We hope very much that we can contribute a tiny little bit to the success of the democratic revolution. Dear Friends, Partners and Alumni, Here it is – the latest edition of your DAAD Cairo Newsletter. The Academic Year is drawing to a close, two very interesting and truly turbulent semesters lie behind us. What direction the country is taking is not clear, yet – after the election(s) later in the year we probably know more. However, one thing is sure: our work, the necessity of international collaboration in Higher Education is more important than ever. The German government has offered Egypt a „Transformation partnership“ on the way to a more demo-cratic society. Funding Programme for Special Master Courses in Germany

What are the objectives of the funding programme? This programme is designed to qualify future leaders and change agents. It is for young professionals with an academic back-ground in Politics, Law, Economics and Administration as well as a range of other disciplines such as the Natural and Engineering Sciences. What is the Target group? First-class graduates with a university degree (Bachelor or equiv-alent) who want to contribute to the social and economic develop-ment of their home countries. The majority of the programmes require at least two years of job experience. Please check the individual requirements of the study courses. What does the package include? The scholarships are for two-year Master courses (in some cases shorter) at a range of carefully selected study programs at pres-tigious German institutions of Higher Education. The majority of these courses are taught in English. The scholarship holders will be offered special tutoring at their host institutions. Furthermore, there is the opportunity of network-ing events with participants from other special Master courses. Regardless of the language of instruction, all scholars will receive a German language training prior to their studies.

How much is the scholarship? DAAD pays a monthly scholarship rate of currently 750 EUR. The scholarship also includes contributions to health insurance in Ger-many. In addition, DAAD grants an appropriate travel allowance as well as a study and research subsidy and in applicable cases rent subsidies and / or family allowances. What is the deadline? Submit your application by 31 July 2011. You will be invited for a short interview before your papers are sent on to the study course in Germany for final selection. How do I apply? All master courses follow an interdisciplinary approach and are designed for yearly intakes of 10 Arab and 10 German partici-pants; respective scholarships are provided by DAAD. Self-paying participants may apply. Apart from their specialization, these master courses concentrate on intercultural competences, on practical training and eventually forming networks among specialists from the MENA countries and Germany. In principle, the first semester is spent at the Arab university and the second one at the German university; the final two semesters are reserved for internships and writing of the master thesis. While IWRM, REMENA and ECAR require full attendance, INE-MA is designed as a blended learning course with only two weeks presence phases per semester in Ludwigsburg and Helwan re-spectively. A fifth bi-cultural master course in the field of green architecture, Integrated Urbanism and Sustainable Development, IUSD, conducted by the Universities of Ain Shams and Stuttgart, will start its first intake in Germany in October. It is co-financed by the Egyptian Ministry for Higher Education and Scientific Research and will be taught in Stuttgart for the first two semesters, then continue with two semesters of practice-related training at Ain Shams. Workshop on The Role of Science and Technology

in the Democratic Reform Process in Egypt

This event which intended to give an input to the Reform Process after the revolution in Egypt was held by the Science and Tech-nology Development Fund (STDF) and the Federal Ministry of Education and Research (BMBF) of the Federal Republic of Ger-many as part of the activities of the German Egyptian Research Fund (GERF). The workshop was organised by the International Bureau (IB) of the BMBF and the German Academic Exchange Service (DAAD). The agenda of this workshop contributed to pressing questions by addressing the following aspects: Define methods how the Social Sciences can contribute

actively towards change in Egypt Discuss necessary changes in Universities to promote their

role in changing the country Direct the Social Sciences towards the international re-

search community Develop ideas to promote economic growth by S&T

The two-day event took place under the auspices of H.E. Prof. Dr. Essam Abdel Aziz Sharaf the Prime minister of Egypt and was opened on Friday 27 by Dr. Amr Salama, Egyptian Minister of Higher Education and Scientific Research, German Secretary of State Dr. Georg Schütte, Prof. Dr. Maged El-Sherbiny, Assistant Minister of Higher Education for Scientific Research, Prof. Dr. Sherif Fakhry, Executive Director of STDF and DAAD General Secretary Dr. Dorothea Rüland.

Two keynote speeches from the Egyptian expert Prof. Dr. Ahmed Rifaat, Professor of International Law, Beni-Sweif University, Sec-retary-General of the Egyptian Society of International Law and the German journalist, political counsellor and author Dr. Michael Lüders from Berlin outlined the current situation of the social sci-ences in Egypt and gave an input to the following panel discus-sion on the topic:

“How can the Social Sciences be stimulated in order to play an active role to support the Egyptian Transformation Process? What kind of funding mechanisms do researchers need?”

