Executive Summary
CogNet dissemination and communication activities aim at ensuring that
all relevant stakeholders, decision makers, and communities are informed
about project activities and outcomes, in order to validate, benefit from,
and possibly take up project results.
CogNet dissemination will consist of activities for project promotion as a
whole, and dissemination of specific and innovative results (e.g., scientific
papers). These include scientific papers, journals and conferences of
interest, press releases, and a list of relevant industrial associations that
are interested in the project activities and outcomes. Both future and
current activities are presented, targeting different academic and industrial
communities, students, stakeholders and decision makers.
CogNet communication will consist in the promotion of the project
branding and message via Social and Web platforms, in order to create a
community of researchers and observers of the project activities, possibly
evolving into a group of adopters or stakeholders of the CogNet
solutions.

1. Dissemination strategy and plan
During the first year, CogNet will focus on spreading the project ideas and use case scenarios
through publishing news on different project/platform websites, forums, etc. Specifically, the
main dissemination goal is to create a group of followers eager to use our results for their own
activities, services and deployment. A secondary goal is to collect experiences and lessons
learned from use case scenarios similar to the ones that will be addressed in CogNet.
To this end, the dissemination plan of the CogNet partners consists of the following activities:
Publishing high-quality papers in major international conferences and journals in the area
of networking, security, and autonomic systems, big data, data mining, data analysis,
parallel processing and closely related fields, to promote new ideas and concepts
stemming from project activities and outcomes.
For the academic partners, gaining significant skills in the area of big data computing,
data mining and analysis, machine learning and distributed computing. Such skills and
knowledge will lead to new courses to be held to undergraduate, graduate and PhD
students, summer schools, seminars and informal presentations to research partners.
For the industrial partners, the dissemination of results and prototypal implementations,
both internally and to other partner companies for industrial exploitation.
The dissemination plan will also include:
• Press releases and Whitepapers; introducing project vision and key aspects of CogNet
research
• Poster/brochure to be used for project dissemination by consortium partners in
networking events at conferences and within the 5GPPP coordination activities
An internal tracking system will be maintained to identify events (exhibitions, conferences,
workshops, journal’s/magazine’s CFPs) relevant to the project and actions to target them.
1.1. Logo and acronym
To clearly identify the project in all dissemination activities, a logo has been designed to be easily
recognizable and represent the project.
The acronym, CogNet, is taken directly from the project’s full name, Cognitive Networks.
The logo selected can be seen in Figure 1 - CogNet logo.

1.2. Project presentations
This activity has the twofold objective of developing contacts in the research community involved
in activities within the scope of the project and reaching a wider audience potentially interested
in applying the outcomes of the project to other contexts.
To this end, the Waterford Institute of Technology (WIT), as project coordinator has made a press
release available at their website, titled “TSSG wins €6m EU 5G PPP project” [1]. Following this
press release, several articles and other press releases have been published about the project in
online publications such as The Engineers Journal [2] and others [3][4]. Another article about the
project was published in the printed version of the “The Sunday Business Post”, in Ireland. Several
videos presenting the project can be found on the 5G PPP and TSSG’s Youtube channels [6].
Fraunhofer FOKUS also made an announcement available on their news page [5].
Vicomtech has already included CogNet in the list of ongoing projects on its website [6].
Several social media accounts have been set up to report on the CogNet progress, help reach a
wider audience and let followers of the project stay up to date. Currently, a twitter account [8]
(handle @5GPPPCogNet), a LinkedIn project page [9], a Facebook page [10] and a Youtube
channel [11] (5GPPPCogNet) are available and will be expanded as the project progresses.
1.3. Public web site
The CogNet public website (http://www.cognet.5g-ppp.eu) [12] offers an extensive compilation of
relevant information for project members, partners, reviewers (European Commission) and
anybody else interested in the ongoing research carried out at CogNet. A detailed description of
this portal can be found in the CogNet public deliverable D7.1, and the Figure 2Error! Reference
source not found. illustrates the look and feel of this web site.
When the portal is accessed, users will first find a homepage with some information about the
project giving a brief overview of its vision and its goals. Here, there are three subsections related
to communication and dissemination, ‘Dissemination’, ‘News’ and ‘Events’. These subsections will
be the main method of communication with the public:

The Dissemination section contains the list of all Public Deliverables of the project, which
will be available for download. It contains a Publication sub-section that holds all the
Presentations and Papers that will be produced during the project execution and beyond.
The News section contains a timeline with news relevant to CogNet or the 5GPPP
initiative published on the website. This section will be continuously updated as the
project evolves to show the latest information.
The Events section contains a calendar with information about the participation by
partners in conferences and events.

