What is a DBE?
• DBE stands for “Disadvantaged Business Enterprise”
• Federally-funded contracts encourage DBE participation - FTA, FHWA, FAA
• State-funded contracts have other goals – DVBE and SBE
• Cities, counties & public utilities have DBE or small business goals

• To be certified as a DBE, a business must be:• 51% or more owned by one or more socially and economically
disadvantaged individuals, who are citizens of US or permanent residents
• an independent business and the socially and economically disadvantaged owner must control its management and daily operations (Appendix E to Part 26)
What is a DBE?

• To be certified as a DBE a business must:
• Be a “small business concern”, as defined by the Small Business Act & Small Business Administration regulations (13 CFR Part 121)
• And have average annual gross receipts less than $23.98 million for previous three years
What is a DBE?

• To be certified as a DBE:• the personal net worth of each socially & economically
disadvantaged owner must not exceed $1,320,000, excluding the individual’s ownership interest in the business and the equity in their primary residence
• Four criteria to be certified as a DBE:• Ownership by woman or minority
• Independent business controlled by woman or minority
• Size limitations – do not exceed $23.98 million in gross annual receipts
• Personal net worth limit – does not exceed $1.32 million

• Cover letter:• List projects currently bidding on that have DBE goals; include
contract # and bid due date
• Request SMBE and/or SWBE at the same time
• Applications are reviewed in the order they are received.

office after your paperwork has been processed
• Verify that woman/minority is actually controlling the company
