1. Publishable summary

The FORESTA project aims to contribute to bringing the research dimension into ICT policy

dialogue between Latin America and the EU. In particular the project targets the four

countries having established an S&T Cooperation Agreement with the EU, Argentina, Brazil,

Chile and Mexico, plus Colombia, whose recent adoption of the DBV-T digital standard

makes it a country which is in the process of establishing closer relations in science and

technology with the EU.

A year into the FORESTA project implementation (the project started on 1/01/2010), the

overall consideration that can be made is that the whole consortium has been active in the

primarily “desk-work” phase of the project activities, which characterised the first year of

FORESTA. All work packages, specifically designed for and dedicated to the achievement of

the different overall objectives of the project, have carried out their activities and all partners

have been actively involved proving their keen commitment to this initiative.

The main activities in Year 1 are outlined below.

As part of its objective to perform a Foresight study of on long term perspectives for ICT

cooperation with the target Latin American countries, falling under WP3, the FORESTA

consortium has worked cohesively towards the preparation of the Analysis of the National

ICT policies in the five target countries (D3.1), which has been submitted to the EC in

November 2010. The study is a thorough overview of ICT research policies in the different

Latin American countries. Also under this work package, the study on the status of ICT

research cooperation between the EU and LA countries has also started and lead to D3.2 that

is ready as an advanced draft which is being finalised and will be submitted in March 2011.

WP4 encompasses all activities related to other ongoing projects and LA national funding

agencies. The study of ongoing EU-LA projects and initiatives has been developed and

submitted to the EC in November 2010. The study is an analysis of the ongoing relationships

fostered by the European FP7 Programme and by other international initiatives in the field of

ICT, with the aim to detect synergies and complementarities between initiatives at national

and European level and suggest a more integrated form of cooperation. In parallel, under T4.2

the Latin American national funding agencies‟ action in international cooperation projects has

been analysed with the aim to identify bottlenecks hindering participation of LA research

organisations into cooperation projects and provide recommendation to overcome these

barriers. The task has lead to D4.2.

The project also intends to organise five large Conferences in the five countries directly

represented by the project, under the coordination of each national partner (WP2). In the

course of year 1 one of FORESTA conferences has been organised, while the remaining will

fall in year 2. The conference calendar is synchronised with other EU-LA initiatives funded

by the Programme: A preliminary calendar of activities, including the overall methodology

for the Conferences, has been drawn and submitted to the EC (D2.1), although in some cases

the exact date and venue were not finalised yet. For this reason the partners agreed to provide

the dates by March 2011, so that a revised version of the calendar could be submitted with

definitive dates and a refinement of the methodology. The next steps for this broad activity

are the planning and concrete organisation of the different Conferences by the Latin American

partners and under the overall supervision of the project coordinator.

The series of FORESTA Conferences was kicked-off by CINTEL in their Colombian event

organised within ANDICOM2010 on 27 and 28 October 2010. The Conference was

successful and highly participated. The overall organisation and running was spotless and

boasted the participation of numerous eminent speakers appearing in the panels‟ agenda. The

full and detailed report of the event is in the dedicated deliverable D2.3.

Work package 5 is dedicated to communication and dissemination activities. Within WP5,

FORESTA has developed its communication and dissemination strategy plan (split into those

actions targeted to the five countries represented in the consortium, D5.1, and those directed

to other LA countries not represented within the consortium, but which are reached through

the LA federation of ICT associations, ALETI (D5.3), and has designed the different

communication tools to be implemented in the project. These include the project website

(FORESTA was also in charge of designing and implementing the common web entry page

for the three clustered projects and including PRO-IDEAL PLUS and FIRST as well) and all

necessary communication tools: logo, templates for communication, brochure, presentation

templates, etc. The web addresses for the project and the initiative are: www.forestaproject.eu

and www.lac-ictgateway.eu.

During Year 1, a key milestone falling under WP5 has been represented by the 2010

“Digitally Driven” edition of the DG INFSO run bi-annual ICT event, which took place in

Brussels under Belgian EU Presidency on 27-29/09/2010. The clustered projects, FORESTA,

FIRST and PRO-IDEAL PLUS, have decided to adopt a joint action for the participation in

the event: the three projects presented themselves under the branding “EU-LAC ICT

Gateway”, replicating the branding that was used by the cluster of EU-LA projects that

participated in the 2008 Lyon edition of the ICT event in the sake of conveying continuity in

the EU-LA action supported by the European Commission. The EU-LAC ICT Gateway also

joined forces with DG Research INCO NET project EULARINET to organise a set of

activities in the aftermath of ICT 2010. The ICT2010 event and related activities showed a

massive participation from Latin America, which confirmed the growing dynamism and

interest from the region for cooperative research with Europe.

2.2 Work progress and achievements during the period

2.2.1 WP2: Organisation of conferences

2.2.1.1 T2.1: Overall conference calendar

Task description:

The final conference calendar will be defined in the first phase of the project, based on the indicated

dates and content of the Joint Working Group meetings between the EU and the target countries. The

calendar will schedule conferences in principle one or two months after the Joint Working Groups. It

should be stressed that at the time of proposal, preparation dates for the future EU-Latin American

countries Joint Working Group meetings on Information Society are indicative. Thus, the dates

indicated for the implementation of the tasks below may be revised either during negotiation or in the

first phase of the project. The elaboration of the calendar will be done taking into account and seeking

synergies with the activities planned by PRO IDEAL PLUS.

Task Leader

TESEO is in charge of defining the Conference calendar for the FORESTA events.

Most activities taking place in Year 2, an indicative FORESTA calendar of

Conferences has been delivered in the first months of the project course, on the

assumption that exact dates and locations will be defined further into the planning

and organisation phase of the events. The calendar of conferences will be refined

when dates fixed and communicated to the EC in an updated version of dedicated

deliverable D2.1.

The calendar of conferences also includes a section covering the overall rationale and

methodology for the organisation of the FORESTA conferences, which the Latin

American partners taking on the practical organisation of the events will use in the

planning and organisation phase and in the definition of the most appropriate

programme for activities.

All Latin American partners were asked to confirm the indicative dates expressed

during the proposal and negotiation phases or to provide a new one. The Colombian

conference, which as per DoW was foreseen a M15, has been anticipated to M10,

during the first year of the project.

ROSE Not involved in the activity

EFB No contribution was originally foreseen. Nevertheless EFB has been active in the

definition of the methodology in order to harmonise it with the work that will be

carried out in Year 2 under T2.3 “Follow up to conferences”.

USP USP coordinated with Task Leader to define date of the event in Brazil.

ITESM Mexican conference was originally planned in February2011 but following intense

consultation with the most relevant ICT policy and decision makers on ICT field

such as CONACYT, State council of Science and Technology and AMITI, the

Mexican National Association of ICT industry, it has been decided to shift the event

in order to suit their agenda needs and facilitate their participation to Mexican

conference. In addition, as the working group meeting between Mexico and UE is

planned in September 2011, it is deemed relevant to organize the FORESTA

conference in the period. Further synergies will be sought with a possible additional

Colombian event also to take place in the period.

UP UP will schedule the Argentine Conference for June 9, 2011. UP has agreed this date

in concertation with the Chilean partner which will hold their conference on the same

period, thus facilitating attendance of EU experts to both events.

UTEM The Chilean conference was originally planned in July 2011, but UTEM, together

with the Argentinean partner has suggested to move it to 7th June, just ahead of

conference in Argentina with date of 9th June, because during July will be winter

holidays in both countries.

This change of date also allows experts and attendees traveling from Europe to attend

both conferences with a single intercontinental travel.

CINTEL The Conference of FORESTA in Colombia was initially scheduled for M15 (March

2011). However, CINTEL decided to hold this Conference in the framework of

ANDICOM 2010, the International ICT Congress organized by CINTEL during the

last week of October 2010 in Cartagena de Indias, to take advantage of this huge

event for the Colombian and the overall LA ICT community, able to attract a large

and high-profile participation of government, industry and academia.

A possible additional event in Colombia to be organised in Year 2 in October is

under discussion. Coordination will be made with the Mexican partner to achieve

synergies with their event planned in the same period.

ALETI ALETI is not in charge of organising any conference, but has remarked the most

important events in the other Latin American countries that are not directly covered

by the project consortium.

2.2.1.2 T2.2 (T2.2.1-2.2.5): Organisation of conferences

Task description:

Organisation of conferences will follow a common procedure described in the Introduction to the

Work-Plan. The logistics of the conferences will be looked after by local partners (USP in Brazil,

ITESM in Mexico, UP in Argentina, UTEM in Chile, CINTEL in Colombia). Organisation activities

will entail:

o Identification and booking of venue (including necessary equipment, catering, translations if

needed). In principle all local partners have the necessary facilities to host conferences and

no need should arise for external venues;

o Definition of conference agenda (joint activity between local partner and TESEO), with

identification of themes and speakers;

o Confirmation of speakers;

o Production and dispatching of invitations to relevant stakeholders + all relevant support in

conference communication (through the media or other communication channels);

o Invitation and organisation of participation of 5 relevant European stakeholders per

conference;

o Preparation of both debate and brokerage components including details and preparation of

background material (policy documents or text of calls for proposals, or work-programmes

updated) to be handed to participants.

Task Leader

All FORESTA Conferences are foreseen for the second semester of 2010 and 2011.

In Year 1 one conference out of 5 planned has been carried out, namely the

Colombian one under the responsibility of partner CINTEL. TESEO has worked in

close coordination with the Colombian partner as concerns the agenda and panel

definition. In its capacity as coordinator, TESEO was invited to attend the event and

present the FORESTA project as a key instrument to sustain research cooperation

with EU.

ROSE ROSE supported FORESTA event in Colombia, through active involvement in the

debates for agenda definition and participated to the conference.

EFB Not involved in the activity.

