The US government is currently studying thesalient features of Islamic banking to ascertain howfar it could be useful in fighting the ongoing worldeconomic crisis Robert MKimmitt US deputy secretaryof the Treasury told Saudijournalists on October 6

Kimmitt who was on anofficial visit to the Kingdomalso held discussions withFinance Minister Ibrahim Al-Assaf He also met SaudiArabian Monetary Agency(SAMA) Governor Hamad Al-Sayari Saudi Arabian GeneralInvestment Authority(SAGIA) Governor Amr Al-Dabbagh PrinceAlwaleed binTalal chairmanof the KingdomHolding Company and Saudi investors andbankers He said that the agenda for the G-20summit to be held in Washington on Nov 15 hasto be carefully prepared since important topics areto be discussed in just one day ldquoI am not sure thatIslamic banking will also be itemized in the agendabut it is a subject that is often dwelt in the publicand private sectorsrdquo he noted He said that expertsin the US Treasury Department are currentlylearning the important features of Islamic banking

However he added that his country is focusingon activities of various governments and centralbanks in tackling the economic issues He pointedout that the member countries in the G-20 also

includes Islamic countriessuch as Indonesia andTurkey besides the Kingdomwhich has been a member forthe past 10 yearsRepresentatives from thesecountries could present theirexperiences of Islamicbanking in the light of theprevailing situation

He hoped the G-20 summitwill provide an effectiveplatform for the membercountries to exchange theirviews on the currenteconomic problem and lay out

a plan for the countries to draw out their respectivenational plans to ease the situation

Commenting on his meeting with Al-AssafKimmitt said the items that could be included inthe agenda were also discussed ldquoThegeographical representation from membercountries would provide a broader view of thecrisis and would also benefit the non-membercountries through their experimentsrdquo headded (Source Arab News)

Barack Obamarsquos campaign victory was epic-making in America and across the Muslim worldOn November 4 as soon as the election was calledfor Barack Obama I began to receivecongratulatory emails from friends in the MiddleEast South and Southeast Asia and Europe Somehad stayed up through the night to hear the finalresults Of course I wasnrsquot surprised at the globalinterest and support which had been evident onrecent visits to Europe the Middle East andSoutheast Asia Wherever I spoke regardless ofthe topic someone in the audience would ask me aquestion about Obama and his prospects Privatelyit was the topic of conversation So what will allthis mean

In the Muslim world as in Europe and much ofthe world Obama is welcomed as an internationalistpresident His Kenyan father early schooling inIndonesia race and name symbolize for many aunique internationalist presidential profile onethat contrasts sharply with his predecessor Indeedhe is seen as the antithesis of George W Bush-internationally informed experienced aware andsensitive a measured and articulate statesman-notas Bush is often regarded as a swaggering Texascowboy

Despite its democratic rhetoric the Bushadministration continued to look the other way in

its relations with authoritarian Muslim allies Itrefused to accept the election of Hamas Americacondemned Hizbullah but sat on the sidelines asIsrael carpet-bombed Lebanon destroying muchof its infrastructure in a war whose victims wereoverwhelmingly Lebanonrsquos civilian populationMany Muslims today expect Obama to live up tothe principles of self-determination justice andhuman rights that they associate with America andbreak with the Bush administrationrsquos (and for thatmatter previous administrationsrsquo) double standardin not promoting democracy and human rights inthe Middle East

For majority of Muslims who admire the Westrsquosfreedom technologies and rule of law the majorissues are respect for Islam and Muslims andWestern especially American foreign policiesMany will be looking for an Americanadministration that emphasizes diplomacy anddialogue

The policies and legacy of the Bushadministration have left Barack Obama and his newadministration with many formidable political andeconomic challenges some seemingly intractableHowever in relations with the Muslim world and inour joint fight against global terrorism Obama doeshave a singular opportunity to signal a new era andsend a new message of hope and constructiveengagement across the Muslim world

The report also warned that ldquothe potential for conflict will increaseowing partly to political turbulence in parts of the greater MiddleEastrdquo and apart from the US countries such as Russia China andIndia will play greater roles as negotiators

The new assessment by US intelligence agencies also predictedthat independent entities including tribes and criminal networks willgain international clout

ldquoAlthough the United States is likely to remain the single mostpowerful actor the US relative strength mdash even in the military realmmdash will decline and US leverage will become more constrainedrdquo saidthe NIC report

middot It is better to build friendshipsthan to allow the hate-mongers to gainadvantage and promote hostilities

On individual plainmiddot Be friendly with non-Muslimsmiddot Invite them home on festivals

share meals with them and get invited attheir festivals

middot Send your friends greetingscards on festivals marriage and otherspecial occasions

middot Know your neighboursrsquo andfriendsrsquo dietary habits beforehandBefriend them with a right menu

middot Never throw a bone to yourneighbourrsquos dog if he happens to be avegetarian

middot Offer gifts tips or eatables or atleast tea and snacks to lowlyfunctionaries of the society like thegarbage collectors scavengers meterreaders newspaper boys municipal taxcollectors Mostly such people come fromunderprivileged sections of the societyand look forward to such freebies andfavours A tea in your drawing room isundreamt by them

During Ramadanmiddot Do not allow the sehri wake-up

teams to beat drums through the streetsinhabited by non-Muslim localities oreven mixed localities Drum beating hasoutlived its utility It has to be abandoned

totallymiddot Let not the locality mosque read

out taraweeh prayers on microphonesmiddot Let not the samosa shops

encroach upon streets and lead toclogging of traffic Such manifestationsof Ramadan are not welcomed by anyone

to us but may not be approved of bymembers of other communities It is betterif the morning azan is called withoutamplifiers If indeed attendance for Fajr isthin the mosques could send out SMS tomusallis

middot Wherever there is no need foramplifiers they could be taken off theminarets The musallis could be instructedto feed azan in their mobiles and times ofazan be set frequently as the timingschange

Jumaa (Friday congregation)middot Friday congregations are

snowballing in size everywhere It istherefore imperative for the community toexpand capacity of mosques

middot Spilling of namazis onto theroads must be avoided all costs Blockingtraffic will put people to inconvenience

middot If the mosque cannot beexpanded the congregations should beheld twice or thrice

middot Jumaa sermons should focus onissues of public concern and communalharmony rather than being merelyritualistic

On Bakridmiddot Bakrid or Eidul Azha is the

occasion when the communal forces lookfor the most prized opportunity forstoking communal hatred and mobilizegroups to physically attack Muslims It istrue that 80 per cent of the people of Indiaeat meat But it is useful to remember thatpower elite of the nation is vegetarian orat least maintains that position

middot Do not sacrifice animals inpublic

middot Arrange safe disposal of thewaste away from the municipal garbagebins

middot Possibly go for collectivequrbani and away from large humanconcentrations and away from the publiceye

Fighting FascismLast month the New Delhi-based humanrights group Anhad along with some 90other organizations held a two-daynational convention on the themeCountering Fascism Defending theIdea of India It was attended by scoresof social activists from various parts ofthe country Predictably it receivedhardly any mention in the so-calledmainstream Indian media

The first session of the convention was devotedto discussions about Hindutva In hisintroductory remarks the noted social activist

Ram Puniyani dwelt on the ideology and politics ofHindutva which he as did many other speakers afterhim characterized as the Indian form of fascism Heargued for the need to examine the links between Hindutvaterrorism and free-market terrorism represented byWestern economic and cultural imperialism and also torecognize the fact that Hindutva fascism poses a graverdanger not just to Muslims and Christians but in fact toall marginalized groups in the country particularly Dalitsand Adivasis since it represents the worldview interestsand agendas of entrenched lsquoupperrsquo caste elites Hepointed out that in this regard there was little differencebetween the lsquohardrsquo Hindutva of the BJP and the lsquosoftrsquoHindutva of the Congress and noted the deep inroadsthat Hindutva forces have made into every pillar of thestate including the bureaucracy and the judiciarybesides in the educational field and the media

Elaborating further on the theoretical analysis ofHindutva as fascism noted historian KNPanikkar spokeabout how the Hindutva agenda is now being advancednot so much by communal riots as in the past but bywhat he termed as lsquoorganized attacks on Muslims andChristians amounting to genocidersquo often in complicitywith agents of the state These well-planned attacks onMuslims and Christians Prof Panikkar pointed out arecharacterized by far greater brutality than previously andno effective action is taken against their perpetratorswhether by the Central or state governments

Noted academic and legal luminary Prof Upendra Baxispoke about what he called the lsquoModi-ficationrsquo of India aprocess of lsquoregressionrsquo exemplified in the form of theGujarat Chief Minister Narendra Modi which in his wordslsquorepresents a totalitarian order and a politics of immunityand impunityrsquo a situation where those in power lsquocan doas they want without any pull of accountability or tug ofconstitutionality and can practise genocidal governancea form of governance that continuously destroysdemocracyrsquo

lsquoHindutva is identical with fascismrsquo declared the notedsocial activist and Arya Samaj leader Swami AgniveshlsquoThe RSS is the single major source of strife and danger tothe unity and prosperity of Indiarsquo he announced

