There’snotamagicbullettosolvingourhousingcrisis—weneedto�ghtonmultiplefronts.Ibelievethatweneedtorezone,especiallyinthewestsideofthecity,sowecanincreaseourlow-andmiddle-incomehousingstock.Wealsoneedtobuildmoreaffordablehousingunits:Inadditionto730Stanyan(theformerMcDonald’ssiteintheHaight),I’mlookingat4othersitesinmydistrictfor100%affordablehousingdevelopments.IncreasingdensityintheouterneighborhoodswilllowerthecostoflivinginSanFrancisco,butweneedtogofurthertoprotectourexistingresidents,especiallytenants,whoare�ghtingagainsttheforcesofdisplacement.Here’showI’maddressingthisissue:Asalegislativeaide,IcraftedtheCity’sNeighborhoodPreferencepolicy,whichallows40%ofnewaffordablehousingunitstobeprioritizedforpeoplealreadylivingandworkingintheneighborhood.Thisyear,IlegislatedandfundedaDistrict5Tenants’RightsOmbudsmantoprovidecounselingandmediationfortenantstosolveproblemsbeforeanevictionnoticeissentandalawyereverneedstobeinvolved.I’maco-sponsortoMayorBreedandPresidentYee’s$600millionAffordableHousingBondthatwillappearontheNovember2019ballot.IsuccessfullyexpandedtheDisplacedTenantPreferencetoincludetenantswhoserentswillincreaseto40%ormoreoftheirincome,duetothelossofgovernment-issuedaffordabilityrestrictions.Broughtanequitylenstotherootcausesofhousinginequalityanddisplacement-Ico-authoredlegislationwithSupervisorFewerthatwouldmandateSF’svery�rstO�ceofRacialEquity,whichwouldexaminetheadvanceracialjusticeandworktoeliminateracialdisparitiesintheCity,especiallyinhousingandemployment.Ico-sponsoredthe‘AffordableHousingProductionandPreservationFund’tocollectmoneytobuildnewaffordablehousingunitsorbuyexistingmarket-ratehousingandmakeitaffordable.$40millionwillbeaddedtotheSmallSitesprogramtobuyat-riskrentcontrolledbuildings,savingthetenant’sfromEllisActevictions.

Generallyspeaking,Idon’tthinko�cespaceisagoodorappropriateuseofourpreciousneighborhoodretailspace.Welltailoredneighborhoodcommercialzoningiscrucialtothehealthofourneighborhoods,andsoit’svitalthatitbeheavilyinformedbyneighborsandmerchants.AsIdidwhenworkingwithSupervisorRossMirkarimi,Iwillworkwithresidentsandmerchantsinourneighborhoodstoconsiderthecurrentzoninganddeterminewiththemwherezoningcontrolsneedtochangetolimitorprohibitconversionofretailtoo�ce.

In2019therehavebeenoveradozendeathsfromvehiclecollisionswithpedestriansandcyclists.Itistragicandunacceptable.WemustallworktogethertoimplementVisionZero,alongwiththeSFMTA,SFPD,andtheStateofCalifornia.IworkedfortenyearstoseeMasonicamoresafestreet,withaloweredspeedlimitof25MPHandadesignatedbikelane.I’vecontinuedtopushforprotectedbikelanesthroughoutthedistrict,speci�callyonstreetslikeFellandOak—thoroughfaresmoreakintominihighwaysthancitystreets.Facilitatingsafe,walkable,bikeablestreetsintheCityhasbeenandwillremainoneofmyhighestprioritiesasSupervisor.Whenpeoplecomplaintomeaboutthelossofaparkingspotinordertocreatebettervisibility,Itellthemthatit’samatterofsavinglives.Wecannotallowthesepreventabledeathstokeepoccuring.Asweaskpeopletoconsiderothermodesoftransportationlikewalkingandcyclinginthiscriticaltimeforourclimateandenvironment,wemustensurethatitisabsolutelysafeforthemtodoso.

Inordertomakerealchange,youhavetobeableto�ndcommongroundwiththoseyoudisagreewith.IntheyearI’vebeenino�ce,I’vepassedovertwodozenpiecesoflegislationonadiverserangeofcomplicatedissuesincludinghomelessnessandequity,protectionsforworkers,climatechangeandtheenvironment,andonissuesparticularlyimportanttowomenandfamilies.Wecannotleadbybeingdivisive,andI’mrunningmycampaignwiththesamemindset—listeningtotheneedsofthecommunityandorganizingthemtocometogethertoaccomplishthesegoals.I’veseen�rsthandthatthebestideascomefromthecommunity,andit’smyjobtomakeithappen.AsaneighborhoodactivistforyearsbeforeworkingatCityHall,Iknowwhatitfeelsliketohavethepowersthatbesaywhat’sbestforacommunity,withoutinputfromthatcommunity—It’satop-downapproachthatwon’tworkandneverhas.SowhenIwasaskedtocomeintoCityHalltoworkasalegislativeaide,Iknewitwastheperfectopportunityformetomakeadifferenceandraisethevoicesofourneighborsinsidethehallsofpower.MyexperienceasalegislativeaideandworkingonaffordablehousinggivesmetheknowledgeandexperiencetogetthingsdonewithoutmakingpromisestothecommunityIcan’tkeep.Lastly,asalegislatorandwomanofNative/Indigenousheritage,Iunderstandtheimportanceofwomennotjusthavingavoice,butalsohavingaseatattheheadofthetable.It’simperativethatourgovernmentre�ectsthepeopleitrepresents;thecompositionofmycampaignteamandCityHallstaffre�ectstheneedforthisdiversityandequity.It’stroublingtomethatSanFranciscoiscomprisedofmorethan50%women,yetweareonlyrepresentedby4outof11membersontheBoardofSupervisors.Astheadagegoes,ifyouarenotatthetable,youmaybeonthemenu.WithoutenoughwomenleadersontheSFBOS,welosecrucialtractiononthesekeyissuesthatmostmattertoourentirecommunity.
