PART IINTRODUCTION 1.0 WHY WAYFINDING? A wayfinding system is a network of signage that assists

travelers using any kind of transporatation to locate im-portant destinations. A good system includes a “family” of interrelated sign types that provides both information and directions; the system should be easy to understand and inte-grate smoothly with maps and digital applications.A comprehensive, cohesive navigation system supports

a community’s functionality, attraction to visitors, and character. Through clear and consistent messaging and style, each part of the sign family both contributes to the communication network and reinforces a sense of place. Creating a great wayfinding process can be unexpectedly

challenging. City managers balance logistics, community branding, fiscal sources and constraints, stakeholder needs, governmental rules, and practicality when determining the number, placement, content, and interconnectedness of way-finding signs. The result is undeniably positive, however, and provides a long-lasting resource.

1.1 MANDAN’S WAYFINDINGFRAMEWORK & BACKGROUND

In Mandan, North Dakota, a need for a wayfinding system directed the development of an overarching Wayfinding Master Plan. This comprehensive action plan outlines the phased development, fabrication, installation, and imple-mentation of a wayfinding signage system. The Plan is a “living document,” and can expand as the community’s way-finding needs develop.

COORDINATION WITH OTHER INITIATIVESAs a project guide, the Master Plan is an important piece in

Mandan’s ongoing efforts to develop, unify, and beautify the various sections of Mandan. It intends to incorporate and respond to past initiatives,

such as Mandan’s 2015 Comprehensive Land Use and Trans-portation Plan. In that document, for example, Goal 7 called for “high quality development and infrastructure”—includ-ing the development of new community signage. Signs were stipulated to direct traffic as well as contribute to the aesthet-ic character of the city and its key corridors and gateways.

This Master Plan also assumes compliance with preexisting City ordinances, policies, and plans—many of which have focused on providing “a higher standard of appearance” for heavily traveled and highly visible areas. Key efforts that fall into this category include, but are not limited to:• Mandan Municpal Code Sec. 105-1-15. Signs (Ord. No. 1241 §

2, 12-13-2016)• Marketing themes and City slogans, including “Made in Man-

dan,” “Where the West Begins,” and joint community efforts developed among the City, Parks & Recreation, schools, and the private sector

• Mandan Municpal Code Sec. 105-4-2, 2.1, & 2.2 Defined Dis-tricts: Downtown (2006), DC Downtown Core (2006, 2012), and DF Downtown Fringe (2006, 2012)

• Mandan Municpal Code Sec. 105-4-6 Gateway Overlay District and Memorial Highway Overlay District (2006, 2007, & 2013)

PROJECT INITIATIONWith these efforts in mind, in 2014 the City and Park Dis-

trict administration asked the Mandan Tomorrow – Leader-ship, Pride and Image Committee to undertake a project to update Mandan’s visitor signage. The initiative was conducted with the participation of Mandan’s Business Development and Communications Department, the Visitors Committee, the Visitors Fund Committee, and a temporary Wayfinding Sign Ad Hoc Committee (for this document, “the Commit-tee”). After studying existing conditions, potential locations, and

desired content, a Wayfinding Request for Proposals (RFP) was developed in 2015 and awarded to Berberich Design of Rapid City, South Dakota, in 2016.

1.2 PROJECT GOALSThe overarching goal of the Master Plan is to create a cohe-

sive sign system that:• Serves vehicular traffic by directing to key locations;• Marks gateways;• Identifies locations not otherwise identified by other entities;• Identifies the primary pedestrian district and directs pedestri-

ans within that district to local key locations;• Creates conceptual designs for sign types that might be needed

as the Plan expands.Based on initial funding sources and budgetary constraints,

the Plan’s implementation has been divided into Phases.

