The Bill also gave the goahead for the Institute of Technology under the Banaras Hindu University ( BHU) to be converted into an IIT. The eight new IITs in Gandhinagar, Bhubaneswar, Patna, Hyderabad, Indore, Mandi, Jodhpur and Ropar were set up in 2008. Incorporating these new IITs would now confer legal status on these institutes enabling them to give degrees to students. These institutions can now be declared as those of national importance. Even as HRD minister Kapil Sibal presented the Bill, there were protests from some BSP members that the conversion of the Institute of Technology – BHU into an IIT would diminish the character of the university. Sibal assured the members of the House that according to the amended Bill, the BHU vice- chancellor would head the board of governors of IIT- BHU, so that there was no question of the institute being bifurcated or diminished in importance. If the DMK’s manifesto reads like a book about freebies, the AIADMK is not lagging behind. In fact, AIADMK supremo J. Jayalalithaa has tried to beat her bete noire M. Karunanidhi at his own game by going one step ahead. Jayalalithaa has promised half a sovereign gold to women awaiting marriage apart from a cash assistance of `25,000. Girls who are gradu- ates or hold a diploma will get double the assistance. By dangling gold for the ‘thali’ (mangalsutra), she appears to have marched ahead in the game of one-upmanship. If voted to power, the AIADMK assures to provide a fan, mixie and a grinder along with a plethora of sops. Unlike the DMK it is not either or but all the three appliances and the party supremo emphasised this while releasing the election manifesto at Trichy after filing her papers for the Sri Rangam constituency. While the DMK had assured a grinder or mixie for every household, the AIADMK has offered both. Jayalalithaa, who had derided DMK’s freebie culture in 2006 assembly polls, has decided to give Karunanidhi a measure of his own medicine. To counter Karunanidhi’s offer of laptops to all college students, she has assured to provide every Plus One and Two (Higher Secondary) student a laptop. On the DMK’s part it appears to be an afterthought, as initially the party had promised laptops to only SC/ST and OBC students in government and aided colleges. The offer was expanded by Karunanidhi while launching his election campaign at his native Tiruvarur on Wednesday. But, now it has been left gasping by Jayalalithaa’s offer. Other sops on offer for school students from the AIADMK are four sets of uniform and footwear besides a hike in scholarship up to ` 5,000 from class 10 onwards to bring down the dropout rate. Each ration card holder will receive free 20 kg rice per month and the BPL families will get 20 litres of mineral water a day. The DMK has promised only 35 kg free rice. For women voters maternity leave has been promised to be increased to six months and pregnancy assistance hiked to ` 12,000. Women self- help groups have been promised ` 10 lakh as loan with a 25 per cent waiver. In response to DMK’s assurance of 21 lakh concrete houses, the AIADMK has promised 3 cent land to families to construct homes besides offering 300 sq ft houses for the BPL households. The scheme has been promised to be expanded to cover the middle class with a subsidy component of ` 1 lakh. The AIADMK also promised to nationalise multi- system operators ( MSO) and revive the Arasu Cable ( Government Cable Corporation) to provide free cable connection to the poor. The move will end the monopoly of the Maran brothers’ Sun TV Network’s Sumangali Cable Vision ( SCV). Parliament passes a bill to change the name of Orissa to 'Odisha' New Delhi: The Rajya Sabha Thursday passed a bill to change the name of Orissa to 'Odisha' and an amendment in the constitution to rename Oriya lan- guage as 'Odiya'. Union Home Minister P. Chidambaram said introducing the bill in the Rajya Sabha. He said the name of the state specified as Orissa in the First Schedule of the Constitution be changed as Odisha'. The Orissa (Alteration of Name) Bill, 2010, and the Constitution (113th Amendment) Bill, 2010, for the change of the name of the language were moved by Chidambaram on the basis of resolutions passed by the Orissa assembly. It should be noted that both bills were passed by the Lok Sabha in November 2010. But theadministration is making fool byannouncing that all the tube wellsare in running condition alleges thevillagers. As the tube wells arerunning dry the village people haveto walk down two to three km insearch of drinking water.

