This proposal will allowGrand Traverse Countythrough its Commission on Aging to continue toprovide in-home services to senior citizens age60 years and older. This proposal is a renewalof a previously authorized millage>
Shall the limitation on the total amount of taxes
that may be levied against all taxable propertywithin Grand Traverse County be renewed andGrand TraverseCounty be authorized to levyup to and including 0.5 mills ($0.50 per $1,000of taxable value) fora period ofsix (6) yearsbeginning 2017 through 2022, inclusive, forthepurpose of providing in home services forsenior citizens age 60 years and older, by theGrand Traverse CountyCommission on Aging?Ifapproved and levied infull, the millage of0.5mills will generate an estimated $ 2,310,264tobe disbursed to the Grand Traverse CountyCommission on Aging for.services forseniorcitizens when first levied in 2017.
By law, tax increment revenues from thismillage will be distributed to governmental unitswithin Grand Traverse County that capture)property taxes, which are the City of TraverseCity Downtown Development Authority, GrandTraverse County Brownfield RedevelopmentAuthority, Village of Kingsley DowntownDevelopmentAuthority, Village of Fife LakeDowntown DevelopmentAuthority, andInterlochen Downtown Development Authority.Shall the proposal be adopted?

Ifapproved and leviedin full, the millage of 0.1 mill will generate anestimated $462,053 to be used for GrandTraverse CountySenior Centers when firstlevied in 2016.

MILLAGE PROPOSAL
This proposal is to renew the Traverse AreaDistrict Library expiring millage at its currentlevel in the amount of .9548 mills beginningwith the December 2016 tax levy in order toprovide funds for the Traverse Area DistrictLibrary for the next 10 years'. A millage wasapproved by the voters in 1996 in the amountof 1.1 mills for the Traverse Area District
Library. The 1996 millage was reduced by lawover the years to the millage rate requested bythis proposal. There will be no increase inthe'millage rate as a result of this proposal.
Shall the expired previously voted annual taxrate which may be levied against all taxableproperty within the Traverse Area DistrictLibrary district, Grand Traverse County, and aportionof Leelanau County, Michigan, of 1.1mills reduced to 0.9548 mills by the requiredmillage rollbacks be renewed in the amountof0.9548 mills ($0.9548 per $1,000oftaxablevalue) and leviedfor 10 years, beginning 2016through 2025, inclusive, the revenues of whichwill be disbursed to the Traverse Area District
Library to be used for all district-librarypurposes authorized by law? Ifapproved,0.9548 mills will generate an estimated$4,247,553 for the Traverse Area DistrictLibrary when first levied in 2016.
By law, a portion of the millage will bedisbursed to other governmental entities that,capture property taxes within theirjurisdictions.These are the City of Traverse City DowntownDevelopment Authority, Grand TraverseCounty Brownfield Redevelopment Authority,Grand Traverse County Land BankAuthority,Village of Kingsley Downtown DevelopmentAuthority, Village of Fife Lake DowntownDevelopment Authority, and InterlochenDowntown Development Authority.
