1 EXECUTIVE SUMMARY This deliverable presents the results of the EU-Latin America ICT Cooperation Workshops, which took place on Montevideo and Santiago, on 23 and 25 March, 2010. The events were organized by the PRO-IDEAL Consortium, in collaboration with Ideal-Ist. The main objective of the PRO-IDEAL workshops was to raise awareness of the ICT programme, its goals and its openness towards partners from third-countries, and, more specifically, opportunities for Latin America-EU cooperation in ICT research. The events consisted of an awareness raising workshop addressed to a wide audience. They were geared at ICT stakeholders, research managers from public, private and non-profit sectors and potential ICT project partners interested in preparing proposals for EU funding for collaborative research projects. Over 120 people attended both workshops, which were disseminated in several electronic media (platforms, online newspapers, newsletters and social networks). This attendance showed the increasing interest in international cooperation between Latin America and Europe in the ICT scenario. During the events, participants had the opportunity to ask the speakers about international involvement in an ICT project funded by FP7. Also, they had the opportunity to interact with local and regional policy makers and key stakeholders. The content of the workshops were highly appreciated by participants in both countries. In general, attendees found the topics and contents of the event relevant for future participation in ICT projects.

2 INTRODUCTION PRO-IDEAL – PROmotion of an ICT Dialogue between Europe and America Latina – aims to promote the ICT programme in Argentina, Brazil, Chile and Uruguay, and complementary in Colombia, and thus to improve the overall performance of the Latin America research community in the ICT programme. The PRO-IDEAL events are at the core of the face-to-face promotion of the ICT programme. This document shows the results of the workshops held in Montevideo and Santiago on 23 and 25 of March 2010 respectively. The workshops were supported by Ideal-ist representatives from Mexico and Argentina.
2.1 Objectives The main objective of the PRO-IDEAL workshops have been to raise awareness of the ICT programme, its goals and its openness towards partners from third-countries, and opportunities for Latin America-EU cooperation in ICT research. The PRO-IDEAL events have been designed to familiarize the participants with the ICT programme, the calls and the overall mechanisms about the ICT programme, and demystify the participation in EC funded projects. These events have been organised as awareness raising workshops addressed to a wide audience and based presentations and roundtables/networking sessions to explain the ICT programme and the opportunities and challenges for EU-Latin America cooperation in ICT under FP7, as well as the PRO-IDEAL project objectives and tools provided by the PRO-IDEAL platform (www.pro-ideal.eu).
2.2 Schedule The workshops were organized by the PRO-IDEAL Consortium, in collaboration with local key players and decision makers in the ICT field, which ensured the participation of a number of qualified participants, including leading researchers from universities and industry.
In Uruguay the event was held on the 23 of March 2010 at the facilities of Laboratorio Tecnológico del Uruguay – LATU. (Venue: Multisala de Espacio y Ciencia, Avenida Italia 6201, Montevideo) The event was organized by the PRO-IDEAL consortium in association with LATU and MINCYT and in collaboration with other local organizations relevant to ICT and R&D in the country: the Uruguayan Chamber of Information Technologies (Cámara Uruguaya de Tecnologías de la Información - CUTI), the National Agency for Research and Innovation (Agencia Nacional para la Investigación y la Innovación – ANII) and Programa Emprender. The cooperation of these institutions allowed for a thorough dissemination of the workshop throughout the local ICT community and all the organizations and individuals potentially interested in the ICT program of FP7.
In Chile the event was held on the 25 of March 2010 at the Universidad
Técnica Federico Santa María facilities (venue: Avda. Santa María 6400, Vitacura, Santiago). The event was organised by the PRO-IDEAL Consortium in association with ADI Chile and MINCYT and in collaboration with Universidad Técnica Federico Santa María, and The National Commission for Scientific and Technological Research (Comisión Nacional de Investigación Científica y Tecnológica –CONICYT).