1.3 EXISTING CONDITIONS

OVERVIEWAn audit of the status of community signage included inter-

views with community representatives, photo documentation, a review of attractions and key locations requiring signage, and consideration of existing signage.For ease of project coordination, consultants reviewed the City

of Mandan’s codified districts and then simplified Mandan’s layout into three focus areas. Each one contains important key locations that require directional support; signage in all three areas is included in each phase of implementation. The three areas are:

• Downtown (DT) - Main Street & Downtown Core • Northwest (NW) - 1-94 corridor / North Mandan• Southeast (SE) - Memorial Highway & East Mandan

DISTRIBUTION OF KEY LOCATIONSIn any city, community development is an organic process,

and various projects and initiatives often are added over time, based on resources and interests associated with each project. Mandan’s distribution of key attractions speaks to this reality,

as there is no centralized “recreation district” or “cultural dis-trict.” In fact, similar attractions are located in both NW and SE districts. Therefore, one priority in creating a viable Plan was to maintain consistent community character while wayfinding from the Downtown Core District to both NW and SE Man-dan. One other question raised by by the Committee involved the

rules around wayfinding to important destinations outside of the City limits, such as the Mandan Municipal Airport, Fort Abraham Lincoln State Park, the North Dakota Veterans Cemetery, and Harmon Lake Recreational Area. According to the Manual on Uniform Traffic Control Devices (MUTCD), a governing source produced by the Federal Highway Adminis-tration (FHWA), community wayfinding is limited to locations within City limits. Signage related to destinations outside the City are managed by the North Dakota Department of Trans-portation (NDDOT).

EXISTING WAYFINDING SIGNAGEThe 2015 RFP mentions that existing signs were too few, had

become dated, and were not adaptable to changing or addition-al community features—and therefore did not reflect current community character priorities. One example of a sign element that required updating is a de-

sign with a “fort-shaped” top (indicating Fort Lincoln), which could have been read as an arrow. This concept was unrelated

to the design standards associated with the current com-munity theme, “Made in Mandan.” In addition, while Fort Lincoln is an important regional destination, choosing it as a primary icon could be seen as directing visitors away from the Downtown Core District. Current Federal Highway standards also were not reflect-

ed in the existing wayfinding signs. In particular, rules about the relative placement of text and arrows—especially when arrows on one sign point to destinations in different directions—were not incorporated, making the signs diffi-cult to read and out of compliance. Also, these signs were out of compliance with current MUTCD standards, which prohibit the inclusion of marketing slogans on wayfinding signs.From a practical standpoint, the messaging categories

were quite general (i.e.: “camping”), and sign messages did not direct to specific areas, such as Dacotah Centennial Park. The hierarchy of information also was not standard-ized across the wayfinding system. Other practical considerations were sign placement and

materials. In some cases, existing wayfinding signage was placed too far away from the roadway, too close to inter-sections / decision points, or at odd angles to the route of travel, making them difficult to see. Their relatively inade-quate materials showed signficant weathering.

1.4 THE BIG PICTURE — COMMUNITY CHARACTERNew signage is always placed within existing conditions,

and is part of a community’s efforts to improve the func-tionality and beauty of a community. When considering Mandan’s Wayfinding Master Plan, designers reviewed how existing signage created context, especially regarding com-munity character. Relevant examples included:

• Existing gateway signage, which reflected different styles, materials, and “eras” (more on page 11);

• Standard MUTCD directional, regulatory, and safety signage;

• Some seasonal / temporary signage;• Parks & Recreation signage.

The inevitable differences among the styles and standards of these various types of signage invited several consider-ations. A primary focus was for new design elements to work well with other initiatives. In addition, because of phased implementation and fiscal constraints, in some cas-es (i.e.: gateways) different sign types might permanently coexist. Therefore, design choices had to be both aesthetic and relevant for the long term.

ABOVE: Mandan’s primary wayfinding signs were outdated and out of compliance when compared with current MUTCD standards. Of course, their older design also could not reflect Mandan’s current design standards. With these considerations in mind, the Committee developed the new wayfinding system—using the opportunity to reconsider the best way to direct traffic through more efficient and relevant messaging and sign placement.

Other “big-picture” considerations involved: prioritizing and balancing a variety of community interests; building the Plan around fiscal scheduling that would require phased implemen-tation; and matching earmarked fiscal allocations to appropri-ate initiatives, such as tourism promotion. Finally, regulations always play an important role in wayfin-

ding and design. For example, wayfinding signs are placed in the NDDOT right-of-way, and therefore must be constructed of materials that can “break away” in case of motorist impact. Therefore, certain materials—such as the masonry used in the City’s “kiosks” and gateways—could not be used in wayfinding designs. With this in mind, designers therefore incorporated other design elements in wayfinding. When working on signs outside the NDDOT right-of-way, however, such as updated gateway concepts, designers did retain some masonry elements where possible.Considering Mandan’s community context and history,

Committee members accepted the challenge of ensuring that the wayfinding project would contribute to the development, aesthetic culture, practical functionality, and beautification of the community.

