1. Executive Summary
This deliverable – D6.4 Communication & Dissemination Report (v1) – registers the work developed in the first half [M1-M15] of the COMPACT project as defined previously in D6.2 Communication & Disseminations Plan (v1). As stated in that plan, the communication and dissemination strategy of COMPACT is based on three strategic axis: Outreach/Awareness, Participation and Uptake/Advocacy, and this report refers mainly to the results of this first axis. The document begins with an overview of the communication and dissemination actions developed, from all the updates on the project website and social media, and mass media coverage, to the participation in relevant events for presentation of COMPACT and for networking as a way to make important contacts with stakeholders and to pursue further as the project develops. The report also presents the scientific activity developed by the consortium and the collaboration with related Research & Innovation projects. The results of the first period of the project are generally positive with COMPACT being able to reach most of the objectives defined for this stage. The consortium developed a set of basic instruments to support the overall strategy such as the project website and logo, the social networks, and other promotional materials like the project brochure and presentation, the presentation template and infographics. COMPACT has also produced a periodical newsletter and a project video to reach wider audiences. Since the beginning of the project, partners have been actively involved in the identification of opportunities to promote COMPACT, which translated into participation in 14 events, the acceptance of 2 conference papers, and the organisation of the first COMPACT workshop for external experts. In the second part of the document, the results against the defined targets are presented. As defined in the plan, COMPACT measures its results based on the approach of 3 O’s of Metrics: Outputs, Outtakes and Outcomes. This way, the project is able to compare its own production (outputs) against the results of those efforts, either direct results (outtakes) or action results like expressions of change in awareness, attitudes, and behaviour towards the project (outcomes), adjusting the strategy accordingly. Finally, in the last section of the deliverable we evaluate the overall performance of the project regarding the communication plan and identify the major deviations. While overall the project has performed positively so far, a couple of issues are raised to take in consideration in the next deliverable – D6.3 – Communication & Dissemination Plan (v2).
2. Introduction
As described in COMPACT’s DoA, D6.4 – Communication & Dissemination Report (v1) reports on the communication and dissemination strategies followed as defined in the submitted D6.2 – Communication & Dissemination Plan (v1). This deliverable falls within the scope of WP 6 – T6.1 Dissemination Planning and Implementation set out to ensure that COMPACT’s results are disseminated and communicated to the appropriate target communities, at appropriate times, and through appropriate methods. The objective of this task is to develop and promote means to raise awareness among interested parties and communities potentially impacted by COMPACT’s outcomes. Therefore, this deliverable presents the results of the strategies and actions planned for M1-

M151, allowing for a final evaluation of this period to serve as the foundation for the further development and refinement of strategies for the next period (M16-M27) in deliverable 6.3 – Communication & Dissemination Plan (v2).
3. Communication and Dissemination actions
Based on COMPACT’s high-level objectives, D6.2 (v1) sets a comprehensive approach involving target audiences and specific messages based on three strategic axes: Outreach/Awareness, Participation and Uptake/Advocacy. These strategic axes have guided the development and implementation of communication and dissemination actions during the first period of the project. Therefore, during the first year COMPACT has focused on outreach/awareness by converging on information of benefits and expected/actual results presented through scientific publications and presentations at specialised conferences and PAs events, as well as activities of agenda setting. The goal was to build the project’s identity and raise awareness for cybersecurity issues as a way to pave the way and ensure a solid base for the second strategic axis. The second axis – participation – has already started with the identification of specialised audiences and refinement of strategies to reach and involve them. This will be further developed within the scope of D6.3 – Communication & Dissemination Plan (v2).
3.1. COMPACT website
After the first iteration of the website, some changes were made. The main one is the addition of five more language versions (Italian, Portuguese, German, Spanish and Basque) of the base information of the website. Furthermore, a subscription form for a newsletter administrated through the system cleverreach was added to the website. The other changes were minor tweaks of the pages and navigation or content updates to reflect the changes in the consortium and the project in general. The website has been used as a central channel for communication of COMPACT’s activities, with 10 articles in the News section. The articles were shared via social networks in order to increase their reach and direct people to the website. The COMPACT website has had 1308 visits and 967 unique visitors (aggregated).