Based in Jaipur Kavita Srivastava is the President of the Rajasthan chapter ofthe Peoplesrsquo Union for Civil Liberties (PUCL) She and her comrades have beenconsistently working in Rajasthan for the cause of human rights particularly forthe statersquos Muslims Christians Adivasis and Dalits and have taken up the issue oftargeting of Muslims by agencies of the state and the media in a major way Shediscusses this and more in this interview with our staff writer

Q Howdo you see thewayinwhich the state in Rajasthan isresponding to acts of terror thathave rocked the state in recentyears most particularly in theaftermath ofthedeadlyblasts thatshook Jaipur earlier this year

A The situation is indeedgrim Muslims are being readilybranded as terrorists and this ishow many government officialsview them So soon after the blastslarge numbers of innocentMuslims were wrongly suspected

or branded as terrorists They werearrested and interrogated by thepolice and many of them weresubjected to cruel torture Thepolice somehow automaticallyassumed that Muslims wereresponsible for the blasts withouthaving any proof Almost a fourthof those who died in the Jaipurblasts were Muslims althoughMuslims account for just about atenth of the cityrsquos population Butstill the dominant view was thatMuslims had killed Hindus in the

done by some Muslim elementsjust as it is possible that they mightbe the handiwork of say Hinduextremists But surely the agenciesof the state and the media shouldnot rush into concluding anythingbefore a detailed investigationSadly that does not seem tohappen in most cases So theygenerally begin with the premisethat any blast must be thehandiwork of Muslims and thatobviously influences or determinesthe conclusions that they reach

They start with this premiseprobably or at least in part becausethere seems to be this widely-heldthough erroneous image in societyof Muslims as somehow inherentlyand congenitallyprogrammed to beprone to violence and terror Andso Muslims and their behaviorcome to be seen in an essentiallycriminalized way not just by thepolice or media but also in thewider public domain

The same point was made by John Dayalspokesperson for the Catholic Church He noted howscores of middle-class Hindus send their children to studyin Christian schools but yet passionately support or elseremain silent on Hindutva fascism Since Hindutva fascismaims also at the suppression of the lsquolowrsquo castes and thepoor in general the struggle for social and economic justicemust form a central plank of popular mobilization againstHindutva opined noted social activist and former Vice-Chancellor of Lucknow University Rooprekha VermaMagsaysay Award winner Sandeep Pandey pointed outthat possible links between Hindutva radicals and certainterror attacks urgently needed to be probed He critiquedthe growing military and lsquocounter-terrorismrsquo collaborationbetween India Israel and the United States as well as themanufacturing of the image of Muslims as lsquoterroristsrsquo whichglobal powers are propagating so assiduously in orderamong other things to boost their weapons industries

The second session of the convention dealt withlsquoFascist Terror Networks in India rsquo In her introductoryremarks Shabnam Hashmi coordinator of Anhad spokeabout the widespread and deep-rooted communalizationof not just the political sphere but also of popularconsciousness on what she called a lsquomassive andunprecedented scalersquo The Congress is equallyresponsible she said for the rise of Hindutva fascism asthe BJP and she minced no words in claiming that certainactions and statements of the present Union HomeMinister are no different from what one would expect from

an RSS-leader Well-known journalist Subhash Gatadespoke about the involvement of Hindutva terror groups invarious bomb blasts that have taken place in differentparts of the country Noted senior Supreme Court advocateand head of the Delhi-based Human Rights Law NetworkColin Gonsalves argued that it was crucial to examine thedirection in which the courts were moving in India on theissue of communalism and secularism as reflected in theirjudgments This would indicate both the ideology of thejudges as well as what future judgments might be expectedProviding details of various Supreme Court decisions heexpressed his pessimism in this regard suggesting thatseveral of its recent judgments appeared to be clearlysupportive of the Hindutva agenda and ideology

Another legal luminary and fellow advocate in theSupreme Court Prashant Bhushan referred to themenacing rise of Hindutva fascist forces that have startedresorting to terror bomb blasts and are threatening to exportwhat they consider as the lsquoGujarat modelrsquo of genocidalattacks on minorities to the rest of the country In thisregard he pointed out how scores of innocent Muslimshave been arrested and languish in jail for bomb attacksfor which they have no responsibility at all and in this thepolice the intelligence agencies and influential sectionsof the media are in league with Hindutva forces and thestate The third session of the convention was devotedto the theme lsquoFascism and Neo-LiberalEconomic PoliciesrsquoTo consider Hindutva fascism simply as a religious orcultural or political phenomenon is misleading suggestedmedical doctor and social activist Abhay Shukla Ratherfascism including in its Hindutva garb also has to beunderstood as reflecting a certain economic agenda ofentrenched and oppressive local and global elites It isintricately related to the new lsquoglobalrsquo face of rapaciouslsquoneo-liberalrsquo capitalist exploitation and as the case ofGujarat shows is perfectly compatible with communalviolence which serves it by diverting the attention andwrath of oppressed classescastes from their real casteclass oppressors onto imaginary and manufacturedlsquoenemiesrsquo such as Muslims and Christians

The lively and immensely productive conventionconcluded with the announcement of a long list of plansfor practical action to be taken to galvanise the struggleagainst communal fascism But as to how and when andby whom these well-meaning and certainly very urgentsuggestions will be taken up remains to be seen

Prevalent mood of self-congratulations in the United State onlsquoundoing the racismrsquo by electing a black man for White House maybegin to hurt the blacks Obama victory may well be used to suppressthe push for racial equality Americans would need summoningenough sanity to resist the temptation to use Obama presidency asa lsquoWhite guilt repellentrsquo in the words of the commentator Steve SailerThe advocates of post-racial America would need to look why Blackareas have substandard schools why unemployment soars amongthem and why the American jails have dispproportionately highnumber of blacks as inmates A Black in White House does not reallysubstitute fundamental changes in attitude

Ahmedabad The Gujarat government has decided to build a bombdatabase centre at Gandhinagar FSL and set up bomb squads in 24districts equipped with hi-tech gadgets to fight terrorist activities

With Gujarat figuring prominently on the terrormap the governmenthas decided to set up bomb squads in 24 districts of the state The stategovernment has also decided to set up a data centre at the GandhinagarFSL to keep track of all the blasts occurring in the country Secretary(Home) T S Bisht said ldquothe data centre will work under the StateIntelligence Bureau A budget of Rs 45 lakh has been sanctioned for thepurpose An entire floor at the FSL will be dedicated to the centre If ablast occurs anywhere in the country we will collect its data hererdquo

Explaining what sort of data they will be looking at Bisht saidldquoInformation on the materials used to make the bomb the area wheresuch material is available the bombrsquos intensity etc will be studied hereThe centre will also analyse new techniques adopted by internationaland national level terrorists to spread terror The centre will also be astorehouse for documentary proof like mobile phone clips of blastsrdquoThe squads will acquire hi-tech Explosive Ordnance Disposal (EOD)System to counter sabotage and terror-related incidents

New Delhi At a time when Prime Minister Dr Manmohan Singhhas sought to prune official ldquogoodwillrdquo delegation to reduce governmentexpenditure as an austerity measure a jumbo size delegation of officialsand their families is heading for Saudi Arabia in the name of performingldquoHaj dutiesrdquo that will cost the taxpayer Rs 80 million In anadvisory thegovernment had asked all ministries to cut down foreign and domestictravels as part of the mandatory 10 per cent cut on the non-planexpenditure for austerity In a communication to Indian missions inRiyadh and Jeddah the Central Haj Committee has informed that 100officials accompanied by their family members are being sent on theldquoHaj dutiesrdquo and that they be provided separate facilities and five staraccommodations in Saudi Arabia ldquobefitting their statusrdquo

Throwing to winds the austerity call the Haj committee has soughtto provide free boarding lodging and transport to the officials who areprimarily sent to assist the Indian pilgrims Ironically the Haj committeecommunication has demanded separate facilities even like kitchen andtoilets for these officials to keep them away from the hustle and bustle ofthe pilgrims Further it demands the arrangements for their stay in Minashould be separate befitting their status The delegation which is visitingMadina has also asked for an accommodation in the central districtwhile even the Hajis who pay for first class air fare have been bookedfive-ten kms away from the central district housing the main mosque

Q And why do you think this sort of image of Muslims is so deeply-rootedA One major reason is that most Hindus especially those in positions of power have

little if any personal engagement with Muslims So being unable to relate to them as realflesh-and-blood people they tend to see them in the form of sinister stereotypes and cruelcaricatures The only source of information about Muslims they might get is from the medialarge sections of which of course are communalized and are getting increasingly more so