The day ended with a reception for the workshop´s participants and guests hosted by the DAAD on their premises on Zamalek.

On the second day the participants to the workshop, who where about 100 German and Egyptian experts in the field of Higher Education, split into three parallel working sessions where they discussed after inputs of German and Egyptian experts in chang-ing groups of 5 given key questions on the following topics:

Session 1: Higher Education and Good Governance structures – How can universities contribute to support the democratic trans-formation process?

Session 2: Social Sciences and Humanities in Egypt – How can the Social Sciences be linked to the international community?

Session 3: How can S&T contribute to support economic growth?

The results were presented by rapporteurs in a following plenary session and discussed on a panel by representatives of the four institutions involved in the GERF-program:

The extremely successful event ended with closing speeches of Prof. Dr. Sherif Fakhry and Mr. Maximilian Metzger.

The workshop’s outcome is a list of recommendations to a possi-ble GERF call for social sciences aiming to strengthen their role in the democratic reform process in Egypt. Based on the extremely valuable results of this workshop it is expected that STDF and BMBF will issue a new call for research proposals in the field of social sciences by the second half of 2011, as part of the GERF activities, to support scientific research on the role of S&T in the democratic reform process in Egypt.

UPCOMING 5th Study-in-Germany Information Day to take place on

17 November 2011 in Europaschule

The DAAD Cairo Office will hold its annual Study-in-Germany Information Day for graduates from the five German Schools in Egypt for the first time at the premises of the Europaschule in Cai-ro on 17 November 2011.

Through a variety of lectures the students will be provided with information about study opportunities and living ex-penses in Germany as well as about offered funding pro-grammes. Egyptian Represent-atives of different fields will speak from their own experi-ence while German students will socialize with the pupils to answer all possible questions. German Universities are invited to present themselves and their programmes and to get in direct contact with prospective students through an own information booth. Through these and other aspects of the programme pupils shall be encouraged and prepared to study abroad.

Last years Study-in-Germany Information day met great success and was visited by about 350 pupils who, as “Abiturienten” from a German school, are highly qualified and very interested to study in Germany.

German universities and institutions are very welcome to partici-pate in the event.

First online MBA programme worldwide with focus on Renewable Energy

In October 2011 the Beuth University of Applied Sciences Berlin, in

cooperation with the Re-newables Academy AG (RENAC), will start a new Master of Business Ad-ministration (MBA). The “MBA Renewables” will be the first distance learning programme worldwide with the opportunity to obtain a

Master of Business Administration degree with a focus on renewable energy and energy efficiency. Target Group: The MBA Renewables has been developed for professionals who are aiming at a management position in the worldwide booming re-newable energy markets. The programme covers economic, tech-nical, legal, political and organizational knowledge, tailored to the specific needs of the renewable energy branches. Solving complex business tasks along the value chain of renewable energies and imparting advanced interdisciplinary management skills will be an important part of the programme. It will also provide an overview of various renewable energy technologies, their applica-tions and advantages. Other important aspects are the understand-ing of international policies for renewable energy, the complexity of renewable energy markets and business development. The Master programme is designed to suit people who would like to study online on a part-time basis, i.e. alongside their jobs. They will benefit from an innovative blended-learning approach: the modules will be taught in a mix of self-study, online lectures, tutorials, virtual interactions, group work and international networking, a voluntary practical training in Berlin and exchange of experience with fellow students from many countries. Yousef Jameel Scholarship Fund

Scholarships for Doctoral Studies in the Faculties of Natural Sciences and in the Faculty of Business Administration and Eco-nomics for Post-graduate Students from Egypt (residents)

The encouragement of up-and-coming generations of scientists, especially in so-called developing countries, is one of the stated goals of the Philipps-Universität Marburg. It engages in the prepa-ration of top young scientists for their work in research and teach-ing, and contributes to ongoing development of the academic structures in their home coun-

tries. The Philipps-Universität is a partner of the Yousef Jameel Schol-arship Fund, and in this context awards six stipends to post-graduate students in the faculties of Natural Sciences and in the faculty of Business Administration and Economics. The stipends are awarded for three years. The stipend amounts to €1,340 per month plus applicable costs for language courses, materials, etc. Application Requirements:

Applicants must have a qualification equivalent to a German uni-versity degree and have fulfilled the requirements for doctoral admission to the respective faculty of the Philipps-Universität. The doctoral admission must be present at the latest by the starting date of the stipend. Advanced knowledge of written and spoken English is required for approval. Where no sufficient knowledge of the German lan-guage is present, a willingness to acquire it will be expected. Only applicants from Egypt (nationals and residents) who do not yet stay in Germany and whose desire to return is believable will be considered. Research subjects with relevance for the development of Egypt will be preferred.