According to sources, most ofthe pipe water schemes initiatedunder the sector reforms projectin the year 2002-2003 areinoperative. Out of 370 projectsover 100 are lying defunct for thelast two years. It is alleged thatsome projects have becomeuseless due to non-payment ofelectricity bills and others due topoor quality. As per the claims bythe department officials, 440 moretube wells have been sanctionedthis year and those will replacethe defunct ones.

Power theft penalization 2.5 crore by CESU

Bhubaneswar : CESU MRT Squad scanned Bajaranga Bali Alloys industrylocated at Manguli Chaka under CED, Cuttack involved in power theft by usingremote meter tampering system . The industry owned by Dinesh Agarawal is

one iron rod making industry having contact demand of 895 KVA consumingpower from CESU . The industry consumes monthly electricty amounting morethan six lakh rupees . During recent squad operation , CESU MRT staff detectedthe meter of the industry tampered through this modern tampering system . FIRwas lodged at Cuttack Energy Police station , accordingly Energy police force

and CESU Cuttack staff have rushed the industry for legal action .As perElectricity Act, 2003 under Section 135 to 140 and 150 , the power theft iscognizable offence. As per Act, the firm was fined with penal bill for one yearin double the rate of tariff which approximately 2.5 crores .The power supplywas disconnected by the DISTCO immediately and the Manager of the firm was

arrested by energy police . Previously petrol pump , prawn firm industry , bearmaking industry , Hotel were caught for meter tampering .State Governementhas opened energy police stations at Cuttack, Khurda (Bhubaneswar),Kendrapara , Puri , Angul , Dhenkanal , Nayagarh for checking power theft inCESU area . Asecret embassy cable sent by then US envoy David Mulford tosecretary of defence Donald Rumsfeld ahead of Mukherjee’s visitto America in 2005 presents the finance minister as an ambi-tious person, with considerable clout over government function-

ing. “ His influence over both government policy and publicopinion is rivalled only by that of the Prime Minister himself. Heis, in effect, the deputy Prime Minister, and we believe he aspiresto the top job,” the cable reads. This glowing portrait of the UPA’schief troubleshooter may further embarrass the central govern-ment as well as the Congress, which is already reeling underpro- US tilt accusations. The cables were accessed by TheHindu newspaper through WikiLeaks. The US envoy’s assess-ment of Mukherjee’s role and influence in the governmentprovides interesting insights into their thinking and the working of

India’s political ruling class. The cable describes Mukherjee asone of the most senior Congress strategists as well as a closeadviser to party president Sonia Gandhi. “ Originally slated tobecome the home minister, he was given the defence portfolio toprevent him from challenging PM Singh’s leadership. Observersof the Indian political scene believe he is positioning himself forhigher political aspirations, i. e. Prime Minister,” Mulford writes inthe cable. The cable does not leave any grey areas when itcomes to the US’s assessment of Mukherjee. “ In light ofMukherjee’s position as de facto Deputy Prime Minister, we see

five objectives we can advance during his visit: strategic, defence,Iraq, economic and regional.” Mulford explains this laudatoryrecommendation: “ By demonstrating our understanding of hisinfluence beyond the military realm, it may be easier to advanceour defence- related objectives.” The US also does not seem tomind his “ lacking military experience”. “ He appears to be verysupportive of the growing number of joint US- India militaryexercises, exchanges, conferences, and training. friend of Rahul’s father, RajivGandhi, and a well- wisher of theGandhi family”. “ Naqvi stated thatthe Gandhi family always preferredthat Rahul’s sister, Priyanka, enterpolitics, as she was judged to be

more intelligent and savvy. Arguingthat Sonia Gandhi has a protectivefeeling regarding her son, Naqvispeculated that Sonia apparentlywent against her better judgmentand selected Rahul over his sisteras heir apparent,” the cable reads.“ The common impression amongCongress insiders is that Rahul isfar below even his father in political

ability. He ( Naqvi) claims that theword among Congress insiders,including those in the coteriesurrounding Sonia Gandhi, is thatRahul will never become PrimeMinister for several reasons.”However, in its own assessment,the embassy says: “ We, unlikeNaqvi, are not yet prepared to writehim off just yet.”