2.3 Attendees and profile of participants The PRO-IDEAL project is geared at ICT stakeholders, research managers from public, private and non-profit sectors and potential ICT project partners interested in preparing proposals for EU funding for collaborative research projects. Registration forms and invitation letters were made to create awareness about the workshops. For Chile’s event, an online form was created to invite those interested in participating; as for Uruguay, an invitation letter was published on LATU's webpage. Additionally, several key stakeholders were contacted by telephone and e-mail to participate in both events. More details on registration forms and Invitation letters are included in Annex 2 Overall, 126 people attended the workshops in both countries. The participant's profiles were mainly: Government Agencies and Ministries, Consultants, Entrepreneurs, Local Private Companies and Universities; all of them closely related to ICT.
In Uruguay, 53 people attended the event, most of them representatives of Local Private Companies (34%), Followed by Local Consultants (25%).
As for Chile, 73 people attended the workshop, most of them
representatives and members of Universities (39%), followed by representatives of Local Private Companies (29%).
This participation allowed the project to achieve an excellent visibility at a regional level. The following graphic shows the profile of the participants in both workshops:

3 EVENT DEVELOPMENT
Although the two events had differences in its duration, a similar format and content structure was followed. Both events were chaired by local partners of the PRO-IDEAL Consortium, where the content was customized locally. The workshops consisted of conference sessions with the main topic "Latin America-Europe Cooperation in Information & Communication Technologies – ICT”. During the workshops, participants posed questions and asked examples of how they could enhance their participation. Every question was carefully answered by the PRO-DEAL partners who chaired the discussions. The Programmes of the workshops are included in Annex 1 and at the project website www.ubique.org/pro-ideal. Following we present specific information about the local events.
3.1 Montevideo The Workshop was held at the facilities of LATU (Technological Laboratory of Uruguay), on the afternoon of March 23, 2010. The event consisted of three conferences followed by a networking session. During the morning of March 17, and with 53 ICT related attendees, the event was welcomed by the local partner of the PRO-IDEAL Consortium, followed by the first conference by Rafael Garcia, Manager of Ingenio Business Incubator and former coordinator of the Technology Entrepreneurship Center of ORT University. Rafael presented the issues regarding internationalization of local ICT companies, the opportunities that FP7 opens for local entrepreneurs and the importance of networks in the support and promotion of international cooperation, research and innovation. Following Rafael, Manuel Bello, ICT Manager of LATU and representative of the Pro-Ideal Consortium in Uruguay, presented an overview of the PRO-IDEAL project and Consortium, explaining how it can help the local ICT community to get involved in FP7 projects with European partners. The presentation highlighted the opportunities for the local industrial and research communities to participate in equal conditions with European partners in FP7. Manuel also presented the PRO-IDEAL platform for ICT promotion, including the ICT Wiki, FP7 information, Project Ideas, Partner Research and Project Angels sections. Additionally, he presented an overview of the current and future FP7 calls, along with potential key issues in the ICT Work Programme 2011-2013. Rosa Wachenchauzer, coordinator of the Ideal-Ist program in Argentina, and representative of the Pro-Ideal consortium in that country, explained the fundamentals of the Ideal-Ist program and how it can leverage efforts with PRO-IDEAL to support ICT organizations in the Latin American region in the process of submitting research and innovation projects according to the requirements of FP7. Ideal-Ist was presented, focusing in the contact networks in which it is based and the quality seal that assures the consistency of the partner research services it provides. Other Ideal-Ist components, such as the eNewsletter and service mapping were explained, along with the fundamentals of how to participate in Ideal-Ist.

