Why do we (Gov) care

• citizens well-being • market/economy players• “normal”civilization values/norms

• History: once very succesfull networks, individual manufacturers platforms, ...

• Evolution or genocide?

We believe• IPv6 will rule the Internet – whether we

like it or not, with or without us• Theoretical grounds are well defined;

development phase succedeed the draft level; operational stable commercial products exist

• Familiar names can be found in broader production world; they will dictate "de-facto" standards

• Policies/strategies/tactics/... of IPv6 deployment shoud not be led by vendors

Waiting for Godot

• Market is obviously not the leading force. • Maybe some legislative acts could be of

some importance (i.e. Directives). • It’s time to transfer the research projects

outputs to the real life. • What EC instruments exist to actively

support IPv6 deployment (within the Government scope, i.e. public eServices, but also for the society by and large)?

Players (public authorities)• Ministry of Higher Education,

Science and Technology (Information Society Directorate) is responsible for dealing with IPv6 policies, strategies etc

• Post and Electronic Communications Agency rises awareness and collects information and statistics on IPv6

• Ministry of Public Administration manages public websites, e-Gov services and applications and is responsible for internal governmental and public administration network

Go6 Institute

• THE Slovenian IPv6 initiative• Supported by the Government• Members: all main stakeholders

(i.e. ISPs, NREN, university computer centres, faculty research departments, research institutes, industry, mobile phone operators, national TV broadcaster, national regulator, vendors/suppliers,

integrators, etc.)

Transition plan for 4 → 6

• We see a parallel 4/6 model running for at least a decade as the only possible way

• A transition plan IPv4 to IPv6 for individual actors will be up to them

• Public services under the Gov’s responsibility will be available on parallel coexistence (2011)

• More specific actions will be defined by the planned National Strategy

Action examples

• Government is through special WG involved in preparation of the Go6 Academy Curriculum

• IPv6 specification document is being prepared as an important tool for including the proper IPv6-capable equipment at various phases in the continuous renewal cycle (will be mandatory in the public procurement process)

• Collected and defined:– all relevant RFC specification (mandatory

and optional)– neccessary skill requirments for the system

integrators

• Welcomed by some MS• Supported by RIPE community• The European IPv6 Profile?

Message to the MS

At EU level define and conduct: A unique list of mandatory and optional RFC specifications for

different types of ICT equipment A methodology for verification and certification procedures for

conformance, interoperability and performance testing Methodology serves as guidelines for all European accredited

and test laboratories Neccessary IPv6 knowledge skills and certification for system

integrators List of RFC specifications and methodology are guidelines for

all government and public procurement at EU level

The design of a uniform/harmonised specification sheet including a uniform

verification/certification procedures for testing IPv6 products would reduce expenses and standardize some procedures as well as simplify the ICT equipment procurement

processes at EU level.
