COMPLIANCE STATUS

Environment Clearance Letter No: - J-11011/190/2007-IA-II (I) dated: JUNE 19th, 2008.

Period Of Compliance : October 2018 to March 2019

Conditions Compliance Status

A Specific Conditions(i) Continuous stack monitoring facilities to

monitor gaseous emissions from all thestacks shall be provided & limit of SPM fromcement plant shall be controlled within 50Mg/Nm3 by installing adequate AirPollution control system viz. ElectrostaticPrecipitator (ESP) to cooler & CaptivePower Plant, Gas bag house to Raw Mill/Kiln and cement Mills, and Bag filters tomaterial handling areas. At no time theparticulate emission from the cement &captive Power Plant shall exceed 50mg/Nm3 & 100 mg/Nm3 respectively.Interlocking Facility is provided in thepollution control equipment so that in thevent of the pollution control equipment notworking, the respective unit is shut downautomatically.

Opacity meters are installed at all stacks, i.e. RMBH,Coal mill, Cement mill - 1 Cement Mill - 2, ESP cooler& CPP respectively. Emission levels are within thepermissible limit.

ESPs are provided for Clinker cooler & Boiler andbag house for Cement mill, Raw Mill and Coal millrespectively.

Bag filters are provided at various materialtransfer points to arrest the fugitive emission.

Compliance status reports is submitted to Ministryincluding its Regional office at Shillong, MSPCB andCPCB.

Particulate emissions from the Cement Plant as wellas captive Power Plant are within the prescribedlimits i.e. within 30 mg/Nm3 & 50 mg/Nm3respectively. Efforts are being made to meet theemission standards as notified by latest GazetteNotification. Last Six Months Stack EmissionMonitoring Report enclosed in Annexure - I.

Interlocking facilities are provided.(ii) Secondary fugitive emissions shall be

controlled within the prescribed limits &regularly monitored. Guidelines/ Code ofPractice issued by CPCB / MSPCB in thisregard shall be followed.

Secondary fugitive emissions from all sources arecontrolled within the permissible limits issued bythe Ministry and other monitored regularly. LastSix Months Fugitive Emission Monitoring Reportenclosed in Annexure -II.

(iii) The company shall install adequate dustcollection & extraction System to controlfugitive dust emission at various transferpoints. Storage of raw material shall be inclosed roof sheds. Water sprinkling

Installed dust collection systems/bag filters atvarious material transfer points and conveyor beltsare covered to reduce fugitive emission. Rawmaterials, Coal and Fly ash are stored under closedshed.

arrangement shall be made in the Rawmaterial Stock yard and cement bagsloading area.

Water sprinkling arrangement is provided in rawmaterial stock yard, on haul roads and inside theplant to control the dust emission.

(iv) Effort shall be made to reduce impact oftransport of the raw material and endproduct on the surrounding environmentincluding agriculture land.

Raw materials are transported through coveredtrucks and there is no impact on surroundingenvironment.

(v) Total water requirement from Lunar rivershall not exceed 2500 m3/day. All theprocess effluents shall be properly treatedand treated waste water shall be recycledand reused for spraying for cooling themills, dust suppression and green beltdevelopment. Domestic effluent water shallbe treated and used for the green beltdevelopment. No Waste water shall bedischarged into any stream /river withoutproper treatment and shall meet theMSPCB/CPCB/Ministry’s norms asmentioned in the E (P) Act.

Water withdrawal from Lunar river is within 2500m3/day.

STP has been installed and is in operation. Cement manufacturing process is totally dry,

there is no waste water generation. Treated water is used for road dust suppression /

green belt development. There is no waste water discharge outside the

plant premises.

(vi) Prior permission for the drawl of 2500m3/day from Lunar River shall be obtainedfrom the concern department

Obtained No objection certificate (NOC) fromIrrigation Department Jowai, Jaintia hills for 5500m3/day for Cement and Power plant dated 11th July2007.

(vii) The dust collected from the pollutioncontrol equipment shall be recycled backinto the process and reutilized.

The dusts from bag house and bag filters is recycledinto the process and re utilized.

(viii) Fly ash shall be utilized as per Fly ashnotification,1999 subsequently amended in2003

Total Fly ash generated from the CPP is utilized inexisting cement manufacturing.

(ix) An effort shall be made to use of highcalorific hazardous waste in the cement kilnand necessary provisions shall be madeaccordingly.

Complied and being Complied The kiln has been designed to use high calorific

hazardous wastes.

(x) Green belt shall be developed in 17ha.(33%)out of total 50 ha. in & around theplant as per the CPCB guidelines inconsultation with the local DFO

The plantation has been undertaken in phasedmanner. The Plantation is done with the consultationof DFO (T), Jowai.

(xi) All the recommendations of the CorporateResponsibility for Environment Protection(CREP) shall be strictly followed.

Complied All CREP conditions for the Cement plants and

Power plants are being implemented and strictlyfollowed.

B General Conditions

(i) The project authority must adhere to thestipulations made by Meghalaya StatePollution Control Board and StateGovernment

Yes, We comply with all the stipulation made bythe Meghalaya SPCB, CPCB and State Govt.

(ii) No further expansion or modification of theplant shall be carried out without priorapproval of the ministry

Noted. In future, if any expansion or modification isproposed, prior approval will be obtained from theministry.