USP USP has started working on this task as the conference is scheduled for September

2011. It will take place in Brasília, The exact date, venue (hotel) and the draft

agenda will be communicated in the upcoming weeks. Possible speakers will be

Ministers and Secretaries of Science and Technology from the 5 LA countries.

ITESM Being the conference planned for October 2011, actual organization will start early

Y2. Nevertheless, ITESM is in talks with the country ICT stakeholders in order to

combine FORESTA and National Digital Agenda development themes and interests.

A proposed speakers list will come as results of these talks including 5 relevant

European speakers.

UP UP has already confirmed and booked the facilities to host the Argentine conference

within the University of Palermo. UP has specifically coordinated with UTEM in

order to combine the dates of conference in the respective countries and smooth

organisation to facilitate stakeholders‟ participation. Currently working on the list of

people that will be invited and also preparing a short survey to send them in advance.

UTEM Currently working on the definition of requirements to define the place of the

Conference and the list of stakeholders that will be invited to participate. We have

worked on the first draft with the guiding profile, methodology and main issues to

consider as content adjusted to the Chilean context, the main program with exhibitors

and attendees profile, as well as the strategies of communication and promotion of

the event.

We have held several meetings with government agencies, institutions involved in

R&D in ICT, industrial and business associations and national researchers in ICT in

order to disseminate the event and engage their participation (CONICYT, Digital

Strategy of Chilean Government, GECHS, ACTI, Information Society Programme

ECLAC, REUNA, etc.)

CINTEL Following is a summary of the main activities for the organization of the Conference:

Identification and booking of venue

CINTEL defined as venue of the Conference, the International ICT Congress,

ANDICOM 2010, in Cartagena de Indias, Colombia. ANDICOM is the most

important event of the ICT sector in Latin America and the Caribbean, for its format

as an academic congress which includes a commercial exhibit and business rounds.

The Congress is considered as an ideal stage for business and for getting to know the

most recent trends in the ICT sector.

Conference agenda

The FORESTA Conference was held in two sessions, on October 27 and October 28.

The agenda was defined in close coordination with TESEO, the Coordinator of the

project, and additionally, it was adjusted according to the final commentaries and

recommendations made at the meeting of the project in Brussels, Belgium (October

1st 2010, after the ICT2010 event). The agenda considered initial presentations and

the development of panels related to the main topics of the project. The conference

agenda is attached.

Speakers and debate preparation

The FORESTA conference met all objectives set in the DoW in terms of expected

attendance and speakers, including the participation of 5 European experts and

industry representatives. In order to incite the conference debate around the main

topics of the FORESTA project, speakers, moderators and panellists were provided

in advance with structured documents serving as guidelines and preparatory material

for the discussion. These documents introduced speakers to FORESTA project, the

objective of the conference and its methodology and content.

ALETI ALETI isn‟t in charge of conference organisation, nevertheless has taken part to the

discussion to define FORESTA conferences agenda.

2.2.1.3 T2.3: Follow up to conferences

Task description:

Conferences will be followed up in a structured way by EFB with the participation of local partners, in

order to foster concrete cooperation between Latin American research organisations and European

researchers on areas of mutual interest. Latin American researchers will be assisted in getting in

contact with appropriate organisations in Europe or to better shape their project ideas or to check

them against the requirements of calls for proposals. The three European partners have the necessary

experience and networking ability in the European context, to be able to efficiently link the Latin

American research communities with the major stakeholders in Europe. Typical follow up activities

might be summarised as:

o Identification of challenges and topics of the work-programme (or other funding schemes)

for the proper development of proposals;

o Identification of key European players in areas of interest of the Latin American

researchers;

o Screening and first assessment of project ideas originating by Latin American researchers;

o Remote assistance to project ideas development (providing advice based on experience of

European partners and on usual FP practices that Latin American researchers might not be

familiar with);

o Representing the Latin American research communities at conferences in Europe (infodays,

conferences, consultation meetings, etc.). Brokerage activities, linking Latin American

project developers with European research organisations active or likely to participate in

European projects

Follow up procedures will be clearly explained to the Latin American researchers in all conferences,

so as to make them aware of all the support that the FORESTA project can offer them in developing

project ideas, joining project consortia, or other forms of cooperation with European researchers.

2.2.1.4 T2.4: Summary of strategic indications

Task description

At least 5 representatives of EU ICT research will take part in each conference. In order to facilitate

interaction and input from EU representatives to potential cooperation, their positions in respect of the

themes treated and of the overall cooperation framework will be obtained through formal interviews

and summarised into a “Strategic indications” document. The FORESTA consortium will ensure that

at least 2 out of the minimum 5 Europeans (excluding consortium representatives) participating in the

conferences represent industry.

2.2.2 WP3: Foresight studies on long term perspectives

2.2.2.1 T3.1: National ICT policies analysis

Task description

This task will involve making an in-depth analysis of national ICT policies and their design/deployment

processes in Argentina, Brazil, Chile, Colombia and Mexico, as well as an analysis of the main agents

responsible for defining and/or implementing these policies. Such comprehensive analyses are a

necessary step in order to facilitate the identification of future trends and areas of common interests

and associated recommendations for follow-up actions. The main objective of this task is to produce

executive reports in which ICT policies and strategic priorities will be summarized and clearly

explained. This will facilitate the development of stakeholder inputs to the ICT Policy Dialogue

Support Council.

FORESTA partners in Latin American countries are key entities in their respective R&D ICT

environments and, consequently, they are excellent points of reference in Argentina, Brazil, Chile,

Colombia and Mexico for ICT policy dialogue analysis, since they are all strategic partners in these

dialogues.

ROSE will identify the key areas that should be covered and produce the main document which will be

used to perform the analysis. ROSE will also coordinate the individual analyses.

ROSE has developed guidelines for the National ICT Analysis, so that each partner could

give some feedback on the existing documentation at national level. It has also been

decided that ALETI would develop the analysis for Costa Rica and Uruguay.

In line with the guidelines, a FAQ was developed to help partners with the development of

the analysis. Finally the template for the D3.1 was sent to all Latin American partners

together with an overview of National ICT Policies, to provide partners with some extra

information sources.

In line with this analysis and in order to keep coherence with the rest of the WP of

FORESTA, audio-conferences and constant exchange of information was kept with WP4

leader.

D3.1 was deeply debated in several iterative sessions in order to align the content of each

country report. Conference calls have been held in order to revise the content of the

document, additions, etc.

ROSE produced a guideline document on the main aspects to be taken into account for

completing the document. Specific debates between ROSE and ALETI took place aiming

at shaping the final document content and further debated with the contributing partners

and the Coordinator.

Finally, the deliverable included comprehensive information about the policies relevant for

the cooperation EU-Latin America and was delivered few months after the deadline. The

delay, which did not impact on the development of the other project tasks, was due to

enable different peer-review stages and come to a much harmonized content. For a better

integration and consolidation, D3.1 has been finalized after the coordination meeting held

in Brussels in October 1st. At this meeting were discussed the final adjustments of the

document prior to the peer review.

TESEO TESEO took part into the review process of circulated draft documents and provided

general recommendations towards the implementation of the task and the preparation of

the deliverable associated with the task in this period (D3.1).

EFB No contribution was foreseen; nevertheless EFB has kept contacts and exchange of

information with ROSE to prepare work under WP4.

USP For this task, USP was responsible for making a study on the national ICT policy in Brazil.

First, by completion of a table of key actors, priorities, etc., an overview of the current

policy situation in Brazil was prepared. Following that, former and current ICT policies

were compared, highlighting their differences and analysing how they evolved. This was

followed by a SWOT analysis. The document also contains a brief comment on the main

stakeholders acting in the country.

ITESM Mexico information submitted to WP leader. ITESM gathered the necessary information

to fill in the format provided by ROSE to be used for the report writing. Detailed

information and statistics are scarce and could not always be found for Mexico. More than

11 official sources of information were identified and consulted, and policy makers were

also involved.

UP UP sent to the task leader the requested information for filling up the National ICT

Analysis for Argentina.

UTEM Reports and contributions from Chile to deliverable were prepared and submitted to the

WP coordinator ROSE for consolidation into D3.1. UTEM has worked with main

stakeholders in the national ICT area, such as the Executive Secretary of Digital Strategy,

National University Network (REUNA) and National Commission Scientific and

Technological Research (CONICYT). The data has been collected from studies of

government, universities, study centres.

CINTEL The ICT sector in Colombia is currently in a transition and consolidation process, for this

reason, there are not many indicators related to this industry. Consequently, the data

collect by CINTEL mostly correspond to the Telecommunication sector.

Regarding the analysis of the ICT policies, CINTEL focused initially on two policies,

which are related with the ICT sector as a whole, constituting the regulatory framework of

this sector. In addition, CINTEL taking in account the change of government, included

information about the new policy of the ICT sector, the VIVE DIGITAL Plan, launched in

October 2010, in the framework of the ICT International Congress, ANDICOM.

Similarly, CINTEL identified the main programs and initiatives that involve ICT, as well

as the main stakeholders (government, academy and industry).

Furthermore, CINTEL included a short description of the most important and recent policy

documents.

Finally, as a result of this task, CINTEL encouraged the development of the first SWOT

analysis of ICT policies in Colombia, by Electronic, Telecommunications and Informatics

Council, as part of the National Department of Science and Technology - COLCIENCIAS

ALETI ALETI analyzed which countries could be included in this task. It was noticed, that even

private sector was interested, most public sectors were not ready yet for this kind of

research due to lack of information. Finally two countries were chosen. ALETI focused

on the analysis of the ICT policies of Uruguay and Costa Rica. Panama was also part of

the scope, but as by that time it was starting to implement National policies regarding ICT,

we had to decline to include it in this early period of the project. ALETI described the

current policies of Costa Rica and Uruguay. The analysis output was a SWOT scheme in

which the main items for each country are highlighted. Also a list of the main stakeholders

of the country was made in order to identify who are the key actors to take into account.