Any other conference, workshop, journal, special issue and magazine related with big data, data
mining, machine learning and the application areas of the project in network technologies may
be a proper venue to disseminate CogNet results. To ensure high-quality dissemination, ISI-
indexed journals with a significant impact factor in the field will be selected. As a baseline, only
peer-reviewed venues will be considered for scientific dissemination.
Industrial partners will strive to disseminate the results of CogNet through the industrial events
they participate in, especially those with the higher involvement in innovation activities (such as
the SDN World Congress or the MPLS+SDN+NFV World) and maximum impact (e.g., the Mobile

World Congress), with the position of several partners as reference service and technology
providers worldwide helping to achieve dissemination of CogNet results in such events.
1.5. Planned workshops
CogNet plans to contribute and/or participate in workshops in the future of the project, aimed at
showcasing results in the second half of the project, when the research has taken place and
they'll be more mature. These workshops will possibly be co-located with major events like MWC
or similar SDN/NFV related exhibitions or conferences, and it might also be part of joint
concertation initiatives promoted by the 5GPPP.
1.6. 5GPPP specific dissemination
CogNet will work with some of the other projects in the 5GPPP, particularly those involved in the
5GPPP Working Group on Network Management, Quality of Service and Security. The purpose of
the working group is to bring together the projects within the 5GPPP that have common interest
in the development and progression of these three clearly identified topics and to as great an
extent as possible to ensure that the projects are working in a complimentary manner towards
consistent goals, exchanging ideas, minimizing the duplication of effort, contributing towards
relevant standards and where possible cooperating on the development of compatible
components, demonstrators, the exchange of data and results and the interworking of
communication layers, where applicable.
Some of the 5GPPP projects that CogNet may potentially work with include 5GEx, 5G Ensure,
Speed 5G, Coherent and Charisma. The planned events include Mobile World Congress, ETSI
events, GSMA events, EuCNC and specifically organised global 5G events.
A core output foreseen from the group will be a white paper giving an overview of the various
projects’ approaches to the relevant research areas given above, the pre structuring model and
consensus approaches adopted by the projects. The paper will also discuss how the Working
Group could liaise with and interwork with the other projects and working groups, particularly the
Architecture and RAN oriented WGs. The white paper would also outline the projects’ standards
contributions and use of / contribution towards open source software.
It is also foreseen that the group should also identify relevant standards bodies such as IETF,
3GPP, ETSI etc. and specific standards where the projects could contribute towards

2. Individual planned dissemination
activities
This section covers the planned dissemination activities of each of the partners, additionally to
the ones described in the previous section.
2.1. IBM
IBM Dublin Software Lab is aiming to publish white papers and to participate in scientific events
in order to promote the CogNet project. Such events include contributions to conferences and
journals in the field of Machine learning technologies. IBM will focus on demonstrating real life
applications of CogNet results in publications that promote a balance between applied and
fundamental scientific excellence. It is envisaged that this approach will help to demonstrate the
impact of CogNet and increase the public awareness of its activities. IBM aims to participate in
several conferences including but not limited to the ones presented in Table 1.
|In addition, IBM will endeavour to incorporate the machine learning algorithms developed in
CogNet for network management into its products and services, many of which are developed
and sold in Ireland and the EU. We therefore expect this to commercially benefit EU citizens and
business across Europe. Integration of CogNet technologies for network management is
expected to impact three main classes as shown in Table 2. Besides, IBM is looking to contribute
in some open source projects as shown in Table 3.
IBM will not only seek to directly exploit the IP derived from CogNet but will also play a key role
in assisting the commercialization process of the other CogNet partners. IBM is structured to
enable this by bringing its Ecosystems Development (EcoD) and Global Entrepreneurial Program
(GEP) and associated resources/expertise to the consortium of CogNet. This program provides
support for 10,000 SMEs today, with circa 40% of these SMEs in Europe. Specifically, IBM has a
long and deep commitment to the entrepreneurial community. These programs are global in
nature and have a focus on accelerating startups, assisting in the resources that SMEs need,
including free software and technical experts, exposure to 600+ expert mentors including
corporate execs and serial entrepreneurs, plus access to a global network of IBM partners and
clients. Consequently, IBM's architectural leadership role in CogNet aims to extend the R&D
partnership to also incubate the innovation from the consortium in the IBM EcoD and GEP
programs, and to collaboratively build a commercial solution platform with the consortium. This
program will enable CogNet partners to leverage IBM and third party technologies and purpose
built tools to accelerate new and existing SME exploitation. These programs also provide access
to IBM's vast client and partner base, leveraging its technical expertise, business mentoring and
go-to-market support from IBM leaders who support thousands of SME clients in this way today.
IBM Dublin, one of the key partners within the CogNet project will promote exploitation of results
internationally through close collaboration with various research and development groups within

IBM. These development groups cover a wide range of software products, and have considerable
experience in developing and deploying complex systems.

its industry-leading Analytics platforms. Hence, IBM has an initial plans to
use Spark as the big data platform as part of the CogNet Architecture.

