    BACKGROUND / HISTORY: None.

    ANALYSIS:The preservation criteria is very specific that fences are not permitted in the no-build zone in front of the main building. Staff, while sympathetic to the issue andperception of safety, is concerned that the front of the building will be viewed asunfriendly and that the ceremonial historic staircase and main entry willessentially be abandoned and become unused even if the building becomesresidential.

    STAFF RECOMMENDATION:1) Dallas High School - Replace existing retaining wall. Approve - Approve

    areas clouded on drawing dated 3/14/12 with the finding the proposedwork is consistent with the criteria for fences in the preservation criteriaSection 3.8(d), and it meets the standards in City Code Section 51A-4.501(g)(6)(C)(i).

    2) Dallas High School - Install new metal fence on top of retaining wall alongBryan Street. Deny - The proposed work does not meet the standards in

    City Code Section 51A-4.501(g)(6)(C)(i) because it is inconsistent with thepreservation criteria that prohibits fences in the no-build zone in front ofthe main building. Preservation criteria Section 3.8.

    3) Dallas High School - Install new metal fence and gate across front entrysteps. Deny - The proposed work does not meet the standards in City

    Code Section 51A-4.501(g)(6)(C)(i) because it is inconsistent with thepreservation criteria that prohibits fences in the no-build zone in front ofthe main building. Preservation criteria Section 3.8.

    TASK FORCE RECOMMENDATION:1) Dallas High School - Replace existing retaining wall. Approve with

    Conditions - Approved with condition of a recommendation to construct

    & finish the wall with concrete.2) Dallas High School - Install new metal fence on top of retaining wallalong Bryan Street. Deny without prejudice.

    3) Dallas High School - Install new metal fence and gate across frontentry steps. Deny without prejudice.