company in 2006, a year after it signed an MoU with the Odishagovernment to build an integrated steel plant. The group claimed “Berkshire Hathaway’s Posco stock has more than doubled in valuebesides yielding millions of dollars in dividends in the past years”,during which the Odisha project faced strong opposition from locals. “

Buffett has held on to Posco’s shares at a time when the companyhas been complicit in violence against villagers in Odisha and whenits dealings have been mired in corruption,” the group alleged. Hisinvestments in Posco make Buffett “ one of the biggest enablers ofPosco’s drive to rob over 50,000 villagers of their lands and livelihood,

while depriving India of large amounts of natural resources”. “ Howcan Buffett claim to care for the poor if his investments lead to thecreation of that poverty in the first place?” asked Sirisha Naidu, agroup member. “ While giving to the poor is commendable, isn’t it moreethical to use your millions in ways that at least do not destroy

livelihoods?” asked Murli Natrajan, another member. Posco PrathirodhSangram Samiti spokesperson Prashant Paikray said: “ The villagersof Jagatsinghpur don’t want Buffett’s millions.... All we are asking isfor Buffett to ensure that his money is not used to force us awayfrom our lands.” In a report last October, the group had pointed out

that in addition to the 22,000 villagers who will be displaced becauseof the steel plant, another 20,000- 25,000 people from 30neighbouring villages will lose their livelihood. The extraction of coaland iron ore for the plant will cause 116 villages to lose access to theforests on which they are dependent.

Aloo jhinge postoIngredients : Green chilies (slit): 2; Mediumpotatoes: 5 – 6; Sugar: 1/2 tsp; Mustard oil: 2

tbsp; Medium onion (sliced): 1; Panch phoron(fenugreek seeds+ kalonji+ mustard +fennelseeds +cumin seeds): 1 tsp; Poppy seeds(khus khus): 4 tbsp; Peeled jhinga: ½ kg;Turmeric powder: 1 tsp; Salt to taste.

Method : Peel and cut the potatoes into one-inch sized pieces, keep in water. Soak poppyseeds in one cup warm water for 15-20minutes. Drain and grind to a fine paste.Meanwhile, marinate jhinga using half tsp of

turmeric powder. Heat up mustard oil in a pottill it reaches a smoking point. Mix in panchphoronand allow it to crackle. Add slit greenchillies. Now, add sliced onion and allow it tocook till light golden brown colour. Mix in

potato pieces and stir fry on medium heat for

five minutes, stirring frequently. Add marinated jhinga andcook it for further two minutes. Mix in the poppy seedspaste, stir and mix in half cup of water, cover and stir fry onlow heat till the potatoes are almost done. Take off the lid, mixin salt and sugar. Continue to stir fry till potatoes are

completely cooked. Serve hot.

minutes. The last control group just didtheir usual PE lessons. At the start andend of the eight-week study, theresearchers measured body fat, bloodpressure, activity and agility as well as

SEBI announces new Code ofConduct to check price manipulationSecurities and Exchange Board ofIndia (SEBI) on Wednesdayannounced a new set of Code of