3.2. COMPACT in social media
As described in D6.2 (v1), COMPACT recognises the importance of social media to promote its activity and reach a broader audience affected by the project themes. Therefore, having set

up four social networks at the beginning of the project – Facebook, Twitter, LinkedIn and YouTube –, COMPACT has been active on those accounts by sharing information on the project development as well as engaging with third parties’ content by sharing it whenever relevant for the project. Through a rotation schedule, all partners have been involved in identifying contents to share. Besides sharing information with followers on the project development, such as the project meetings and milestones achieved, COMPACT has engaged in liking and sharing current news and trends in the realm of cybersecurity and the topics it addresses – ransomware, social engineering, and web defacement, among others – and the issues affecting Local Public Administration [APPENDIX A].
3.2.1. Facebook
@COMPACTproject In addition to project news and results, content on Facebook focuses on messages to a wider, non-specialised audience, with advice and rules to raise awareness for safer behaviour while online. From May 2017 to June 2018, COMPACT has:
• posted 55 times; • gained 86 followers and 82 page-likes; • gained 338 post-likes and 15 post-loves; • gained 25 post shares; • reached 4744 users (accumulated); • got 10513 impressions; • had 898 video views.

3.2.2. Twitter
@COMPACTproject Twitter is being used mostly to inform on project results and news as well as connecting to other relevant projects and European institutions engaging (liking, retweeting, commenting) with other relevant accounts about cybersecurity. From May 2017 to June 2018, COMPACT has:
• tweeted 101 times (20 retweets); • gained 76 followers, at an average of around 6 new followers per month since August
2017; • got 26927 tweet impressions (accumulated); • got 1900 profile visits; • been mentioned 41 times; • had 55 video views.

3.2.3. LinkedIn
https://www.linkedin.com/company/22295613/ Content for LinkedIn focuses on project news and results, aiming especially to inform on technological developments. As it is a professional network, LinkedIn is a privileged channel to reach the IT industry as users tend to interact by highlighting the benefits of COMPACT for business development. On LinkedIn, between May 2017 and June 2018 COMPACT has:
• posted updates 36 times; • gained 26 followers; • gained 42 post likes and 4 post shares; • got 3808 impressions.

3.2.4. YouTube
https://www.youtube.com/channel/UCTiDsa1dVYs7sXDtz0LtcDA YouTube channel serves as a platform for video content about COMPACT. So far, there are available two versions of the COMPACT presentation video – complete version and short version. So far, COMPACT has 10 subscribers on YouTube. Overall, the project presentation video has had 423 views on this platform (150 of the complete version and 273 of the short version).

3.3. COMPACT media relations
The consortium has issued three press releases in order to publicise the project’s milestones from M1 to M15.

3.3.2. i9 Magazine
i9 Magazine highlighted COMPACT in an issue (September-2017) dedicated to e-Government and projects on cybersecurity with Portuguese participation. With a monthly edition, i9 Magazine covers several themes within the scope of innovation. It has a circulation of 10.000 copies and it is available in digital format as well.

3.3.3. Noticias de Gipuzkoa
COMPACT was also newsworthy in the Basque region of Spain due to the participation of DSS as end-user in the project. Noticias de Gipuzkoa is a local newspaper with a circulation of 30.000 papers/day and published press conference given on February 2nd 2018 by the councilor of innovation Juan Ramón Viles.