(1 & 2): Masonry is one of the more recent elements used in existing sign structures for monuments, “kiosks,” and park/trailhead entrances. The look is familiar to Mandan travelers, and is intended to be incorporated whenever possible. (3 - 5): Examples of how time has passed, and how the meth-ods of labeling have been influenced by various trends, styles, materials, and possible historic significance. In #4, it’s also rel-evant to consider height of these markers, and whether parked cars or landscaping can block them, regardless of preferred style.(6 - 8): In general, the Parks & Recreation Department has maintained internal consistency, even when it’s clear that older sign styles have been updated. However, on occasion, location identification signs have been positioned facing a driveway, instead of the roadway. In other cases, these iden-tification signs are too small. Through long-term collaboration and coordination among community entities, consistency in design standards and location plans can be achieved—caus-ing increased ease of use for visitors and residents.(9 - 11): Dacotah Centennial Park is an example of a prime location that requires attention in the long-term wayfinding plan. Existing signs are inconsistent and dated, and there is no identification sign at entry points. In #9, although the Parks & Recreation branding marks the building (and elsewhere in the park), other community character efforts—as well as effective marketing—are absent at one of Mandan’s premier attractions. Future wayfinding expansion could include identification signs at this attraction, as well as the Ball Diamonds, and Mandan Aquatic Center / All Seasons Arena.

PART IIPROJECT PARAMETERS & GROWTH

2.0 INITIAL DEVELOPMENT Consistent with the Comprehensive Land Use and Transpor-tation Plan’s recommendations, the initial 2015 wayfinding Request for Proposals (RFP) set out to “establish a unified signage system throughout the city with signs placed at key locations to help direct residents and visitors to important city destinations.…(including) activity areas, landmarks, and downtown.” After development and review, the first RFP would be ap-

proved by the Mandan City Commission and funded by the Visitors Promotion Fund—a food and lodging tax earmarked for capital improvement to bring visitors to the community. Therefore, initial efforts would focus on directional vehicular signage. The wayfinding consultant then created new signage stan-

dards for vehicular directional signs, incorporating Mandan’s community theme. As the messaging and location plans were developed, the Committee learned about strategies behind effective wayfinding, including how to incorporate federal and state signage regulations. Through this learning process, it also became clear that the

project’s scope was too limited. In an August 2017 request for fund allocations, the Committee informed the City Commis-sion of “the need for additional signs…revealed after delving into the project.” The MUTCD regulates the amount of data that can be put on each sign panel, which resulted in “the need for more signs than originally anticipated to accomplish the goal.” These limitations include listing no more than three destinations per sign, with no more than four lines of copy. Placement of signs on roads with speeds under 45 MPH is no closer than 100 feet from any existing guide, regulatory, or warning sign, with 200 feet desirable. For roads with speeds over 45 MPH, 200 feet is required, with 400 feet desirable.With this added awareness, and support from the City Com-

mission, the Committee expanded the number of vehicular directional signs. The Wayfinding Master Plan also is intended to grow to

include other types of signs that can be implemented in the future. Categories of these sign types and uses are summa-rized below and then detailed in Part III of this document.

2.1 VEHICULAR TRAFFIC FLOW / PHASES I & IIInitially, the RFP requested the development of up to 15 sign

locations, each listing several destinations, for a total budget of $250,000. Once the larger number of signs was identi-fied—and exceeded the initial budget—signs were ranked by relative priority. Some were held over from Phase to Phase. Phase I of the project encompassed the development of sign

standards, sign design, engineering, construction oversight services, sign fabrication, and installation costs. This initial effort produced 24 vehicular directional signs for a total of $142,508.57. The initial expenditure covered the production of 13 single-post signs and 11 double-post signs, most of which were installed in 2016. In 2017, the Wayfinding Sign Committee requested the

expenditure of the remaining $107,000 to cover design and production of additional vehicular signs. As of this writing, Phase II is projected to produce approximately 18 signs, most of which are single-post.The remaining identified vehicular directional signs are

expected to be completed in upcoming Phases, most likely in conjunction with other sign types, as described below. They will be funded by as-yet-undefined allocations.