Take television forinstance You wonrsquot finda single programme set ina MuslimhouseholdItrsquos almost always set inanlsquoupperrsquocaste upper or middle-classHindu family Hindi cinemamdashor Hindustani cinema actuallymdashonce had considerable space for Muslims although theywere generallypresented instereotypical terms as decadent feudal lords luxuriating incomfortor as burkha-clad women or singing paan-chewing qawwals or whatever not as lsquonormalrsquohuman beings But even that space has vanished and now numerous Bollywood filmsclearly and explicitly demonise Muslims in a very carefully planned manner In addition to allthis is the poisonous anti-Muslim propaganda of the Hindutva forces So all this combinesto colour the public domain and the public perception of Muslims in an increasingly negativelight As members of the wider society it is not surprising that many people in the police thecourts and the media are also influenced by this way of thinking

Q There are now demands being voiced to make anti-terror laws even stricter as ameanstocounterterrorism How do youseethis demand

A What some people such as the Hindutva right-wing some police officers and pro-establishment media persons are so forcefully advocating today is for a change in the law ora new law so that statements given by the arrested before the police can be counted asevidence against them Now we all know that this would lead to the further hounding ofinnocent people picked up by the police who might torture them to make false lsquoconfessionsrsquowhich would be used as lsquoevidencersquo to falsely implicate them in cases for which they were notinvolved in and which would let the real culprits go free This would be a major assault ondemocracy

Under the proposed draconian lsquoanti-terrorrsquo laws that some right-wing hawks areproposing even human rights groups taking up the case of people wrongly accusedof being terrorists could be arrested Anyone who criticizes the wrong role of thepolice the judiciary or any other branch of the state could then be easily branded as acriminal or terrorist sympathizer or abettor

In other words if such a draconian law comes into place if you even think differentlyfrom the state you could be booked Anyone who even talks of state terrorism could belabeled as a lsquoterroristrsquo or lsquoanti-nationalrsquo If you take up the rights of oppressed peoplewho are being suppressed by the state as is happening with human rights activistsworking with Adivasis in Chhatisgarh for instance you could be branded as an enemyof the state and thrown into jail Or as is happening in Orissa activists protestingagainst multi-nationals grabbing Adivasi lands backed by the state can be arrested butno action will be taken against the Hindu mobs backed by Hindutva fascist outfitswhich have left tens of thousands of Christians in the state homeless

And now there is talk of the need for a new lsquoanti-terrorrsquo law according to which anyperson can be arrested if he or she even simply intends to support any banned group Inthat case how would the government presume that it can judge anyonersquos intentionsObviously this would make a complete mockery of any claims to democracy

In other words with these sorts of new laws that are being put into place or arebeing so vociferously advocated day in and day out I fear India may be moving in thedirection of a lsquopolice statersquo run by intelligence agencies so that the state and the rulingclasses can do whatever they want without any opposition whatsoever These representthe sinister agenda of forces that are bent on destroying whatever little democracy wealready enjoy

The issue of strained relationsbetween Muslims and theWest is a long-standing one

and it has taken a new turn following theattacks of 911 In recent years much hasbeen written on the subject by bothMuslim as well as Western scholarsFollowing the publication of FrancisFukuyamarsquos The End of History andSamuel Huntingtonrsquos The Clash ofCivilisations in the late 1990s a largenumber of Western scholars haveconcluded that reconciliationbetween Muslims and the West isimpossible and that a clashbetween them is inevitableInfluential Western think-tankshave aggressively pursued thisline of thinking as have extremist religiousand political forces particularly Christianevangelicals and Zionist organisations allacross Europe and America In thiscontext the crucial question arises as tohow the situation can be changed asindeed it must Do Muslims have anyproper strategy or programme in thisregard My answer is firmly in thenegative

Despite the massive anti-Westernmovements and sentiments that havecharacterised much of the Muslim worldsince the last 150 years the fact remainsthat Muslim intellectuals particularlythe ulema have only a very superficialunderstanding of the West In actualfact there has been no serious attempton the part of Muslim scholars to studyand evaluate Western thoughtcivilization and history Today ourreligious scholarsrsquo views about theWest are about the same as the Westhad about Muslims and Islam severalcentur ies ago in the wake of theCrusades Many Muslim scholars havethe same sort o f stereotypicalunderstanding of the West as the Westhad about Muslims at the time of the

Crusades Our scholars believe and thisis what they tell their followers that theWest simply stands for drunkennesssexual license immorality and all othersorts of wanton desires and pleasuresBecause of this approach we have notbeen able to learn from the good thingsthat the West has to offer not evenabout aspects of the Muslim scientificheritage that the West had taken fromus and had then built on Instead inmany Muslim circles hatred of the West

is considered to be the biggest sign ofreligiousness This menta lity wasformed in the colonial period and itshould have been done away with theend of the European colonial empiresHowever instead of that happening ithas been greatly re inforced andstrengthened and has now become sodeep-rooted that Muslim reformers findit virtually impossible to combat

Scores of instit-utions for the studyof Islam and Muslim culture and historyhave been established in the West andsevera l Western universitie s havespecial depart-ments concerned withthese fields They have produced amassive amount o f literatu re Incontrast there are probably not eventwo or three scholarly institutions in theMuslim world devoted to the study of theWest using modern scholarly methodsUniversities in Muslim countries shouldhave set up departments of Westernstudies and there should have beenprivate - and government-fundedinstitutions for the study of the West butunfortunately these do not exist Wedesperately need such institutions tostudy Western history and culture in a

critical yet dispassionate way so thatMuslims can understand what thelimitations or drawbacks of contemporaryWestern civilisation are and also itsvirtues which they could adopt

Today most Muslims have a double-standard approach to the West On theone hand many of them are vociferouslyopposed to the West and insist thatMuslims should stay away from Westernculture as far as possible At the same timemany of them fervently desire to migrate

to the West I have been twice to Americawhere I met several Muslims who brandAmerica as lsquothe Great Satanrsquo but stillcontinue to live there for the economicbenefits and oppo-rtunities that Americaprovides them They show-off theirAmerican passports or if they do not asyet have them are impatiently awaitingthe day when they would receive Ameri-can citizenship Why one must ask thesedouble-standards If these Muslims areso anti-America why donrsquot they leavethat country and return to what theyconsider as darul-Islam lsquothe abode ofIslamrsquo where many of them came from

I believe that there are numerousaspects of Western culture and societythat reflect the virtues that characterisedthe early history of Islam In contrast lookat many Muslim countries where groupsthat want to serve the cause of Islam areunder severe restrictions It is unfortunatethat almost the whole focus of Muslimgroups in the West is on seeking to getrecognition for Muslim cultural identityoften to the point of excess Take forinstance the case of womenrsquos dressHijab or modest dress is adequate butsome Muslims in the West make a big hue

and cry demanding that the face-veil(naqab) be allowed and some even gobeyond that unmindful of the fact thatthis might lead to further escalation of anti-Muslim sentiments in society Someextremist self-styled Islamic groups in theWest such as the Hizb ut-Tahrir even raisethe simplistic slogan of establishing anIslamic Caliphate in the West completelyforgetting that the liberty to do all this isnot available even in the so-called darul-Islam

The real conflict between Muslims andthe West today is in the realm ofideas Militarily Muslims weredefeated by the West twocenturies ago and far fromseriously hoping to militarilyoverwhelming the West Muslim

countries are thoroughly dependent onthem for military aid To effectively defendthemselves Muslims must firstintellectually understand the West andfor this we need a group of Occidentalistscounterparts of the Westrsquos OrientalistsBut unlike the classical Orientalistsrsquoapproach to the Orient these scholarsshould not be blindly critical of the Westbut should in an objective fashionexamine both the drawbacks and thevirtues of the West Most Orientalists asEdward Said so brilliantly brought out inhis magnum opus Orientalism did notadopt such a balanced approach andactually served as tools of Westernimperialism but the sort of Occidentaliststhat we require must seek to objectivelyevaluate the West

Dhaka and you are face to facewith problems this tiny nation isgrappling with Countryrsquosburgeoning population hasvirtually no trace of role of theGovernment in their lives Peopleand more people keep pouringout on the cityrsquos thoroughfaresfrom the narrow slushy alleysAerial view might impress anynewcomer what with skylinedominated by thousands ofhigh-rises But try accessingthese edifices you realize thatthey are no better than slumshung in the sky

No moment of the day is dullon Dhaka streets Cycle-rickshaws are all over the placecrawling like caterpillars weavingtheir way into empty pockets ofthe hybrid traffic Estimates oftheir number vary between twoto five lakh in a city peopled withover 12 million souls Floods andpressure on lands feed the influxin cities Unskilled folk have noother option than plying thetricycles eking a livelihood outof the raw physical energy Afewbuses provide the apology for thepublic transport They look nobetter than cubicles beaten intoshape out of the junked tardrums

