I. Roll Call – Anne Allen Roll Call confirmed a quorum of six (6) Art Commissioners present. [Commissioner Campbell joined the meeting after the Roll Call, bringing the total to seven (7).]

II. Call to Order – Chairman Lee called the meeting to order at 5:02 p.m.

a. Reading of COVID-19 Statement – Anne Allen Allen read the statement regarding the City’s use of a teleconference format due to public safety concerns due to the COVID-19 pandemic.

a. Regular Meeting of May 11, 2020

A motion was made by Commissioner Casler Price and seconded by Commissioner Talambas to approve the Art Commission Meeting Minutes of June 8, 2020. Motion passed (7-0-2).

a. Comments on Current Agenda Items Chairman Lee commented he is excited to see the presentation and to have Conversation about diversity and inclusion.

V. Presentations a. End Racism Now Street Mural on Main Street in General Worth Square, between 8th and

9th Streets, 76102 (Council District 9) i. Artists Sedrick and Letitia Huckaby

Deborah Peoples received permission from the City of Fort Worth to paint a mural on Main Street in response to current events and asked Sedrick and Letitia Huckaby to design it. Artists from across the DFW metroplex volunteered to help sketch the outline and paint the mural, which took two (2) days. They estimated that several hundred people added their names to the mural. Letitia said that the community has supported and taken ownership of the piece and added that it was nice to see people from all walks of life enjoy the mural and share why it was important to them. Sedrick added that they are now getting calls from other cities who are interested in creating similar public art projects.

Commissioner Lee asked if there were any unexpected issues with this project, and Letitia responded that there were not any issues with the City of Fort Worth. However, there was one incident in which someone defaced the mural, but it was quickly removed. She added that ensuring social distancing and wearing of masks was a challenge.

Peters shared that the City of Fort Worth considers this a pilot project and is drafting guidelines for future projects of this nature.

Art Commissioners thanked the artists for their work and expressed that this mural did a good job of bringing the community together in a family-friendly event.

b. First Draft Fiscal Year 2021 Public Art Annual Work Plan (All Council Districts)- Martha

Peters, Director of Public Art

Peters reviewed the current FY 2020 Public Art Annual Work Plan, adopted by City Council on April 7, 2020, which includes 50 new and ongoing public art projects with budgets totaling over $13 million. She highlighted six (6) completed public art projects and stated that four (4) more installations may take place by September 30, 2020.

On the updated FY 2020 Public Art Annual Work Plan document, completed projects have been deleted, projects nearing completion are highlighted in yellow. The four (4) projects shown in red would be new in FY 2021. More information on other potential new projects will be available by the next Art Commission Meeting.

A motion was made by Commissioner Casler Price and seconded by Commissioner Campbell to approve to Set Public Hearing on the Draft Fiscal Year 2021 Public Art Annual Work Plan during the meeting of the Fort Worth Art Commission currently scheduled for August 10, 2020 (All Council Districts). The motion passed (7-0-2).

VII. Discussion Item

a. Diversity Assessment of Fort Worth Public Art Projects – Martha Peters Peters gave an overview of commissioned public art pieces in the Fort Worth Public Art (FWPA) Collection by African American, Latino, and Asian artists, as well as artworks that depict diverse cultural themes. She also shared that several public artworks in progress depict Civil Rights and other cultural themes and many are by artists of color.

Peters stated that a similar inventory is being made of the works in the Legacy Collection and will be shared at a later date. Public art collection manager Jenny Conn stated that the FWPA Collection has a total of 136 artworks with 74 of those commissioned.

Peters stated that since public art funding is derived from Bond Programs, the location of public art projects are limited to those where the City is making capital infrastructure improvements within those programs, and that community stakeholders guide the approach to each project.

Commissioner Lee noted that having this collection assessment is a good tool to show City Council where improvements of art diversity could be made. He also suggested adding graphic depictions of the statistics, as well as demographic information to the assessment.

b. Discussion of Questions Posed by Vice Chairman Estrus Tucker during the June 8, 2020,

Art Commission Meeting: i. What artwork(s) might the City of Fort Worth commission that would contribute to

the powerful, diverse movement for racial equity in our city, our nation, and our world?

Commissioner Pena noted that most pieces in the collection represent a specific community or location. Pena asked if there was a place in the City that could include all cultures into one space and suggested sponsoring a mural on a yearly basis.

Commissioner Casler Price suggested creating more temporary public art pieces that bring people together. She added that these projects need to be more immediate and can provide opportunities for local young artists.

