This letter is intended to act as our cost proposal for the effort noted above and submitted for

your consideration.

MediaTech appreciates the quality and condition of the current Texas Victim Assistance Training

online training program. Based on our review of the actual content, detailed RFP and additional information gathered we anticipate the following level of effort for each of the main courseware

components and have priced the effort accordingly:

1. Create contemporary self-paced, web-based set of training modules and an instructor-led practicum training that will be tracked via LMS (AGILE-X™, Moodle or similar). As we

understand it the initial contract will be to create the four core modules “Crime Victim

Rights in Iowa,” “The Role of a Victim Service Professional,” “Ethics” and “Safety Planning”.

2. MediaTech offers CVAD two LMS options: We could install and configure Moodle for you,

or we could install our own proprietary SCORM conformant LMS and development

platform, AGILE-X™ on CVAD servers. This cost proposal contains pricing for both options for your consideration. Additional discussion may be required to determine the

best option.

Table A below is a fully itemized breakdown for one standard seat hour (60 minutes, Level II

interactivity) of courseware for efforts that require 100% effort. MediaTech will also offer any additional help or support required at the standard rates listed for each position. This will allow

access to any MediaTech personnel that might be needed to satisfy this or other efforts moving forward.

Table B details each line item for the Crime Victim Compensation and Restitution Management

online training and requested options. MediaTech is proud to pledge our commitment and

support to the Iowa Department of Justice, Crime Victim Assistance Division and their Crime Victim Compensation and Restitution Management Training efforts.

MediaTech understands project completion is to be no later than September 1, 2018.

Scope: NGB J7 tasked MediaTech with task analysis, design and

development of DL courseware in support of the Proposed Draft

Homeland Response Force Training Plan. We began by targeting courses

designated as mandatory, core training for all HRF members, priority 1

phase 1 as per CNGB JOINT EXORD 11-001 HRF - foundational

knowledge ideally suited to DL delivery. Later the search was expanded to

evaluation, presented as recommendations to the government, and

developed as web-based courseware. Based on the success of the project,

MediaTech was tasked with development of an additional 21 hrs of

courseware to complete the HRF core curriculum.

Scope: MediaTech was tasked with creating a forty (40) seat hour web-

based courseware series, Art of the Cross-Sell, targeted at insurance

agents. MediaTech deployed the completed courseware on our proprietary

SCORM conformant Learning Management System (LMS) on a custom

dedicated server. The resulting platform includes a sophisticated

“dashboard” of features to help agents track their progress and goals.

MediaTech continues to work towards Petra Insurance Group’s ultimate

goal of offering a “high tech, high touch” personalized communication

and education system for each of their insurance agents and agencies

for the Conterra Report Generation Platform, which was based on

developed for Conterra is doctrinally correct; tasks, conditions, and

standards are appropriate; and make use of extensive beta –testing and

4.3 Debarment

MediaTech has never had an order, judgment, or decree of any federal or

state authority barring, suspending, or otherwise limiting our right to

engage in any business, practice, or activity

4.4 Damages

MediaTech has never had any damages, penalties, disincentives assessed,

or payments withheld, or anything of value traded or given up by the

bidder under any of its existing or past contracts.

4.5 Litigation

There are no pending or threatened litigation, administrative or regulatory

proceedings against MediaTech.

4.6 Irregularities

MediaTech has never had any irregularities discovered in any of the

accounts maintained on behalf of others.

5.0 Specifications and technical requirements

5.1 Victim Training Academy (VTA) Requirements

A. Name of Learning Management System (LMS) the Contractor

proposes to use and why.

MediaTech offers CVAD two LMS options: We could install and

configure Moodle for you, or we could install our own proprietary

SCORM conformant LMS and development platform, AGILE-

X™ on CVAD servers. The cost proposal will price both options

for your consideration.

Moodle offers the advantage of being a widely used free and open-

source platform with a mature ecosystem of available plugins that

extend its functionality. Many universities worldwide have adopted

Moodle as the platform for their online courses.

One advantage of AGILE-X™ is that in addition to serving as your

LMS, it functions as an eLearning authoring system. Easy to use

and flexible, AGILE-X creates non-proprietary content based on

and HTML, so that developers can edit it even if they don’t have

an AGILE-X license. More importantly, with AGILE-X, CVAD

will be able to make easy changes to the courseware to keep it up

to date without having to contract with a developer at all.

A second advantage is that because it’s our product, we have

complete control over how it looks and functions. We will

customize and brand your AGILE-X implementation to your exact

specifications

B. What browsers will be compatible with the LMS selection.

Both Moodle and AGILE-X support Google Chrome, Mozilla

Firefox, Apple Safari, and Microsoft Internet Explorer browsers.

C. How each of the four core modules will be created on the

proposed LMS.

The four core modules (“Crime Victim Rights in Iowa,” “The Role

of a Victim Service Professional,” “Ethics” and “Safety Planning”)

will be developed with industry standard technologies (JavaScript,

Flash, XML and HTML) and designed to run on any SCORM or

AICC conformant LMS.

MediaTech begins each project in close consultation with the client

acquiring a detailed, accurate understanding of the project

requirements and developing a project plan to address them. The

project plan will undergo continuous refinement throughout the

lifespan of the project, as design documents and draft courseware

are subjected to feedback from SMEs and other stakeholders.

