DAILY EXCELSIOR, JAMMU THURSDAY, DECEMBER 8, 2016 (PAGE 7) Zulfkar for streamlining ration procurement, distribution mechanism * Kathua tops in achieving target under NFSA Excelsior Correspondent JAMMU, Dec 7: Minister for Food, Civil Supplies and Consumer Affairs (FCS&CA), Chowdhary Zulfkar Ali today called for ensuring cent percent procurement, lifting and distribution of food grains by streamlining the existing mecha- nism. Speaking during a review meet- ing convened with the officers of the FCS&CA department here today, the Minister said the department should ensure that the release orders (ROs) for desired food grains are procured ahead of time. He said it would ensure timely procurement and distribution of food grains among consumers. He said to ensure smooth procurement and dis- tribution, it is imperative that proper mechanism is formulated to achieve 100 percent efficiency. The Minister was informed that under National Food Security Act (NFSA) from February to December 3, 2016, district Kathua is leading in Jammu province with 96 percent of distribution of allocat- ed food grains. The meeting was informed that against the allocation of 3, 06,676 quintals of food grains, so far 2, 92,174 quintals have been distributed among the consumers in the district. District Ramban is at number 2, with 95 percent of distribution on allocation. A total of 1,51,352 quin- tals of food grains were distributed against the allocation of 1,60,018 quintals, while district Udhampur follows with 94 percent achieve- ment at number third in terms of per- centage of distribution on allocation in the province. District Doda with 72 percent comes at the bottom of the chart, where out of allotted 2, 24,556 quintals, 1, 60,904 quintals were distributed. Speaking on the occasion, the Minister said that it is the responsi- bility of the department to distribute rations to the consumers in time so that the allocated food grains are provided to them for consumption. He asked the officials to adopt the positive approach in achieving the desired results. He added that the department has to find ways and means to carry out tasks in a better and scientific manner. The Minister said people are directly dependent on FCS&CA, therefore, the efficiency in the department's work has to be at par with the aspirations of its consumers. He added if the department delivers well it would receive appreciation from people themselves, as it hap- pened in recent months in Valley, while the departmental functionar- ies' worked with tremendous dedica- tion during the turmoil period. He said change is must, and unless a better work attitude is adapted, achieving desired results in serving people would not be possible. Govt working on improving road connectivity: Veeri Excelsior Correspondent JAMMU, Dec 7: Minister for Public Works and Parliamentary Affairs, Abdul Rehman Veeri today said it is important to deliv- er basic amenities at the doorstep of the people and Government has taken various steps in this regard. He said the Government is laying stress on upgrading the road infra- structure to provide better road connectivity to the people of the State. The Minister said this while interacting with various deputa- tions from Jammu region who called on him and apprised him about the various issues pertaining to road connectivity in their respective areas. Among others, Chief Engineer R&B Jammu, Alok Mengi, Chief Engineer PMGSY Jammu, Superintendent Engineer R&B, Jammu besides senior officers of the concerned departments were present. The Minister gave a patient hearing to all the deputations and passed on spot directions to the concerned officers to redress their grievances on priority. The Minister said roads are vital for development of any area and stressed that a well-knit plan has been envisaged to improve the road connectivity in the state. Veeri asked the officers to per- sonally monitor the works so that these are completed within the stipulated time. He enjoined upon them to work efficiently so that deserving people benefit from the welfare schemes of the Government. He also directed the officers to formulate DPRs for new projects and submit the same to the con- cerned agencies at the earliest. The Minister reiterated the commitment of Government to give a corruption free, efficient and accessible administration to the people of Jammu and Kashmir. He also asked the offi- cers to make periodical reviews of the progress of various ongoing developmental works in their con- cerned areas. Women empowerment key to harmonious growth of society: Rana Excelsior Correspondent RANJAN (NAGROTA), Dec 