2.2 FUTURE PHASES & PROJECTED COSTSSeveral categories of signs have been identified and are

considered likely for future rounds of funding. Details and proposed location maps for these initiatives are presented in the following section. This grouping includes: • Remaining vehicular traffic directional signs, as de-

scribed above, including to downtown civic buildings. • Gateway signs for currently unmarked access points; de-

tails in Section 3.7 (page 12). Estimated cost is $15,450.00 per sign. Future plans could include updating existing signs in two locations; costs unknown for this portion.

• Identification signs for inadequately signed locations. Details on targeted locations in Section 3.8 (page 13). Es-timated costs range from $13,906 to $18,457.00 per sign.

• Pedestrian district signs; details in Section 3.9 (page 14). Estimated cost $2.240.00 per sign.

• Potential expansion to include other directional or iden-tification needs, to be determined.

• All new sign types require one-time engineering fees.

The Master Plan allows for this Phased expansion, with the understanding that the document itself will grow to record wayfinding efforts associated with this general initiative.

PART IIITHE WAYFINDING SYSTEM

3.0 DESTINATIONS & ROUTE PRIORITIZATIONThe Committee began by listing Mandan’s key attractions

and destinations, including parks, recreational and sporting event sites, schools, civic buildings, and identified disctricts (i.e. Downtown). Lists of these destinations are included in Appendix C’s City documentation.For the vehicular portion of the planning process, primary

routes and main decision points for travelers were also iden-tified. An important task was to then decide how to place sig-nage strategically, while at the same time prioritizing listings. With only three sites on each sign, it became evident that not every location would be individually named—for example, although the Dacotah Centennial Park is home to Dacotah Speedway, rodeo grounds, and soccer fields, not all of these elements could be listed separately in wayfinding. Vehicular sign locations and messages have been designed

and/or finalized for Phases I and II, along with future phases. The Location Plan (shown in following pages) indicates where each sign was placed, or is planned for future place-ment. Finally, the pedestrian district’s boundaries (pages 14 & 15)

have been identified in preparation for the district’s future in-clusion in this Master Plan. When funding has been raised to develop this inititive, it will proceed as if it were a “mini-Mas-ter Plan”—by identifying key attractions and destinations, decision points for those on foot or bicycles, and the optimal use of sign elements and message listings.

3.1 SIGN DESIGN Inspired by Mandan’s community-character design ele-

ments, the consultant developed an eye-catching sign design that also fit within the MUTCD standards and dictates. For example, MUTCD prioritizes a traveler’s ease of reading way-finding signs from a distance, and therefore defines optimal size and placement of text, and how accompanying arrows must be located in relation to the text. The size of letters on these signs was dicatated by the speed

of travel on each road. For signs posted on roads of 25 MPH or less, capital letters are 4 inches tall. For faster rates of trav-el, letters are 6 inches tall. Federal FHWA Series D 2000 font is used for all signage copy.

FHWA also defines what, aside from directional informa-tion, can be included on wayfinding signs. Although the signs in this program utilize Mandan’s graphic design standards, FHWA restricts graphics deemed to be advertising or mar-keting related on wayfinding signage. For example, a city’s name can appear in the header at the top of a sign, and the overall shape and color can be adjusted to reflect community character. In certain applications on specific types of roads, FHWA also allowed designers to include the name “Mandan,” in the City’s logo font, on the back surface of selected signs.

3.2 SIGN MATERIALS & CONSTRUCTION The 6-mm-thick sign faces are constructed of two alumi-

num panels with a PVC center sandwiched between them. This constuction makes each sign both rigid and lightweight. Applied vinyl lettering was chosen because of its ability to maintain color better than paint over time; it is also easy to replace, and comes with a manufacturer’s warranty. In addition, NDDOT required that word messages, borders, symbols, and some other elements of the sign face be “retro-reflective”—created from a material that reflects light back to the source. In Mandan’s case, the dark areas of the signs did not have to be retroreflective. Wood posts were chosen for several reasons. The natural

material weathers well, supports the “western” aesthetic, and reduces fabrication and installation costs. Wood was also a good choice to allow for “break away” if impacted by a car. Making breakaway posts is significantly more cost-effective in wood than in steel. A public bid process resulted in a local fabricator’s receiving

the job. Mann Signs produced the signs under the direction of wayfinding consultant Ray Berberich.

