    Law 40/2004 mandates:

    5 main programs: workers compensation, health insurance,old-age benefits, pensions, and death benefits

    A National Social Security Council (DJSN) is draftingregulations (for Presidential review) defining architecture ofthe national social security system.

    There already independent programs that mitigate risks:

    Pension and social health insurance schemes for workers inthe formal sector (Askes andJamsostek).

    A national health program,Jamkesmas, provides healthinsurance for approximately 76,4 million poor beneficiariesnot necessarily employed in the formal sector

    Objective To collect household and individual socio-economics data for

    monitoring and evaluating the household and social welfareof society, such as household consumption/expenditure,

    health and housing, social, culture, and education. It has

    been carried out since 1963

    The 2013 Social Protection Survey (SPS)

    In order to monitor and to evaluate the implementation of theaforementioned social protection program, BPS together withthe National Team for Accelerating Poverty Reduction(TNP2K)and GRM International conducted a household survey in the1st quarter of 2013 called the 2013 Social Protection Survey(SPS)

    This survey collecting information on whether the socialprotection program implemented have been carried out inaccordance with the guidelines and the beneficiaries of theprogram have actually deserved to receive the assistances.

    The survey has also been intended to evaluateimplementation of the social protection program and toidentify potential risks in terms of the beneficiaries, time ofdistribution, and amount of the assistances.

    In addition, result of the 2013 SPS is also used to produce theglobally comparable Social Protection Index (IPS) developedby Asia Development Bank (ADB).

    The 2013 Social Protection Survey (continued)

    The 2013 SPS was fully funded through grant by the

    GRMPRSF (GRMPoverty Reduction Support Facility) incollaboration with the TNP2K.

    The field implementation of the survey was integratedwith the 2013 Susenas in the 1st quarter.

    Prior to data collection in the field, a series of trainingswere conducted, namely training of trainers at nationallevel, training of trainers at subnational level andtraining for field enumerators.

    For budget efficiency reason, all those trainings were

    integrated with the training for the 2013 Susenas andthe 2013 Crisis Impact Monitoring Survey inEmployment Sector (Survei Monitoring Dampak KrisisBidang Ketenagakerjaan/SMDKBK)

    Training for the 2013 SPS

    In general, the overall goal of the trainings conducted in the 2013 SPSwas to provide the basic understanding of the survey contentstowarding to the same interpretation on concepts, definitions andstandard procedures of managing the questionnaires flow from thefields to the questionnaire administrator at district level prior to dataentry process centralized at BPSStatistics Indonesia.

    In addition, the specific objectives of those trainings are as follows:a. To provide guidance on field management procedure during datacollection in the field along with types of questionnaires used.

    b. To socialize the standard of procedures in managing questionnairesused for data collection in the field, i.e. the 2013 Core Susenas, the2013 SPS, and the 2013 SMDKBK.

    c. To provide the same understanding on concept and operatingdefinition of the variables used in the questionnaires of respectivesurveys.

    Training for the 2013 SPS (continued)

    Trainings in the 2013 SPS were divided into three steps i.e. training

    for national instructors in Jakarta, training for subnational

    instructors in respective 33 provinces, and training for field

    enumerators and field supervisors in 497 districts.

    The training for national instructors in Jakarta was facilitated by

    chief of sections at Directorate of Peoples Welfare Statistics and the

    TNP2K team. Participants of the training for national instructors,were chief of peoples welfare statistics sections at Provincial BPS of

    33 provinces in Indonesia. The national instructors were appointed

    to facilitate the training for subnational instructors at respective

    provinces. The training for subnational instructors was conducted in 33

    provinces and facilitated by the trained national instructors.

    Participants of the training were chief of social statistics sections at

    BPS of all districts/municipalities in each province. 31

    Result of the 2013 SPS

    Total sample for this survey is 75.000 household spread outinto 33 provinces or 497 district/municipalities in Indonesia.

    Data collection of the 2013 SPS done in 1 31 March 2013

    Data processing will finish at the end of May 2013

    The result of the SPS2013, together with the 1st quarter of

    Susenas 2013 will be used to monitor and evaluate social

    protection programs, in particular social assistance using

    Susenas as indicated in the activities of 2013.

    The result of this data will be analyzed using ADEPT and

    presented to the Government by mid-2013.