Yet Dhaka is a lively city everpulsating with life People are jollyand ever helpful The warfarebetween the two famous begumswhich often spilled over streetshas made people weary ofpolitics But armyrsquos nearly two-year rule has made no differenceeither Economic hardships of thecommon manare growing harsherby each day Housing powerpressure on the land and theperennial floods know no answer

Global warming has ominousforebodings for the nation of 150million people A metre rise ofsea level would depriveBangladesh of 19 per cent of itsland area Economic social andpolitical repercussions of thisdeluge for this whole region aredifficult to be surmised Nowonder then why one gets the

feeling that Bangladesh is aprison of people from whichevery single individual is lookingfor an escape Unless there isresponsible governancevisionary planning and acorruption-free regime itsworries would not know any end

Q How doyouexplain the recent waveof bomb blaststhat have taken place across India How can thisdangerous phenomenon be tackled

A Clearly behind such attacks is a certain ideologyat work whose major objective is to create hatred betweenthe different communities That rather than just killinginnocent people is the real objective of those behindthese dastardly and cowardly acts These forces whocould be both internal as well as external and who couldinclude extremist Hindus extremist Muslims or othersclearly do not want people of the different communitiesto live in peace with each other Among the various stepsthat should be taken to counter this form of terrorism isfor people to isolate the forces within their own respectivereligious communities that seek to foment communalhatred If a Hindu name emerges as being behind a certainterrorist attack it is for Hindus in particular to fiercelycondemn such a person or organization not just as acriminal but also as anti-Hindu And the same holds truefor how Muslims should respond if the person or outfitbehind a terror attack bears a Muslim name Terrorismcannot be tackled simply by the government machinerywithout this sort of social or public mobilization againstit In this it is particularly crucial that we desist frombranding or associating any particular community withterrorism because terrorism does not know any barrierof community It is wrong to associate it with any religion

A number of leading Muslim clerics have issuedfatwas against any form of terrorism no matter what thereligion of the perpetrator And so I would like Hinduleaders to also begin to say the same thing Recently Iissued a statement on behalf of the Arya Samaj appealingto all Hindu religious leaders not to support thoseHindutva activists who have been accused in theModassa and Malegaon terror attack cases I appealedto them to expose Hinduvta terrorists for they are givingthe entire Hindu community a bad name I pointed outthat numerous Muslim ulema or religious leaders haveorganized mass rallies and have issued fatwascondemning all forms of terrorism including thatengaged in by self-styled jihadist groups Recently Iattended a huge inter-faith conference in Madrid todenounce all forms of terrorism which was organizedby the King of Saudi Arabia I suggested that Hindureligious leaders should also do the same andforcefully condemn all forms of terrorism includingthat done in the name of Hinduism or by Hindus asanti-Hindu anti-religion and anti-human

Q What has been the result of this appeal of yoursto Hindu religious leaders Are they coming out toforcefully condemn terror engaged in by Hindutvagroups just as many Muslim clerics are now openlyspeaking against terrorism done in the name ofIslam

A Unfortunately many Hindu religious leaders

continue to remain silent onthis To remain silent onsuch a heinous matter canin some cases be construedas tacit approval But I amstill making efforts to makethem realize the gravity ofthe situation

Q In recent years thereis a growing tendency insome circles to associateIslam in particular withterrorism How do you seethis development

A I think this is completely unfair It is a productof the imperialist agenda of certain Western powersthat need to create the spectre of radical Islamism asallegedly posing an immense threat to the West so asto help the West justify its continuing hegemony itsglobal power and its control over West Asian oilresources Using this warped logic and without anyevidence America has attacked and devastatedAfghanistan and Iraq and seems to be bent on takingon the whole Muslim world George Bush openly callsfor a lsquocrusadersquo and thus seeks to lend credence to thethoroughly bankrupt theory of the lsquoclash ofcivilisationsrsquo The Western media has been forcefullypropagating this thesis and now especially after 911 large sections of the Indian media are also parrotingthe same bogus theory To repeat to seek to associateterrorism with any religion or community is completelywrong I think and I have said this publicly thatGeorge Bush is the worldrsquos No 1 terrorist It was theWestern establishment that along with its clientregimes created the Taliban and armed Saddam andthe Bin Laden family is a business partner of the Bushfamily In the same way the Congress under IndiraGandhi propped up Bhindaranwala but he later turnedinto a Frankenstein Likewise the first victim ofterrorism in free India Mahatma Gandhi was killedby a Hindu not a Muslim It was not a Muslim whokilled Indira Gandhi or Rajiv Gandhi And so you caneasily see through the falsity of the slogan lsquoAllMuslims may not be terrorists but all terrorists areMuslimsrsquo that is so frequently mouthed today

Q What do you have to say about the recentrevelations about some Hindutva groups being involvedin fomenting terrorism in India

A Yes this phenomenon exists and the media isgradually bringing it to light Hindutva ideologueshave been consistently seeking to equate Islam andMuslims with terrorism but now that evidence issurfacing of the close involvement of radical Hindutvaoutfits in terrorism they are saying that terrorism must

not be sought to be associated with anyreligion But this is precisely what they weredoing all this while with regard to Islam Theyare saying that the so-called Sadhvi who hasbeen arrested in connection with theMalegaon blasts should not be called alsquoterroristrsquo Rather they say she should betermed as an lsquoaccusedrsquo because the chargesagainst her have not been as yet proved bythe courts But if that is the case then whydo they refer to the Muslims nabbed by thepolice but against whom the courts have not

passed their verdicts as lsquoIslamic terroristsrsquo withoutdemanding the same sort of proof You can call themlsquosuspectsrsquo or lsquoaccusedrsquo but why jump to theconclusion that all of them are actually terroristswithout the charges against them being proven

Q What do you feel about the way the governmenthas gone about seeking to tackle the problem ofterrorism

A There is no uniform approach across thecountry So for instance we witnessed the state-sponsored genocide and massive wave of terror inGujarat in 2002 that caused the deaths of vast numbersof innocent Muslims The way this genocide waslaunched with such precision made me suspect thatone cannot rule out the possibility that the burning ofthe coach of Sabarmati Express might have beenorchestrated by others to fan anti-Muslim hatred andgarner Hindu votes But the role of the state in suchheinous violence targeted against innocent peoplewhich is a form of terrorism did not start with ModiThe nefarious role of top bosses in the Congress Partyin orchestrating the large-scale massacre of Sikhs in1984 is well-known So various governments havesought to fan violence against minorities for their ownpolitical purposes and no discussion of terrorism inIndia can leave out this crucial dimension

We also have to talk of and speak out against otherforms of terrorism The killing of some3000 innocent peoplein America on 911 was a terrible crime and it must becondemned but the West does not want us to talk ofother forms of terrorism in which Western powers andelites are directly implicated Some 7000 children die inIndia daily mainly due to poverty which is caused by askewed and totally inhuman notion of lsquodevelopmentrsquopropagated by Indian and Western elites Is this not aform of terrorism also In some senses it is a worse formof terrorism not only because it is of a far greater magnitudebut also because it causes prolonged pain and sufferingto its victims unlike those who die in an instant in a terroristattack Some twenty-five thousand dowry-deaths ofwomen are recorded every year in India Is this not also aform of terrorismIs not female foeticide a form of terrorism

The point I am making is that all forms of terrorismwhether in the name of religion community nationgender or whatever needs to be sternly condemnedand struggled against Let us not be selective in ourapproach because terrorism anywhere is a danger tohumanity everywhere

My father the late Qasim Khan Saheb who passedaway about 18 years ago was the major source ofinspiration for me I was born in a small town My fatherhad a small kirana shop in Mandya He followed Islam inits letter and spirit In business he strictly adhered toProphet Muhammadrsquos (pbuh) principles Even today myfather is talked about in the whole of the town as a legendwho set an example of honesty integrity andstraightforwardness In the entire taluk of Krishnarajpetin Mandya there is not a single person who does notknow my father I inherited his vision of positivenessHe was a businessman but never hoarded He also setup a chemist shop which still exists today and is managedby my younger brother The virtue of honesty and itsfragrance left behind by my father lingers on today tooand in the town people throng to this same chemist shopeven today

In India for the past 60 years the Muslim communityhas been involved in one or the other emotional issuebe it the issue of the Urdu language Muslim PersonalLaw Board discrimination or reservations and so onAfter Partition the Muslims inherited several problemsfor which the current generation is not responsible

Democracy and the Indian Constitution are thegreatest strengths of India and its citizens As far asreligion is concerned the Indian Constitution has givencomplete freedom to its citizens to profess and practiseany religion they wish to And it has also given everyonefreedom to propagate his or her own religion This makesit possible that no religion is threatened At the sametime while propagating onersquos religion it should be keptin mind that the sentiments of no other religion are hurt