3.3.4. El Diario Vasco
El Diario Vasco also highlighted DSS participation in the COMPACT project. It is the most important newspaper of Gipuzkoa with 190.000 copies/day and it dropped some lines related to press conference on February 2nd 2018.
3.4. 1st COMPACT workshop
The first COMPACT workshop took place on 18th January, jointly with the second plenary meeting in Lisbon. At the workshop, there were 11 participants representing seven different organisations. These external experts were asked for feedback on COMPACT and their input was collected to define additional requirements and validate the overall approach of the solution. The input directly contributed to Deliverable 2.10 – User requirements and Use cases and Deliverable 2.11 – LPAs Community Model. The workshop was organised in a way to give participants an overview of the project and its context, followed by a session for discussion:
• Welcome and introduction of participants Presentation of all the partners and participants in the workshop.
• COMPACT in a nutshell Overview of the project by the project Coordinator (ENG) with presentation of the project video.
• Legal implications in COMPACT Introduction to the legal context of COMPACT such as presentation of the new EU regulations on data protection and data privacy.
• Overview of COMPACT user scenarios & requirements

3.5. COMPACT at events
3.5.1. 13th TAROT Summer School on Software Testing, Verification & Validation
COMPACT was presented by CINI at the 13th TAROT Summer School on Software Testing, Verification & Validation (26th – 30th June 2017) in Naples, Italy. During the event aimed at PhD students and professors, an audience of around 40 people was introduced to the project in a fruitful exchange of information among professors involved in related cybersecurity projects. http://tarot2017.dieti.unina.it/index.php/preliminary-program
3.5.2. UMAP 2017
AIT organised the workshop "Fifty Shades of Personalization - Workshop on Personalization in Serious and Persuasive Games and Gameful Interactions" at UMAP 2017 where COMPACT was presented to around 20 participants.
3.5.3. The Axis Way - Smart Innovation Lab
CINI presented COMPACT at an Innovation Day - The Axis Way - Smart Innovation Lab (21st September 2017) in Milan, Italy. The partner has given a talk to an audience of more than 300 participants, mostly representatives from the industry and SMEs, gathering expressions of interest from attendees.
3.5.4. Cyber Security in the Workplace inserted in the European Cybersecurity Month
CMA presented COMPACT during the European Cybersecurity Month in a session of Cyber themed events organised by the Portuguese National Cybersecurity Centre (16th October 2017) in Lisbon, Portugal. Cybersecurity in the Workplace was the theme of the session and it had 150 participants, including representatives from SMEs, students and teachers.

3.5.5. ViR-Nordwet Plenum 2017
BIT presented COMPACT at the ViR-Nordwet Plenum 2017 Conference (25th – 26th October 2017) in Bremerhaven, Germany. The project was presented to around 40 municipal IT providers and CIOs.
3.5.6. TAKEDOWN
COMPACT was presented by KUL at the TAKEDOWN workshop (16th November 2017) in Brussels, Belgium. The workshop brought together around 30 representatives from government agencies, law enforcement, academia and tech companies in the cybersecurity industry. KUL gave a talk on European Commission’s 11th Progress Report towards an effective and genuine Security Union, including its new policy on encryption and decryption of data as evidence.
3.5.7. VITAKO
BIT presented COMPACT at the VITAKO conference (23rd – 26th November 2017) in Hamburg, Germany. The project was presented to around 150 municipal IT providers and CIOs.
3.5.8. Internal training by CMA
CMA organised an internal training event (27th November 2017) to raise awareness among 20 employees of Municipality of Amadora about cybersecurity issues.
3.5.9. 11th Computers, Privacy and Data Protection Conference and Privacy Law Scholars Conference
The Computers, Privacy and Data Protection Conference (CPDP) and Privacy Law Scholars Conference (PLSC) in Brussels, Belgium (24th - 27th January 2018), is among the largest conferences in the field of technology, privacy law and data protection. This year, it attracted more than 1000 participants. The speakers and participants came from academia, public and private sectors and civil society. During the conference KUL and ENG made several useful connections in order to find speakers for the COMPACT panel planned for the next CPDP.
3.5.10. NeCS Cyber Security Winter School 2018
COMPACT was presented by CINI at the NeCS Cyber Security Winter School 2018 (16th February 2018) in Trento, Italy. During the event aimed at PhD students and professors, an audience of around 20 people was introduced to the project in a fruitful exchange of information among professors involved in related cybersecurity projects.