2.2. Vicomtech-IK4
The operational expertise in next-generation networks acquired over the course of CogNet will
improve the ability of Vicomtech to provide better solutions tailored for the specific conditions
and requirements of future applications demanded by the industry. The transportation sector and
the multimedia service providers are two of the key sectors that will be benefited by incoming 5G
infrastructures and networks. The CogNet framework will support Vicomtech to transfer
technologies to the Basque ICT industry in those markets.
Vicomtech-IK4 has targeted the following journals and conferences aligned with the research to

2.4. Technische Universität Berlin
Technische Universität Berlin (TUB) as an academic partner contributing to CogNet project
through developing with other partners new concepts and solutions for 5G networks has a view
for communication and dissemination plan in the context of CogNet project. TUB will aim to
publish its outcome and gained experiences in highly ranked conferences, workshops and
journals (see Table 11). TUB will aim as well to disseminate CogNet results in any other
workshops, journals, and conferences related to machine learning, big data and 5G network
technologies. TUB will also use the gained knowledge from CogNet in extending its teaching

2.5. Alcatel Lucent
As part of the development of CogNet use cases, Alcatel Lucent finds that contributing relevant
portions of the developed IP to existing open source projects has the best chance of making the
effective impact on the community. Alcatel Lucent will focus their efforts on Openstack [13] and
OPNFV [14] as the leading organizations in Cloud management and monitoring.
Relevant projects in Openstack could be Ceilometer or Monasca or we may try to initiate a new
Openstack project for Root Cause Analysis (RCA) using Machine Learning methodologies.
In OPNFV we see Doctor [17] as a candidate project for integrating our RCA solution or another
option is to initiate a new project.
In order to achieve these goals we will have to work with the Openstack and OPNFV communities
and try to impact the roadmap of these projects.
Focusing on the research part of CogNet, Bell-Labs Israel aims at publishing the results of the
research in top tear conferences and Journals, such as Infocom, ICSE, MoDELS and CONEXT.
In addition, Bell-labs hosts periodic international hackatons and summer schools in the realm of
SDN and NFV. This platform would serve as another mean to present, experiment and
disseminate the results of CogNet.

2.6. University of Trento
Within the CogNet project, the University of Trento will develop innovative machine learning
approaches to network management, focusing on accurate algorithms also exploiting structured
input and output models. We will combine the network-internal classifiers with textual analytics
to propose novel algorithms for network state prediction (CogNet Scenario “Large-Scale Event
Detection”).
We aim at presenting our research and discussing it with the scientific community at the most
important international and European conferences, devoted to machine learning and statistical
methods. Participation in these events will, on one hand, ensure the innovative and cutting-edge
character of the CogNet research, and, on the other hand, will provide excellent opportunities for
disseminating the project’s findings and establishing future collaborations with the leading
research groups, thus advancing the state of the art within and beyond the scope of CogNet. The
plan for presentation at conferences not located in Europe will also depend on the approval of
Project Coordinator and EC Project Officer of CogNet.
Also, the University of Trento targets several high-impact machine learning, artificial intelligence
and Computational Linguistics journals for disseminating final results of the CogNet project. It is
important to stress that, although the name may be misleading, the computational linguistics
community has developed the most advanced research in machine learning in terms of stricture
output, in the recent years. This mostly depends on the fact that the data in language is
inherently structured so it offers the possibility to work with concrete structured data both in
input and output, e.g., syntactic parse trees for natural language understanding tasks.
The structural input ML algorithms to be developed within the CogNet project provide a
challenging educational material that will be incorporated into our university curriculum. The
NLP-IR course will benefit considerably: new topics will be added (parallelization for large
amounts of network data), already existing topics will be addressed deeper (structural input and
output models) and a new application domain will be covered (telecommunication networks).
Subject to the quality and type of project results, a specific course for the PhD students may be
organized at the University of Trento.
UNITN plans to organize 2 events for advertising some of the CogNet technologies. The first
event regards the use of machine learning for automatically mapping user events into a
predefined ontology. The event will held in Trento and will include two international speakers
(one from IBM and the second from academic world with expertise in machine learning) and one
speaker from the CogNet project. The expected date for the event will be on November 18, 2015.
The second event will again be held in Trento and will regard machine learning. It will be based
on a set of invited speakers (5/6 speakers): 3 speakers are expected from Google, and two
speakers from the CogNet project. The latter two will present development on machine learning
technology in the project, especially in the field of Deep Neural Networks and event extraction.
The possible dates for the events will be on the beginning of March 18, 2016 or May, 2016