(iii) At Least 4 Ambient air quality monitoringstations shall be established in thedownward direction as well as wheremaximum ground level concentration of theSPM, SO2 and NOx are anticipated inconsultation with the Meghalaya StatePollution Control Board. Data on Ambientair quality and stack emissions shall beregularly submitted to this ministryincluding its regional office at Shillong andMeghalaya State Pollution Control Boardonce in Six Months.

We have established four (4) ambient air quality-monitoring stations as suggested by the MeghalayaState Pollution Control Board.

Data on ambient air quality and stack emission aresubmitted to MSPCB on regular basis. Six monthlyreport to Regional office of MoEF&CC is beingsubmitteed. Last Six Months Ambient Air QualityMonitoring & Stack Emission monitoring reportenclosed in Annexure -III & I respectively.

(iv) Industrial waste water shall be properlycollected and treated so as to confirm to thestandards prescribed under GSR 422(E)dated 19th May 1993 and 31stDecember1993 or as amended from time totime .The treated waste water shall beutilized for plantation purpose.

Our cement manufacturing process is totally dryprocess; there is no waste water generation.

Wemaintained zero discharge for the entire plant. Waste-water generated from CPP is reused. Waste-water generated from mines workshop is

used for dust suppression after removing the oil &grease traces through ETP.

(v) The overall Noise level in & around thePlant area shall be kept well within thestandard (85 dbA) by providing noisecontrol measures including acoustic hoods,silencers, enclosures etc. on all sources ofnoise generation. The ambient noise levelsshall confirm to the standards prescribedunder environmental ( Protection ) Act,1986 Rules, 1989 viz. 75dBA (day time) and70 dbA (Night time).

We maintained over all noise level withinprescribed limit in and around the plant area.

The ambient noise levels are well within thestandards prescribed under EPA Rules viz., 75 dB(A) (Daytime) and 70 dB (A) (Night time).

The monitoring is carried out regularly and LastSix Months Monitoring report is attached herewithin Annexure - IV.

(vi) Proper Housekeeping & adequateoccupational Health programmes must betaken up. Occupational Health surveillanceprogramme shall be done on a regular basisand records maintained. The programmemust include Lung function and sputumanalysis tests once in six months.

We maintained good housekeeping in all areas ofplant.

Personal protective equipment/devices areprovided to all the persons to avoid directexposure of dust and noise.

Occupational Health surveillance program is alsoregularly done. Lung Function and sputum analysisis also regular carried out. Please find attach some

(vii) The company shall harvest the rainwaterfrom the rooftops and storm water drainsto recharge the ground water.

Complied. We harvest Rain water & Storm waterthrough check dam. Further under CSR activity, theroof top structure for rain water harvesting has beenconstructed in surrounding villages.

(viii) The company shall undertake eco-development measures includingcommunity welfare measures in the projectarea.

CompliedUndertaking various community welfare measuresthrough CSR activities like.1. Construction of footbridge cum culvert2. Promotion of fuel efficient cook stoves and solarstudy lamps.3. Medical camps, construction of schools toilets andawareness camps4. Awareness generation campaign. Livelihood andSkill Training. etc.

(ix) The project proponent shall also complywith all the environmental protectionmeasures and safeguards recommended inthe EIA/EMP.

Yes, we are complying with EIA/EMP.

(x) A separate environmental management cellwith full-fledged laboratory facilities tocarry out the various management andmonitoring functions shall be set up underthe control of Senior Executive.

A separate Environment Management Cell has beenestablished with qualified person to carry out variousenvironment functions under the chairmanship of UnitHead.

(xi) As proposed in the EIA/EMP, Projectauthorities shall provide Rs. 40.00 Corestowards capital cost for EnvironmentalPollution control measures for theenvironmental protection measures toimplement the conditions stipulated by theMinistry of Environment and Forests aswell as the State government and submitimplementation schedule for all theconditions stipulated herein to the regionaloffice of this Ministry at Shillong/CentralPollution Control Board /Meghalaya StatePollution Control Board. The funds soprovided shall not be diverted for any otherpurpose.

This has been already sent to your office vide our letterdated 06/07/2011.

The funds so provided will not be diverted for anyother purpose.

(xii) The regional office of this ministry atShillong / Central pollution control board/Meghalaya pollution control board willmonitor the stipulated condition. A Sixmonthly compliance report and monitored

data along with the statistical interpretationshall be submitted to them regularly.

(xiii) The project authorities shall inform theregional office as well as the ministry, thedata of financial closer and final approval ofthe project by the concern authorities andthe date of commencing the landdevelopment work.

Financial closure and final approval of the project bythe concerned authorities and the date of commencingthe land development work was submitted on dated11.12.2008.The date of commissioning of various units is given asbelow:CEMENT PLANT : August 2010CAPTIVE POWER PLANT(CPP) : February 2010

(xiv) The project proponent Meghalaya informthe public that the project has beenaccorded environmental clearance by theMinistry and copies of the clearance letterare available with the state Pollutioncontrol Board/committee and may also beseen at website of the Ministry ofEnvironment & Forests athttp:/envfor.nic.in. This should beadvertised within seven days from the dateof issue of the clearance letter at least intwo local newspapers that are widelycirculated in the region of which one shallbe in the vernacular language of the localityconcerned and a copy of the same shall beforwarded to the Regional office at Shillong.