3.3 SITE PARAMETERS & OWNERSHIP; SIGN PLACEMENT & HEIGHTContractors collaborated with NDDOT, City Public Works

Department, fabricators, and other consultants, as necessary, to confirm property ownership and right-of-way (local, state or federal), utility or other easements, grades, and any rele-vant structural accommodations. In general, regulations state that wayfinding signs cannot be

installed where they obscure the road user’s view of oncom-ing traffic or other traffic control devices (signs or traffic signals), or are hidden from view. Placement also must take into consideration higher-priority signs, such as warning, regulatory, and guide signs, and follow regulations definining minimum distances from them.

In addition, specific site factors, as well as regulations, deter-mine sign placement and height. Sign distance from the road-way edge is determined by speed limit and traffic volume. Sign height is measured from the level of the roadway, and not the ground at the installation spot. In urban areas with sidewalks, clearances from the walking surface to the bottom of the sign are higher (7 feet) than in rural areas (5 feet).

3.4 SIGN TYPES, GENERAL Wayfinding includes both directing traffic and identifying

locations once people have arrived at a destination. The pro-cess of developing sign types for Mandan began with vehicular directional needs, and then expanded to include concepts for future initiatives.The first two sign types were vehicular directional signs de-

signed to accommodate several Federal Highway Administra-tion (FHWA) parameters. For example, the speed of travel on a given route defines the size of the font used for copy on a sign, which in turn impacts the size of the sign panel itself. In the vehicular directional signs, two small (Types 1.00 and 2.00) and two large signs (Types 3.00 and 4.00) were designed for various

applications. For details on these types, please see Section 3.6 on page 11.Conceptual designs also have been included in this Plan

for two location identification sign types. The suggested location identifiers include large (Type 5.00) and small (Type 5.10) versions, for added flexibility depending on the available space at a given venue. For details on identifica-tion signs—including proposed concepts for three import-ant destinations requiring more effective signage—please see Section 3.8 on page 13.Finally, conceptual designs were also created for a Gate-

way sign (Type 7.00; details in Section 3.7, page 12) and a directional sign for the pedestrian district (Type 6.00; Sec-tion 3.9, page 14). If additional sign types are identified as the pedestrian initiative proceeds, then they will be added as needed.

BELOW: The family of signs currently part of the design standards for this project. As the project expands, the number of types might increase, especially in the pedestrian district. Discussion and details about each type are included in the following pages, and in Appendix B.

3.5 VEHICULAR DIRECTIONAL SIGNAGE / LOCATION PLANSAfter dividing the community into three districts that reflect

Mandan’s layout, the wayfinding consultant created maps, or “Location Plans,” illustrating the placement of all proposed signs in the Master Plan’s Wayfinding System. Location Plan maps are shown on following pages. First is

an overview (page 7), showing the three districts that were identified for ease of planning. Subsequent pages (8, 9, and 10) show individual Location Plans for each district, detailing the distribution of signs allocated to the various Phases—whether they have been implemented, are in process, or slated for future development. A “Message Schedule” details the exact wording of all signs,

both confirmed and proposed to date. This sign content is both summarized in Appendix A and presented in more detail—with photos for all sign locations and exact wording of all signs—in Appendix B.

In the creation of final Location Plans, the Wayfinding Sign Committee learned “on the job” that effectively directing travelers to many different destinations, in one coordinated plan, is quite challenging. For any given location, a “bread crumb” approach—marking directions at main “decision points,” starting from one or more “origination points”—is required. When many locations exist in one area, a hierarchy of priorities determines which locations are listed on which signs, and how many mentions a particular location might receive. By comparing the Location Plans with the Message Schedules, the Committee was able to determine which signs should mention which locations. As the community becomes familiar with the new

wayfinding program, it is possible that expanding the number of vehicular directional signs will occur. The Master Plan accounts for this, and can be expanded. In addition, as the community grows and destinations change, existing signs can be updated by replacing the vinyl letters for each sign entry. It’s useful to note that wayfinding signs cannot be installed on the Interstate or associated on- or off-ramps.