3.5.11. Cybersecurity workshop
INOV has presented the COMPACT project (23rd February 2018) at a cybersecurity workshop for the municipalities of the region of Setúbal, Portugal. The workshop had the participation of 30 municipal technicians.
3.5.12. Cyberwatching.eu Concertation Meeting
COMPACT was represented by ENG at the first Cyberwatching.eu Concertation meeting (26th April 2018) in Brussels, Belgium. This was an excellent opportunity to share information with more than 40 projects on cybersecurity.
3.5.13. Cyber Security. L'evoluzione della sicurezza nell'ecosistema 4.0
COMPACT was presented by CINI at the Cyber Security event organized by Sole 24 ore the most widespread Italian economic-financial newspaper (21st May 2018) in Naples, Italy. During the event aimed at SMEs, Municipal IT service providers, CIOs, an audience of around 40 people was introduced to the project.
3.5.14. AML 2030
COMPACT was presented by CMA at the AML 2030 Conference for consideration and debate of the strategic options for the municipalities of the Lisbon region (10th July 2018). The project was presented to 22 representatives of 18 municipalities from the region of Lisbon.

3.7. Collaboration and cross-fertilisation across R&I projects
As stated in D6.2, COMPACT relies on collaboration, cooperation and cross-fertilisation in order to maximise its outreach and presentation of results. The consortium identified relevant projects in the beginning of COMPACT and has been updating that list with new possibilities for collaboration.

3.7.1. Cyberwatching.eu
3.7.1.1. European Catalogue of Cybersecurity & Privacy Service Offers
COMPACT registered in the European Catalogue of Cybersecurity & Privacy Service Offers. Launched in August 2017, the catalogue contains information and results from cybersecurity & privacy Research and Innovation initiatives funded on a European, national and regional basis.
3.7.1.2. Cyberwatching.eu concertation meeting
COMPACT participated in the first Cyberwatching.eu Concertation Meeting in April and had the opportunity to share knowledge with around 90-100 people from the cybersecurity and related domains (including domain experts), Commission and other agencies/organisation officials and partners in more than 40 other EU projects with similar topics.
3.7.2. DOGANA and HERMENEUT
DOGANA and HERMENEUT are two European funded projects in the context of the H2020 framework and led by Engineering. While DOGANA is at the end of the mandate, HERMENEUT is following a timeline similar to COMPACT, since it started in May 2017. The results of the DOGANA project provided relevant input to COMPACT, particularly in relation to the development of the To4See component. As far as the HERMENEUT project is concerned, the idea is to create a link between the two projects, considering that the scope of HERMENEUT is very much aligned to the value COMPACT aims to provide to Local Public Administration. In fact, HERMENEUT focuses on evaluating the economic aspect of cyber security, fostering a culture of risk management and providing organisations, as well as business sectors, with an innovative methodology to assess their vulnerability. Therefore, during the next HERMENEUT project meeting that will be held in Tel-Aviv on the 3-4 of October, a slot will be dedicated to present COMPACT, the current status and expected results in order to start establishing a liaison between the two projects and evaluate potential collaborations.
3.7.3. TAKEDOWN
COMPACT was invited to give a presentation at a workshop organised by TAKEDOWN project. This is an EU project for developing effective and efficient security solutions against organised crime and terrorist networks.
3.7.4. SecLearn
SecLearn is a national project coordinated by AIT with the aim to investigate the effect of using gamification to train employees to act security-aware within their working context. The participation between COMPACT and SecLearn mainly focuses on sharing knowledge and providing feedback on the studies that will be conducted within the two projects.