2.2.2.2 T3.2: Report on the status of ICT research cooperation

Task description

This task will analyse the best ICT cooperation practices which have been implemented already

between the EU and Latin America. The analysis will be reported and disseminated through the EU

and Latin American R&D communities. Task 3.2 will also identify and monitor interesting

public/private cooperation examples in the ICT sector. Some of the key areas which will be included in

this study are:

o ICT cooperation within the EU Framework Programme (including a detailed analysis on

differences among industrial-industrial, industrial-academic and academic-academic

cooperation). This analysis will concentrate on research initiatives, whereas support or

coordination actions will be mainly considered by WP4 as instruments to foster cooperation;

o Cooperation within Iberoeka or other European Programmes managed at national level;

o Cooperation in standardization activities in the ICT field;

o Analysis of previous research cooperation activities and their impact on the current status of

cooperation (e.g. on issues such as whether the research cooperation has been followed by

later cooperation in the innovation field or by a commercial phase).

This task will include a final report on the status of ICT research cooperation between Europe and

Latin America focusing on Argentina, Brazil, Chile, Colombia and Mexico with special attention being

given to those areas identified by T3.1.

In line with T3.1, ROSE has asked partners to include some initial information in

what concerns ICT cooperation practices and public/private cooperation examples in

the ICT sector. Guidance has been provided to FORESTA partners about the scope

of the document and the expected content to be included in the deliverable resulting

from this task. Specific requests have been made to partners to include some initial

information in what concerns ICT cooperation practices and public/private

cooperation examples in the ICT sector.

In line with T3.1, ROSE sent to the LatAm partners the guides and schemes to

prepare their contributions. ROSE has received, analyzed and sent comments about

the first documents from the LatAm partners and is in direct contact with all them in

order to finalize and submit D3.2 during March 2011.

EFB EFB is not involved in the activity but has kept contacts and exchange of information

with ROSE to prepare work under WP4.

USP Each of the projects with Brazilian cooperation in the European Commission were

contacted and a detailed report has been developed by the Brazilian team.

ITESM Specific information from the individual partners in research cooperation was asked

for, for example the European Union in Brussels (Thomas Mckinlay), IBEROEKA

program manager in Mexico and the CONACYT. UEMEXCYT ICT senior project,

ICT National Contact Point as well as secondary information sources were consulted

to provide information on cooperation programs and analysis of previous research.

Despite some initial problems in getting information about standardization activities

and results from previous research for lack of specific database, ITESM seek

information on primary sources scattered throughout universities, research centres

and government agencies and was able to comply with the task requests and produce

a detailed and well assessed report.

UP UP has gathered and processed information obtained from the Science, Technology

and Productive Innovation Ministry (MINCyT). The requests received from the Task

Coordinator have been fulfilled.

UTEM UTEM has identified the main previous and current projects of international

cooperation in ICT in Chilean institutions of private and public sectors. Reports and

contributions from Chile to deliverable 3.2 were submitted to the task coordinator.

CINTEL CINTEL obtained information about the previous and current bilateral agreements

with EU from COLCIENCIAS related with ICT and Science and Technology; and

also, the IBEROEKA projects.

The analysis on the differences among cooperation practices (academy-academy,

industry – industry, academy-industry) does not exist in Colombia, but CINTEL

showed the current relations of Colombian entities with European entities in the

Seventh Framework Programme. On the other hand, CINTEL presented information

about the COLCIENCIAS plan to encourage the relation between Academy-

Industry-State and Society at national level.

ALETI ALETI worked on the identification of different actions of cooperation between EU

and the countries of the project, in this case Uruguay and Costa Rica. The next step

was trying to establish a contact with the stakeholders involved in those actions in

order to get further information.

ALETI has worked on the D3.2 deliverable. The main objective of this task was

identifying the main channels of International cooperation between the target

countries and the European Union. ALETI worked on the international cooperation

activities of Costa Rica and Uruguay. ALETI analyzed the different project of the

Seventh Framework programme in which these countries were involved. A

description of the project activities, of its partnership and all the details was included.

In addition to this, the different IBEROEKAS initiatives were also analyzed. Using

the CYTED database, ALETI described the different activities in R&D and

innovation that included partners from both Costa Rica and Uruguay. The different

standardization agreements were also included. For example, the Digital TV

standardization adopted by Uruguay. Finally, a set of conclusions were given in order

to summarize the document information.

2.2.2.3 T3.3: Strategic recommendations on key research priority issues

Task description

This task includes:

o Establishment of the Council. This Council will be formed by between five and ten experts

from the Latin American region (mainly from partner organisations which all have a central

role in the scientific community of their country) under the coordination of ROSE, which has

a clear vision of the current ICT issues on which policies are being developed on the EU

side;

o Coordination of the Council activities. The Council will meet twice during the project at a

time corresponding with other major project milestones (e.g. the Concertation Workshop in

Brazil organised under WP4 in M17 and a project meeting in Mexico City foreseen for

M18);

o Editing of any documents produced by the Council;

o Promotion of the participation of representatives of the Council in all relevant forums,

conferences and other events.

The Council will work based on inputs provided by the FORESTA project (see outcome of T3.1, T3.2

and findings of WP4) which will stimulate international discussions. The Council will also be provided

with the necessary tools to permit its members to engage in informed discussions. The work will be

conducted mainly online through the Council website which, provisionally, will be hosted on the

FORESTA website. The Council website will provide Council members with a work zone in which they

can share documents, have interactive discussions, etc.

Foresight studies: Future oriented thinking is vital for any planning or policy activity to be able to

meet future challenges. Foresight is a widely recognised methodology which enhances such thinking by

gathering anticipatory intelligence from a wide range of knowledge sources in a systematic way and

linking it to today's decision making.

The value of adopting explicit processes to consider and manage the future through Foresight studies,

is now widely recognised for a number of reasons, including:

o Research and Innovation policies are necessarily based on visions of the future of science,

technology and society;

o Research and Innovation policies need more systemic instruments to manage the increasing

complexity of the dynamics of change.

Foresight fulfils two functions. The first one is to “enabling change” while the second one is to

“provide anticipatory intelligence” to policy-developers and other actors.

Knowledge sources

The main sources of knowledge for these Foresight studies in the FORESTA project are:

o FORESTA preliminary studies (tasks 3.1 and 3.2);

o Expertise and knowledge from ICT Policy and Dialogue Support Council members

(representing key stakeholders from Public and Private sectors implementing the necessary

public-private-partnerships).

Strategic recommendations: The main deliverable of T3.3 will be a set of key recommendations

identifying common R&D priorities, opportunities and challenges and which focus particularly on long

term perspectives. The objective of the Council and its recommendations is to strengthen and support

the ICT policy dialogue between Europe and Latin America in the ICT domain. This will be

accomplished by:

o Formulating longer term national (Argentina, Brazil, Chile, Colombia and Mexico) and

regional research priorities;

o Anticipating technologies application trends likely to be supported by research work for the

region targeted.

Hence, the successful establishment of ICT policies will require open coordination of these visions of

the future of science, technology and society, as well as the use of open Foresight as a systemic

instrument in which all relevant stakeholders will be represented.

Task Leader

ROSE has launched internal debates about what could be the main lessons from

previous studies, analysing the outcomes of the reports on the countries situation as

well as visioning possible areas for recommendation: technologies, MoU, Workshop

Agreement, Join Calls, SICAs, etc. All those possibilities have been brought to the

Consortium for further consideration.

The discussion on the structure and methodology of the Policy Dialogue Council has

started. ROSE advanced the general criteria that will govern and run the Council

during the project progress meeting held in Brussels on October 1st, 2010. Currently,

ROSE is preparing a document including a summary of all the advanced information

and a working plan, in order to implement the Council during the first quarter of

2011.

TESEO Not involved in the activity. Nevertheless it has taken part to the discussion around

the methodology and implementation of the council.

EFB Not initially foreseen to be involved in the activity but has taken part to the

discussion in view to subsequent involvement.

USP USP is in the process to identify potential representatives for the council and to this

purpose USP carried out preliminary talks with local stakeholders. In particular, USP

had meetings with SUCESU/SP (Users Society for Information Technology and

Telecommunications at the State of São Paulo), which has a long tradition on

gathering ICT groups for discussions.

ITESM ITESM has taken part to the discussion leading to the council creation and set up the

forum facility on the FORESTA website that will host the council work online under

the guidance of the task leader.

UP UP is in the initial stage with this task. Some preliminary work has been done in

order to identify potential representatives in the council and preliminary talks with

local stakeholders.

UTEM UTEM focussed into the evaluation of a number of experts to be proposed for the

council. The next activities are preparing the material for the experts about the status

of ICT cooperation of the national scientific community with UE.

The key players in the national ICT area have been identified and then contacted.

Informing them of the existence and activities of FORESTA project as well as of the

clustered projects (FIRST, PRO IDEAL PLUS). Among these key players we have

selected the person who has been deemed as the best candidates for the council.

Currently UTEM is managing the formal procedures for the candidates‟ proposals,

who have already agreed with the possibility to take part into the council.

CINTEL CINTEL has been in the process of identification of the members of the Council,

taking into account the change in the National Government.

2.2.3 WP4: Coordination with other projects and other funding agencies

2.2.3.1 T4.1: Preliminary studies and contacts

Task description

This task will result in a clear explanation of the ongoing relationships fostered either by European

Framework Program project sub-programs (e.g. Mobility, Capacities, ICT, etc.) or by other

international initiatives including bilateral agreements between the target countries and the EU and

between the target countries and individual EU countries. This task will aim at: a) informing and

involving in FORESTA activities those responsible for the EU projects identified; b) assessing the

effectiveness and impact of different types of approaches to ICT research cooperation and actions tried

in different projects. These will provide examples of practices, which might be proposed for further

adoption or adaptation in an enlarged Latin America-EU cooperation context.