Muslims in India after Partition are an integral part ofthe Indian society and in the last 60 years they aresuffering from a psychological blockade that they arediscriminated that Islam is in danger or even that theirempowerment is only possible through the governmentThey also feel that their leaders have misled them which isquite true Muslims have failed to develop the confidencethat they can be self-reliant In any nation or societydiscrimination is common Ina mixed society like Indiarsquos orfor that matter in every other society discrimination iscommon Some Muslims might feel that because they areMuslims they are discriminated against Similarly otherstoo feel that they are discriminated against such as DalitsAdvisasis etc By saying this I am not undermining the illsin the society Take an example Suppose a person is bornwith a physical or mental handicap Can he or she spend hisor her entire life lamenting about this Can he or she keepblaming God and people around him No He or she has totry to overcome the handicap in different ways What Iwish to convey is that as Muslims and as people who followIslam a positive approach should be the motto of our lifeAllah Almighty says again and again in the Quran that oneshould be positive Negativity is not part of Islamic lifestyleor thinking Muslims should think positively andbe a vibrantcommunity We should work on the positive motto that weare here to lead not to be led

If there are four people who is the most useful It isthe one who is most vibrant and useful to the other threeMuslims today should demonstrate that they haveknowledge of the Quran and act in accordance with itsteachings of justice fairness and equity Let us introspectas a community While accepting the fact that Muslimsare being discriminated against let us introspect whythis discrimination is happening We as Muslims cannotshift responsibility of our failure onto others WhenMuslims ask something and the government gives itthen it is wrongly taken as lsquoappeasementrsquo by the rest ofthe society My point is who is stopping Muslims fromclimbing the ladders of success

I hail from a little town Did anyone stop mefrom comingup No Think about the Muslim scholars of the pastwho set up educational or religious institutions Take thecase of the respected scholar Maulana Ali Miyan He wasrespected not just in India but across the world Did henot struggle on his own to gain knowledge and reach thatlevel Then why this state of affairs now I have alwaysfelt uncomfortable with the idea of Muslims carrying thelabel of ldquosufferersrdquo around their necks

If we really introspect a fact comes to light that wehave not been giving to others enough Allahrsquos qualityis giving In the past Muslims contributed in every field

But now why this passivity It is because of the presentframe of mind Why cannot Muslims be positive thinkerspositive intellectuals and learn to give more qualitativelyand quantitatively in various fields As a community weshould have an agenda We know our weakness but notour strengths Our leaders are spreading a sort ofpsychological blockade among the masses that we arebeing discriminated against We have forgotten to rectifyour faults Muslims including the religious clerics shouldparticipate more in social and humanitarian causes Wehave forgotten our huququl ibad our obligations towardsthe creatures of God We unfortunately give too muchstress on ritualism We need to make our presence felt inthe society by our contribution and performance Wehave forgotten the method of dialogue We need toinculcate and imbibe the qualities ofAllah in usmdashqualitiessuch as mercy forgiveness generosity etc

I do not believe that Muslim youth are involved interrorism A few miniscule number might have beenmisguided to feel that their anger can change societyBut the Prophet (pbuh) never guided the community withanger Jihad is a sacred word and it is misused by themedia too The Prophet gave clear guidelines about warSome Muslims misinterpret some Quranic verses and thenthink that by giving their own lives and killing innocentsthey are gaining shahadat I dislike this sort of Muslimswho say they are jihadis or mujahideen and kill innocentsin the name of Islam Take Kashmir This is a politicalproblem and territorial problem not a religious one unlikehow some self-styled Islamists present the issue tojustify which they have misinterpreted Islam

I strongly feel that Muslims should have 10 yearplanning like a Vision Statement that covers variousissues like poverty illiteracy empowerment womenrsquoseducation child labour etc I appeal to the Muslimcommunity to have a positive approach We should notget distracted by the obstacles and hurdles that comeour way In the current scenario amidst all the differenceswe have we have to rise and shine

Muslim youth today should understand that ifsomeone is suppressing them from coming up in life intheir educational or professional fields then they shouldlearn to struggle against these peacefully and emergevictorious It all lies within them -their inner will powerand strength Itrsquos all in the minds and hearts Muslimsreally need to work on their potential talents and qualitiesand prove themselves

I have always believed in positive thinking and beliefin Allah I did not plan anything major but only plannedto strengthen myself I never asked for favours or a postI believed in working on my own potential

Through Islam we can bring peace Not through angerIt is time we brought about the positive spirit amongourselves Without it how can we bring about changesin others and solve our many problems Despite

Saabir Karim My family and I participated in theDiscover Yourself workshop in Roshnee on the 7-9November2008 First of all my son was very negativeand by the end of the course he had completely changedand was a new person highly motivated and with a newoutlook on life He attracted people into his space as hehad completely come to terms with himself his Creatorand the people around him The change was verynoticeable and people recognized it immediately I had asevere exema (skin disease) onmy ankles and despiterepeated treatment it wouldnot go away The next day itcleared up and I felt very muchlighter I recognised most ofthe basic principles of thecourse presented bySadathullah Khan and what Iwanted to know from an Islamic context It strengthenedmy Imaan reinforced my beliefs in the spiritual aspectsof healing Our Deen is complete and all the answers arethere Other people who attended could not express theirgratitude for the difference it made in their lives I stronglyand wholeheartedly recommend that everyone attendthis course whether they have any apparent problems ornot as one may not be aware of what lurks in thesubconscious and whatbaggage they are carryingFor this manifests itself inbehavioral changes anddiseases in our daily lives Intotality we are now morecaring share othersrsquo concernand wish to help others makepositive changes in their livesin accordance with Shariahand the Sunnah

Geity Miggen Myexperience was that I came withan open mind into theworkshop and wanted to understand what Islam wasall about I am a Christian and as long as I pray andread my Bible and go to church I thought I am agood person but what I have realized here is thatyou cannot just pray once or twice a week and go tochurch on Sundays It is a continuous journey I donot forget to eat or drink water as I nurture my bodywith food supplements I should also nurture my spiritwith its supplements That spiritual supplementmakes me the person that I really want to be I alsolearned an important lesson and that is not to listento my ego

environment is calm and settled Likewise it works at its bestwhen the thinkers temperament is calm When the human mindis beset with external or internal commotion its powers becomeweak and it more easily falls prey to rashness and recklesspassion

Cowardice Unacceptable from BelieversIn the name of Allah the Merciful the Beneficent

So Moses said to his people ldquoMy people remember the favors which Allah hasbestowed upon you when he raised up prophets among you made you kings and grantedyou what he has granted to no other nation My people enter the holy land which Allahhas assigned to you Do not turn back or you shall be ruined

ldquoMoses ldquothey answered ldquomighty people dwell in that land and we will surely notenter it unless they depart from it If they do depart then we will enter Thereupon twomen who were God-fearing and on whom Allah had bestowed his grace said ldquoGo inupon them through the gate When you have entered you shall be victorious In Allahput your trust if you are true believers They said ldquoMoses we will never set foot in it solong as they are in it Go forth then you and your Lord and fight We will stay here

ldquoLordrdquo he said ldquoI am master of none but myself and my brother Do then draw adividing line between us and these wrongdoing folkrdquo He replied ldquoThis land will thenbe

Forbidden to them for forty years during which they will wander aimlessly on earthDo not grieve for these wrongdoing folk (The Repast ldquo Al-Maidahrdquo-520-26)

COMMENTARY BY SAYYID QUTBTRANSLATED BY ADIL SALAHI

Moses (peace be onhim) was worriedas he made his

appeal to the Jews to enter theholy land that they mightdisobey His worries were soonto come true as they sought togive excuses for failing tocomply They answered him inthese words ldquoMoses mighty

people dwell in that land andwe will surely not enter it unlessthey depart from it If they dodepart then we will enterrdquo

The Jewish nature appearshere un-masked withoutcosmetics They were facingdanger and therefore allattempts to put up a brave facewere abandoned Not evenAllahrsquos promise to them to makethis land theirs was sufficient tomotivate them They wanted aneasier prize without paying anyprice It should come to themfrom heaven as Manna and quailswere sent down for them to eatldquoMighty people dwell in thatland and we will surely not enterit unless they depart from it Ifthey do depart then we willenterrdquo

Victory however does notcome in this manner as the Jewswanted when they were devoidof faith ldquoThereupon two menwho were God- fearing and onwhom Allah had bestowed hisgrace said ldquoGo in upon themthrough thegate When youhaveentered you shall be victoriousIn Allah put your Trust if youare true believersrdquo

The value of having faithand being God fearing appearsvery clearly These were two menwho fearedAllah and being God-fearing made them totally fearlesswhen they confronted mighty-people they had all the courageneeded to dispel the imaginarydanger They made thistestimony highlighting theimportance of faith and the timeof trial and difficulty Theywanted to show what it meant tofear Allah alone at times whenpeople fear each other Allahdoes not combine the twofeelings of fear in any one manrsquosheart A person who fears Allahfears no one else

ldquoGo in upon them throughthe gate when you haveentered you shall be victoriousrdquo

