Inwhat could have an adverse impacton India’s exports, the World TradeOrganization (WTO) has warned thegrowth rate in global merchandisetrade is likely to slow down duringOctober-December this year as sever-al countries impose fresh lockdowns inlight of the second wave of Covid-19.

“... growth in (global trade) is like-ly to slow in the fourth quarter(October-December, or Q4) as pent-updemand is exhausted and invento-ry restocking is completed,” theWTOsaid in its latest report.

It said trade-related uncertaintyremains high. “A second wave ofCovid-19 infection is already under-way in Europe and North America,leading to renewed lockdowns thatcould trigger another round of busi-ness closures and financial distress.”

However, it noted thatprogresshasbeen reported in thedevelopmentof avaccine, butwhenandhow itmightbedeployed is not yet known.

Exports had recovered 5 per centinSeptember aftermonthsof contrac-

tion. However, that recovery turnedout to be short-lived as exports againcontracted — 5.12 per cent — inOctober year-on-year (YoY) due to the

new spread of Covid-19 in countriesthat are India’smain tradingpartners.

Aditi Nayar, principal economistat ICRA, said, “We are apprehensive

that contraction in exports seen inOctober may continue in the nearterm till the secondwave of infectionscomes under control and restrictionsare eased.”

However, a yardstick to gauge theglobal trade, called the Goods TradeBarometer, stands at 100.7. Thismarksa dramatic improvement from 84.5recorded in August, which reflectedcollapsing trade and output in Q2 aslockdownsand travel restrictionswereemployed to fight the virus. The latestreading indicates a strong rebound intrade in Q3 (July-September 2020) aslockdownswere eased.

A reading of 100 indicates expan-sion in linewithmedium-termtrends;a reading greater than 100 suggestsabove-trend growth, while that below100 indicates below-trend growth.

The latest readingof thebarometeris consistent with the WTO’s revisedtrade forecast given lastmonthwhichpredicted a 9.2 per cent decline in thevolume of world trade in 2020.

This outcome would require asharp rebound inQ3 following the 17.2per cent YoY decline registered in Q2(April-June).

StakeholdersofLakshmiVilasBank (LVB),nowplacedundermoratorium and proposed tobe merged with DBS BankIndia (a subsidiary ofSingapore-based DBS Bank),furnished their suggestionsand objections to the ReserveBank of India (RBI) on Friday,the cut-off date set by the reg-ulator.

Shareholdershave request-ed the RBI to reconsider itsdecision on delisting LVB’sshares from the stockexchanges. “With over 20 percent retail investor participa-tion, it would be in the bestinterest of all shareholders ifwe are able to get some valuefor our shares,” said an

investor.However, some large insti-

tutional investors have indi-cated that they may not chal-lenge thedecision, even if RBI

decides otherwise. Once theRBI invokes Section 45 of theBankingRegulationAct, 1949,it supersedesallother lawsthatwould otherwise have been

applicable.Employees of LVB have

been given an assurance thattheir jobs are secure for aboutthree years in the amalgamat-ed bank. However, that hasn’tbeenenoughtoconvince themof themerger.

“The employees’ associa-tionhasalso recommended infavourofamalgamatingwithapublic sector bank, akin to thestand taken by the bank’sunion,” said a person aware ofthe development.

The proposed terms ofamalgamation state thatemployees of LVB will beabsorbed into the mergedbank on the current terms oftheir employment.While LVBneed not remunerate itsemployeesbasedon thesalarystructuremandatedby Indian

Banks’Association (IBA),givenits recent exit from the indus-try body, they had foregonesalary increments for the pasttwo years. Fearing that salaryarrearsmaynotaccrue to themupon merger with a foreignbank, employees haveexpressed their objection tothe merger with DBS BankIndia. Earlier, the All IndiaBank Officers’ Confederation(AIBOC) had also said it wasnot in favour of DBS BankIndia acquiring the TamilNadu-based bank.

The RBI is expected tofinalise the terms of themerg-er early next week. LVB wasplacedundermoratoriumforamonth on Tuesday. A cap of~25,000 has been imposed onwithdrawal of deposits tillDecember 16.

Theministerwasaddressinganeventafter signing thememorandumofunderstanding for settingup900CBGplantsaspartofSATAT(SustainableAlternativeTowardsAffordableTransportation) initiativeby thegovernment.

OnFriday, theMinistryofPetroleumandNaturalGas signedMOUswithenergycompanies likeJBMGroup,AdaniGas,TorrentGasandPetronetLNGfor settingup theCBGplants.Theministryalso signedMoUswith technologyproviders inCBGsectors like IndianOil, PrajIndustries,CEIDConsultants, andBharatBiogasEnergy.

