    As some interest emerged in selected blue chip counters of the Banking

    & Finance and Diversified sectors the Colombo Bourse switched to the

    green today. Early market gains allowed the benchmark index to peak

    within the first 45mins of trading as the index touched 5,747 before

    adopting a slow declining path, but closed on positive ground with a

    gain of 10 points. The dominance of blue chip counters resulted in the

    S&P SL20 marginally outperforming the ASPI to close 11 points up. Nestle

    (+2.3%), John Keells Holdings (+0.8%), Commercial Bank (+1.7%) and

    Distilleries (+2.2%) were the main counters that weighted positively on

    the ASPI.Though the market witnessed a small recovery with some buying

    interest re-entering the market, the low volume and turnover in the

    market suggest the weak confidence level of investors. The negative

    publicity in relation to the local economy and margin calls on investors

    has overshadowed the relative improved earnings performance of

    selected companies. We believe all investors including the small retail

    investors should take note of the undervalued Banking and Finance

    sector and select companies in the manufacturing sector. Re-

    structuring the portfolios to include these counters is the wiser choice

    rather holding old loss-making portfolios with speculative counters.The blue chip conglomerate, John Keells Holdings dominated todays

    proceedings similar to yesterday as buying interest in the counter kept

    the market alive as the counter renewed its 52-week high price to

    LKR237.0. The counter recorded the only 2 crossings for the day which

    accounted for 247k shares dealt at LKR237.0. Todays closing price of

    LKR236.9 (+0.8%) allowed the counters YTD gains to reach a peak of

    8%.The construction sector counters Access Engineering and Tokyo

    Cement [Non-Voting] recorded renewed investor play as the former

    recorded a large block of 628k shares changing hands at LKR20.5 while

    the latter recorded a number of mid-sized blocks exceeding 100k

    shares in size.Banking sector remained as the top picks of the investors with

    considerable interest centered around National Development Bank

    (+0.2%), Hatton National Bank [Non-Voting] (+3.0%), Sampath Bank (-

    1.1%), Union Bank(-0.6%) & Seylan Bank(+0.2%).European Stocks Rise, Snapping Two-Day Drop: European (SXXP) stocks

    rose, rebounding from yesterdays biggest drop in two weeks, as data

    showed German business confidence jumped to a 10-month high. U.S.

    index futures advanced, while Asian shares were little changed. The

    Stoxx Europe 600 Index advanced 0.8% to 287.1 at 9:05 a.m. in London,

    paring this weeksdecline to less than 0.1%.WTI Crude Rebounds; Set for Biggest Weekly Drop Since December:

    West Texas Intermediate rebounded from the lowest level since

    December, trimming the largest weekly decline in more than two

    months. U.S. crude stockpiles increased a fifth week, the longest stretch

    of gains since May. WTI for April delivery rose as much as 52 cents toUSD93.36 a barrel in electronic trading on the New York Mercantile

    Exchange and was at USD93.29 at 8:23 a.m. London time.

    Sri Lanka's HNB to finance LKR3.2 bn road project: Sri Lanka's Hatton National Bank [HNB: LKR148.1,HNB.X:LKR117.9] will provide a LKR3.2 bn long-term loan to the state to finance the rebuilding of 37.5

    kilometres of priority roads in the central part of the island, the state information office said. The loan will be

    used to re-build road sections of 33.50 to 44.0 kilometres and 57 to 59 kilometres on the Naula - Elahara -

    Laggala - Pallegama - Hettipola Road (B 312) and 20 to 45 kilometre stretch on Hasalaka Handungamuwa

    Road (B484). The cabinet of ministers had approved Sri Lanka's Road Development Authority to enter into aload agreement with Hatton National Bank. The loan will be repaid over 14.5-years with 2.5-year grace, at

    the rate of average weighed prime lending rate plus%.