3.6 VEHICULAR DIRECTIONAL SIGNAGE / SIGN TYPESThe development of effective directional signage for vehicular

travel hinges on several environmental and regulatory factors. In Mandan, a series of related signs was designed for the vehicular portion of the Master Plan. For this series, the design consultant took into consideration necessary panel dimensions, construction materials, installation techniques, existing utility infrastructure, rights-of-way, and safety concerns, such as

breakaway posts and other features. Once all of these technical aspects were in place, aesthetic aspects were then incorporated. The two sign types on the left (Types 1.00 and 2.00) are for

roads where the speed of travel is 25 miles per hour or less. The primary difference is the additional height for Type 2.00, which accommodates the “P” for “Parking,” or other future identifiers. At approximately 5 feet tall by 4 feet wide, these signs use 4-inch letters, and require one post.

The two sign types on the right are for roads with higher travel speeds. For ease of reading, sign standards increase font size in relation to travel speed, so these larger signs require 6-inch-tall fonts on panels that are approximately 6 feet tall by 5 feet wide. Depending on location, terrain, and other logistical details, either double-post (Type 3.00) or single-post (Type 4.00) signs can be selected. In Appendix B, a full description of all Design Intent

Specifications outlines materials, fasteners, post dimensions,

and installation details—as well as all specific locations of vehicular signs installed to date.

3.7 GATEWAYSAn important goal of the Comprehensive Land Use and Trans-

portation Plan is to “develop a plan to keep the City’s gateways attractive by maintaining and enhancing signage, landscaping, or other features at key City entrances.” Although gateway loca-tions have been preliminarily identified (far right), the Gateway initiative is slated for a future funding source, as of the initial writing of the Master Plan. Monument-style “Welcome to Mandan” gateway signs, made

of brick or stone, are currently in place on the west and east ends of Main Street ( on map at right). As the Master Plan progresses, these two signs might be updated to to bring all gateway designs closer to current design standards. However, unmarked gateways will receive priority attention.

(12 & 13): Old and more recent gateway signage, placed at very different times during Mandan’s beautification efforts. Ideally, the new gateway sign type will complement both the new sign standards and the stone gateway version, which will remain at some community entrance points. Both of these styles also will co-exist with brick kiosks and trailheads.

3.8 IDENTIFICATION SIGNS In general, identification signs are placed at key attractions to

let travelers know they have arrived at their destinations. The Committee has noted a lack of identification signs at some key Mandan locations, where either no signs are present, or exist-ing signs are insufficient or outdated. Two different sizes of conceptual/sample identification sign

designs are shown below for important locations that the Committee has highlighted. If, in future Phases of this Plan, particular identification signs are chosen for implementation, then designers will review each setting and make sure that final designs take context into consideration.Please note, these concepts can be useful even if destinations

requiring identification signs are not City-owned. In most cases, locations are owned independent of the City, so the responsibility of creating messages and producing identifica-tion signs falls on other entities. In sharing these standards and collaborating with owners, City staff can support consistency in community character. This is true regardless of funding sources

for various initiatives. One purpose of the Master Plan’s wayfinding standards is to provide consistency in materials, fonts, messaging, and design elements. This Plan should prove helpful for community representatives over the long term, even as individual committee members change.

RIGHT: This primary intersection, which leads to the Aquatic Center and All Seasons Arena, is currently unmarked. It has been highlighted as an important location requiring an identification sign. Other similar sites include Dacotah Centennial Park’s separate features—such as the rodeo grounds—and the Ball Diamonds. Images depicting those two areas are seen on page 3.

3.9 PEDESTRIAN DISTRICTAlthough the downtown pedestrian district has been prelimi-

narily delineated, signage particular to foot traffic has not been previously designed or installed. As shown on the map on the following page, the primary pedestrian district is boundaried by 6th Avenue NW on the west, Collins Avenue on the east, Main Street on the south, and 1st Street NW on the north. An extension to this basic footprint could be added in order to accommodate access to civic offices. This extention would raise the northern border to 2nd Street NW between 2nd Avenue NW and Collins Avenue.With the potential development of the Railyard District initia-

tive, attention to visitor-related directionals and identification signs likely will become a priority, so this Master Plan includes a conceptual sign type targeted for pedestrians. Adequately wayfinding a pedestrian district is the equivalent

of creating a mini-Master Plan, since the district requires its own comprehensive audit and location plan / message sched-ule. It might be a subject of a unique RFP that can become a vital part of this Plan.Along with this general conceptual design, special elements

(similar to the Parking “P”) included in other sign types could be considered to enhance these signs and add functionality. In addition, kiosks, signs relevant to digital applications, or other concepts could add related sign types to the pedestrian sub-family in these standards. One additional note: Signs in-tended strictly for pedestrian traffic do not need to be retrore-flective.

