The Colombo Bourse was on a positive note during the day in most of the
top blue chip counters. A gradual upward movement was observed during
the day as the benchmark index closed with a 17 point gain. Among the
main positive contributors to the index, Ceylon Tobacco (+5.5%), Nestle
(+6.0%), CDIC (+11.6%) and John Keells Holdings (+0.5%) led the list amidst
wide speculation on continued foreign interest in the counters.Significant buying interest has been attracted by blue-chip counters
primarily through crossings suggesting that institutional and foreign interest isyet to slow down despite the approach of the holiday season. However we
believe this week may be the last week for the year with reasonable activity
before most investors get blinded by the festive season.A total of 10 crossings were reported today with the largest listed telecom
playerDialog Telecom topping the turnover list with 4 of the crossings. Heavy
on-board and off-board interest in the counter was recorded with the
announcement that the company has entered into an agreement to
acquire a 26% stake in Digital Commerce Lanka (Pvt) Ltd, owners of
Anything.lk website for a sum of USD1.59mn. The crossings of the counter
accounted for 19.4mn shares dealt at LKR8.0. On-board interest in the
counter was led by 2 large deals of 1.8mn and 2.3mn shares both dealt at
LKR8.0. The counter closed at the same price with a marginal dip of 1.2%
from yesterdays closing price.Further crossings were recorded in the dividend play counters, Ceylon
Tobacco and Nestle with each counter recording 2 crossings. The former saw
2 crossings accounting for 100k shares crossed at LKR750.0 while the latter
saw a total of 34k shares crossed at LKR1,450.0. Both counters saw strong
onboard interest as well recording 52 week high prices of LKR750.0 and
LKR1,460.0 and finally closing with gains at LKR749.8 (+5.5%) and 1,453.0
(+6.0%) respectively.Investor interest continued in the popular blue-chip conglomerate John
Keells Holdings. The counter also recorded 2 crossings amounting to 268k
shares at LKR211.8. Further on-board deals 59k and 78k shares were dealt at
LKR211.8 and LKR211.0 before the counter finally closed at LKR211.0. Investor
play was witnessed in the banking and finance sector counters Commercial
Bank, Peoples Leasing and Finance, Pan Asia Bank and Hatton National
Bank [Non-Voting].European Stocks Decline on Monti Resignation Plan: European stocks fell from
an 18- month high as Italian Prime Minister Mario Montis intended resignation
and a delayed Greek bond buyback reignited concern about the debt
crisis. US futures and Asian shares fluctuated. The Stoxx Europe 600 Index
declined 0.2% to 278.54 at 8:05 a.m. in London.Oil Rebounds as German Exports Advance; OPEC to Meet in Vienna: Oil
advanced from the lowest close in three weeks in New York after Germany
exports unexpectedly rose in October and China processed a record
volume of crude last month. OPEC meets this week to discuss its output
quota. Crude for January delivery rose as much as 56 cents to USD86.49 abarrel in electronic trading on the New York Mercantile Exchange and was
at USD86.37 at 9:43 a.m. London time.

CSE Announcements
Chevron Lubricants [LLUB: LKR195.0]: Chevron Lubricants entered into aLease agreement with Lanka Industrial Estates Ltd (LINDEL) to lease 4.5 acres of
land at LINDEL's industrial estate at Sapugaskande. The lease period will be 30
years with the option of renewal. Chevron will relocate its existing plant at thislocation by July 2014. The capital expenditure to build the plant is estimated to
be approximately USD15 mn and is likely to be funded by internally generated
funds.
Dialog Axiata [DIAL: LKR8.0]: DIAL informs that it has entered into an investment agreement with DigitalCommerce Lanka Pvt Ltd (DCL) to acquire an entry stake of 26% at a valuation of USD1.59 mn. The remaining
shareholding of DCL is held by the shareholders of Anything (Pvt) Ltd. In tandem with the investment in DCL,
DIAL entered into a Shareholders Agreement with the shareholders with DCL which among other terms and
conditions provides an opportunity for DIAL to increase its stake in DCL over the ensuing period.
Palm Garden Hotels [PALM: LKR135.7]: Having obtained the approval of all relevant regulatory authoritiesand of the shareholders of both companies, Riverina Hotels PLC has amalgamated with PALM with effect
from the 5th
of December 2012. The continuing company will be PALM.

Levy on internet and broadband services slashed: The telecommunication levy on internet andbroadband services in Sri Lanka will be reduced by 50% with effect from January 2013, the
Telecommunication Regulatory Commission of Sri Lanka (TRCSL) said. TRCSL Director General said
that the telecommunication levy would be reduced from 20% to 10% from next year.

2013 Budget passed, aims to cut deficit to 35-year low: Parliament on Saturday passed the 2013 Budgetby a 101-vote majority, giving the nod to reduce its fiscal deficit to a 35-year low of 5.8% of Gross
Domestic Product and achieve an economic growth of 7.5% in 2013.The Budget was passed with
158 votes for against 57 in a 225-member Legislature, in which President Mahinda Rajapaksas
ruling party has over a two-thirds majority. The Government aims to cut the 2013 fiscal deficit to an
ambitious 5.8% of the GDP, its lowest since 1978, from 6.2% this year, the level agreed with the
International Monetary Fund under the terms of a USD2.6bn loan, which was fully disbursed in July.
The Government and the IMF are in preliminary discussion for another loan after the completion of
the loan, officials have said. Sri Lanka is targeting 7.5% economic growth next year from this years
revised 6.8%.