    Sri Lanka and Korea air links to expand: Sri Lanka's Sri Lanka and Korea has liberalized an air servicesagreement allowing traffic rights to third countries which is expanding air links between the capitals of the

    two countries, the foreign ministry said. A new air services agreement had been signed on February 20

    allowing Korean Air to fly to Maldives and back via Colombo and for state-run SriLankan Airlines to operate

    to Seoul via Hong Kong. Korean Air will start flying from Colombo to Seoul three times a week from March

    09, re-establishing direct flights after a gap of 25 years. "This expansion of aviation arrangements will

    facilitate the movement of people and goods and will provide new business opportunities for the aviationindustries of both countries to the benefit of their peoples," the foreign ministry said. "Further, this

    arrangement would enable for Sri Lankan and Korean companies to expand their business/investments while

    boosting Korean tourist arrivals to Sri Lanka."Sri Lanka had also invited Korea to start flights to a new airport

    in Mattala which is opening this year where concessions and incentives were available.

    Govt. slaps ban on sale of private land to foreigners: Expanding on a Budget proposal to prohibit State landfrom being sold to foreigners, Cabinet yesterday extended the policy to include private land as well, in a

    move that is likely to impact business sentiments. However, extensive leasing up to 99 years is still possible.

    Prohibition of outright transfer of property to foreigners had been decided upon after taking into

    consideration the increasing demand for foreign investments in Sri Lanka, Cabinet Spokesman and MediaMinister Keheliya Rambukwella told media. He also insisted that these were not entirely new regulations and

    would not adversely impact the foreign investments seeping into the country. We have consistently had a

    policy of not selling State land outright to foreigners. These new regulations are mostly for private land as we

    have realised that most land, especially in the southern sea belt, has been purchased by foreigners, which

    does not bring any income to the country,he said. Cabinet approval was granted to make regulations under

    State Land Ordinance and to introduce amendments to the Notaries Ordinance and Registration of

    Document Ordinance, he said. Under the new regulations all foreigners will not be allowed to own land

    outright in Sri Lanka but can lease out such lands on long-term lease basis without affecting the economic

    development activities of the country. It is also illegal for notaries to sign off on land deals involving outside

    sale to foreign owners.

    Singapore GDP Growth Beats Initial Estimate as Asia Recovers: Singapores economy expanded more thaninitially estimated last quarter after a smaller contraction in manufacturing, adding to evidence of a recovery

    in Asia. The islands currency rose. Gross Domestic Product rose an annualized 3.3% in the three months

    through December from the previous quarter, when it shrank a revised 4.6%. the Trade Ministry said in a

    statement today. That compares with a January estimate of 1.8% and the median in a Bloomberg News

    survey for a 2% expansion. We are seeing an improvement from some of the worst days of last year, said

    Kit Wei Zheng, a Singapore-based economist at Citigroup Inc. The leading indicators seem to point to small

    but modest, positive growth in 2013.Recoveries in China and the US have improved the outlook for the

    region, with economies from Malaysia to Thailand reporting faster GDP growth for last quarter. TheMonetary Authority of Singapore, which allowed faster currency gains in 2012 to curb price increases, may

    maintain its appreciation policy at its April meeting as the island grapples with persistent inflation pressures,

    according to Bank of America Corp. economist Chua Hak Bin.

    Americans Back Spending-Cut Delay Amid Budget-Deal Push: Americans want Congress to delay steepspending cuts to give the economic recovery more time to take hold, according to a Bloomberg News poll.

    When Washington does confront the deficit issue, Americans back a compromise that includes more tax

    revenue and fundamental changes to Social Security and Medicare, a deal that would require give-and-take

    by both Republicans in Congress and President Barack Obama. 54% of poll respondents favor postponing

    USD1.2 trillion in automatic spending cuts during the next nine years beginning on March 1, compared with40% who say Congress should act now before the deficit gets out of control, in the poll conducted Feb. 15-

    18.

    China Home Prices Rise in Most Cities Renewing Curb Concerns Chinas new home prices rose in most citiesthe government tracks in January, renewing concerns that the government will impose further curbs on real

    estate speculation after the new administration takes power next month. Prices climbed in 53 of the 70

    cities the government tracks, compared with 54 in December, according to data from the National Bureau of

    Statistics today. Prices fell in 10 cities. Prices are actually going up again, especially in major cities and some

    second-tier cities,Nicole Wong, a property analyst at CLSA Asia-Pacific Markets told Bloomberg Television in

    Hong Kong today. Well have some more tightening, but this time around the tightening will be quite selective,targeting a handful of overheating cities, she said.
