Review of Minutes Motion to approve by Jim McDonald, seconded by Robert Eves. Richard Saunders requested an amendment, that the final bullet point under Policy 6.2 discussion be modified to say because records are covered by state and federal policy permanence cannot be mandated by action at the local level. Any University policy regarding assessments should conform to the Government Records and Management Act.The minutes for 4.13.15 were approved, with the noted amendment. Visitors/Guests- Information & Discussion Items Introduction of Jacob Ng (Stephen Allen) Stephen Allen introduced Jacob Ng, one of SUU’s new directors for International Affairs. Jacob has an office on campus, and travels back and forth to Asia. His role is expanding to include not just China but also Thailand, Vietnam, Malaysia, Nepal. Jacob previously worked in higher education in the San Francisco area, and he speaks several languages. Jacob told the council that he is looking forward to getting to know everyone on campus and to collaborate with them to work towards the institutional mission. Aviation Update (Mike Mower) Provost Cook introduced Mike Mower of Upper Limit Aviation. Mike has been involved with the aviation program from its beginning. A reporter from the LA Times wrote a story in which SUU’s aviation program was called alleged to be overly expensive, particularly for higher level turbine training. Upper Limit Aviation and SUU are working with the Veterans Administration to reconcile this. The Veterans Administration in Salt Lake City has said that SUU has a model program, and supported us providing higher level turbine training because there is a strong demand in the job market for it. Mike Mower thanked SUU for being such a great partner. He explained new legislation proposed by Representative Wenstrup (OH) that would provide additional benefits to veterans such as housing and time earned for service when disabled, but that the bill required a funding source. The bill would cap the amount of tuition assistance veterans could receive at around $20k per year, for a total of $60K. The average cost to complete flight training is around $160k. Mike has met with representatives and senators in Washington D.C., and has garnered support from Senator Hatch and Representative Titus. The bill, if passed, would go into effect fall 2016. There is not currently a companion bill in the Senate. The bill could go through with the current funding constraints of $20k for tuition; it could be adjusted with a cap of $160k for four years; or it could be sent back to committee or postponed until a new administration is in place. SUU will not accept any veterans into our aviation program for the summer. ULA will move forward with private-pay students to help rebalance the 85/15 rule. The aviation program is not going away, but whether we continue to provide turbine training is yet to be determined. If the council has questions, they can contact Mike Mower.

II. Reports Provost’s Report Provost Cook reported that Presidents Council held a two day retreat at Bryce Canyon. The retreat focused primarily on strategic planning and putting together a response document based on feedback that has been provided by campus about the strategic plan. Enrollments are increasing, and the regents and Legislature have approved a 2% compensation increase. This will be awarded to academic units to distribute as they see fit. Sexual Misconduct Policy The sexual misconduct policy is now in the 30-day campus wide review period. Deb Hill, SUU’s Title IX coordinator, has produced cards that walk students, faculty, and staff through the process of reporting an incident. Online Graduate Unit We are still working through what an online graduate unit would mean for our accreditation. SUU should be known primarily for our undergraduate program, but will need to be creative for strategic growth to occur. SUU may experiment by putting the MBA and Masters in Music Technology degrees under the School of Graduate and Continuing Studies (SGCS) rather than having them housed under their respective academic colleges/schools. This would allow the program to have multiple entry points throughout the year. Once enrolled, students would work with the same point-of-contact until they graduate. All courses would be approved through the curriculum process, and online lecturers would be hired by SGCS. It is estimated that we’ll have 10,000 student by 2020, with 8-9,000 of those face-to-face and 1,000 being online students. The council provided the following feedback/questions:

Colleges/schools will need to check with their individual accrediting bodies to find out if this would be feasible.

The MBA degree would be accredited by Northwest, not AACSB. AACSB will online accredit face-to-face programs.

Would SUU Faculty have the first right of refusal to teach these courses? Where would faculty teaching these programs be physically based?

How would this affect the load for current SUU faculty? Do we have faculty capacity to back up the projected growth?

How would this impact our international program? Our international students are better served by face-to-face programs.

Deans Summer Retreat Brad would like to have a half-day retreat for the Deans, to discuss items such as defining what “faculty” is in our policies, mitigating confusion about LRT policies and creating a reference document for LRT, and the online graduate program idea. The retreat will be held on May 11th in the Charles Hunter Room of the Hunter Conference Center, from 1-5pm. Associate Provost’s Report James Sage told the committee that minutes from the last UUCC & UGCC meetings have been posted to canvas, along with R-401s for a master of music in Music Technology, a General Education certificate of completion, a Technical Writing certificate, and reorganization and renaming of the Department of Integrated Engineering to the Department of Engineering. James explained that there are other USHE institutions that award GE certificates, and that they are particularly useful for transfer students. It could also be a good outreach tool to invite students to return to SUU to complete an associate’s or bachelor’s degree. James notified the council that the list of Programs under Development from USHE has been posted to canvas. No feedback or action has been requested from the Commissioner at this point in time.

Looking Ahead: 2015-16 Schedules James presented the 2015-16 schedules for curriculum and catalog, and the 2015-16 Program Review Schedule, as show below.

James informed the council that SUU will begin using Curriculog, an online curriculum management system, for the 2015-16 curriculum meetings. He requested that faculty not send in any curriculum items on the current forms, but instead wait until Curriculog is implemented. The Commissioners office asked USHE institutions for a list of specialized accreditations that might serve as suitable substitutes in the R-411 process. James will send them a list of all accreditations held on campus. Brad Cook asked deans responsible for the programs coming up for Three Year Reviews to closely examine the number of students in the program, and find out if we need to increase outreach/marketing efforts to keep these programs healthy.

