Page 3: DAD-IS project overview and future perspectives

The problem

DAD-IS programme relying on project funds Funding came to an end in January 2015 Long-term planning versus short-term funding

3

Page 4: DAD-IS project overview and future perspectives

The problem

Maintenance and development depended on skills of one person that could not be kept due to lack of funds

Never sufficient project funds to instruct another person on the system and to keep the person in the team

Partly outdated technology (PEDs module) Current system cannot be managed any longer

4

Page 5: DAD-IS project overview and future perspectives

The alternatives

Alternative I: continuation with the existing software environment, training of staff for maintenance

Alternative II: independent new development of DAD-IS with external company

Alternative III: in-house development with existing technology expertise and intensive stakeholder involvement

5

Page 6: DAD-IS project overview and future perspectives

The review

External experts compared alternatives External expert in cooperation with FAO developed a

project A donor was identified Project implementation started in early 2016

6

Page 7: DAD-IS project overview and future perspectives

The project

Phased approach– Flexible refinement and reorientation– More time for gaining experience, receiving user feedback– Better diffusion of costs

7

Page 8: DAD-IS project overview and future perspectives

The project

Phase I– Maintenance of the old system DAD-IS:3 – Reaching a consensus of main stakeholders– Documenting for further development– Providing improved tools for reporting, data entry and export– Providing a prototype of the new DAD-IS– Documenting lessons learnt as basis for a phase II document

8

Page 9: DAD-IS project overview and future perspectives

The Benefits

Improved user friendliness– Improved data entry and export– Attractive tables and graphics– Use of additional data sources (e.g. FAOSTAT)– Flexible reporting tools (e.g. choice of countries, link to other

databases)– Improved communication with policy makers– Broader public use

9

Page 10: DAD-IS project overview and future perspectives

The Benefits

Increased flexibility – Establishment of virtual country nodes, no further maintenance

costs at national level– Establishment of a virtual European node with improved features

and no data synchronization– Establishment of other regional nodes in future possible on low

costs– No data synchronization necessary

10

Page 11: DAD-IS project overview and future perspectives

The Benefits

Increased sustainability thanks to the use of FENIX services– diversified funding – maintenance and improvements by a multidisciplinary team of

developers and experts– keeping aligned with latest technologies, features and tools

developed under other projects

11

Page 12: DAD-IS project overview and future perspectives

The involvement of stakeholders

Done:– Several skype meetings with the organizations responsible for

the EFABISnet– Introduction to the FENIX technology (May 2016)– A workshop on the implications for EFABISnet (June, 2016)– Global workshop (July, 2016)

Planned:– Further skype meetings and webinars for information and

training purposes – Testing of the prototype by users with feedback option

The Network

New DAD-IS will be available by the end of the project, but–DAD-IS is part of the DAD-IS/EFABISnet–For the applying the new technologies on the complete network specific solutions are needed–For finalization a phase II project might be needed–A phase II project might be used to establish further regional nodes