Task Leader

EFB has produced a research that analyses the available European funding

instruments supporting cooperation with LA in the field of ICT (D4.1). The analysis

also covers the bilateral agreements between single EU countries and the target LAC

and gives an analytical and qualitative analysis on projects funded in this domain.

The deliverable is a comprehensive and thorough study aiming to identify synergies

and complementarities between the many different actions at national and European

level with a view to provide recommendations to make the available framework more

effective: the work went through various careful revision and peer-review stages to

harmonise contributions and get to a consistent and well argumented document.

TESEO TESEO has contributed providing some information about the European programmes

for funding. TESEO took part to the review phase of D4.1 prior to submission and

coordinated with Pro-Ideal Plus for their parallel deliverable D1.2

ROSE ROSE provides feedback on main studies to consider. Participation in the peer

review of D4.1

USP USP participated in this task by providing the task leader with information about the

projects which are currently going on in Brazil in the ICT area and which have

European involvement one way or another.

ITESM ITESM identified the main programs for supporting the international cooperation and

bilateral agreements between EU and Mexico and provided feedback to the

document produced by the Task Leader.

ITESM has a close relationship with OASIS, PROIDEAL PLUS and FIRST FP7

projects and NCP with which it has been involved in event coordination (as Mexico

ICT Day). Also an active collaboration has been done with the Bureau for European

and Mexican Science and Technology Cooperation (UEMEXCYT) in order to gain

insights of different ICT research cooperation projects.

UP Not involved in the activity.

UTEM UTEM reviewed the results of task 4.1 and has double-checked the data with

information obtained from various national agencies in ICT (CONICYT, CORFO,

etc.) regarding international cooperation projects in ICT. This document has been

used as a tool for developing a collaborative work with other FP7 projects in Chile.

UTEM has established a permanent relationship between the FORESTA project and

the European Union Program (Chilean-European Platform to Improve Science and

Technology Cooperation) of Department of International Relations of National

Commission for Scientific and Technological Research (CONICYT). This

relationship aims to contribute to the coordination, between the activities undertaken

by the FP7 LA projects, FORESTA, PRO IDEAL PLUS and FIRST. The three

projects in Chile also worked together with the European Union Program to design a

Technology Mission at the past ICT Event 2010, held in Brussels.

UTEM has established an ongoing relationship with the projects coordinators PRO

IDEAL PLUS and FIRST in Chile, as well as with ALETI in Argentina, with the aim

of enhancing the actions of the projects, coordinate dates of events and collaborate on

common goals.

On April 22nd, 2010, on behalf of the FORESTA project, UTEM participated in the

launching workshop of the project FIRST in Chile. The proposals and main

objectives of FORESTA were presented and highlighted. In this meeting all the

companies and institutions present were invited to participate actively and contribute

to the development of the ongoing FP7 support actions in Chile.

FORESTA Chile, in collaboration with FIRST project, organized a workshop on

September 7th, 2010, with the main objective of getting a preliminary idea about the

Interest and knowledge that the Chilean ICT research community has regarding the

FP7 or others funding programs for cooperation. The conference included

representatives of national research universities in person as well as connected by

videoconference, streaming and twitter.

In November 2010 FORESTA participated in two events organized by Pro-Ideal

Plus. The first of them was the conference "ICT Forum in support of the political

dialogue between Chile and the EU R&D in the ICT sector" held in Santiago on

November 3rd 2010 which was attended by the European delegation participating in

the Steering Committee, where one of its members was our Project Officer, Mr.

Klaus Pendl, together with other important government officials and national

companies representatives. The second event was the "InfoDay" related to the ICT

Call 7, held on November 5th 2010 in Valparaiso Chile.

It is worth to mention the participation of FORESTA project in the meeting with

officials of the Directorate General for Research of the European Commission,

organized by CONICYT for researchers involved in FP projects, held on November

3th, which was attended by Mr. José Manuel Silva Rodríguez (Advisor to the

Director General of DG Research and International Cooperation of the European

Commission) along with the remaining members of the Steering Committee.

During the first year of the project FORESTA there have been carried out monthly

coordination meetings between FORESTA, PROIDEAL PLUS, FIRST and the

Liaison Office of EU-Chile from CONICYT. Since November it has been integrated

to these meetings the REUNA corporation who also participated in an FP7 project in

the area of ICT.

In December 2010 FORESTA-CHILE actively collaborated with the FIRST project,

towards the organization of the event "Second National Workshop Implementing

International Cooperation Chile-EU for R&D in Future Internet, ICT Systems and

Components", held at the central building of the UTEM, in Santiago, Chile on 1st

December. In this event the many representatives from academic and industrial

sector established a collaborative network for R&D in Future Internet declaring their

commitment in the creation of four Chilean technology platforms. (See press releases

CINTEL CINTEL identified the bilateral agreements between EU and Colombia around the

field of ICT and Science and Technology, and the main tools for the international

cooperation European Union- Colombia. In addition, from this, CINTEL collected

some lessons learned from the Colombian participation in this projects and programs

of international cooperation.

On the other hand, CINTEL has been coordinating activities in Colombia related

with the events and the objectives of two projects: PRO IDEAL PLUS and FIRST,

the last one coordinated in Colombia by CINTEL too.

ALETI Not involved in the activity.

2.2.3.2 T4.2: Study on Latin America national funding agencies action in

international cooperation

Task description

This study will firstly identify agencies or other bodies active within the national support systems to

research in the five targeted countries. It will then identify critical factors that influence the ability of

research organisations from the target countries to launch or get involved in collaborative projects

with European counterparties. Such factors might relate to issues like: lack of matching funds (to

support preliminary work, or participation in conferences, etc.), lack of adequate analysis of

opportunities, lack of synchronisation of local funding cycles with the European ones, insufficient

definition of research objectives at national level, language barriers, nationalism or tied funding or

other types of factors likely to bear an impact on international research collaboration. Due

consideration will be given to aspects related to the legal, administrative or financial context given by

the national schemes or programmes (e.g. mechanisms funding participation to conferences, or support

schemes for networking or submission of proposals, etc).

Task Leader

A template of a document has been sent to each Latin America partners. Through an

analysis of those completed documents, USP has identified the main issues that

influence these target countries on launching or getting involved in collaborative

projects with European counterparties. A first draft of the deliverable was ready at

the beginning of second semester of the project but several round of peer-review

within the consortium was deemed necessary to harmonise such a comprehensive

study that includes contribution from all LA partners.

TESEO TESEO issued recommendation on how to address the task and took part to the

review phase of revision of D4.2 prior to submission. TESEO coordinated with Pro-

Ideal Plus concerning their parallel deliverable.

EFB For this task, EFB has kept contacts and exchange of information with USP.

ROSE ROSE provided feedback on main content of the report

ITESM Contribution sent to the task leader. National funding agencies were identified in

Mexico and main tasks and actions were described. The critical factors were

identified using available scholastic support and reinforced with in-depth interviews

with government authorities related with collaborative projects with European

UP Contribution to the work on request of task leader. During the implementation of the

task, it‟s been stressed the fact that the National Agency for the Promotion of Science

and Technology (ANPCyT) doesn't have any international cooperation program.

Neither do the National Council of Scientific and Technological Research

(CONICET).

UTEM UTEM has identified the two main agencies that provide support for research in

Chile: National Commission for Scientific and Technological Research CONICYT

and Chilean Economic Development Agency CORFO Innova. Both agencies have no

resources specifically allocated to ICT research in their funding lines. UTEM has

also identified the only two specific instruments of funding for ICT research; in all

the other instruments, the ICT projects must participate in conjunction with other

projects from diverse areas of knowledge.

In relation to the critical factors, UTEM had meetings with different key actors in the

field of universities, businesses and government to identify the main causes of low

participation of Chile in the European Framework Programme.

CINTEL Regarding international support for research in S&T and ICT in Colombia, CINTEL

identified three entities considered as funding agencies for these fields of

International Cooperation: COLCIENCIAS (Administrative Department of Science,

Technology and Innovation), ACCION SOCIAL and SENA (National Learning

Service). In addition, the deliverable shows the main programs and tools of each

entity for the international cooperation.

It is important to note that COLCIENCIAS is the leading agency of public

administration which coordinates the National System of Science, Technology and

Innovation (SNCTI), and that is evaluating the possibility to centralize all financing

resources for research, in order to facilitate funding processes to foster project

development in industry and academia, within the framework of international

cooperation. CINTEL sent to the task leader information about the main funding

agencies in Colombia.

2.2.3.3 T4.3: Concertation Workshop with ongoing projects and national

funding agencies

Task description

The Concertation Workshop will be organised in M17 in Brazil and has a dual purpose: a) to bring

together and enhance dialogue between the facilitators of international cooperation (projects) and the

owners of funding programmes (national agencies); b) to stimulate the national funding agencies from

the five target countries to share experiences and practices in order to facilitate the emergence of

common positions and encourage the synchronisation of support instruments to international

cooperation in ICT research.

Work will be based on data provided by D4.2 on the current forms of funding to ICT research adopted

by the target countries. This will be the “starting point” to motivate representatives of national funding

agencies to take position on scenarios on jointly funded activities with the EU.

The Concertation Workshop will be organised over two days:

o Day one will be open to participation by all projects representatives and by representatives

of the national funding agencies;

o Day two will be restricted to the funding agencies’ representatives in order to stimulate a

more in-depth discussion among the funding agencies to identify future joint challenges and

to generally improve the national and international mechanisms to support research

cooperation.

In this respect, representatives of the funding agencies will be provided, at the end of the two-day

workshop, with a summary of key challenges and conclusions to be dealt with at policy level. These will

be the main issues around which T4.4 will evolve.

The ICT Policy Dialogue Support Council, set up during WP3, will take place at the same location as

the Concertation Workshop either prior to or after that event.

funding agencies

The Concertation Workshop is foreseen in September 2011, in the city of Brasília.