3.8. Communication and Dissemination supporting tools
Here we present some of the instruments developed to support and facilitate the communication and dissemination actions throughout the project.
3.8.1. COMPACT logo
The project logo was defined at the beginning of the project in order to promote and facilitate the project visual identity. The logo has been used in all instruments and materials, such as images and presentations. The logo is part of Deliverable 6.1 and all the information on its development and norms for use can be accessed in its accompanying report.
3.8.2. COMPACT video
The consortium has produced a presentation video as a way to reach a wider audience through attractive, easily accepted content, especially on social networks. Beyond the general project presentation, in this video greater focus was given to the end-users experience and the impact COMPACT expects to have among LPAs looking to improve their cybersecurity improvement process. A shorter version of this video was submitted to the EU-funded R&I projects YouTube Playlist. The videos in this list are promoted via social media (@EUScienceInnov) as well as shown at events. Overall, the project video had 1349 views on COMPACT’s YouTube, Facebook, and Twitter accounts.
3.8.3. COMPACT newsletter
During the first period of the project, COMPACT issued two newsletters: the first in November 2017, reporting on the work developed from May 2017 – October 2017; the second, released in June 2018, reporting on the developments from November 2017 to April 2018 [APPENDIX B]. The newsletters highlighted the developments of the projects, such as meetings and presentations of COMPACT at events, and articles from specific partners on the work developed in the first year of the project.
3.8.4. Participation in blogs

COMPACT has produced two infographics mostly to facilitate online communications by presenting some of the themes related to cybersecurity and Local Public Administration recurring to visual aids. [APPENDIX E] COMPACT has developed a project presentation in PowerPoint as well as a template for presentations for partners to use whenever presenting the project. The materials are available to partners in CC as well as in the project website, whenever applicable.
4. Monitoring
Based on the monitoring and evaluation approach outlined in D6.2 (v1) we now present the results achieved from May 2017 until June 2018 against the defined objectives. This allows us to analyse how the project is performing and to identify deviations from the plan in order to adjust accordingly in the following deliverable - D6.3. (v2). COMPACT measures its results based on the approach of 3 O’s of Metrics: Outputs, Outtakes and Outcomes [1]. This way, the project is able to compare outputs against outtakes and outcomes and follow its progress.

5. Evaluation
The project is performing according to plan for the first year of the project. The implementation of the Communication & Dissemination Plan for the first stage of the COMPACT project has not suffered major deviations. There were some delays in releasing the second issue of the newsletter and third press release to comply with reaching Milestone 3 of the project and, due to the time proximity, also to promote the outcomes of the first review. Therefore, one press release was produced to promote the two occasions. The major concerns at this moment have to do with the reach of the project newsletter, both referring to the total number of subscribers as to the number of different organisations receiving it. Now more than ever before, the issue of explicit consent undermines some of the efforts to reach a wider audience. Moreover, subscription to new newsletters has been declining posing yet another obstacle [2]. However, a strategy is already in place to overcome these difficulties and is further developed in D6.3 – Communication & Dissemination Plan (v2). According to the chronogram of actions planned for the period of [M1-M15], most actions were completed, even if with the delays justified previously. Moreover, due to the decision to delay in D 2.2. Psychological Factors, the deadline for submission to the International Conference on Persuasive Technology 2018 was missed and AIT decided to produce and submit a journal article instead. It was also considered that better results were expected further in the project and therefore it was best to submit a paper on gamification in the work environment to the 2019 edition of the International Conference on Human Factors in Computing Systems. Also in line with this approach, the presentation of COMPACT in the Major Cities of Europe Conference was postponed to 2019 [APPENDIX F].
6. Conclusions
Although the deviations identified do not threaten the overall performance and success of the implementation of the Communication & Dissemination Plan, it is important to improve the efforts of the consortium as a whole to take advantage of the good work developed so far to reach and engage strategic audiences for COMPACT. The Outreach/Awareness strategic axis was predominant so far, as anticipated, and will continue to develop in the background as the Participation axis is brought forward, leading to Uptake/Advocacy towards the final months of the project. The first strategic axis was implemented successfully in order to set the foundations for the works to be defined and implemented in the future of COMPACT.