At the end of the event, a discussion was held regarding FP7 and the possibilities of participation of local organizations in the FP7 ICT Programme.
3.2 Santiago The workshop took place on the morning of March 25, 2010, and brought together 73 ICT-related attendees closely related to the ICT scenario. The event consisted of six conferences followed by a questions-and-answers session. Humberto Carrasco from ADI Chile, and member of the PRO-IDEAL Consrtium, welcomed the participants and described the activities for the workshop. For the first conference, Claudia Geier, representing the EC Delegation in Chile, gave a presentation about the scientific and technological cooperation between the EU and Chile in ICT. She briefly explained the FP7, and the different levels of Cooperation between Chile and members of the European Union. Reinaldo Vallejos, from Universidad Técnica Federico Santa Maria, presented issues regarding the importance of ICT in the Scientific and Technological Research. He explained the impotance of ICT and the development of new technologies for the progress of Chile and Latin America at all levels. Following Reinaldo, Humberto Carrasco gave an overview of PRO-IDEAL, and introduced the project objectives and offering to the attendants in order to participate in FP7. The presentation showed the opportunities for Chilean communities to participate in equal conditions with European partners in FP7 Following Reinaldo, Humberto Carrasco gave an overview of the objectives and activities of the PRO-IDEAL project. Rodrigo Stanger from Roman Group, explained his experience as Project Angel of the PRO-IDEAL project. This presentation highlighted not only the personal benefits of participating as Project Angel, but the local and regional importance of PAs to inform on how to participate in ICT-FP7. Danilo Gomez from Universidad de Talca, presented his testimony and experience while participating in the ACTION-Grid project (International action for cooperation in grid computing and biomedical informatics between the European Union, Latin America, the Western Balkans and Africa North), funded under FP7. The presentation highlighted the benefits for Latin American countries on participating in projects with European partners under the FP7. After the roundtable session, Astrid Waltermann, Program Coordinator for the European Union of the International Relations Department at CONICYT, gave a general overview of the role of the office in the FP7. Humberto Carrasco, gave an overview of the PRO-IDEAL platform (www.pro-ideal.eu), showing its functionality and content and explaining the benefits of using this tool to prepare successful proposals. After the platform explanation, Rosa Wachenchauzer from the Ministry of Science, Technology and Productive Innovation of Argentina, and Ideal-ist Representative in Argentina; gave an overview of the Ideal-ist project and explained the benefits of the joint efforts with PRO-IDEAL project, for the promotion of the ICT Programme in Latin America. At the end of the workshop and following the agenda, a roundtable was held to answer questions from the audience, and to receive feedback about the event.

4 OUTCOMES The event mobilized a great number of qualified participants from the academic, private and the public sector. Participants’ lists are included in Annex 3. The partnership with key institutions in the innovation and research ecosystem in both countries proved once more to be a successful strategy to maximize the outcomes of the workshops. Overall, the events had a significant impact in the target countries and provided an advantageous opportunity for participants to gain an up-to-date knowledge and hands-on work of the issues in international cooperation with Europe, learn more about the requirements for being part of an EU-LA consortium, and the opportunities for different local institutions to apply in upcoming ICT FP7 calls. In both events, the participation of a representative of the Ideal-Ist Project greatly contributed to the interest and attendance. It also showcased the synergies between both projects and the benefits for potential participants in the FP7 ICT Programme to take advantage from their combined services in order to successfully apply to FP7.
4.1 Networking The events were seen as great learning and networking opportunities, where people found replies to their concerns about the ICT program of the FP7. People not only received key information and suggestions to improve their chance for success when applying the FP7-ICT call for proposals, but also exchanged knowledge and ideas with other colleagues and discussed about R&D priorities, locally and for the Latin American region. At a national level, the event also helped to strengthen dialogue between representatives of key organisations and institutions in ICT and R&D:
In Montevideo, the origin of the participants in the event, coming from
universities, ICT companies and also the public sector, guaranteed a broad dissemination of both the Pro-Ideal and Ideal-Ist projects and the FP7 ICT programme. In order to reach the maximum number of attendants from the broader range of possible origins, LATU took advantage of the contact networks of other institutions. ANII, CUTI and Programa Emprender included the invitation to the event in their own mailing lists and newsletters. This network, added to LATU’s own contact network, provided a highest level of dissemination of the Workshop.
In Santiago, The event helped to strength relations with key institutions,
such as CONICYT, University of Santa Maria, the Delegation of the European Union in Chile and Pro-ideal partners. Also, the workshop had a positive effect for the project objectives, as the Chilean partner was invited to participate with a presentation about the PRO-IDEAL and PRO-IDEAL PLUS projects in the "Day of Cooperation in Future Internet and ICT Components” between Europe and Chile, on April 22 2010. In Addition, CONICYT is interested in the concept of "project angels" in order to create a similar one in Chile.