Exact date will be communicated in the upcoming weeks. USP is currently working

on the exact location and on a preliminary list of stakeholders that will be invited to

participate. The proposed agenda is that on the 1st day Ministers and/or Secretaries of

Science and Technology from the 5 LA target countries discuss and define guide

lines for a roadmap for strategic joint actions concerning ICT. On the 2nd

day it is

proposed a session with the representatives of funding agencies from the 5 LA

countries to plan how to implement the guide lines defined in the previous day. A

report will be written at the end of the Workshop containing the guide lines and the

actions to be performed. Methodology to implement the concertation meeting is

under discussion and will be finalised during March 2011.

TESEO TESEO has agreed with task leader the tentative date and has taken part to discussion

leading to a preliminary methodology. TESEO will collaborate on agenda definition.

EFB Given the correlation with Task 4.1, EFB has kept contacts and exchanged

information with USP and will be involved in the methodology definition of the

workshop.

ROSE ROSE provided suggestions about the main alliances in order to shape the

concertation workshop.

ITESM ITESM has been involved in organization of events to foster the International

cooperation of R+D for ICT between Mexico and the European Union (Mexico ICT

Day in collaboration with PROIDEAL PLUS/FIRST) and has maintained a close

relationship with representatives of national agencies in charge of funding

programmes (UEMEXCYT and NCP) that has allowed to identify and contact

national key stakeholders that can attend the concertation meeting. Currently ITESM

is evaluating a first draft of proposed candidates.

UTEM We have identified the key national ICT stakeholders. We have identified and

contacted with a possible candidate for the Council and there is permanent dialogue

with representatives of the Funding Agencies (CONICYT) to coordinate the various

activities in the ICT field in 2011.

CINTEL CINTEL identified the main national funding agencies which have worked with

international cooperation. Currently, CINTEL is in the process of identifying the

high profile representatives per funding entity or funding program, to be considered

2.2.3.4 T4.4: Follow up and roadmap for the synchronisation of research

funding

Task description

The purpose of work done in WP4 is to influence future cooperation among funding agencies as key

actors of research policies. In short, the FORESTA consortium wants to make sure, through T4.4 that

policy makers are encouraged to translate their commitment to advance the status of international

R&D cooperation into concrete actions. This will be encouraged through a structured follow up to

work done in the workshop in M17.

The national agencies which have participated in the M17 Concertation Workshop will be contacted by

the FORESTA consortium at two-month and four-month intervals after the event in order to verify the

progress they have made in changing their national positions on any of the key issues related to

international cooperation in ICT research which were identified in the studies of national, regional,

international and bilateral support projects and mechanisms for ICT research and in the report

summarising the related key challenges and conclusions for ICT policymakers delivered by T4.1, T4.2

and T4.3.

Their positions will be collected and analysed by USP and summarised into a strategic roadmap for the

synchronisation of research funding that will be delivered to the European Commission. When drawing

up the roadmap, appropriate consideration will also be taken of the findings emerging from T3.3 and

contained in D3.3 (Strategic Recommendations on key priorities to be jointly addressed by the EU and

Latin American countries). This roadmap will summarise the obstacles, set out the current trends in

target countries and in Europe as well as proposing ways to synchronise better the policy dialogue in

support of international research cooperation, so that the use of current or future instruments to

support cooperation can be optimised.

2.2.4 WP5: Dissemination and communication

2.2.4.1 T5.1: Dissemination and communication plan

Task description

A dissemination and communication plan will be produced in the first phase of the project, in order to

guide all dissemination and communication activities of the project. It will precisely identify the target

audience and information to be communicated and design the most appropriate actions to convey the

project message in the most efficient way. The Dissemination and Communication Plan will also set out

recommendations on the design and production of communication tools to be used in the project and

will deliver clear procedures for all partners when involved in communication activity in order to

ensure a high level of homogeneity in communicating with external counterparts.

Task Leader

ITESM has drafted the Communication and Dissemination Plan deliverable, which

served as guideline and reference in terms of communication and dissemination

strategy for all relevant information related to FORESTA. The plan has been

circulated to all partners to be used as the guide to perform communication in the

course of the project. This plan will be revised at M14, to follow the needs for an

update and adaptations emerged during the life time of the project.

On-going communication is maintained with partners in order to know their

dissemination activities. Among the specific communication activities in Mexico it is

worth to mention the participation at ICT Mexico Day and Mexican International

Conference on Artificial Intelligence/SMIA, and the presentation of FORESTA via

personal meetings with members of Red TICS.

The FORESTA project has completed the first phase and the immediate next

communication tasks will be to give wide dissemination of outputs from these

activities, in particular the results emerging form WP3, WP4 and WP2.

TESEO The project coordinator has given guidelines and supported the WP leader, ITESM in

the drafting of the communication plan. This was done through extensive emailing

and conference calls to provide specific feedback on submitted drafts.

In its capacity as coordinator and taking advantage of being based in Brussels,

TESEO has taken care of the organisation of FORESTA participation in the ICT

2010 “Digitally Driven” (27-29 September, 2010, Brussels) and of the related

dissemination activities. FORESTA coordinator has jointly worked with the

coordinators of PRO-IDEAL PLUS and FIRST projects to arrange the activities of

the three projects‟ cluster branded under the name of EU-LAC ICT Gateway. The

activities are below outlined:

TESEO was in charge for the cluster to submit the stand proposal: the

proposal has been successfully selected and the cluster was granted an

Exhibition Stand – the EU-LAC ICT Gateway stand – for the three days of

the exhibition. TESEO has then taken care of all necessary arrangements

following instructions by the ICT event organiser to prepare the stand. The

stand, which was located in the International Village, served as a one-stop

stand for EU-Latin America cooperation and a meeting point between

delegations of Latin America ICT stakeholders with European researchers

and potential partners

"Empowering EU-LA ICT Collaboration" Networking Session dedicated to

researchers, industries and policy makers involved or interested in

cooperation activities with Latin America under the ICT Programme.

EU-LAC ICT Gateway Workshop organised in the aftermath of the ICT

event in collaboration with DG Research project EULARINET also in

support of research policy dialogue with Latin America. The workshop

hosted presentations on future opportunities with Latin America as well as a

brokerage session, the Project Café, dedicated to matchmaking and screening

of project ideas for next FP7 calls. Agenda is attached.

Dissemination material produced by TESEO for FORESTA activities at ICT2010

and pictures from the events are attached.

TESEO also disseminated FORESTA in other events attended, including the NEM

summit in Barcelona in October 2010 and the Future Internet Assembly in Valencia

in April 2010.

EFB EFB has contributed to the general communication of FORESTA in its early stages

and will continue throughout the project this involvement.

ROSE ROSE has contributed to the dissemination of the FORESTA events and participated

directly in some of the dissemination and public activities.

Briefings on the project made at the Barcelona NEM Summit. Support to the

inclusion of FORESTA among the key projects developing policy and research

dialogue with Latin America particularly by disseminating FORESTA goals within

the GlobalNEM Activity (an international cooperation position paper for cooperative

research around the NEM Technology Platform.)

USP USP worked on a presentation for an internal workshop, realized in March 17, 2010.

Based on this presentation, and the feedback received, professor Moacyr Martucci Jr.

participated in an event in the city of Aracaju (Sergipe state) in March 25-26, 2010

with a presentation called “Paving the technologic link between Latin America and

Europe”, that covered the project FORESTA and its objectives.

USP agreed to providing speakers for the EU-LAC ICT Gateway Networking

Session within ICT 2010 on 27-29/09/2010.

The project FORESTA was also disseminated during the opening session of the two

project FIRST Workshops, by professor Moacyr Martucci Jr., carried out at USP on

Sep 16 and Nov 18. A project FORESTA folder was given to participants. Both

Workshops were also broadcasted by IPTV.

UP UP presented the FORESTA project during Jornada de Cooperación Unión Europea -

Argentina en el campo de Internet del Futuro y Componentes TIC which took place

on 20/04/10. UP also presented the Project in the below conferences:

UTEM During the first year of FORESTA project ProteinLab UTEM has developed the

following dissemination actions:

1- UTEM has identified the Chilean target audience, to whom the project has been

presented using the templates provided by ITESM. Digital social networks are used

to expand the dissemination of the project and the websites of the collaborators of

FORESTA. The FORESTA website has been included in the different

communications and we are planning the development of graphic support for events

2- UTEM has developed contact with ALETI, coordinating specific actions and

participating in diverse meetings coordination with projects PRO IDEAL PLUS and

FIRST.

3- On March 25th, 2010, FORESTA team attended the event "Challenges and

Opportunities for ICT Cooperation between Chile and the European Union"

organized by IDEAL PRO PLUS with support from CONICYT. (See agenda in the

annex)

4- On April 22nd

, FORESTA project participated in the launching workshop of the

FIRST project in Chile. The proposals and main objectives of FORESTA were

presented and highlighted by Dr. Héctor Torres. In this meeting all the companies

and institutions present were invited to participate actively and contribute to the

development of the ongoing FP7 support actions in Chile. In this occasion the

"FIRST" project was launched highlighting the several opportunities that arise for

ICT research community to participate in FP7 with ICT proposals. (See agenda of the

workshop in the annexes)

5- A meeting was also held by UTEM with the officials of the European Union

Program in Chile, which is the main coordination unit for EU affairs at the National

Commission of Science and Technology CONICYT. In this occasion we updated the

information they managed about FORESTA and agreed to carry out a series of

coordination meetings with project representatives of FIRST and PRO IDEAL

PLUS, in order to collaborate and promote the coordination between projects

regarding the various activities in each of the support actions funded by FP7.

