Oracle HR & Payroll Management System for Iraqi MilitaryIn one and a half years, Torres delivered a highly acclaimed Human Resources and Payroll Management System to the Iraqi military. This Oracle-based ERP solution was among the first successful systems initiatives under Operation Iraqi Freedom. Delivered ahead of schedule and within budget, it’s a beacon among fledgling systems programs throughout Iraq and Afghanistan. Today, this system delivers payroll for over 200,000 Iraqi military and civilian personnel—the entire armed forces. Torres was committed to the scheduled deployment, even with bullets fired through their facility walls and during rocket and mortar attacks inside the International Zone. The system includes an integrated biometrics solution to store fingerprints, retinal scans, voice recordings and photos of Iraqi troops. Torres also installed satellite communications at 40 locations throughout Iraq to enable personnel to use the system.

Department of Agriculture Lean Six Sigma Grants ProcessThe U.S. Department of Agriculture (USDA) Office of the Chief Financial Officer was committed to bringing significant performance improvement throughout the Department by implementing Six Sigma methods and tools. Torres was selected to facilitate and support requirements definition for the Lean Six Sigma Grants Process. To meet this challenge, we identified requirements common to 165 grant programs within 13 different agencies. We then designed a program to streamline Department-wide grants management. Torres’ needs assessment and functional requirements resulted in a complete cost benefit analysis for USDA. Our work has put the Department on track to generate a 70% return on investment by reducing costs, improving customer service, increasing production capacity, and reducing complexity and errors.