Peters noted that the funding source for public art projects comes from Bond packages and there is an expectation that those pieces are permanent. A challenge for the public art program is finding funding sources that support temporary public art projects, although the Fort Worth Public Art Master Plan Update of 2017 encourages the program to undertake temporary projects.

Commissioner Tucker suggested that the program consider a permanent public art piece that supports temporary projects. Tucker added that art should allow people in engage with one another, adding art is a high privilege in our cities and to commission art that is accessible is our opportunity.

Art Commissioners agreed that there is a need for funding temporary public art and that this is an opportunity to reach out to the City to demonstrate that temporary art can make a positive impact on our community.

ii. How might public art be a catalyst for good in the midst of the brazen disparities

and brutal inequities of systemic racism?

Commissioner Lee suggested that we find a way to have an open and honest conversation about parts of our city’s history that is less than perfect.

iii. What can we do as an Art Commission to advance diversity, equity, and inclusion

at this moment?

Commissioner Talambas supported previous comments and added that the structural systems that make citywide decisions need to include more diversity, including those who have not previously participated. He added that communities feel disconnected from art because they have not been invited to participate in the public art process. He suggested that staff take a more active role in the formation of Project Core Teams to promote diversity.

a. Recent City Council Actions: i. June 16, 2020

1. Accepted a Gift of $10,000 from Wanda and Don Boren for the Reby Cary Youth Library Public Art Project (Council District 8)

b. Project Reports

i. Rockwood Park – Michelle Richardson “Eonothem” (working title meaning “totality of rock strata laid over time”) by artist Mike Ross was installed last week. The sculpture was made possible through a partnership with Mr. Arnold Gachman of Gachman Metals. A locally fabricated piece, it was cast by Fort Worth Aluminum Foundry and welded by Rebecca Low.

ii. Lake Como Park – Michelle Richardson

Richardson reported that the benches 100% complete and the first of several engraved panels are also finished. Richardson also shared revised text for two (2) panel, which has been endorsed by the Lake Como Community Leaders, the Park & Recreation Department, and the Amon G. Carter Foundation.

iii. Precinct Line Road – Anne Allen

Sally Weber’s artwork, Haven, will be installed on August 3 - 4, 2020. Allen will oversee the installation, as the artist will not be travelling from California due to health and safety concerns. Staff plans to work with the community to plan a dedication and set a date.

iv. Golden Triangle Library – Alida Labbe Artist Sara Lovas and Displays Fine Art Services installed nine (9) of the 16 figures. The remaining figures will be fabricated and installed in the next couple of months. The delay in completion is due to the foundry’s temporary closure due to COVID-19.

c. Collection Management Report – Jenny Conn

i. Will Rogers Memorial Center Tile Murals Interpretation Project 1. Plaque Design Update

Staff is working with the design team at Elements of Architecture, which is a local firm with an annual contract with the City and recently designed the Pioneer Tower rehabilitation project.

2. Interpretation Text Subcommittee – Jennifer Casler Price, Leslie

Thompson and Blake Moorman The subcommittee discussed ways to include local designers of color on the committee.

d. Community Engagement Update – Michael Asbill

i. Social Media: 1. Reby Cary Youth Library Instagram Takeover

During the period of June 8-15, 2020, Joe O’Connell and his team at Creative Machines, Inc. took over the Fort Worth Public Art Instagram account. They gave a behind of scenes look at the fabrication of the piece Only Connect, which will be installed at the Reby Cary Youth Library on East Lancaster Avenue next year.

2. End Racism Now Street Mural

Michael Asbill documented the creation and community engagement of the End Racism Now Street Mural on June 25 – 26, 2020.

ii. Upcoming Event:

1. Dedication of Vase with Nine Flowers by James Surls, located on the Northeast Corner of Montgomery Street and Lansford Lane, 76107, Wednesday, August 12, 2020, 9:30 a.m. This dedication will be live streamed and the artist will be present. Further details will be announced on the Fort Worth Public Art website.

i. Highlights from Americans for the Arts, Public Art & Civic Design Virtual Conference, June 24, 2020

Several staff members attended the virtual Americans for the Arts Annual Convention and Public Art & Civic Design Conference. The keynote speaker was Vijay Gupta - a former Los Angeles Symphony violinist and social activist who promotes community cohesiveness through music. Gupta discussed how the arts have helped communities become resilient in challenging times and how very important the arts are to us in our time. He bookended his speech by two violin solos. The keynote speech for the Public Art and Civic Design Conference by Pual M. Faber, Artistic Director and Senior Curator of Monument Lab in Philadelphia was also very timely. He discussed the reimagining of monuments in public spaces and the idea that there are no neutral public spaces.