6- Another relevant meeting took place with representatives of the Executive

Secretariat of Digital Strategy, which is the main state policy official stakeholder,

dependant of the Economy Ministry of Chilean Government. Digital Strategy staff is

the official advisory committee to the President and coordinates the elaboration of

Digital Development Agenda towards 2013 for the country. At this meeting, the

Digital Strategy staff was provided with an insight to the FORESTA activities and

after reviewing many converging interests we agreed to work together in the analysis

of ICT policies in Chile. Digital Strategy has offered us its official sponsorship for

the project in order to facilitate and reinforce visibility for our work with the different

key actors in the country. This sponsorship allows us to use the logo of Digital

Strategy and support the various activities and contact needs of the project trough

their valuable social networking resources and capacities.

7- On 29 April UTEM had a meeting with the Director of the National University

Network REUNA (Universities consortium for Internet2 and advanced academic

networks accessing) which has also offered active collaboration in the project.

REUNA has offered support to organize a workshop by videoconference with the

different national universities that belong to this consortium to promote analysis of

ICT research in Chile. The Workshop was scheduled for June 2010.

8- On June 2th, 3th and 4th 2010, FORESTA attended the “Cumbre Latinoamericana

de Tecnologías de la Información” organized by ALETI, GECHS, CORFO of

Government of Chile, and others. For three days, representatives of major ICT

associations of the LA continent and Spain met in Santiago to define a challenges

and projects. Working together is the main goal.

9- On July 6th the team FORESTA attended the briefing and training workshop on

"Opportunities for Cooperation in Information Technologies (ICTs) in the context of

the Seventh Framework Programme for Research and Technological Development

(FP7) of the European Union" organized by the liaison office of CONICYT. On that

occasion Dr. Hector Torres explained about the objectives and scope of FORESTA

project to an audience composed of ICT researchers and NCP Ignacio Casas.

10- On September 7th 2010, FORESTA Chile organized a workshop with FIRST

project, with the main objective of getting a preliminary idea about the interest and

knowledge that the Chilean ICT research community, has regarding the FP7 or others

funding programs for cooperation. The conference included representatives of

national research universities in person as well as connected by videoconference,

streaming and twitter. (See agenda, presentation and invitation letter in the annexes.)

The aim of the meeting was successfully achieved, with the presentation on three key

axes:

a). FORESTA Project Presentation, objectives and work plan

b). Introduction to the research opportunities offered by the 7th Framework

Programme of the European Union

c). Discussion of participants on key indicators collected by the project

FORESTA about Chilean participation in FP7, with emphasis on government

policies, financing mechanisms and critical factors that affect national

participation in EU projects.

In this workshop the FIRST project, “Implementing Cooperation on Future Internet

and ICT Components between EU and LatAm”, was launched highlighting the

several opportunities for the ICT research community to participate in the FP7 by

developing ICT proposals.

In the meeting six Videoconference rooms at different universities along Chile were

connected to the REUNA network:

• Center for Mathematical Modelling of the U. de Chile

• University of Santiago de Chile (USACH)

• Department of Computer Science U. de Chile

• Universidad del Bio Bio. Campus Chillán.

• Universidad Tecnológica Metropolitana (UTEM)

• Video Conference Room REUNA

As well as a large number of researchers were connected via streaming by REUNA

website: 136 connections over videoconferencing.

11- In this year‟s edition of ICT 2010, which took place from 27th to 29th of

September in Brussels, FORESTA Chile was represented by two researchers from

UTEM, Dr. Hector Torres and Dr. Hugo Durney who participated between 27-29

September at the ICT Forum. Also they participated in the EULARINET workshop

which was held the evening of 29 and 30 September.

12 - In November 2010 FORESTA participated in two events organized by Pro-Ideal

Plus. The first of them was the conference "ICT Forum in support of the political

dialogue between Chile and the EU R&D in the ICT sector" held in Santiago on

November 3rd 2010 which was attended by the European delegation participating in

the Steering Committee, where one of its members was our Project Officer, Mr.

Klaus Pendl, together with other important government officials and national

companies representatives. The second event was the "InfoDay" related to the ICT

Call 7, held on November 5th 2010 in Valparaiso Chile.

13 - It is worth to mention the participation of FORESTA project in the meeting with

officials of the Directorate General for Research of the European Commission,

organized by CONICYT for researchers involved in FP projects, held on November

3th, which was attended by Mr. José Manuel Silva Rodríguez (Advisor to the

Director General of DG Research and International Cooperation of the European

Commission) along with the remaining members of the Steering Committee.

14 - In December 2010 FORESTA-CHILE actively collaborated with the FIRST

project, towards the organization of the event "Second National Workshop

Implementing International Cooperation Chile-EU for R&D in Future Internet, ICT

Systems and Components", held at the central building of the UTEM, in Santiago,

Chile. In this event the many representatives from academic and industrial sector

established a collaborative network for R&D in Future Internet declaring their

commitment in the creation of four Chilean technology platforms.

Pictures from the above-mentioned events are available as annexes.

Attached are also screenshots of webpages disseminating FORESTA

CINTEL CINTEL initially worked on a presentation of the project for the different types of

stakeholders. This has been updated in line with project progress.

CINTEL has been organizing meetings and has participated in internal workshops

with the purpose to present the main activities and objectives of FORESTA. The

main stakeholders identified for the project participated to these meetings and

CINTEL kept in touch with them:

- Meeting with the Minister of ICT

- Meeting with the National Planning Department (DNP)

- Meeting with COLCIENCIAS

- Meeting with the Council of Electronics, Telecommunications and Informatics -

ETI (Program from COLCIENCIAS)

- Meeting with EPM – Empresas Públicas de Medellín

- Meeting with the coordinator of PRO IDEAL PLUS in Colombia

- Meeting with the Innovation Committee - CINTEL

- Individual meetings with specific stakeholders from the academy, industry and

government

Additionally, in order to coordinate the events between FORESTA and PRO IDEAL

PLUS, CINTEL organized a dissemination event, which was held on September 15th

2010 in Bogota. It was attended by representatives of the main government entities

related with the design and implementation of ICT and S&T policies, and entities in

charge to fostering the international cooperation. During this event, both FORESTA

and PROIDEAL PLUS projects were presented and promoted the participation of the

stakeholders in both next events and activities.

Other dissemination activities are the notes published in NotiCINTEL the CINTEL‟s

electronic newsletter, which is sent to the whole data base of CINTEL and

ANDICOM, once a week.

Furthermore, in order to promote the FORESTA Conference in Colombia, CINTEL

published information of the project through ANDICOM website.

In addition, CINTEL has used the social networks as Facebook to show the different

activities and meetings of the FORESTA project, through “CINTELColombia”

group.

ALETI ALETI is responsible for the dissemination plan for the Other Latin American

Countries under task 5.3 and coordinated with ITESM so that the two plans are

consistent and complementary.

2.2.4.2 T5.2: Website creation and management

Task description

The web-site will be created and hosted by ITESM. It will be the main access point to information

about the scope and activities of the project and will clearly indicate contact points for all researchers

or other organisations willing to cooperate with the project.

As well as the necessary sections related to the specific ICT cooperation frameworks between the

target countries and the EU, the web-site will feature a brokerage section where project ideas or other

initiatives will be posted that are likely to be further developed in a cooperative way in the two regions.

Researchers from the target countries and from Europe will be encouraged to look for partners and to

share plans for new projects with assistance from the FORESTA consortium.

Special coordination will be encouraged with the communication activities run by ITESM in its

capacity as the ICT national contact point for Mexico.

One section of the project website will be devoted to the ICT Policy Dialogue Support Council and will

handed over upon project completion to the organisation(s) that will develop the Council activities in

the future (see T3.4 and D3.4)

FORESTA Website originally included the following sections: Home, About

FORESTA, Results, News, ICT Policy, Brokerage, Events, Contact, Workspace,

Video, Forum and Wiki. In the above structure, FORESTA website was online since

the first months of the project. Description and presentation of the website have been

delivered in D5.2 and in the specific attachment to the communication plan

describing the functioning of the website from a technical point of view. Manuals

and guidelines on the usage of the website have been circulated to consortium.

Following discussion within the consortium, the structure of the website has

undergone changes and improvements. After a consensus with partners, ICT policy,

Brokerage and Wiki sections were omitted from website. The main goal of this

decision was not to give partners different tools repeating same task, e.g. the use of

Forums can cover sections as Wikis, the works of the ICT Policy Dialogue Council

and Brokerage. The coordinator suggested renaming the „About FORESTA” section

as “The Project” and “Workspace” as Private Section. Video section is little used and

ITESM is therefore working in a new way to use videos on website. Forum Section

will host interactive discussions of the Council (T3.3) and will be developed in

parallel to task activities. The Results section will include deliverables resumes.

A new simplified tutorial about how feeding news to site was sent to partners to ease

partners‟ contribution to website.

Major adjustments (apart from mentioned section modifications) since start of

operations are:

Allow users option to receive newsletters or not when creating account. (now

only needs one register against the two previous needed)

A more visible forum with dynamic use was installed.(new Kunena version)

TESEO TESEO has repeatedly stressed the need to have a perfectly running and functional

website able to report punctually on the project activities and results. The coordinator

and highlighted the website deficiencies and, in its capacity as coordinator, TESEO

has supported WP leader, responding to his queries and giving suggestions and

proposing correction measures to optimise the website and its content, whose

development and maintenance is nevertheless under the control of the WP leader.

TESEO has sent to the WP leader contribution to content from the deliverables under

its responsibility.

Additionally, TESEO was in charge of buying the www.forestaproject.eu and

www.lac-ictgateway.eu domains, since it had to be done by a European organisation

in order to get the .eu domain.

EFB Even though involved in the activity, EFB has given contributions concerning

structure and contents of the web site.

USP For this task, USP was responsible for translating to Portuguese the content of

FORESTA website, which was provided to the task leader.

UP UP contributed sending content for the website and taking part to the discussion

defining its structure. UP is maintaining a permanent and fluid dialog with ITESM

regarding this task.

