1. INTRODUCTION
The 13th EES Biennial Conference will be held in Thessaloniki, Greece, from 1 to 5 October
2018. The leading theme of the EES2018 Conference is “Evaluation for more Resilient
Societies” [#EES2018]. The Conference offers five days of debates on evaluation in times
of turbulence. These five days are divided into two days of pre-conference training
workshops and three days of main conference. The EES organises the Conference in
close collaboration with the Hellenic Evaluation Society.
The objective of the EES 2018 Conference is to serve as a catalyst for innovative thinking
on the role, purpose and response of evaluation to turbulence and resilience within
societies. The conference will be structured around this objective. It will consist of
keynotes, and paper, panel and poster sessions, and include workshops in the form of
“fishbowls” and a world café – a great success at the last conference. It will also have a
dedicated “buddy programme” and related activities for emerging evaluators. There will
be ample space for the EES Thematic Working Groups as well as for national societies to
meet. Last but not least it will have a social programme as the conference is not only
aimed at learning but also at networking. Being at the crossroads of continents, countries
and cultures, and given the current political and economic background, Thessaloniki is
deemed the perfect spot to organise a conference on evaluation in turbulent times.
Although the EES is European, the conference attracts people from around the globe.
The attendance – some 600 to 700 delegates – makes it sizeable, yet still small enough to
be cosy and to maintain the overview, as past conference assessments have shown.
The EES is an organisation which largely depends on the work of volunteers. The
contribution of sponsors therefore helps making the conference even more a success.
The privileged sponsorship type receiving great interest in the past comes in the form of
bursaries for evaluation practitioners and students from the developing world. Such
colleagues generally have difficulties obtaining the resources to attend international
conferences. With our bursary sponsorship programme we can involve them and build
networks and evaluation capacity. However various other interesting types of EES
conference sponsorship exist. After a brief introduction to the European Evaluation
Society and to the conference theme, this brochure outlines the different sponsorship
possibilities. We hope that there’s something of your gathering.

2. THE EUROPEAN EVALUATION SOCIETY
The EES was born in 1992 and registered in 1996 as a non-profit association. Our vision is a
world where evaluation contributes to human welfare through social learning. This vision
is aligned with recent changes in the policy environment. Evaluation in Europe is
becoming an essential part of decision making processes at national and internal levels,
and has an important role for the shaping of its policies, programmes and
projects. Demand for quality evaluation services has been strongly rising over the past
decades. This trend parallels a remarkable flourishing of evaluation initiatives at different
levels: regional, national, international. Increasingly, government at all levels, but also
private companies, foundations and civil society organisations are resorting to evaluation
to assess the merit, worth and value of their policies, programmes, projects and
processes, learn and improve.
The EES flagship event is its biennial conference. Since the mid-1990s the EES conference
brings together, every even year, hundreds of evaluators and evaluation commissioners
from Europe and abroad. The conferences have made their mark in the evaluation
community. Especially in non-conference years, the EES has also sponsored smaller
events bringing together evaluators, evaluation managers, evaluation commissioners
and professionals from diverse backgrounds and disciplines. Finally, we reach out to other
global, regional and national evaluation societies and networks, for instance through
NESE, and we particularly favour evaluation initiatives that promote building evaluation
capacity, or which focus on issues such as social justice, gender equity and democracy.
EES MISSION
The primary goal of the European Evaluation Society is to promote the theory, practice
and utilisation of high quality evaluation in Europe and beyond. This goal is pursued inter
alia by bringing together academics, policy makers and practitioners, by setting up
events and by offering platforms that connect relevant disciplines, partners and sectors
and encourage knowledge exchange, good practice dissemination, professional co-
operation and bridge building.

3. THE 13TH EES CONFERENCE: EVALUATION FOR MORE
RESILIENT SOCIETIES
The leading theme of the 13th EES Biennial Conference is “Evaluation for more resilient
societies”. The conference offers 5 days of debates on the role of evaluation in times of
financial, geopolitical, environmental and humanitarian crises. The 13th EES Biennial
Conference will be held from 1 to 5 October 2018 in Thessaloniki, Greece. Following a
model that has proven its worth in the past, the first two days consist of pre-conference
training workshops, followed by three days of core-conference.
After a decade of turbulence in Europe and the world, we need to focus on the
contribution from evaluation. Crises, inherently, lead to change, positive and negative.
What is the role of evaluation in understanding the multiple crises currently ongoing?
Which are our collective responses? How can evaluation help make societies more
resilient? Evaluation for resilient societies will be the leading theme of the 13th EES Biennial
conference. At the same time, the conference will provide the traditional opportunities
for exchanging on evaluation politics, capacity, systems, research, methods,
communication and use.
The EES will organise the Conference together with the Hellenic Evaluation Society.
Thessaloniki is at the crossroads of continents, countries and cultures. Greece, moreover,
is facing complex economic issues, while remaining on the frontline of Europe’s asylum
and migration challenges. The very word crisis originates in Greek language, where it
means judgment or decision. So evaluation and crisis go hand in hand. We need
good krisis, good judgment and critical thinking, to overcome the crisis. We need
evaluation to deal with crisis. Greece represents the perfect stage to debate how
evaluation may help societies in Europe and beyond respond to the challenges of crises.
After two days of pre-conference training workshops (which can be sponsored as such –
see below), the three-day main conference will be organised around the following
themes. The first day will be discussed the challenges that evaluation is facing and the
innovations that will be required. The second day will focus on responses that are
emerging for evaluation to deal with turbulent contexts, and how it can be rethought to
help support more resilient societies. The third day’s theme will be to look into where to
go from here.
Registration will be opened before the end of 2017. More information about the

SUPPORT EVALUATORS FROM DEVELOPING COUNTRIES

As in past years, the EES Conference will bring together evaluators from all over Europe
and beyond. Bursary support will be used to fund the costs associated with the
participation of evaluators from developing countries in the conference, and in some
cases in pre-conference training workshops. The aim is to allow evaluators from
developing countries, who otherwise would not have been able to participate, to attend
the conference. The sponsor therewith contributes to evaluation capacity building in
their home countries. A thorough and strict selection procedure is applied making sure
there are no free riders. The bursary sponsor can provide country preferences (which
often depend on the sponsor’s institutional policy in the matter). The cost of a bursary is
estimated between 3 000 and 5 000 Euros, including participation in workshops. These
costs include travel expenses, accommodation, an allowance for meals and incidental

expenses including participation in social event (such as welcome reception and
conference dinner), conference registration including EES membership (providing for a

The EES is seeking broad based engagement from the evaluation community in

A panel is designed to present contrasting or complementary perspectives on a relevant
evaluation topic while allowing sufficient time to involve the audience. Roundtable
sessions are characterized by a substantive presentation of 15-20 minutes on an
important or complex policy or methodological topic followed by 5-10 minutes rejoinders
by 1-2 discussants and an hour or more of debate and audience participation.