4.2 Media Impact The events in both cities were disseminated through electronic media (websites, online newspapers, newsletters) and social networks like facebook or Linkedin, which have great potential to spread with little effort. A dossier with the news is included in Annex 4. Following there is a summary about media coverage and invitations sent for both workshops, spreading the news through a several channels:
In Montevideo, the workshop invitations were distributed through LATU, ANII, Programa Emprender and CUTI mailing lists, with a database of 10,000 subscribers. Announcements to the workshop were published in two newsletters, LATU and CUTI, Chamber of ICT Companies, with a database 5,000 subscribers. Also, articles on the event were published in LATU, CUTI and Ingenio website.
In Santiago, an online invitation and registry form was published on the web
(more details on Annex 2), articles were published in several websites: Universidad Técnica Federico Santa María, CONICYT, LinkedIn, USM, REUNA, UNIVERSIA, and Guiaplaza. Also an event page was created in facebook and an invitation was sent to 5000 people and 440 members.
4.3 Attendees Feedback Following the discussions that took place during the networking session in both workshops, the following opinions of participants were extracted:
There is a sustained interest in the ICT Programme of FP7 in the academic, private and public sectors.
Universities and private companies regard FP7 as a powerful opportunity to collaborate with world class institutions and industry in Europe
Pro-Ideal and Ideal-Ist can make a significant contribution in lowering the barriers existing for participation of Uruguayan and Chilean organizations in FP7.
Some of the issues raised regarding FP7 were: o Industry increasing demand for ICT professionals o Language constitutes a barrier as there are not enough scientists and
professionals with good English skills in Latino America. o Dealing with bureaucracy o There is a good number of funding opportunities for scientific and
technology research in the ICT field, coming from government agencies concurrent with FP7.

El objetivo del taller es dar a conocer herramientas de cooperación en materia de TICs entre América Latina y Europa dentro del Séptimo Programa Marco (7PM) así como fomentar el diálogo político en TICs entre LATU, el consorcio PRO-IDEAL e Ideal-ist. La plataforma PRO-IDEAL es una fuente de conocimiento relativa al programa de investigación en TIC de la Unión Europea, y un link entre Latinoamérica y Europa. Ideal-ist vincula a las empresas de TIC y organizaciones de investigación de todo el mundo que deseen encontrar socios para participar en el 7PM de la Comisión Europea. Esta actividad procura aclarar las consultas y dudas que al respecto tengan organismos, instituciones, empresas y universidades que deseen participar en algunos de los llamados del 7PM con el objetivo de aumentar los niveles de participación en investigación en materia de TICs.

LATU y el Consorcio PRO-IDEAL en colaboración con Ideal-ist y el Ministerio de Ciencia de Argentina invitaron a concurrir a esta actividad en la que se intentó fomentar el diálogo entre LATU, PRO-IDEAL y Ideal-ist en lo relativo a las TICs. Otro de los objetivos del taller fue aclarar dudas acerca de la plataforma PRO-IDEAL, que es fuente de conocimiento en cuanto a la investigación en TICs en la Unión Europea, y acerca de Ideal-ist, que ayuda a las empresas a encontrar socios para participar en el Séptimo Programa Marco de la Comisión Europea. Hablaron en el taller el director de Ingenio, Rafael García, el gerente de sistemas e información del LATU, Manuel Bello, y la representante de Ideal-ist en Argentina, Rosa Wachenchauzer.