Faculty Senate Report Policy 6.2 Emily Dean updated the council on the status of Policy 6.2. Changes to the policy would remove the trigger mechanism for administrator evaluations, and allow feedback to be given anonymously on a regular basis through an annual survey. Administrators would be formally reviewed every three years instead of every 5 years. She distributed copies of the IDEA Center forms that could be used to evaluate Administration. IDEA forms are familiar to many on campus- we currently use them for our student course evaluations of faculty. Using IDEA would allow the surveys to be done online and directed to specific people, and the data could be analyzed. IDEA provides a national benchmark for institutions of our type and could provide us with across the national comparisons. 6.1.4- Adjustments (Reduce Probationary Period for Tenure) Made adjustments based on input from the Deans. Faculty Senate will provide us with the revised text for our next Deans Council meeting. Changes include the stipulation that Faculty must be at SUU for three full years before they can submit for early tenure, and that those who have three years granted toward rank and tenure in their contracts will not be eligible for the reduced probationary period. Summer School Kevin Stein reported that the Faculty Senate Summer compensation committee met with Bruce Tebbs and came up with a list of proposals to increase buy-in for summer semester, including: creating scholarships specifically for summer students, maintaining housing and making it available for students year-round, and increasing faculty compensation for summer courses.

Information/Discussion Items Open–Access Text Books (Richard Saunders) Richard Saunders attended the Utah Academic Library Consortium on April 10th. Open Education Resources/Open Access textbooks (OER) were a significant topic of discussion, and Richard shared notes from three presentations he attended on this topic. University of Minnesota has used OER for three years, and has saved student $400K in out-of-pocket costs to date. LDS Business College has cut their cost per student by around $100 by using OER. Salt Lake Community College is considering implementing a $5 OER fee for courses that have no text cost, to be given to departments to train faculty

on the use of OERs. Richard would be willing to attend Department Chair meetings to further discussion this option for SUU. Graduate Education Overload/Adjunct Pay Model (Mark Atkinson) Mark Atkinson presented a model for overload/adjunct pay, as shown below. He requested that deans share this information with their faculty. It will be placed on the agenda as an action item in a future dean’s council meeting.

VI. Reports (2 minutes per report) Brad Cook: James Johnson will continue to serve as interim dean for COEHD through June 30th. Shawn Christiansen will then be the interim dean until the search process is complete and a candidate has been selected. Brad will distribute information about office moves/relocations before the Deans Retreat on May 11. Thom McFarland: Changes to the former ELC building will begin on May 4th and will occur throughout the summer. The second floor will be a learning support area for students, and will have extended hours. IT/Tech support will move to the student center across the hallway from Chartwells cafeteria. The staff/faculty training program that has been on the 2nd floor will resurface on the 1st floor, and will be a shared room with 45 seats that can be reserved through central scheduling. Robert Eves: The 2015 class of nursing student is the 7th class to hit 100% on licensing and placement exams. Jim Johnson: Jim read an excerpt from an editorial in the Spectrum that discussed SUU’s presence in Utah, and encouraged SUU to be more assertive about our presence in the state in areas beyond athletics. James Sage: James recommended including the media in more of our campus-wide initiatives to assist students. The open-access textbook initiative could save students money, and we need to be willing to tell our story. Could a dropbox be created where people could submit story ideas to SUU’s Marketing Communications team? Gerry Calvasina: A reception to honor the Leavitt’s for their donation towards the new business building will be held on the first floor of Old Main, immediately after the dean’s council meeting. Bruce Tebbs: Summer Semester enrollment has broken the 1000 mark. Enrollment has increased by 3.8% from last year. Comprehensively, enrollment is up 67 FTE for Undergraduate programs and is down 30 FTE for Graduate Programs. Bruce reminded the deans that he still has funds available for hourly students working in the summer. Forms should be submitted directly to Bruce.

Stephen Allen: SUU has restructured International Affairs, combining some entities and eliminating repetitive services. International Affairs will focus on four areas: recruitment, ESL, student services, and student exchange/study abroad. Richard Saunders: The Library is in the process of completing the hire of new librarian who has a Ph.D. from Syracuse in Information Design. James McDonald: Jim confirmed that everyone housed in Pushpa Basnet’s Butterfly House in Nepal is safe after the earthquake. Anyone who wishes to contribute can do so at http://ecdcnepal.org/newportal/about-us/butterfly-home-project/ SUU recently hired Liz Olsen, a medical anthropologist. She’ll teach courses in Anthropology and work with the Rural Scholars Program.

Math. This was done two years ago. It shows up correctly in

the FLHD Family Services option but it doesn’t show up in

the FLHD ECD emphasis. It should say Math 1040

social sciences. However, in degree works for FLHD ECD it

lists 1050 required.

Several years ago the SUU Educational Licensing Program

Capstone consisted of two six credit hour courses – EDUC 6898

and EDUC 6899. The two courses, together, constituted the

licensing capstone classes. These two courses had functioned very

well for years and represented the capstone courses for hundreds, if

not thousands, of our graduate students. Several years ago, in an

effort to tweak the licensing program, EDUC 6898 (6 credits) and

EDUC 6899 (6 credits) were divided into four courses EDUC 6894

(3 credits), EDUC 6895 (3 credits), EDUC 6896 (3 credits), and

EDUC 6897 (3 credits).

The change from the two class (6 credits each) to the four class (3

credits each) program modification has not worked as hoped. It is

deemed to be vital to and in the best interest of our program, and

our students, to return to the EDUC 6898 (6 credit) and EDUC

6899 (6 credit).