2.8. Universidad Politécnica de Madrid
Knowledge dissemination and elaboration of the research done in CogNet are the key focuses of
the Universidad Politécnica de Madrid (UPM). Specifically, the development of highly scalable
machine learning algorithms for clustering and forecasting in NFV scenarios will be one of the
main focuses of UPM’s research. UPM will publish and actively disseminate the technical results
obtained during the project in top-level international journals, magazines and top peer-reviewed
conferences, which are very valuable in terms of project results visibility (see Table 25). In terms

of education, UPM will use the knowledge obtained from the collaboration in CogNet for
teaching, training, and research purposes, using them as a platform for the education of
undergraduate, graduate and PhD students. These goals are detailed in Table 26. UPM will also
explore the inclusion of CogNet’s highly scalable distributed analytics and machine learning
components in multi-domain open source frameworks (see Table 27).
In addition, UPM hopes that the achieved results will serve as inputs to NFV related IRTF
standards (such as NVO3 [28] and NFVRG [29]) and ETSI’s Industry Specification Group for
Network Functions Virtualisation (NFV ISG [30]) specifically in the NFV Management and
Orchestration (NFV MANO [31]) architecture. UPM will explore options to secure IP generated
within the project and launch and incubate spin-offs or license the IP. The ultimate goal of these
activities is to introduce innovative services and/or products related with analytics and machine
learning techniques into the SDN/NFV market.

2.9. Interoute
Interoute plans to participate in the joint dissemination activities launched by the CogNet
consortium, focusing on publications and events more in scope with the market area of Cloud
and Network Operators and related managed services.

Interoute can contribute together with other partners in the consortium to joint publications of
project results in leading relevant journals and magazines (some potential opportunities listed at
Table 28) and also participate to presentations and demos in relevant conferences, exhibitions
and concertation events.
Interoute intends also to work on coordinating the editing and publishing of at least 2
newsletters or whitepapers focused on CogNet results to be promoted towards specific
stakeholders (e.g. network operators, vendors etc.).
All the relevant results and publications from the project will also be presented internally to other
Interoute departments (e.g. CTO) by means of intranet sharing tools and periodic group
presentations. This internal dissemination activity will allow to better define the future
exploitation plans on the project foreground.
Finally, Interoute, as an industrial partner of the project, will use its network of business partners
and customer-related events to publish and spread the knowledge and the technical
achievements gathered during the experience in the project.
Another opportunity to both disseminate our project and improve our results, are the liaisons
with other EC projects in which Interoute or other partners are involved in. Currently Interoute is
involved in and sometimes coordinates other EC-funded ICT projects in FP7 and H2020
programmes in the area of Cloud, security and Data Centers (e.g. CYCLONE, PRISMACLOUD,
DOLFIN). Possibilities to establish liaisons with these projects for the exchange of results on
Cloud systems, SDN/NFV and Data Center functions will be evaluated, with Interoute planning to
act as bridging partner.

2.10. Fraunhofer
Fraunhofer plans to use the CogNet as a catalyser and initial support for transfer of the know-
how in the area of telecommunication networks towards machine learning, enabling Fraunhofer
FOKUS with initial knowledge and first proof of concept evaluation on how machine learning
mechanisms can be efficiently introduced and used as part of the management of the 5G core
networks.
Following its aim at bridging the gap between the academia and industry, through applied
research, Fraunhofer is committed to the transfer to the research services it provides to the
industry and to the public sector the research and development results achieved in the project by
means of increasing its own intellectual property and testbed portfolio with novel technologies
and by commercial exploitation through novel industry prototype and pre-product projects.
Specifically these services include know-how transfer in the form of industry conference
participations (such as Informa conferences [34]), organization of FUSECO Forum [26]Error!
Reference source not found., the own industry oriented event as well as own whitepapers and
publications [37]. Additional mechanisms for knowledge transfer include tutorials addressing the
industry market as well as training of external PHD students into advanced research activities.
Major results to be exploited are expected to be in the area of core network and virtual network
service deployments. They will comprise interfaces and system components specification,
including relevant methodology tools addressing the specific issues of standardization bodies
like 3GPP, IETF, NFV, and perhaps others.

As a research institution, Fraunhofer FOKUS will use the results of the CogNet in order to extend
its testbed toolkits portfolio, specifically towards the network orchestration, through the further
augmentation of the open source OpenBaton [35] toolkit with machine learning based decisions.
For commercial exploitation Fraunhofer expects achievements from the extensions of the core
network functionality represented in the Open5GCore [36] towards supporting highly robust and
highly secure features for testbeds through machine learning based virtual network function
orchestration.
Additionally, the 5G Playground [39] will be extended with cognitive situational generation and
benchmarking enabling the compressive evaluation and calibration of integrated third party
components, through this fostering the adoption of new technologies as well as supporting SMEs
to enter into the 5G market.