3rd call for applications for International Climate Protection Fellowships open

The Alexander von Humboldt Founda-tion’s Climate Protection Fellowship pro-gramme promotes prospective leaders from threshold and developing countries who are engaged in climate protection and resource conservation in academia or business, government or non-governmental organisations. Up to twenty fellows are funded an-

nually. They will come to Germany for a year to col-laborate with a host they have selected themselves on a joint project dedicated to the exchange of knowledge, methods and techniques. The aim is to create a network in which German and foreign ex-perts will work together on

a sustainable, international basis to combat climate change and its global consequences. The fellowships are funded under the Federal Environment Ministry's (BMU) International Climate Pro-tection Initiative. The closing date for applications is 15 December 2011. The Central Agency for Schools Abroad (ZfA) oversees the work of schools abroad with ap-prox. 90 employees and currently 58 German Lan-guage Advisors. Over 1000 schools all over the world receive support in the form of personnel and funding. Around 2000 teachers and German Language Advisors work at these institutions and during their time working abroad the ZfA assists them with organization, educational needs and financ-ing. Dr. Antje Thiersch is one of 58 German Language Advisors (Fachberater) in 40 countries worldwide. She is in charge of the German language programs at ZfA-Schools in Egypt and Li-banon, i.e. organizing teachers trainings in Egypt and Germany as well as students workshops, school visits and lesson observa-tions, curriculum development, supervising German Language Diploma (DSD), preparing conferences on teaching and learning German. A unique action implemented in Egypt is the in-school-training for students on their way to become teachers of German as a Foreign Language together with Ain Shams University Cairo, Herder-Institute Leipzig University and DAAD. Following the PASCH-initiative of the German Federal Foreign Office, the lan-guage advisor closely cooperates with other German and Egyp-tian partners and schools throughout the country in order to pro-mote German language and culture. Dr. Antje Thiersch is also School Coordinator (Schulkoordinatorin) for Egypt. In this role she supports and guides new German schools or school initiatives on their way to reach German educa-tional goals such as the German Language Diploma (DSD), the German International Abitur (DIAP) or the German International Baccalaureate (GIB). A very important part of job is to visit schools on a regular basis and talk to school representatives such as students, parents, teachers, principals and boards. Her posi-tion also demands relating all German Schools in Egypt in order to discuss and decide matters from school structure or organiza-tion all the way to nursery programs and numbers of tests. Alt-hough a stable network of all school principals with periodic meet-ings has been established, there is a demand for more such pan-els in the near future, i.e. for administrators or heads of depart-ments.

Dr. Ehlert Brüser-Sommer will succeed Frank Beckmann as Con-sultant for Eductional Quality Management in German schools abroad after the summer. He also works in the Cairo office of the ZfA. The consultant provides support for the eight German schools in Egypt, but also for the German schools in Libya, Pales-tine, Lebanon, Iran, Saudi Arabia, the United Arab Emirates and Qatar. A “Quality Framework” published by the ZfA and available in German, English and Arabic is the basis of this quality work in the schools which is regularly subject to self-evaluations, peer reviews and external inspections after which schools usually are certified by the German authorities.

Information brochure about Studying in Germany for parents to be published in Arabic

Up until now, the broschure “Study in Germany: A good choice for your child. 15 Questions and Answers for parents” has only been available in German and English. An Arabic version is to come out soon; it will offer a diversity of information about advantages, opportunities and chances of studies at a German University. In addition parents can get an idea about the costs, necessary prep-arations and living conditions that are related to a stay abroad and may find answers to a couple of questions parents naturally would worry about when sending their child to another country.

In order to reach more parents of prospective students in the Arab World, DAAD Cairo initiated the brochure’s translation into Arabic. The so far international oriented brochure will be adjusted to the region by replacing the previous testimonials by ones of Egyp-tians who used to or are currently studying in Germany and are speaking from their own experience. Parents like Mona El Tobgui, Senior Advisor of the Fraunhofer-Foundation, whose son and daughter both studied in Germany explain why they supported their children on this way. The brochure is expected to be available in autumn.