This is a basic rule in how tofight the enemy The Jews areadvised here to launch an

offensive which takes them rightthrough into the other peoplersquoshomes Once they are in theothers will be demoralized whiletheir own morale will be highindeed Those attacked willsuffer a total loss of confidenceand the attackers will win

ldquoIn Allah put your trust ifyou are true believersrdquo Abeliever relies on no one otherthan Allah This is the distinctivemark and the correlative of faithBut who were these two menaddressing the Jews with thesetrue words True to their naturethe children of Israel saidldquoMoses we will never set footin it so long as they are in it Goforth then you and your Lordand fight We will stay hererdquoWhen cowardly people arecornered they are increasinglyimpudent They start to kickaround like donkeys but theynever step forward Oftencowardice and impudence gohand in hand A cowardly personis reminded of his duty but hisstrength fails him His neglect ofhis duty embarrasses him and heabuses this duty as well as themessage which imposes on himwhat he does not want

ldquoGo forth then you andyour lord and fight We will stayhererdquo A perfect example ofrudeness from weak people whorealise that rudeness costs

nothing but words Fulfillmentof their duty on the other handrequires them to fight in a realwar ldquoGo forth then you andyour Lordrdquo He is then not theirLord if his lordship means thattheywillhave to fight ldquoWewillstayhererdquoWe neither desire a kingdomnor sovereignty nor even thepromised holy land if it means thatwe will have to fight these mightypeople

This is now the end for Moses(peace be on him) after thestrenuous efforts he exerted withthe children of Israel and afterbearing all impudence anddeviation The result was simply toturn back away from the holy landwhen they stood at its doors Thiswas a clear violation of thecovenant they had made withAllahbut the covenant applied to Mosesalso What should he do now andwhose help he should seek

ldquoLord hesaidldquoIammasterofnone but myself and mybrotherDo then draw a dividing linebetweenusandthesewrongdoingfolkrdquo It is a prayer uttered withpain It is an appeal to Allah andtotal submission to him It alsoexpresses total determination anda total break with those whodisobeyed

Moses was aware that Allahknew that he could not account foranyone other than himself and hisbrother His are the feelings of

weakness experienced by a personwho suffered a major let-down thefaith of a prophet who spoke toAllahdirectly the determinationofan unshakeable believer He couldnot put his complaint to any oneother thanAllahwhom he prays todraw a dividing line between himand the evil doers Nothing couldprovide a link with them after theyhad abandoned their covenantwithAllah Norelationshipoffamilylineage history or previous effortswas of any significance Their onlyrelationship is faith and the pledgesthey had given to Allah As theybreached them then all relationshave been severed As for him hewas determined to fulfill his ownpromises to Allah while theycontinued to do wrong

This is the attitude of humblepoliteness shown by a prophet andthis is the action plan of a firmbeliever The tie which could bringbelievers together was the tie offaith Nationality lineage racelanguage history and all other tiesknown to mankind are of nosignificance when the tie of faith issevered

Allah answered his prophetrsquos

prayer and pronounced hisjudgment of the wrong doers ldquoThisland will then be forbidden to themfor 40 years during which theywander aimlessly on earth Do notgrieve for these wrong doing folkrdquoAs they approached the holy landwhichAllahhas promised them heabandoned them to their aimlesswandering He forbade them theland he had signed to them Theweightier view suggest that theland wasforbiddento thatparticulargeneration of them until a newgeneration came of age aware ofthe lessons and strengthened bytheir up-bringing in the desert Thefirst generation had long been usedto subjugation and tyranny inEgypt As such it could notshoulder the tough responsibilitiesTyranny and humiliation corruptthe nature of individuals as well ascommunities

The Muslims also learned thistough lesson Allah has related tothem When they came face to facewithdifficulty and they were few innumber confronting a mightierforce of polytheists in Badr theysaid to their Prophet Muhammed(peace be on him) ldquoWe will notsay to you messenger of Allahwhat the Israelities said to theirprophet ldquoGo forth then you andyour lord and fight We will stayhererdquo But we will say to you goforth then you and your lordand fight we will fight alongsideyou

We see how the Qurrsquoanicmethod produced results ineducating the Muslimcommunity through relatingstories from past generations ofbelievers We can also see whatpurpose is served by relating thehistory of the children of Israel

All Muslims know that to follow theexample of the Prophet (peace be uponhim) in matters of religion is required as aduty To follow him in other aspects isalways good and fruitful In as far asoffering the pilgrimage is concerned wehave no option but to follow his guidanceAs he started his pilgrimage he saidldquoLearn from me your ritualsrdquo This is anall-embracing Hadith that makes clear thatthe way the Prophet did his pilgrimage isthe proper way we should all follow Wehave a very detailed Hadith narrated byJabir ibn Abdullah telling us of everythingthe Prophet did on his pilgrimage Jabirreports ldquoGodrsquos Messenger (peace beupon him) stayed (in Madinah) nine yearswithout offering the pilgrimage In histenth year in Madinah it was announcedto all people that Godrsquos Messenger wouldbe offering the pilgrimage Many peopleflocked to Madinah seeking to follow theProphetrsquos guidance and to do like himrdquo

Several reasons led to the delay of theProphetrsquos offering of the pilgrimage Inthe first few years of his stay in Madinahhe could not have traveled to Makkahwhile the Quraysh its inhabitants wereraising one army after another to fight himWhen Makkah fell to Islam towards theend of Year 8 the Prophet chose not tooffer the pilgrimage the following yearbecause he did not wish to see theabominable practices of the unbelieverswhich they introduced into the pilgrimagesuch as being naked when doing the tawafIn Year 9 Abu Bakr was the leader of thepilgrimage and a ban was declaredprohibiting idolaters from coming toMakkah for pilgrimage and banning thepractice of doing the tawaf naked Withthat done the pilgrimage could be offeredin the proper Islamic way and this is whatthe Prophet did With him were no lessthan one hundred thousand people alleager to offer this great act of worshipwith him

ldquoWe went out with him until we arrivedat Dhul-Hulayfah where Asmarsquo bintUmays gave birth to Muhammad ibn AbuBakr She sent a message to the Prophetasking what she should do (consideringthat she would be in her post natal period)He told her to have a bath and to wrapherself properly (putting a wide piece of

up by God Whoever visits the SacredHouse for Pilgrimage or Umrah woulddo no wrong to walk to and fro betweenthem He who does good of his ownaccord shall find that God is mostthankful all-knowingrdquo (2 158) He alsosaid ldquoAl-Safa and Al-Marwah are twoplaces which God has made sacredrdquo Hewent first to Al-Safa and climbed up untilhe could see the Kaaba He turned hisface towards the qiblah and declaredGodrsquos oneness and glorified Him He thensaid lsquoThere is no deity other than GodHe has no partners To Him belongs theKingdom as well as all praise He is ableto do everything There is no deity otherthan God He has fulfilled His promisegiven victory to His servant and hasdefeated the confederate forces on Hisownrsquo He also prayed to God He repeatedthese phrases three times thendescended towards Al-Marwah Whenhe was at the bottom of the valley(marked nowadays with two green lights)he started jogging When we were againclimbing up he walked When he arrivedat Al-Marwah he did there the same ashe did at Al-Safa He finished his sarsquoie atAl-Marwah

Thus there is nothing special to bedone on the way to Makkah other thanrepeating the phrases of talbiyah Thesemake clear that offering the pilgrimage isdedicated to God alone in response tohis order stated in the Qurrsquoan Purity offaith is emphasized as Godrsquos oneness isrepeated over and over again The mentionof Godrsquos support of His Messenger is areference to the defeat of the allied forcesof unbelievers who tried to annihilate theMuslim community but they suffered ahumiliating defeat without being fought byany human forces

On arrival in Makkah a pilgrimshould offer the tawaf and the sarsquoie Ifhe is doing his pilgrimage in the ifraador qiran methods these count as histawaf of arrival and the obligatory sarsquoieof pilgrimage Indeed in the case ofqiran it counts for both the pilgrimageand the Umrah If the pilgrim opts forthe tamattursquo method which is the onepreferred by the Prophet these countfor his Umrah and he releases himselffrom consecration immediately after hefinishes these duties

Jabir reports ldquoGodrsquos Messenger (peace be upon him)stayed (in Madinah) nine years without offering the pilgrimageIn his tenth year in Madinah it was announced to all peoplethat Godrsquos Messenger would be offering the pilgrimage Manypeople flocked to Madinah seeking to follow the Prophetrsquosguidance and to do like himrdquo