Conduct, including restrictingaccess to Internet forums foremployees, for market intermediar-ies to ensure that unsubstantiatednews, which could distort normal

functioning and prices of stocks,are not circulated. This comes inthe wake of observations by SEBIthat unauthenticated news relatedto various scrips are circulated in

blogs, chat forums or e-mails byemployees of broking houses andother intermediaries in violation ofrules. “SEBI registered marketintermediaries are directed that

proper internal code of conduct andcontrols should be put in place,” theregulator said in a circular. It further

said that staff of broking housesand other intermediaries should bediscouraged from circulating

information obtained from clients orothers without proper verification.“... in various instances, it has beenobserved that the intermediaries donot have proper internal controls

and do not ensure that properchecks and balances are in placeto govern the conduct of theiremployees,” SEBI said, adding thatsuch speculative news and

“rumors” can affect the functioningof the markets and distort prices ofbourses. The move followsgrowing concerns over someemployees indulging into activities

like fraud against the clients, front-running, circular trading andmanipulating share prices through

rumour mongering. In the circular,the watchdog further said thataccess to blogs, chat forum and

other sites should either berestricted under supervision oraccess should not be allowed.

Satyam faces 617crtax, a/cs attachedHYDERABAD: In a twist to the Satyam

saga, the income tax department hasserved Mahindra Satyam a tax demandof Rs 616.54 crore. The company'sbank accounts have also beenattached for the purposes of recovery

of this amount. The company describedthe move as unfair, claiming that the I-Tdepartment had arrived upon the figurebased on "fictional" income generatedwhen Ramalinga Raju was at the helm.

But this argument has failed toconvince the Central Board of DirectTaxes (CBDT), which, on Monday,rejected the appeal. "This means that income tax officials are convincedthat income was not fictional but had been siphoned off. The implication is

that Ramalinga Raju had not cooked his books, but actually scooted off withthe money," analysts said. Mahindra Satyam has moved the AndhraPradesh high court seeking an interim injunction. But no early relief isexpected with the matter being posted for hearing on Friday. The companyhad gone to CBDT on a point of law. Its appeals with the commissioner of

appeals of income tax and Income tax Appellate Tribunal (ITAT) have beenrejected earlier. Later on Tuesday, Mahindra Satyam chairman VineetNayyar said the company would make a representation even to the Indiangovernment and the finance ministry for a stay on these proceedings.

at the Captive Power Plant of Nalco, Angul, in the presence of Shri A.K.Sharma, Director (Production), Shri K.S. Sreedhara, ED(Production), ShriP.R. Choudhury, ED(S&P), Shri D.C. Sahu, GM(Finance), Shri P.K. Pattnaik,GM(CPP), Shri A.K. Sahu, GM(H&A), Shri A.K. Joshi, GM(O&M) and othersenior officials of Nalco. Nalco has earmarked an area of 0.18 acre for the

project to adopt an advanced and innovative technology by engaging thefirm M/s Indo-Can Technology Solutions (ICTS), a pioneer in the area of bio-technology solutions, for providing technical consultancy and renderingnecessary services to guide Nalco for successful completion of the projectwithin 18 months. Carbon sequestration is a method for managing and

storing of carbon dioxide (CO2) or other forms of Carbon that wouldotherwise be released into the atmosphere by burning carbon-based fuels.It is a relatively new idea brought about by the worldwide concern that highconcentrations of atmospheric CO2 contribute to global warming. SinceOdisha is having huge coal reserves, a large number of Thermal Power

Plants and Industries having large power requirements are coming up in theState and this trend will continue to grow in future. These power plants emithuge quantity of CO2 to the atmosphere. In the recent Copenhagen summitIndia has volunteered to cut down the rate of emission of Green HouseGases (GHG) by 20% by 2020. A battery of system would be introduced

into the flue gas stream to clean the flue gas to suit cultivation of algae.

As per Brand Finance'sGlobal 500 2007 report, the brandvalue of Tata was $7.38 billion,indicating there has been 100 percent appreciation for its brandvalue. There has been a steadyprogress in the Tata brand value toreach the 50th position among theother global brands. In 2007, theTata brand was ranked 103 andnow in 2011 it is ranked among thetop 50.
