A review of Mr. etainee file and attached documentation 67 completed by assets of "TF NAMA" indicated the detainee was turned over to CF (Coalition Forces) on 23 Apr 04, which reinforced the fact detainee was not in control of U.S. Forces at the time of his alleged abuse. Other documentation in file indicated he was shot by Kurdish Forces on 15 Apr 04, and turned over to CF on 17 Apr 04.

She also recalled the detainee stated he attempted to kill his brother also. She stated that detainee was very suicidal. Pertaining to the abuse allegation, she recalled after observing the injuries to his wrists and legs, /....e..,i•

PRELIMINARY INVESTIGATION REVEALED THE ICRC REPORT RELATED MR . UNDERWENT ILL-TREATMENT IN AN AMERICAN ble---(0 ‘°- MILITARY - BE IN FALLOUJAH IN MID-APRIL 04. THE ICRC REPORT RELATED MR.4011100, WAS SUSPENDED FROM HIS THIGHS AND WAS BEATEN WHILEHE AS HOODED AND RESTRAINED. THE ICRC REPORT RELATED HE HAD CIRCULAR MARKS ON BOTH WRISTS AND EXCORIATIONS ON THE RIGHT INTERNAL MALEOLUS AND LEFT EXTERNAL MALEOLUS. ALSO, THERE WERE BILATERAL MULTIPLE PARALLEL MARKS ON THE LOWER LEG AND MARKS ON THE POSTERIOR LOWER THIGHS WITH THE IMPRINT OF A CABLE OR ROPE.

- A review of documentation by TF NAMA indicates detainee was turned over to CF on 23 Apr 04, which reinforces the fact that detainee was not in control of U.S. Forces at the time of his alleged abuse.

- Other documentation in file indicates he was shot by Kurdish Forces on 15 Apr 04, and turned over to CF on 17 Apr 04. Documentation indicates detainee was tortured by Kurdish forces for three days.

base in Fallouja, Iraq.

treatment in an American military base in Falloujah in mid-Apr 04. the ICRC report related Mr. Earalrar.vas suspended from his thighs and was beaten while he was hooded and 74-1-et 64- restrained. The ICRC report related he had circular marks on both wrists and excoriations on the right internal maleolus and left external maleolus. Also there were bilateral multiple parallel marks on the Lower leg and marks on the posterior lower thighs with the imprint of a cable or rope.