A womanrsquos discharge whethermenstrual or postnatal does not stop herfrom offering the pilgrimage She canindeed perform all the duties and ritualsrequired but she obviously cannot offerher prayers She is exempt from theseHere we have the detailed guidance theProphet gave to Asmarsquo making clear thatshe could conduct her pilgrimage easily

but she mustnot do any tawafuntil she hasbeen cleansed ofall discharge Itshould be notedthat she gavebirth to her sonshortly afterdeparture fromMadinah whenshe arrived at

the point of meeqat which is Dhul-Hulayfah orAbyar Ali as it is better knownnowadays The ruling given to her appliesto all women who start such discharge atany time during their pilgrimage We alsolearn that there could be different formsof declaring our response to Godrsquos call todo the pilgrimage However the Prophetrsquospreferred form is the one that millions ofpilgrims repeat all the time The Prophetentered into the state of consecration orihraam shortly after leaving Madinah atthe point of meeqat which is knowntoday as Abyar Ali We also learned whata woman who is having her period shoulddo if she begins her pilgrimage Wecontinue with Jabir the Prophetrsquoscompanion as he gives this detailedaccount of the Prophetrsquos pilgrimage ldquoWedid not intend to do anything other thanthe pilgrimage We knew nothing aboutthe Umrah When we arrived at theHouse (ie the Kaaba) with the Prophethe touched the corner (ie kissed theBlack Stone) then he moved in a joggingmovement for three rounds and walkedthe other four He then went to MaqamIbraheem and recited lsquoMake the placewhere Abraham stood as a place ofprayerrsquo He stood with that place (MaqamIbraheem) between himself and theKaaba In his two rakrsquoahs he read Surah112 Al-Ikhlas and Surah 109 Al-Kafiroon He then returned to the corner(of the Kaaba where the Black Stone is)and kissed it Hethen left thro-ugh the doornearer to the hillof Al-Safa

Hadith Collections and AccuracyQMay I askhow long after the Prophet (peace be uponhim) were the Hadith collections compiled in

book form Since the Prophet was not alive to check the accuracy who was responsible for this taskHow come that many unauthentic Hadiths found their way into these collections

AThe term Sunnah refers towhatever has been recorded ofthe Prophetrsquos statementspractices actions andapprovals As the Qurrsquoan wasrevealed in parts and passagesover a period of 23 years it waswritten down as dictated by theProphet (peace be upon him) whoreceived it directly from the angelGabriel At first the Prophet didnot wish that his own statementsbe recorded This was aprecaution aiming to prevent anymix up of the Hadith with theQurrsquoan This was the right policyparticularly when we considerthe scarcity of writing materialsat the time and the fact that theArabs were largely an illiteratecommunity Few of them couldread and write However heallowed certain people to writewhat they heard from himrealizing that they were unlikelyto confuse his statements withthe Qurrsquoan One of these whohad their own Hadith collectionswas Abdullah ibn Amr ibn Al-Aas

When the Qurrsquoan wascollated and reference copieswere sent to the main populationcenters of the Muslim state moreof the Prophetrsquos companions andthe following generation hadtheir Hadith collections Thesewere either the ones they hearddirectly from the Prophet or onesthey learnt from his companionsIn the latter case they wouldmention the reporter Howeverthe Prophetrsquos companions werevery keen to quote the Prophetrsquoswords most accurately because

they heard his warningldquoWhoever deliberately attributesto me what I have not said shallhave his place in hellrdquo Fearingthe strong warning theProphetrsquos companions wouldnot attribute a statement to theProphet unless they wereabsolutely certain of its exactwording Otherwise they woulddeclare that they were reportingthe meaning or they would putit in their own words such assaying ldquoThe Prophet did notallow thisrdquo or ldquothe Prophetapproved thatrdquo

When political divisionsoccurred in the Muslim stateand alien groups tried to exploitsuch divisions they realized thestrong hold Islam had on itsfollowers Hence they tried togive their political stand areligious cover They knew thatonly in this way could they hopeto make the division permanentThey could not provide such acover on the basis of the Qurrsquoanbecause the Qurrsquoan is a veryaccurate text known by so manypeople with clear meanings andnothing could be introduced intoit Hence they could only resortto attributing false statements tothe Prophet and claim that thesewere Hadiths

Hence scholars insisted thata Hadith should not be quotedunless its reporters were knownIt was then that a lsquosanadrsquo orchain of transmitters wasrequired for every Hadith Weshould remember that thishappened very early in Islamichistory The Caliph Uthman was

killed in year 36 H and Ali wasassassinated in year 40 ie 26and 30 years respectively afterthe Prophet had passed awayFabrication began around thistime and acquired moremomentum later Hence scholarsstarted to be more careful inaccepting what is attributed tothe Prophet

Collecting the Hadiths inbook form was started by theCaliph Umar ibn Abd Al-Azeezwho assumed the Caliphate inyear 99 and died in 101 He wroteto provincial governorsparticularly the governor ofMadinah to ensure that allauthentic Hadiths are collectedAs a result Muhammad ibnShihab Al-Zuhri produced thefirst Hadith anthology Al-Zuhriwho died in 124 was a scholar ofthe highest calibre Among hisstudents were Imam Malik Al-Layth ibn Saad the leadingEgyptian scholar and Al-Awzaiethe great scholar of Syria He haddedicated his life to Islamicscholarship and to the study ofHadith Hence he was the mostsuited for the task He thus ledthe way Imam Malik (died 179)then produced Al-Muwattarsquo ananthology of authentic Hadithsclassified according to subjectmatter

Hadith scholarshipcontinued to flourish By theneach sanad or chain oftransmission was carefullyexamined The idea of classifyingreporters of Hadith intoldquoacceptablerdquo or ldquounacceptablerdquohad developed and standardswere clearly formulated This isan area of study unknown in anyother community or civilizationIt became a ldquosciencersquo known asldquoAl-JarhWal-Taadeelrdquo with verystrict rules Hadith scholars weremost diligent in refining andmaintaining the higheststandards They wereeverywhere in the Muslim worldtaking care of this highlydistinguished branch of

scholarship This science ofdistinguishing reliable reportersachieved its perfection by thetwo scholars Yahya ibn Maeen(died 234) andAhmad ibn Hanbal(died 241) Ahmad was one of Al-Bukharirsquos teachers Indeed Al-Bukhari studied under both aswell as many other scholars

By this time many scholarshad their own books of Hadithin which they entered what theydeemed as authentic It wasabout this time that one of thetop scholars of Hadith Ishaq ibnRahaweih (died 238) suggestedto his students that they shouldproduce ldquoa short collection ofonly authentic Hadithsrdquo to makeit available to people Thesuggestion was taken up by oneof those students Muhammadibn Ismaeel Al-Bukhari (died256) and the result was hisSaheeh anthology It took him 16years of diligent work to produceit classifying it according tosubject and entering only a verysmall number of Hadiths underevery sub-heading Theselection was made according toa very stringent set of rules Forexample it was not enough thata reporter should have been aliveat the same time as the one he isquoting their meeting should beconfirmed beyond doubt WhenAl-Bukhari finished his work hegave it to Imam Ahmad ibnHanbal for review Ahmad thefounder of the Hanbali school ofthought approved it The other

five collections were producedshortly afterwards They differ inthe rules they applied but theirstandards were very high

How come that Hadithsgraded as ldquopoor in authenticityrdquofound their way into suchanthologies To start with thisdoes not apply to Al-Bukhari andMuslim We can almost say thesame about Malikrsquos and Al-Nassaiersquos anthologies Thereason lies mainly in thejudgment of a particular reporterOne scholar might consider himldquounreliablerdquo while anotherclassifies him as ldquoreliablerdquo SinceHadith scholars did not wish toprovide a very detailed accountof the reasons forunacceptability because Islamdisapproves of publicizingpeoplersquos faults informationabout some reporters might belacking Scholars would rule thata certain reporter is ldquosuspectrdquo orldquoscholars set him asiderdquo orldquounreliablerdquo Only when theyhad to warn against someonethat they would say things likeldquoliarrdquo ldquofabricatorrdquo ldquohad un-Islamic beliefsrdquo

Hadith scholarshipcontinued after these greatscholars The result is that wehave numerous anthologies andencyclopedic biographicalstudies of Hadith reporters toensure that we can distinguishwhat is authentic of Hadithsattributed to the Prophet andwhat is unauthentic

Temporary MarriageQWhen was the Mitrsquoah marriage forbidden During the Tabuk

expedition or in KhaybarA To the best of my knowledge temporary marriage or Mitrsquoah

was forbidden by the Prophet during theTabuk expedition The prohibition might havebeen stated first during the Khaybarexpedition and repeated again on the laterexpedition Anyhow Mitrsquoah is forbidden forall time The ruling cannot be changed Anymarriage must be intended to last for life inorder to be valid If circumstances changeand it ends in divorce this is acceptableprovided that the marriage was neverintended to be temporary whether by thehusband or by agreement between the twoparties If the man intends it to be temporarywithout telling his prospective wife he is guilty of deception andthis is forbidden in Islam