UTEM UTEM has developed constant efforts to disseminate the project FORESTA by

suggesting or resorting to the official web site in several presentations, meetings and

almost in every communication. The aim has been to increase the number of web site

visits of national stakeholders. The FORESTA staff in Chile has used the material

into the "Private Section" as a source of accessing official documentation related to

the project for the development of its activities and reports.

CINTEL Even though CINTEL is not involved directly in this activity, it has submitted

information and pictures of the events. CINTEL has given feedback and suggestions

to the WP leader regarding the website and its performance. Currently, CINTEL is

collecting pictures of recently meetings and news of the ICT sector for the

FORESTA website.

ALETI For this task, ALETI has developed some specific contents in order to attract more

visitors to the website. Firstly, ALETI contributed with photographs of the

dissemination done of the FORESTA project in the event BIZ FIT 2010 at Panamá.

Additionally, videos were recorded with testimonies from Perú, Ecuador and Costa

Rica. Secondly, ALETI is creating specifics articles that describe the biography of

key stakeholders in the other Latin American countries under the heading People

who do something to improve their environment make the difference. Discover what

they do in their countries to distinguish. January was the turn for Panama.

2.2.4.3 T5.3: Dissemination campaign to other Latin American countries

Task description

One particular aspect of project dissemination will target the policy-making institutions and the

scientific communities of other Latin American countries. The idea is to contribute to accelerate their

synchronisation with European ICT research policy. To do so, ALETI, which is a regional association

covering Central and South America, will deliver a communication plan specially conceived for Latin

American countries not directly involved in the project. ALETI will also identify a series of conferences

in which its members participate, in order to represent the FORESTA project and deliver presentations

about the scope and activities of FORESTA.

Task Leader

ALETI has developed a Dissemination Plan for other LA countries in order to create

consciousness-raising of R&D public policy dialogue between R&D community and

policy makers of each country (D5.3). The countries selected for this dissemination

are the ones that have more potential in the R&D field. For example, Costa Rica is

not part of FORESTA target countries, but it is included in this section since it has a

Ministry of Science and Technology.

In order to be synergetic with the general communication strategy designed under

T5.1, the plan has been developed taking in consideration D5.1, while providing

additional and complementary information (like for example a section about best

practices in Latin America).

ALETI organized several dissemination activities in different countries. ALETI

participated different meetings, skype calls and workshop in Panama, Peru, Costa

Rica and others.

In addition to this, ALETI worked to make the FORESTA project as public as

possible by including its description in as many newsletters as possible. In addition to

the official FORESTA newsletter, ALETI included information of the project in its

own newsletter and the newsletter of the entities that integrate ALETI.

ALETI contacted key stakeholders from Peru, Panama, Costa Rica, Uruguay and

Ecuador in different meetings or workshops, and also by e-mail in order to present

the project. In these situations, the FORESTA project was presented and all the

stakeholders were invited to be informed of the progress of the project and also were

invited to cooperate with it in the case of any possible R&D initiative or a specific

vision regarding the ICT policies for the country.

During 2010, ALETI participated in key regional events where the FORESTA

project was disseminated. The key message was that it is of main importance to other

LA countries to be informed about the experience gained by the countries having

signed and implemented S&T Agreement with the EU (Brazil, Chile, Mexico and

Argentina), or by countries which are intensifying their policy dialogue with the EU

(Colombia), can be beneficial in accelerating policy dialogue, and thereby aid the

development of research cooperation between the rest of the region and the EU.

So, besides of sending the newsletter to other Latin American countries, the face to

face contact in events resulted of capital relevance. Full list of stakeholders

contacted by ALETI are available in the Annexes to this report.

ALETI has also participated in other events where the FORESTA project was

disseminated to other Latin American Countries. The importance of this fact is that

ALETI started networking actions in order to send them key information of the

FORESTA project, as deliverables information, short report of LatAm Best

Practices, FORESTA conferences results. The events where ALETI participated

2.2.4.4 T5.4: Production of dissemination tools and templates

Task description

The project will use a series of communication tools such as its Internet website, leaflets, brochures,

posters, newsletters, press releases, etc. The tools will be set out in the Dissemination and

Communication Plan (see T5.1 and D5.1). T5.4 will follow the recommendations resulting from T5.1

and define the graphical layout and generic templates. These will be made available to all project

participants. While the production of most communication material (general presentations) will be

centralised by ITESM, other actions that require a deeper level of localisation (e.g. production of press

releases for the media of a given country) will be carried out by the FORESTA partner of that

particular country.

ITESM has developed templates for power point presentations, press release, and

official communication letter. A PPT general presentation of FORESTA has been

developed and can be downloaded from the website.

Logo and an Identity Manual of the project are also available. This manual describes

the main rules to be observed by the FORESTA consortium to produce dissemination

material. The quality assurance of the content in the dissemination material is

described in the Communication Plan (D5.1 Communication and Dissemination

Plan).

3 Newsletters have been produced and disseminated to more than 4000 contacts

throughout Latin America, mostly including SME‟s and Universities. Big support

was received from TESEO for content, layout and editorial guidance. Newsletter 04

is under development. Feeding issues has become a main challenge to deliver on

time. ITESM detected a need for a more structured process beyond that process

referred on Dissemination Plan. For each issue ITESM ask now for topics to include

on Newsletter and sets due dates. New sections have arisen from the partners

suggestions as ICT news on Latina America suggested by Argentina. Newsletter

layout was changed to new two columns format following suggestion from the Brazil

partner

The elaboration of a project brochure was accompanied by an intensive discussion

process between the task leader and the project coordinator, which lead to a delay in

the production of it. A first brochure version was released to partners via air courier

and a digital version could be accessed via website and email. UPS worked jointly

with ITESM on Portuguese version and an extra review was requested from

copyeditor for English and Portuguese versions.

TESEO TESEO contributed to the development of the necessary templates for

communication. Project reporting templates were provided by TESEO as the project

coordinator.

TESEO has designed the project‟s logo and has contributed to the design and

development of content for the FORESTA newsletter (structure, design, revision of

content and preparation of editorial) and the FORESTA brochure (reviewing draft

structure and content of brochure submitted by WP leader).

TESEO has designed and produced the dissemination material for the ICT2010

“Digitally driven” event. This material includes:

the information requested on ICT Policy for Newsletter No. 2, under the theme of

Government IT Policies. Actually we are working in the information requested for

the Newsletter Nº4.

CINTEL CINTEL made contributions to the three editions of the newsletter. Furthermore,

CINTEL collaborated with the editorial for Newsletter 3, regarding ICT projects in

the framework of FP7.

ALETI Contribution to the newsletter content. ALETI has worked to make FORESTA

project visible in many newsletters. This is a strong tool in order to make the project

public and help the policy dialogue in the target countries.

In addition to this, ALETI used its extensive contacts database in order to send a

specific notification with the FORESTA‟s news to each of the following countries:

Ecuador; Peru; Uruguay; Costa Rica; Panama.

This represents a total of 150 key contacts of these countries. This was the main

dissemination tool used but not the only one. ALETI also held personal meetings

with the different stakeholders of the countries in project events, public events or any

other celebration related to the ICT sector.

2.2.4.5 T5.5: Final conference in Brussels

Task description

A final conference will be organised in Brussels in M22. The conference will target the European

stakeholders and the European Commission and will provide an insight on the evolution of EU-Latin

America cooperation in ICT research in connection with the activities run by FORESTA. It will also

summarise lessons learned and recommendations which have been drawn up during the project on how

to improve policy support to research and on how to stimulate the international dimension of ICT

research.

Project management

FORESTA held its Kick-off meeting in Brussels in January 2010 (project start date:

01/01/2010). The FORESTA project decided to organise Kick-off activities with those of the

FIRST project since a significant number of partners are in both projects, and following

indications by the EC to coordinate activities so as to investigate on possible collaborations

and synergies while avoiding any overlapping. Activities took place over 4 days from 18 Jan

to 21 Jan and included an important meeting at the EC premises with the FORESTA Project

Officer Mr. Klaus Pendl and the Head of International Relations Unit at the DG INFSO Mr.

Jean-Francois Soupizet. Mr. Soupizet wished the best of success to the two newly launched

projects and stressed on the importance the two consortia are playing in promoting dialogue

between EU and Latin America.

The meeting in Brussels was successful in providing partners with a clear explanation of

duties and responsibilities of each as concerns the work plan and it also represented a valuable

opportunity for partners‟ to share their views with EC stakeholders and representatives of

other initiatives in the region in order to align activities and understand the framework in

which to operate. The overall programme for the week is summarised in the table below.

Breakdown of activities for FORESTA & FIRST Kick-off

As from the kick-off meeting of Brussels, and as confirmed at the progress meeting held in

October 2010, a great team atmosphere has been produced within the consortium. Generally

WP and task leaders have taken on their role of activity leader with commitment and

responsibility.

Coordination with Work Package leaders has always been effective: the project coordinator

has been informed on the activity progressing within WP and communication among task

leaders and partners involved in each specific task. Regular skype calls were held, both on the

initiative of coordinators and partners, and partners coming occasionally to Brussels for

specific needs unrelated to FORESTA were nonetheless ready to take advantage of these trips

to meet the coordinator and discuss issues related to the project.

To set a straightforward and common framework as concerns roles and responsibilities of

each partner, in particular WP and task leaders, a Quality Assurance Plan has been drafted by

project coordinator and circulated within the consortium: this plan represents the reference

document setting the guidelines and recommendations as concerns the monitoring of the work

and stating the criteria for the quality and timing check of the deliverables.

Partners who have experienced initial difficulties in delivering as agreed in the work plan

have nonetheless demonstrated a high commitment to overcome this situation: following

coordinator‟s indications and suggestions, conference calls as well as personal meetings were

held and additional staff was devoted to project‟s activities in order to catch up with the

delays and improve work quality.