Internally, instructional designers analyze client furnished

information in consultation with designated SMEs, create design

documents, maintain product documentation and translate client

requirements into specific taskings for the art and developer

departments. The project manager submits completed storyboards

to the client for approval. Once they are approved, production

begins as artists create media and post it to the servers. Developers

assemble courseware and send completed modules back to the

instructional designer for first level QA.

Deficiencies are reported back to the relevant departments as

change requests. Once all deficiencies are corrected the module is

sent to second level QA, where QA specialists test for ADA

compliance in addition to functionality and conformance to

product specifications. Finally, the product goes to the project

manager for final QA and sign off. Throughout this process,

functional drafts are posted to our secure servers for review by

project stakeholders.

MediaTech is committed to providing responsive project

Each of the goals listed above will be reflected in the learning

objectives which in turn will drive the design of the learning

activities that make up the training modules. After completing the

four modules, trainees will be able to:

i. Understand the rights provided to victims under Iowa law.

ii. Identify services and resources available to victims that

trainees may interact with.

iii. Identify expectations for conduct and duties of those who

serve victims within their professional roles.

iv. List ethical considerations for working with victims

v. Assist victims with planning for their safety after a crime

has occurred.

E. How will all VTA modules recognize, address and incorporate

each of the following:

i. Adult learning techniques (kinesthetic, visual and

auditory)

MediaTech solutions are designed by a Ph.D. psychologist with

extensive experience in adult education and pedagogy. Our

courseware presents adult learners with a rich media experience

that engages all sensory modalities while giving them control over

the sequencing and pace of the instruction.

ii. Interactive learning options

MediaTech believes that long, linear presentations of complex

material are to be avoided. ELearning technology should be used

to increase engagement, not simply to streamline the delivery of

more uninspiring content. Instead, we believe learning is facilitated

when related content is graphically and explicitly “chunked” for

the user. By this we mean organized, visualized, and presented as

an interactive learning presentation or activity.

For example, for a block of instruction on Chemical Warfare

Agents, we developed a 3D animation of a box that opens to reveal

5 molecules representing the five types of chemical agents floating

on a periodic table rendered as an infinite plane. An audio

narration introduces the student to the 5 categories, and instructs

them to move their mouse over the scene and click on the objects.

Clicking on a molecule causes the title to expand and display the

relevant short section of instructional content. Clicking again

returns the user to the scene to select another molecule for further

study. See Figure 1, below.

iii. Dynamic educational learning tools such as quizzes,

games, etc.

We have developed templates for every conceivable item type

(e.g., true/false, multiple choice, multiple answer, matching, fill in

the blank, sorting, click to locate, etc.). We are constantly looking

for ways to expand our catalog of objective item types.

For example, for testing clearly defined blocks of related

conceptual knowledge, such as the vocabulary of a particular

domain, we developed a feature-rich, user-friendly crossword

puzzle construct. Clicking on any clue places the cursor in the

corresponding square of the puzzle, ready for text entry. Entering

an answer advances the puzzle to the next clue/square.

Alternately, the user can click on any numbered square and begin

entering text.

A hint facility offers 3 levels of assistance: solve letter, solve word,

or solve the whole puzzle. A digital timer adds time pressure to

the challenge, if desired. The effort involved in solving the puzzle

and the level of engagement it provides fosters deeper processing

of the material and greater levels of recall than would graded rote

practice. See Figure 2, above.

iv. Multiple forms of media (slides, video, audio, etc.)

All MediaTech courseware is media rich and immersive, featuring

original graphics, video, animation and professional narration.

v. An evaluation component during and at the end of each

module

Trainees will be prompted to evaluate the courseware as specified

in the RFP.

vi. A learning assessment component

All our courseware solutions feature both formative and

summative learning assessments. Each learning objective will be

tested with learning checks during the presentation and by a post-

test afterwards.

vii. Cultural & linguistic diversity

MediaTech designers are sensitive to cultural issues and are trained

in the use of inclusive language. If CVAD requires courseware

versions in languages other than English, MediaTech will

subcontract translators and native speaking narrators to produce the

required media.

viii. ADA compliant including but not limited to Deaf and

Hard of Hearing individuals as well as Visually

Impaired individuals.

MediaTech has extensive experience covering all levels of ADA

compliance, and employs QA staff who specialize in testing for

accessibility. MediaTech will determine the required ADA

standard during the needs analysis. We have typically addressed

ADA compliance through Closed Captioning and/or providing text

reader-friendly (e.g., JAWS Screen Reader) transcripts of the

lessons.

ix. Intersectionality

MediaTech designers understand the interconnectedness of social

categories and how they serve to create overlapping systems of

social disadvantage.

x. Trauma-Informed Practice

Our lead instructional designer holds a Ph.D. in Clinical

Psychology, and as such is intimately familiar with trauma and

crisis intervention. He also has a connection with a local non-profit

advocate agency for victims of sexual assault (STARS) and has

access to professional advocates working in the field.

F. How the VTA is able to accommodate the following: user

tracking, evaluative measures, and reporting features.

Both of the LMS options presented in this proposal offer these

basic features as well as more advanced LMS functionality.

G. How the VTA will provide accessibility to all professionals in a

web-based format.

MediaTech will install and configure the selected LMS and

courseware on CVAD servers for deployment on the web.

H. How the VTA will allow accessibility via a learning dashboard

MediaTech will develop a dashboard that will allow users and

administrators to easily access course content and LMS functions

based on their roles.

I. How the VTA will allow CVAD to track users, create reports

and view and track evaluations/surveys