Pradhansaid, “Wehavedevelopedaclear-cut roadmap for SATAT.Letterof intent for 600CBGplantshavealreadybeengivenandwith today’ssigningofMoUs for 900plants, a total

of 1,500CBGplants are at variousstagesof execution.”Around~30,000

croreof investment is envisaged inthese900plants. “A total of 5,000CBGplantswithanapproximateinvestmentof ~2 trillionareenvisaged.Biofuelshave thepotentialto reduceour fuel import bill by ~1trillion,”headded.

Pradhansaid theReserveBankofIndia (RBI) has includedCBG in thepriority sector lending framework.SATAT, an initiative toboostproductionandavailability ofCBGasanalternative andaffordable cleanfuel for transportation,was launchedinOctober 2018.The schemeenvisages settingupof 5,000CBGplantsbyFY24.

Around fourmillion formal sector workerswill be eligible for provident fund subsidyfrom the central government as they had

lefttheir jobsduringMarch-September.The payroll data released by the

Employees’ Provident FundOrganisation (EPFO) on Fridayshowedaround3.9millionwork-ershadexitedthefirmsthatweremaking EPF contributionstowardsthem.

The Centre had announcedtheAtmanirbharBharatRozgarYojanatoincentiviseformalsectorjob creation. Under this, the gov-ernmentwill subsidise fullEPFcon-tribution of workers who are hiredbetweenOctober2020andJune2021.

All ‘newemployees’,whowerenever apart oftheEPFsysteminthepast,andthosewhomadeanexit from employment during the Covid-19 pan-demicfromMarch1,2020,toSeptember30,2020,willbeeligibleforthebenefit.

Atpresent,bothemployersandemployeescon-tribute12percenteachofaworker’swagetowardsschemes under the EPFO. The government willsponsorboththeemployer’sandemployee’sshareforfirmswithupto1,000employeesandonlytheemployee’s share in case of firmswith over 1,000employees,foraperiodofuptotwoyears.

However,thefigureofexitswhichareinpublicdomain may be on the downward side. This isbecause the employers are not legally bound toinformtheEPFOabouttheexitofanemployeeinatimelymanner.Thedatesofemploymentexitsareupdated mostly when EPF claims are filed byemployees,usuallyaftermonthsofleavingthejob.

For instance, the data for April, thefirstfullmonthwhenastrictnationallockdown was imposed, is stillbeingupdatedeversincethedatawas first made public for thismonthinJune.SameisthecaseforMay,June,JulyandAugustasthedataofemployeeexitsawasharprevisiontowhenthedatawaslastreleasedinOctober.Another issue that points to

underestimation is that the EPFOdoesn’tupdatetherecordsforafinancial

year after it has released data for all themonths in public domain. This means that theMarch2020data,whichwasreleased inMay,willnotberevisedfurtherastheEPFOwillputoutthedata for full fiscalyear2019-20inthenextrelease.Thismeansthenumberofexits,whichwasaroundtwomillionwhenthedatawasreleasedinMay,willcontinuetoremainsoinpublicrecords.

ThedatareleasedbytheEPFOshoweda70percentjumpinnetenrolmentsforSeptemberto14.9million. However, the payroll data continues toremain volatile, according to the EPFO’s ownadmissioninapressstatementonThursday.

Bank credit grew by 5.67 per cent to~104.04 trillion, while depositsincreased by 10.63 per cent to~143.80 trillion in the fortnight end-ed November 6, according to theReserve Bank of India data.

In the fortnight endedNovember

8, 2019, bank credit stood at ~98.46trillion and deposits at~129.98 trillion.

In the previous fortnight endedOctober 23, 2020, bank credit hadrisen by 5.06 per cent and depositsby 10.12 per cent. On a year-on-year (YoY) basis, non-food bankcredit growth decelerated to 5.8 percent in September 2020 from8.1 percent in the same month of the pre-vious year, according to the centralbank data. Credit to industryrecorded 'nil' growth in September2020 as compared to 2.7 per cent risein September 2019. Credit to agri-culture and allied activities rose by5.9 per cent during the reportingmonth, as against a growth of 7 percent in the samemonth last year.

Loan growth to the services sec-tor accelerated to 9.1 per cent inSeptember 2020 from 7.3 per cent inSeptember 2019.

Personal loans registered agrowth of 9.2 per cent in the monthcompared to 16.6 per cent growth inSeptember 2019.