La actividad consta de dos partes: la primera se relaciona con cooperación en Tecnologías de la Información y Comunicación entre América Latina y Europa; mientras que la segunda abordará aspectos relevantes relativos al 7PM en TICs para el año 2010, y tiene por objetivo analizar aspectos importantes en torno a los llamados del 7PM en TICs. Guiaplaza.com: La necesidad de crear tecnología Date: 26/03/2010 Link: http://www.guiaplaza.com/notas-de-prensa/notas.php?idnot=3943 Una importante conferencia en materia de Tecnologías de Información y Comunicación, denominada "Desafíos y Oportunidades en TICs entre Chile y la Unión Europea", que mostró herramientas para la cooperación mutua, se realizó en el Campus Santiago Vitacura de la Universidad Técnica Federico Santa María . El encuentro, permitió abrir el diálogo político en TIC entre CONICYT, el consorcio PRO-IDEAL e Ideal-ist, aumentando los niveles de participación chilena en investigación en Tecnologías de Información y Comunicación. La conferencia fue organizada por CONICYT, Asociación de Derecho e Informática - ADI Chile y el Consorcio PRO-IDEAL, en colaboración con Ideal-ist y la Universidad Técnica Federico Santa María. A su vez, co-financiado por la Comisión Europea. En la ocasión, el profesor Reinaldo Vallejos, del Departamento de Electrónica de la USM, señaló que “hoy en día nos encontramos tan sólo en el inicio de la fusión de la tecnología de las telecomunicaciones y la informática. Cada vez usamos más las nuevas tecnologías, sin embargo el completo desarrollo de las TICs permitirá hacer lo mismo que hemos hecho siempre pero con esta tecnología, sin que ésta sea percibida sino que sea parte del medioambiente. El desafío es que la tecnología le sirva a las personas sin necesidad de que sean usuarias de ella, sino que se mueva de forma natural y para esto falta mucho”. “La importancia de las TICs es que mediante ellas es posible lograr el desarrollo del país. La exportación de materias primas, que es la actividad por la que Chile recibe ingresos, no es suficiente para salir del subdesarrollo. Para esto es necesario seguir a los países desarrollados y crear tecnología y Chile ha hecho varios intentos, sin obtener resultados satisfactorios”, añadió. “Para lograr buenos resultados es necesario tener una estrategia de desarrollo, no es llegar y exportar cualquier tecnología. Las TICs son un excelente nicho para explotar y exportar, ya que representan el 7% del PIB mundial, requiere de una infraestructura tecnológica razonable que Chile posee, requiere menos barreras de entradas que otras áreas de la tecnología y es aplicable a toda la sociedad (medioambiente, educación, metalurgia, etc). Para lograrlo se requiere principalmente de la formación de profesionales de alto nivel. Lo anterior es un tema estudiado por el gobierno de Chile, llegando incluso a declararlas como prioridad nacional durante el gobierno de Ricardo Lagos, sin embargo el país todavía no cuenta con una industria de TICs que exporte tecnología” complementó el académico. “Si bien tenemos una industria de TIC en el país, no tenemos una que tenga la característica de generación de conocimiento, ciencia y profesionales de alto nivel en cuanto a hacer negocios, ése es el desafío. Son muy buenos los intentos que se hacen, sin embargo hay que considerar el hecho que habiendo tenido claros estas ideas hace más de una década, siendo prioridad nacional, no hemos logrado casi nada. Tenemos algo de tradición, pero falta cultura de cómo trasformar estas oportunidades en una industria desarrollada”, aseguró Vallejos.

“Para ilustrar esta última idea sirven de ejemplo las compañías tecnológicas Cisco, Nokia o Sony. Si bien todas ellas están presentes en Chile, acá se encuentra sólo la implementación de ellas, pero no la creación de TIC. “No queremos ser la industria socia de otra industria que crea el conocimiento en otro lado, queremos ser parte de la cabeza. Para eso es necesaria una organización a nivel país”, agregó el académico.