OPPOSITE: Conceptual design for standard pedestrian-district sign intended for placement out of the right-of-way and on private property. Depending on the development process for this district, additional sign types might also be identified, including signs that comply with all relevant regulations, such as graphical, typographical, and materials restrictions required for right-of-way installation.

FOLLOWING PAGE: Preliminary boundaries of the downtown Pedestrian District are marked in red. Next steps include de-termining whether the Civic District—which includes the post office, as well as county and city offices—should be included in the Pedestrian District.

SUBMITTALS A. SHOP DRAWINGS: PDF format shop drawings are to be submitted to the Owner and Designer for review prior to production. These drawings are to show/indicate all materials, finishes, construction details, lighting, and installation detailing of artwork and signage structure, including locations of all material seams (finished and unfinished). Additional drawing(s) may be requested by the Designer, at the contractor's expense to further indicate items in question.

B. PRODUCT DATA: Submit manufacturer's technical data and installation instructions for each type of sign and/or fixture required. As will be provided in the completed, installed sign unit.

C. SPECIFIC SAMPLES: Submit two (2) 6" x 6" samples of all actual material to be used for each different finish surface, (each color and texture) coated to match the proper color texture and finish as for each indicated, to show the quality of fabrication and design. If there are material seams or welded joints in the sign cabinet, a sample of a continuously welded, ground, filed, and smoothed seam with the correct indicated finish(s) applied must be submitted for Designer review. Completed and installed components will be evaluated based on these submittals.

D. OTHER SAMPLES: Two (2) 6" x 6" samples of all exterior materials that can be viewed when all finished sign structures are completed and in place (in addition to those mentioned above) are to be submitted for Designer review prior to production. Items sampled would include those specified, as well as those materials proposed for substitution of specified materials, or suggested materials for those that are unspecified, including Neon (sample drawing will be provided).

E. STRUCTURE: Design of installation, internal structure, mounting assembles and foundations by Sign Contractor: Sign Contractor shall submit comprehensive shop drawings incorporating an adequate foundation or mounting structure for all sign components given site conditions. The sign contractor shall at his expense submit calculations, stamped by the appropriate Engineer registered in the state of Final Installation for all structural members, including foundations for Owner's review.

H. MAINTENANCE: Sign Contractor to provide Designer and Owner with complete finish / component care instructions as specified by manufactures for on-going cosmetic sign cleaning and maintenance.

MATERIALS A. ACRYLIC/COLOR TRANSLUCENT SHEET: Where sheet material is indicated as a "color", provide color translucent sheet of density required to produce uniform brightness without halo effects. Material provided shall be appropriately matched to the intended permanent field conditions.

B. ACRYLIC/TRANSPARENT SHEET: Where sheet material is indicated as "clear" provide colorless sheet in glass finish, with light transmittance of 92%, where tested in accordance with the requirements of ASTM D-1003.

C. ALUMINUM SHEET: Provide aluminum sheet of alloy and temper recommended by the aluminum producer or finisher for the type of use and finish indicated, and with not less than the strength and durability properties specified in ASTM B109 for 5005-H15.

D. ALUMINUM EXTRUSIONS: Provide aluminum extrusions of alloy and temper recommended by the aluminum producer or finisher for the type of use and finish indicated, and with not less than the strength and durability properties specified in ASTM B-221 for 6063-T5.

E. STRUCTURAL STEEL: Provide internal galvanized structural steel as required to meet the requirements of the permanent installation when required.

F. FASTENERS: Unless otherwise indicated, use concealed fasteners fabricated from Hot Dipped Galvanized Steel, Stainless Steel and / or Aluminum. No steel fasteners.

I. ALTERNATE MATERIALS AND METHODS: All bids are to be based directly on the materials and fabrication techniques indicated in this drawing package. No alternates will be considered as part of the base bid. Any alternates suggested by the potential bidder must be quoted separately as alternates and must be accompanied by a complete description of the proposed alternate in order to be considered.