Not surprisingly, the most recent Data Breach Investigation Report (DBIR) from Verizion mostly confirmed the statistics of last year about breaches in Public Administration (PA). Similarly, to 2016, Miscellaneous Errors (unintentional actions that directly compromised the security of company data) and Privilege Misuse (unapproved or malicious use of organizational resources) are among the top three incidents for this kind of organizations. What is significant here is the fact that both these categories of incidents largely depend on the lack of formal procedures in the PA. In addition, the average time for the breach discovery is very high. As the report describes, "In almost 60% of cases [...] it takes them years to learn that they have been breached". One of the supposed reason for this is that "representative of smaller government agencies that do not have the resources to spot the problem sooner". This brings to a second important point: the need for improving cybersecurity skills of PA staff, which must be done with limited economic resources available in the PA. Beside the economic constraint, time is also important, due to the progressive digitalization of PA processes. Unfortunately, this does not match well with the cost and time needed by traditional

The recent Communication of the European Commission (Joint Communication to the European Parliament and the Council - Resilience, Deterrence and Defence: Building strong cybersecurity for the EU-13.9.2017) highlighted the role of the human factor in cyber security chain: “With some 95% of incidents said to be enabled by "some type of human error – intentional or not", there is a strong human factor at play. So cybersecurity is everyone's responsibility. This means personal, corporate and public administration behaviour must change to ensure everybody understands the threat and is equipped with the tools and skills necessary to quickly detect and actively protect themselves against attacks. People need to develop cyber hygiene habits and businesses and organisations must adopt appropriate risk-based cybersecurity programmes and update them regularly to reflect the evolving risk landscape. The widespread adoption has turned social media into an evergreen source of cybersecurity threats, which can no longer be ignored. Besides cybercriminals, social media is the main weapon terrorist groups wield in cyberspace, according to the former MI6 director for global counter-terrorism, Richard Barrett. Cybercriminals are conducting business on social media, planning attacks — be it DDoS, physical attacks, cyber defacement or hacktivism — coordinating their members and even sharing the occasional cat video. With the right tools in place, organizations can leverage social media as an early warning system, unlocking a treasure trove of attack data that could give security teams the edge. On November 14th, the Anonymous hacker-activist group has announced a leakage of personal data from European and Italian institutions. The stolen data is said to include emails, contracts' information, telephone numbers, salary information and documents of the police and armed forces. Data losses also concern email exchanges regarding the premier's office and the police about an official visit. In addition, this happened during the days dedicated to the 360 cybersecurity Summit on the business security held in Rome. It is not the first time that Italy suffers from cyber attacks. Two years ago, hackers leaked 1TB of data from Milan’s Expo 2015 website. In 2016, Anonymous Italy hacked into the websites of several Italian job portals leaking personal data of employees and business owner in order to protest against the new labour laws. Rightly so, this deplorable series of cyber-attacks raises concerns about the security of public administrations and the level of public awareness about the importance of data protection. However, it is relevant to underline that during these years, scarce attention has been paid to data leakage in LPAs, which is at the core of the COMPACT project. This is a phenomenon that increasingly impacts citizens' everyday life and attempts their fundamental rights, but it still has almost no presence in mainstream media debate.