The FORESTA consortium brings together a team of highly experienced organisations and

leading academic institutions representing the excellence of the ICT research in the Latin-

American targeted countries: working in collaboration with the European partners, that are

organisations with a long track of cooperation with Latin America, they are able to pull

together an extended and high-profile network of stakeholders in the sector, be aware of

major events taking place in their countries, lobby government representatives and they have

expertise in gathering and process information and perform punctual and careful research.

The partners have been indeed carrying out these tasks as envisaged in the DoW: on the other

hand, activities that demand specific skills and with which even high-profile organisations can

be less familiar with, notably communication and production of promotional material, have

suffered some difficulties in being delivered and therefore required a strong involvement from

the coordinator to improve work quality and achieve the planned objectives.

In case of delay and difficulties in managing the task, discussion took place between the

coordinator and task leaders in order to deliberate on how to proceed to overcome critical

situations. It was discussed with task leader and assessed on a case-by-case basis whether a

delayed submission of the deliverable would have negatively affected the development of

other activities of the project. Once the risk was deemed minimum, in general terms it was

preferred to dedicate additional time and effort on the deliverables even extending their

submission beyond the scheduled date if this proved necessary to get in-depth and well

balanced studies. It has to be noted that the year 2010 underwent a number of changes in the

political scenario of Latin America which in certain cases required partners to spend more

time and effort to reach stakeholders and obtain complete and updated information to perform

the associated studies.

These deliverables provide a comprehensive and articulated assessment the EU-LA research

cooperation framework taking into consideration national, bilateral and international

agreements and funding instruments, investigating synergies and possible coordination

between the different initiatives; these studies constitute the core of Year 1 and aim to provide

recommendations and inputs to be brought at policy level mainly in the course of Year 2

taking advantage of the FORESTA conferences.

The occasion to fine-tune project development and launch next activities after all tasks for

Year 1 had started and were running was the project consortium meeting held on October the

1st, 2010, which was organized taking advantage of the whole consortium coming to Brussels

to participate to the ICT2010 event and related activities in the week.

The project meeting on the 1st October was a full day of intense consultation during which

each partner delivered on the activities they were leading and launched and asked for

partners‟ opinion on specific issues. The meeting was the occasion to check the progress of

the various tasks against the timing schedule in order to verify which one should be pushed

further and avoid delays that could have harmed the achievement of certain project objectives.

Agenda and minutes of FORESTA project meeting are attached.

The project meeting was useful to involve partners on the discussion of certain activities with

which they might not be formally and directly involved and to give the whole consortium a

comprehensive picture of the status of the project, as well as reassert short and long-term

objectives.

In addition to coordinating project-specific activities within the FORESTA consortium, the

coordinator represents the project in front of the EU-LA projects‟ cluster also including

FIRST and PRO-IDEAL, branded under the name EU-LA ICT Gateway. In particular,

TESEO has been intensively involved in the submission of stand and networking session

proposals for the ICT event “Digitally Driven”, taking the lead for the stand submission. Both

proposals were successfully selected and the cluster has been awarded a joint stand and a

networking session. The EU-LAC ICT Gateway, including FORESTA, proved successfully in

catalysing participation of Latin-American representatives at the event and in arranging many

brokerage and networking opportunities where they could showcase their ideas and

excellences and launch joint research initiatives with European counterparts.

The project coordinator has also engaged in relations with the coordinator of EULARINET

project (DG RTD EU-LA INCO NET) with which a specific workshop has been organised in

correspondence with the ICT Event. The FORESTA partners participated to the session

debating on future perspectives for ICT cooperation and in particular, FORESTA animated

the session named „Project café‟ where a number of project ideas mostly originated from

Latin America where showcased. Brokerage is in fact deemed instrumental to stimulate

concrete cooperation and contacts between Latin American and European organizations and

give evidence of strong interest on certain ICT topics. As an immediate action following this

joint activity, FORESTA coordinator drafted and circulated templates for pre-proposal check

to the coordinator of EULARINET and the clustered projects in order to support the follow up

with workshop participants. Follow-up template is attached.

It is the intention of the FORESTA project to continue relations with the clustered projects

with a view to creating other key synergies between these initiatives: partners have

demonstrated to have understood the importance of setting relations with the concurrent

INCO projects and, as described in this report, they have taken the initiative in the

organization of coordination meetings with the two projects‟ local partners in order to

complement and reinforce respective activities. Events organized by each project have been

open to participation of representatives of the clustered projects and reference to the cluster is

given in each communication action taken by FORESTA. Collaboration will continue in the

second year: the three projects‟ coordinators will exchange results coming from respective

studies and deliverables and will keep each other properly informed about initiatives each

project is planning in the LA region so as to coordinate the events‟ organization.

In the second year of the activity, the coordinator will continue to drive the project and assist

partners in the solution of management-related issues as well as supervise all activities in

order to prevent bottlenecks and assure achievement of project‟s objectives.

(1) For WP 1 - management activities: 0,10 person months have been spent in order to

fulfil the tasks related to project reporting and administrative activities. This

represents 40% of the total person months on this WP which are 0,25 for the whole

project duration.

For WP4: 4 person months have been spent for the elaboration of D 4.1 which has

occurred mainly in the first semester 2010. The foreseen person months for this task

was of 1,25 but the complexity and dimension of the study which has been carried out

has requested a more extensive work, also in consideration of the reviewing phase

which has changed in several phases the structure and contents of the study.

For WP5: even though EFB is not involved in the foreseen activities, contributions

have been given for structure and contents of the web site, for a total of 0,15 person

(1) Personnel cost

Personnel costs corresponding to a total of 3.90 person month, this due to some WP needed

more time than budgeted because, CINTEL attended the ICT 2010 event and held some

coordination meetings with PROIDEAL PLUS project which were not considered within the

project (activities for WP1 and WP5), with the aim to coordinate, promote and disseminate the

events of these projects. Additionally, CINTEL held the FORESTA Conference in the first

period even though it was originally scheduled for May 2011.

Also, activities for WP3 and WP4 have taken more time than expected, because it has not

been easy to collect all the information for these deliverables taking into account that due to

(2) Travels

€5.612,58 - are related to travel costs (these included airplane tickets, hotel and subsistence)

subdivided in:

Travel to the Kick Off meeting in Brussels, Belgium in January 2010, 1 person

airplane ticket €1.256,23 + €756,43 for 7 nights at the hotel + €1.198,98

subsistence.

The Kick Off meeting travel is higher than the budget, however, the reason for

this is that by that time it was high season and it was difficult for arranging the

dates of the travel.

Travel to the ICT 2010 event in Brussels, Belgium in September 2010, 1 person

airplane ticket €1.272,83 + €821,32 for 6 nights at the hotel + €306,80

subsistence

(3) Other costs

€10.253,67 - Are related to “other costs”: organisation of the FORESTA Conference and other

events:

Coordination Meeting PRO IDEAL PLUS and FORESTA in Bogota, Colombia

in September 2010, € 464,23.

Preparation of ICT 2010 event - Brussels, Belgium in September 2010: €504,08

for ICT 2010 event registration + €56,36 expenses for Schengen Visa.

FORESTA Conference in the framework of ANDICOM 2010, the International

ICT Congress, Cartagena de Indias, Colombia, in October 27 and 28 2010:

Venue: €2.292,82, included conference rooms, translations,

audiovisual equipment.

Travels speakers:

1 person airplane ticket €2.546,06 + €258,22 for 3 nights at the hotel

1 person airplane ticket €2.749,52 + €476,79 for 3 nights at the hotel

and subsitence

1 person €477,44 for 3 nights at the hotel and subsistence

Coordination:

1 person subsistence €99,06

CINTEL paid 2 intercontinental travels for 2 out of the 5 European

speakers; just hotel and subsistence for 1 of the European speakers (the

other 2 came by their own expenses), and the airplane ticket for 1 of the

National speakers. For the 2 intercontinental travels of the speakers for

the FORESTA Conference, the costs exceeded the initial budget

because there was a delay in the definition of the final agenda, and

CINTEL scheduled the trips very close to the date of the event, so the

prices were high, even though CINTEL did its best effort to get the

most better prices. Additionally, October is considered high season for

travels to Cartagena de Indias.

PRO IDEAL PLUS Conference in Medellin, Colombia, in November 11, 2010:

1 person airplane ticket €158,46 + €27,40 subsistence.

€ 355 - Travel to assure FORESTA WP5 activity in the FP7 LATU and Proideal

Plus Event held in Montevideo, Uruguay, on August 2010. Two people: Nicolás

Handelsman and Silvina Bidart. Two Tickets, €95 each ticket and hotel (two

rooms), €55 each room, plus €55 expenses.

€ 91 - Minor FORESTA expenses held during travel to BIZ FIT Panama

International event, in August 2010, organized by CAPATEC, with the support

of SENACYT and the City of Knowledge of the Technology Park of Panama,

where video was produced to disseminate FORESTA´s activities. Ticket and

hotel were not charged to FORESTA´s budget as ALETI assumed the cost.

€ 161 - Progress Meeting FORESTA – October 1 – € 141 for 1 night hotel + €

20 of expenses.

€ 878 - Participation to Third Ministerial Conference on the Information Society

in Latin America and the Caribbean held in Lima, Peru, on November 2010,

organized by ECLAC-UN and ALIS 2 Program. This meeting was the most

important of the region on Digital Agenda during 2010, and brought together

relevant stakeholders for FORESTA Dissemination actions. ICT official

representatives and authorities in Latin American and the Caribbean approved

the eLAC2015 Action Plan. One Person, Silvia Bidart traveled – Air Ticket €

386, plus hotel € 293 (3 nights) plus expenses € 199.

220 € - FORESTA printing costs in order to provide printed materials during the

on WP5 ICT 2010 activity has to be made