Islam allows for only onesort of physicalrelationship between men

and women and that is in theform of marriage which isannounced and publicly knownIt is but inevitable thatdifferences will arise between thespouses According to Islam theway out is not by seeking to wipeout these differences but toaccept them or seek to reconcilethem or for the spouses tocontinue to live together despitethem Yet it sometimes happensthat the spouses are unable toproperly manage theirdifferences and so decide to goin for a divorce Divorce has beenaccepted in Islam as somethingthat can be resorted to in extremecircumstances At the same timeIslam frowns upon divorce TheProphet Muhammad is reportedto have said that althoughdivorce is permissible God doesnot like it

Very often divorce is resortedto in anger and this is why Islamhas devised a method to controlit The Quran says that a mancan give two revocableutterances of divorce after whichhe can retain his wife and staytogether on equitable terms orelse leave her in kindness (SurahAl-Baqarah 229) This is theprescribed method of divorce aslaid down in the QuranAccordingly a man who intendsto divorce his wife should issue

may not be possible under thepresent legal system to have thehusband whipped as HazratUmar had ordered but analternative is possible And thatis just as in the well-knownShah Bano case the Indian ulemapressurized the Government ofIndia to pass a special law forMuslim divorcees in this mattertoo they should get the IndianParliament to agree to a new lawaccording to which if a Muslimman utters the word lsquotalaqrsquo inone sitting the divorce takesplace but for this anti-shariahact of the husband he must besternly punished He must beforced to pay a hefty penaltythe entire sum of which shouldbe given to his divorced wifeIf he is unable to pay this sumhe must be punished withrigorous imprisonment for anextended period In this matterstrict deterrent punishment isvital and no punishment lighterthan this can serve thispurpose

Re-Thinking Divorce in Islamic Lawthe first utterance ofdivorce in the firstmonth at a time whenhis wife is notundergoing her monthlymenstrual cycle andthe second utterance inthe next month when sheis in a similar state Afterthis the husbandcan revoke hisd i v o r c epronouncementif he wantsBut in thethird month if he issues the third utterance ofdivorce it is irrevocable and the two can no longerbe considered husband and wife

This method of divorce over a period of threemonths was devised so that if the husband in a fitof anger wants to divorce his wife but later whenhis temper cools down changes his mind andwants to carry on with the marriage he can do so Ifhe still wishes to divorce his wife then he has towait till the third month in order for it to take placeThis pragmatic method of divorce was followed inthe early period of Islam But towards the end ofthe period of the first Caliph HazratAbu Bakr somemen out of anger began issuing three utterancesof divorce in one sitting At this time this practicewas an exception but by the time of the latter halfof the period of the Caliphate of Hazrat Umar thesecond Caliph it had become increasingly common

In the face of this and in his capacity as CaliphHazrat Umar decided to take action against thismisuse of the law Hence in the case of some menhe accepted their issuing three utterances ofdivorce in one sitting as constituting an irrevocabledivorce But along with this he also arranged forthese men to be physically punished by being

whipped on theirbacks

This practice ofHazrat Umar wasnot based on anydivine revelation

Rather it was hisown executive

order the intentionbehind which was tolessen through stern

punishment such aform of divorce Andthis is precisely whathappened as a result

However this method of divorce remains fairlywidespread today especially in the Indiansubcontinent Men arbitrarily utter the word lsquotalaqrsquothree times in one breath often in anger This is amisuse of shariah laws and is a grave sin on thepart of the husband This practice has become verycommon today and it urgently demands that theposition of the shariah on the matter be clarified

I believe that there are two possible ways outof this dilemma One way is to consider that theutterance of the word lsquotalaqrsquo three times by thehusband in a fit of excess emotion or anger to beequal to just one utterance If the husband wasnot serious about the divorce then he can revokeit soon after and if he actually wishes to divorcehis wife then he should do it according to themethod prescribed by the Quran over a period ofthree months as explained above

Another possible solution of this vexed issueis to accept the method that the Caliph Umarallowed for by recognizing the utterance of theword lsquotalaqrsquo by the husband three times in onesitting to constitute an irrevocable divorce But inthis case following the method used by the CaliphUmar the husband should be sternly punished It

God put Abraham to a mostdifficult trial the details of whichare described in the Qurrsquoan ldquoOmy Lord Grant me (Abraham) arighteous (son)rdquo So We gavehim the good news of a boyready to suffer and forbear

ldquoThen when the (son) reachedthe age of serious work with himhe said ldquoO my son I see in avision that I offer you in sacrificeNow say what is your viewrdquo(The son) said ldquoO My father Do

as you are commanded You willfind me if God so wills onepractising patience andconstancyrdquo So when they hadboth submitted their wills (toGod) and he had made himprostrate on his face (forsacrifice) We called out to himldquoO Abraham You have alreadyfulfilled the visionrdquo Thus indeeddo we reward those who do rightldquoFor this was obviously a trialand We ransomed him with amomentous sacrifice and We left(this blessing) for him amonggenerations (to come) in latertimes Peace and salutation toAbraham (37100-109)

This is the origin of theIslamic precept of sacrifice infulfilment of Godrsquos commandprovided in the Qurrsquoan ldquo toyour Lord turn in prayer andsacrificerdquo (1082)

The aim of sacrifice like allother fundamentals of Islam isto imbibe piety and selfrighteousness It also promotesthe spirit of sacrifice for a rightcause To explain its purposeGod says in the Qurrsquoan ldquoIt is nottheir meat nor their blood thatreaches God It is their piety thatreaches Godrdquo (2237)

Prophet Muhammad (Pbuh)said ldquoOn the 10th of Zul-Hujjah

there is no better act in the viewof Allah than shedding the blood(of slaughtered animals) Andverily sacrifice earns theapprobation of Allah even beforethe drop of blood (of theslaughtered animal) falls on theground Hence you should offerit in good spirit For every hair ofthe sacrificial animal there is ablessingrdquo

Age of Sacrificial AnimalsSacrifice of goat or sheep less than one year old (unless the

sheep is so strong and fat that it looks to be a full one year old) is notin order Cow should be at least two years old Camels shouldnrsquot beless than five years old

Disqualifying defectsSacrifice of an animal will not be in order if it is one eyed or blind

or has lost an estimated one third or more of its eyesight or estimatedone third or more of its tail or its ear has been cut off or it is lame orits bones have no marrow or it has no ears by birth or its horns havebeen broken from their roots or it has no teeth at all If the number ofteeth intact exceeds the lost ones it is permissible If it has no hornsby birth or has less than one third broken horns it is permissible

Distribution of meatOne should eat the meat of the sacrifice give it to relations and

friends (to non-Muslims also) and also to the poor in charity Onethird should be given in charity but if it be less it will not be a sin

Injunctions on Skin etcIt is not permissible to give a portion of meat or the skin of the

slaughtered animal as wages They should instead be given to theneedy in charity Even the rope and cover of the sacrificed animalshould be given away as charity

Virtues of Qurbani - Sacrifice Injunction on sacrifice giverIt is commendable that one

who intends to offer a sacrificeshould refrain from having a haircut a shave and pruning of nailsfrom the 1st of Zul-Hujjah (uptothe time he has performed thesacrifice)

IntentionIn the first instance one who

proposes to offer sacrifice mustmake an intention to that effect

Method of SacrificeA slaughter animal should be

laid on its left side facingKarsquoabah and its throat cut openwith a sharp knife and its bloodallowed to drain In the case of acamel it should be allowed toremain standing after its left foreleg has been stringed A sharpspear should then be thrust inits breast and in both sides of itsneck and the blood allowed todrain

Virtues of SacrificeHazrat Jaber (RA) reports

ldquoWe were accustomed not to eatthe meat of our sacrificed camelsbeyond three daysrdquo ThenRasulullah (Sallallaahu-Alayhi-Wasallam) gave us permission(to do so) and asked us to eatand preserve So we ate andpreserved (beyond three days)

It is related by Hazrat Ayeshathat Rasulullah (Pbuh) saidlsquoThere is nothing dearer to Allahduring the days of sacrifice thanthe sacrificing of animals The

Bangalore Launched as a peace initiative theJamaat e Islami Hind brought out three lsquocaravansfor peace and justicersquo in Karnataka during the latterhalf of November The third caravan that culminatedin the Bangalore Palace Ground drew almost 12000people and an array of national leaders calling forimpartial probe in the incidents of serial blasts invarious parts of the country

National peace activist Swami Agniveshblamed the United States for atrocities around theworld and questioned its so called war on terrorism

Kannada litterateur U R Ananthamurthy saidthat every police encounter could be a ldquohomiciderdquoand underscored the need to probe them He laudedthe efforts of Muslims in different fields He hecalled upon the community leaders to strive forthe educational upliftment of the community Hecondemned what he called ldquomajoritarian politicsrdquoand exhorted the minorities to come out of fear

Moulana Syed Jalaluddin Umeri president JIHin his presidential address at the public meetingpresented the Qurrsquoanic teachings with regard toestablishing peace and justice in the society Hestressed that it was incumbent upon every Muslimto not only refrain from being unjust but also nevertolerate any injustice

The three caravans in Karnataka traversednearly 2000 kilometres and touched 35 towns The