 ACTION ITEM:  Endorsement of Revised Draft Fiscal Year 2021 Public Art Annual Work Plan (All Council 

Districts) and Set Second Public Hearing for September 14, 2020 (All Council Districts)  

 

Each year, the Fort Worth Art Commission recommends an annual work plan for the upcoming Fiscal Year to City Council that is comprised of in‐progress and new projects and initiatives recommended in the Fort Worth Public Art Master Plan Update, adopted by City Council on October 17, 2017 (M&C G‐19140), as well as funding source‐specific public art plans previously adopted by City Council. 

 The Draft Fiscal Year 2021 Public Art Annual Work Plan, endorsed by the Fort Worth Art Commission on July 13, 2020, is attached. The draft plan includes proposed new public art projects and initiatives in red font. During the Art Commission Meeting on August 10, 2020, staff may recommend additional new public art projects be included in the final version of the annual work plan. 

 

PROCESS This public hearing was set by the Fort Worth Art Commission at their meeting of July 13, 2020 for the purpose of gathering public input. During their meeting of August 10, 2020, the commission will consider setting a second public hearing in September, prior to making a final recommendation to City Council.  Once adopted, the Fiscal Year 2021 Public Art Annual Work Plan will become part the Arts Council of Fort Worth’s scope of work under an annual agreement with the City of Fort Worth to provide professional management services for the public art program. 

 FISCAL YEAR 2020 HIGHLIGHTS The City of Fort Worth Fiscal Year 2020 (October 1, 2019 – September 30, 2020) began with the launch of a new, mobile‐ friendly Fort Worth Public Art website ( https://www.fwpublicart.org ) with features designed to enhance community and visitor engagement with the City’s public art collection, provide program information, and to encourage residents and artists to get involved. 

 As of July 29, 2020, the following public art projects have been completed during Fiscal Year 2020: 

1. Vase with Nine Flowers by James Surls, on Montgomery Street in the Cultural District (Council District 7) 2. Untitled (Plinths) by Kris Pierce at the Fort Worth Community Arts Center (Council District 7) 3. Trail Drivers Dream by Leticia Huerta on the Brennan Avenue Bridge (Council District 2) 4. Remnants of 1965 by Riley Holloway at the A.D. Marshall Public Safety & Courts Building (Council District 9) 

5. Chronicles of Como by Adam Neese at the Como Community Center (Council District 3) 6. When Air Becomes Sky by Animalis LLC at Northwest Community Park (Council District 7) 7. FINAL DESIGN PREVIEW  

Joe Barrington has designed a new sculpture for Fire Station #45 titled, Cowtown Dalmatian. The concept is a larger‐ 

than‐life longhorn constructed of stainless steel with bronze “spots”. Barrington was inspired by the Project Core Team’s 

interest in artwork that would reflect the area’s rustic aesthetic and echo its western heritage. After participating in a 

micro‐residency with the Fort Worth Fire Department, he was further inspired by the firefighters’ dedication to all facets 

of their job. Referencing the department’s commitment to service, the longhorn is currently designed to stand atop a 

native limestone rock, facing the City of Fort Worth, serving as a guardian to its citizens.

 Julie Richey has designed a series of mosaic artworks for the North Animal Control Center. From galivanting dogs to 

lounging cats, the artist will introduce several new “furry friends” to the complex. These playful animals and dynamic 

images are proposed for many different areas of the center, while highlighting the joy and adventure pets add to our 

lives.

June 28, 2013  Sedrick Huckaby was placed under a Preliminary Design Agreement (CSC No. 44597) December 8, 2014  Fort Worth Art Commission approved Huckaby’s Preliminary Design June 30, 2015  Sedrick Huckaby was placed under a Final Design Agreement (CSC No. 46895) 

 

OVERVIEW Fort Worth artist Sedrick Huckaby’s design for an artwork for the Stop Six Traffic Triangle is titled The Last Train. The artwork commemorates the history of the neighborhood as the 6th stop on the Interurban Rail System. Located on the traffic triangle at Ramey and Stalcup, it will become a new landmark and identifier for the Stop Six community. 

 BUDGET The total budget for this project is $215,446.00 from 2007 Critical Capital Program, which will enable the artist to produce a sculptural interpretation of an interurban train car with footing and rails and internal lighting, as well as figurative painting on the exterior surface and a small plaza surrounding the “train car” sculpture.