The University of New South Wales uses a 1980s retro-style arcade game to educate students in cybersecurity. Based on gamification theory the team around Nizamdeen wants to make learning IT security a fun experience for the users. The game is called A.L.I.C.E. and it was released on 13 November in the US. It is a retro-style 2D arcade side-scrolling game. The players have 5 levels to play through after their identity has been stolen at the beginning of the game. Players face numerous cyber threats and have to solve puzzles and zap enemies. “With some 95% of incidents said to be enabled by "some type of human error – intentional or not", there is a strong human factor at play. Therefore, cybersecurity is everyone's responsibility. This means personal, corporate and public administration behaviour must change to ensure everybody understands the threat and is equipped with the tools and skills necessary to quickly detect and actively protect themselves against attacks. People need to develop cyber hygiene habits and businesses and organisations must adopt appropriate risk-based cybersecurity programmes and update them regularly to reflect the evolving risk landscape. These aspects are addressed by the COMPACT project that aims at improving the skills – both technical and behavioural – of the Local Public Administration (LPA) personnel via innovative training techniques. The NIS Directive not only sets out the responsibilities of Member States to exchange information on cyber-attacks at EU level but also to put in place mature national cybersecurity strategies and frameworks on the security of network and information systems. Public administrations at EU and national level should play a further leading role in driving these efforts forward. COMPACT will create a LPAs level information hub, for favouring reliable and timely exchange of information among LPAs on cybersecurity guidelines and best practices, as well as on Indicators of Compromise (IoC). "The establishment of public-private partnerships and cooperation mechanisms through dedicated projects such as the Online Fraud Cyber Centre and Experts Network, implementing information sharing model and standard in order to analyse and mitigate electronic crimes risks and online frauds" is one of the main concerns identified in the Joint Communication to the European Parliament and the Council - Resilience, Deterrence and Defence: Building strong cybersecurity for the EU - 13.9.2017. COMPACT will create an LPA level information hub, for favouring reliable and timely exchange of information among LPAs on cybersecurity guidelines and best practices, as well as on Indicators of Compromise.

The widespread adoption has turned social media into an evergreen source of cybersecurity threats, which can no longer be ignored. Besides cybercriminals, social media is the main weapon terrorist groups wield in cyberspace, according to the former MI6 director for global counter-terrorism, Richard Barrett. Cybercriminals are conducting business on social media, planning attacks — be it DDoS, physical attacks, cyber defacement or hacktivism — coordinating their members and even sharing the occasional cat video. With the right tools in place, organizations can leverage social media as an early warning system, unlocking a treasure trove of attack data that could give security teams the edge. In order to address social media security threats, the COMPACT project is developing gamified security awareness and cyber threat intelligence solutions, which will allow Local Public Administrations and other companies to better educate and prepare their workforce against social media attacks.

A new Microsoft Office security vulnerability, that has not been fixed and its exploitation is not currently detected by major antivirus, allows attackers to infect computers with virus contained in Microsoft Office documents. According to ZeroFox, a firm leader in social media security & digital risk monitoring, social media attacks are on the rise. Examples include: • Government employees being infected through custom phishing messages sent via social media; • Fake social media persona being used to send malware to employees via social media; • Financial frauds in which scammers use social media to prey on the followers of verified banks with fraudulent financial services offerings; • Affecting a company reputation and/or market financial value by compromising the company’s social media accounts and posting slanderous fake news; • Account take over attacks where a company’s social media account is compromised and then used to DM (direct message) all the company followers to disclose personal and/or financial information.

The public sector is an attractive target for cyber-attacks. It holds a lot of information that is potentially valuable to hackers, such as citizens’ personal data, data connected to healthcare, law enforcement authorities, critical infrastructure etc. It can be vulnerable due to two factors; out-dated infrastructure and lack of risk awareness among the employees. The COMPACT project seeks to address both challenges in a legally compliant manner.

"46% of incidents in the past year involved employees who compromised their company’s cybersecurity unintentionally or unwittingly" The human factor in cybersecurity is one of the issues addressed by COMPACT. One particularly vulnerable moment for Local Public Administration is the migration between software and applications due to budgetary and legal constraints that make a change necessary. During these phases of change, it becomes necessary to migrate sensitive data that can be accessed by the wrong people. For this reason, it is necessary for employees to be aware of vulnerabilities during transient stages so they can protect against opportunistic attacks of social engineering. COMPACT is helping Local Public Administration by raising personnel's awareness of the basic cybersecurity threats they are exposed to and improving their skills – both technical and behavioural – via innovative training techniques that are well received by the (non-IT-expert) workforce.