J. WARRANTY- During the warranty period, the Contractor agrees to restore defective work to the standard of the Bid Documents without cost to the Client, including material and labor, for three years after acceptance of the Work. - Signs shall be warranted for five years against discolouration, UV fading, delamination, or deterioration. - Vinyl die-cut letters shall be warranted for five years against delamination from substrate. - At project completion the Contractor must include within a 3-ring binder material samples and all warranty information, to include but not limited to, labor, materials, products used, along with all lighting specification and manufacturers contact information.

D. LABELING: There shall be no visible labels, manufacturer's or otherwise, code permitting, on the completed signs. If labels are required, a sample label and intended location must be submitted for Designer review, prior to application.

E. STOCK: All materials, hardware, electrical components, finishes, etc. used to fabricate any and all sign components shall be "NEW" (not previously used or operated in any other application) and from the most recent original manufacturer's production run/supply and appropriately matched to the service conditions required of the site.

F. ARTWORK: Digital artwork for all symbols and other custom designed graphic components, such as logos, logo-type and arrow heads used for all sign types shall be furnished or specified by the Designer for reproduction. All enlarging and reducing is the responsibility of the Sign Contractor. Paper patterns are required prior to fabrication.

G. EXECUTION: Problems such as messages being too long to fit into the required formats, difficult logo or logo-type components to reproduce accurately, etc., must be brought to the attention of the Designer, prior to execution. The Sign Contractor is not to resolve these kinds of discrepancies.

H. OWNERSHIP: All designs created by the Designer for this project are to be used exclusively for this project. The Sign Contractor must receive express written permission from the Designer and Owner for any use other than for the completion of this project including self-promotion and publication. It is required that all original artwork furnished be returned upon completion of this project. (Deposit may be required.)

I. ACCEPTANCE: All work shall be complete in every respect and satisfactory to all governing legislative authorities and building codes, the Owner and the Designer.

PERMITS A. PERMITS: Sign Fabricator is responsible for acquiring all necessary permits and approvals from all governing authorities for contents of this package prior to fabrication and/or installation. Owner is to be supplied with copies of all permits and approvals.

3. SUBMITTAL REQUIREMENTS All RFP submittals shall provide the following information at a minimum to be considered:

a) Introductory Letter. A letter summarizing the firm’s background, available resources and relevant experience in surveying, site evaluation for signage, plus the design, manufacture/fabrication and installation of way-finding signage, and final landscaping. Provide a brief narrative highlighting the firm’s experience with similar and relevant projects, as well as a description of the approach the firm will take for completion of the project. Also include a summary of any sub-contracting firm’s qualifications and contact information.

b) Project Schedule. The anticipated timeline is as follows: Issue request for proposals — Oct. 7, 2015 Proposals due — Nov. 9, 2015 Staff review/Visitor Fund Committee review and recommendation — Nov. 10-12,

2015 Consideration of recommendation for contract for visitor signage by City Commission

— Nov. 17, 2015 Preliminary design concepts — February 2016 Surveying, location determination — (may be weather dependent) April 2016 Sign fabrication — June 2016 Sign installation — July 2016 Landscaping around signs if needed and as appropriate to size of sign and site —

c) Schedule and Budget. Provide a project schedule with a detailed explanation of how the project logistics will be met and itemized costs for all elements listed in the scope of work. Costs per site should be provided as well as a lump sum for the total cost of all work described in the proposal.

Submit proposals to the City of Mandan Business Development and Communications Office, Mandan City Hall, 205 Second Avenue NW, Mandan, ND 58554 until Monday, November 9, 2015, at 5 p.m. Proposals should be clearly labeled “Proposal for Mandan Way Finding Signs”and directed to Ellen Huber, Business Development and Communications Director.

4. SCOPE OF WORK

a) Site evaluation Evaluate up to 15 locations as potential sites for signs. This includes identification of

property ownership and right-of-way, particularly whether local, state or federal, and coordination with such entities. The sight evaluation should take into consideration any utility or easement restrictions, grades, traffic patterns and speeds, sight/visibilityissues and other factors.

Provide recommendations as to the feasibility of requested locations. For feasible sites, provide a site layout and placement plan to include orientation. Obtain approvals as needed from a traffic engineer.

b) Sign design and engineering

Provide a unified signage design representative of the city’s identity and consistent in color, font, materials, architectural elements and graphics. Signs should incorporate destinations that make sense for the location of the sign. Signs should be durable,