7: Describing women empower- ment as key to harmonious growth of society, Provincial President National Conference Devender Singh Rana today said that adequate conditions are needed to be created for their economic emancipation and par- ticipation in decision making. "To achieve gender equality in decision-making, political awakening among women assumes immense significance", Rana said at a workers rally while nominating Rekha Langeh as Block President, NC Women Wing for Mathwar Block, in presence of Provincial President Women Wing Satwant Kour Dogra, former MLA Bimla Luthra and Dilshad Malik, among others. He exhorted women to come forward in a big way and play their role as equals in politics and other fields. "This will greatly help in carving out a rightful place for women in society, end- ing domestic violence, incen- tivising their economic emanci- pation and ensuring optimum female literacy", he said and dwelt upon the opportunities cre- ated by National Conference over decades in eliciting women par- ticipation in politics and social service. The MLA Nagrota came down heavily on the BJP for let- ting down people by deviating from the basic responsibility of governance. To celebrate this achieve- ment and to create more aware- ness about cleft lip and palate, a Cleft Week is being organized between December 5 and 11 across Jammu and Punjab. In this regard, a special camp was organized today at Amandeep Multi-specialty OPD Clinic, Jammu. During this special event, Kavinder Gupta, Speaker, J&K Legislative Assembly was chief guest while Deepak Gupta, prominent Industrialist, Ankush Gupta, president, BJP Gandhi Nagar Mandal and Kulbir Charak, general secretary, Jammu BJP, also attended the function. Identified patients were mobilized towards Amandeep Multi-Specialty OPD Clinic Jammu for free consultation and corrective surgery as well as the medical treatment of anemic children to facilitate surgery on time. Though these surgeries are available throughout the year, the cleft week is being organized to create renewed awareness about the problem. Total 57 such patients were checked during this special camp. Excelsior Correspondent JAMMU, Dec 7: The Jammu, Kashmir, Ladakh All Departments Clerical Staff Association (ADCSA) has declared that pen down strike announced by a faction of the clerical body on December 8, 9 and 10 is unjustified. An emergency meeting of Jammu, Kashmir and Ladakh All Departments Clerical Staff Association, was held here today under the presidium of Ravi Singh Bhau (president), Mohd Sultan (President Kashmir province), Sukhbir Singh ( gener- al secretary Jeelani Naik ( senior vice president, Kashmir) and Ravi Kumar (senior vice presi- dent), in which several leaders of Clerical cadre participated. While speaking on the occa- sion, the presidium informed in the meeting that they had already in touch with the Government and held two meetings with the Government on September 21, 2016 at Srinagar and on December 2, 2016 at Jammu with regard to the removal of pay anomalies /disparity in pay grades of clerical cadre. The Government has agreed on the view putforth by the Association. Therefore, at this juncture, the pen down strike call is unjustified and just to sabotage the cause of clerical cadre when the govern- ment is keenly interested in resolving the issue. Ravi Singh appealed to all the clerical cadre not to support any strike call of on December 8, 9 and Secretariat `Gherao' pro- gramme on December 10. Addressing the meeting Inderjeet Khajuria, president gave a pointed reference to the projects of Artificial Lake Project on Tawi river, Beautification of Tawi banks on the Sabarmati pattern and Mubarak Mandi Heritage Project. These projects have either been stalled or lying at the stage of DPR preparation. He said that attracting tourists is a distant dream as the half hearted efforts and lack of will in comple- tion of ongoing projects will fur- ther deteriorate the tourism poten- tial, causing a great set back to the Jammu economy which stands already shattered. Hotel industry is already under financial crisis and has been on ventilator due to vari- ous reasons besides the continuous turmoil in the Kashmir valley since last 5 months causing steep decline in the tourist influx. Members also discussed the election process for the elections of the Association being held on December 17 at 11 am at Kingsway Hall, on Maharaja Gulab Singh Marg where the elections for the posts of president, senior vice pres- ident, Vice President, general sec- retary, joint secretary, treasurer and publicity secretary are being held.
