases in women and masters participation.

Our communication channels continue to grow with over 40,000 website hits a month, 6000 Facebook likes and 5000 Twitter followers. We have also been

successful in increasing our video media through a partnership agreement with Tribe Media to provide video coverage of all major events throughout

the state.

Thanks to our clubs and participants who drive and support the sport. We look forward to working with you in the future.

The primary objective of the Membership, Participation and Marketing Commission is to seek and support initiatives to increase Cycling Victoria membership numbers.

DCC MEMBERSHIPWe saw further refreshment in the membership of the DCC:

� Richard England, who attended two meetings as a guest in 2012, become a regular and invaluable member of the DCC, and added greatly from both his racing and youth work experience. He and Tom Hamilton give the DCC real insight into rider perspectives.

� Julie Hunt joined, bringing her insights into CCCC’s development programme and her expertise as a teacher, which is very useful given the importance of the VSCC as a development driver. She replaced Graham Fryer upon his appointment as Carnegie-Caul�eld President.

� Cameron McFarlane joined us for several meetings on development issues, and camps in particular, and Laurie Norris has become a regular attendee, bring a particular focus on track matters.

� Natasha Mitchell and Brad Robins both resigned due to time pressure, but contributed much during their membership.

AREAS OF FOCUS� Exploration of issues limiting participation in the Clubs Teams

Championships on road and track, historically highly concentrated on a few metro clubs – leading to a recommendation to allow regional composite teams for juniors – endorsed and implemented by CV

� Considered role of various development/training camps – those o�ered by CV, by Clubs and by private coaches, to identify gaps in the o�ering, and to ensure that timing clashes do not impede the success of each camp

� Explored how to better leverage cycle shops to recruit riders to the sport – discussed with the CEO of the Retail Cycle Traders Associated, which has now sadly been dissolved

� Focussed on women’s and girls’ participation in track racing with Monique Hanley, and hope to work with other Commissions in similar joint discussions

� Provided feedback to CV on the riders’ Code of Conduct and other matters of team management, and also on Selection Policy.

� Discussed any further measures to increase participation in Christmas Carnivals

As always, the DCC recognises that cycling

development, and continues to seek ways to

enable clubs to be more e�ective in their own

e�orts to grow the sport. The DCC welcomes all

discussion with clubs as to how it can best assist.