Commonwealth confirms Sri Lanka to host Heads of Govts. meeting in Nov. 2013 : President MahindaRajapaksa of Sri Lanka and Commonwealth Secretary-General Kamalesh Sharma last week in a jointannouncement confirmed that the next Commonwealth Heads of Government Meeting (CHOGM)

End September budget deficit 6.44% of GDP: The budget deficit as a percentage of GDP for the firstnine months of this year reached 6.44%, exceeding the full years target of 6.2%, as government
expenditure grew nearly twice as fast as revenue growth, latest data released by the Central Bank
showed. Tax revenue grew 6.55% year-on-year to LKR629.bn during the first nine months of this
year. Non tax revenue reached LKR81.8 bn growing 16.19 bn while grants surged 48.48% to
LKR14.4bn. Total revenue and grants reached LKR725.7bn during the nine months period, up 8.16%
from a year earlier. Recurrent expenditure grew 9.07% to LKR851.8 bn while capital expenditure
increased by 31.84% to LKR356.9bn. Total government expenditure was up 14.93% to LKR
1,208.7bn. The budget deficit for the period January to September 2012 reached LKR483 bn, a
26.87% increase from the previous year. As a percentage of GDP, this deficit stood at 6.44%, as
against 5.81% a year ago. The government has assured that it would stick to the 6.2% of GDP
budget deficit target this year, but analysts are sceptical. "This year we are struggling to keep fiscal
policy on track,"Deputy Secretary of the Ministry of Finance and Planning said. "We have already
taken steps to increase tax revenue and cut down on expenditure because we want to meet the
budget deficit target for this year". He said the government would make an effort to collect levies
and dividends from state owned enterprises and limit expenditure by differing infrastructure
development projects that were to commence towards the latter stages of this year. The
governments total outstanding debt stock as at end September reached LKR6,262bn, an increase
of 23.52% from a year earlier. Domestic debt grew 16.15% to LKR3,280.4bn while foreign debt grew
32.79% to LKR2,981.5bn. Total outstanding government debt grew by LKR.1,128.6bn during the
first nine months of this year. According to the 2012 budget, the governments borrowing limit for
the full year is LKR. 1,104bn. According to the 2012 budget, the governments debt requirement for
2012 was LKR776.2bn from domestic sources and LKR327.8bn from external sources. However, by
end September 2012, the domestic debt component grew by LKR 476.2bn from end December
2011 while foreign debt increased by LKR652.2bn.

China Sees both Industrial Output and retail sales rise: Economic growth rate may be gathering paceagain, as the government released strong industrial output and retail sales figures. Industrial
production rose by 10.1% in November, compared with a year earlier, according to the official data
from the National Bureau of Statistics. This was better than expected, and the strongest
performance since March. At the same time, China's retail sales increased by 14.9%. This was also
the best showing for eight months. The official economic data are the first to be released since the
Communist Party appointed its new leaders last month. The figures will be good news for them, but
also for the world economy, as China's factory output is indicative of global demand for the
country's consumer products. Until the end of September, China had seen seven consecutive
quarters of a slowing economic growth rate, due to both falling exports and weak domesticdemand. The data for the current three months from October to December will be released in the
new year. For July to September, the rate of growth was 7.4%, down from 7.6% in the first quarter
the year, and 9.2% for 2011 as a whole. Other data released on Sunday showed that Chinese

Japan Sinks Into Recession as Abe Calls for More Stimulus: Japans economy sank into recession in thesecond and third quarters, fueling opposition leader Shinzo Abes calls for more stimulus and
highlighting the risk that weak growth will derail a planned sales-tax rise. Gross domestic
product shrank an annualized 3.5% in the three months through September, the Cabinet Offices
second estimate showed in Tokyo today, matching a preliminary reading. The government revised
the previous quarter to a 0.1% contraction, meeting the textbook definition of a recession. Abe,
whose Liberal Democratic Party is leading in polls to win elections on Dec. 16, has called for more
fiscal stimulus and unlimitedmonetary easing, and has said that economic conditions next year
will determine whether the sales tax rise goes ahead. Banks including Citigroup Inc. forecast
another contraction this quarter as exports fall and domestic demand stays weak. Its likely that
Japans economy hit bottom in the last quarter,said Shuichi Obata, senior economist at Nomura
Securities in Tokyo. The new government will aim to have solid growth by the middle of next year
as they have to decide whether to raise the sales tax or not.The yen was trading at 82.44 per dollar
as of 2:57 p.m. in Tokyo, having weakened about 3.6% in the last month.

Indonesia Seen Raising Deposit Facility Rate as Rupiah Slumps: Bank Indonesia may begin raising therate it pays lenders for overnight deposits as early as this week to shore up Asias worst-performing
currency in the past year, as the largest trade deficit since at least 2008 revives pressure on the
rupiah. The central bank may increase the deposit facility rate, also known as the Fasbi, by a
quarter of a percentage point to 4.25% tomorrow even as it keeps the benchmark reference rate
unchanged, according to United Overseas Bank Ltd. economist Ho Woei Chen. Bank of America
Corp. and DBS Group Holdings Ltd. (DBS), Southeast Asias largest lender, forecast the measure will
rise to 4.75% by mid-2013. The rupiah has dropped more than 6.5% against the dollar in the past
year as rising imports and declining exports led to a widening current-account deficit and a tradegap of USD1.5 bn in October. The central bank, which has refrained from adding to a February
reduction in its key rate, will need to boost short-term borrowing costs to restrain domestic
demand and support fund inflows, DBS economist Eugene Leow said. With the trade balance so

period is around now. If the central bank can temper import growth and ensure sufficient external
funding, then Indonesia is well poised to maintain its growth profile next year.
