AQA held our Annual General Meeting (AGM) of members in November where directors presented the Annual Report and Audited Financials. For those interested in the detail, AQA posts both reports in full on our website at www.aqavic.org.au/publications.html.

Congratulations to Maryann Jamieson, Alexia Archbold and David Jacka who were elected as directors. A special tribute to Steve Mollison who retired as director at the AGM, having contributed to AQA’s good governance for over eight years. In that time Steve has contributed as chairman, deputy chairman, convenor of the Board’s Risk & Compliance Committee and as a member of the Board’s Development & Funding Committee. Steve has been a great support to me as CEO and to our operational staff. His input as director has been appreciated and respected by fellow directors and members of committees. Everyone at AQA wishes Steve the very best in his future endeavours and we look forward to staying connected with Steve as a significant member of the SCI community in Victoria.

At the AQA Celebration that followed the AGM we acknowledged the contributions of over 47 of our staff who were reaching employment milestones and the significant contribution of many of our volunteers. We celebrated a year that included delivering over 286,000 hours of personal care, providing over 1,200 peer support contacts, responding to over 400 requests for information and referral, our partnerships with community now extends to 6 Community Networks, our newsletter now reaches 1,300 people, we held 3 community expos, 3 personal development short courses, and our social media engagement includes over 770 Facebook followers. We have launched our NDIS Capacity Building Project and look forward to commencing our NDIS Support Coordination Service in 2018.

These outputs and outcomes all contribute to our ambition to connect and resource the spinal cord community of Victoria to deal with the challenges and maximise the opportunities of life; to be of value to our community above and beyond a service provider transaction. I thank all those involved in progressing our mission in 2017.

Disabled drivers vehicle registration concessionThe Victorian Government is cutting the cost of registration for wheelchair users who have had their vehicles significantly modified to allow them to drive.

Disabled drivers will now be able to apply for a 100% concession on their vehicle registration fee.

For many of the 2,500 Victorians that own vehicles modified to suit a wheelchair user, this will mean a saving of up to $290.40 each year.

To be eligible, a vehicle must be fitted with hand controls for accelerating and braking, and have undergone a Vehicle Assessment Signatory Scheme report (www.vicroads.vic.gov.au/registration/vehicle-modifications-and-defects/vehicle-modifications/vass-approval-certificate) stating the vehicle has been significantly modified.

Drivers seeking the registration concession will need to provide a Vehicle Assessment Signatory Scheme certification to VicRoads prior to registering their vehicle.

The Transport Accident Commission (TAC) charge will still apply.

Eligible disabled drivers will continue to be able to access the motor vehicle duty rebate available through the State Revenue Office at www.sro.vic.gov.au/node/1505.

Concessions already available for registered operators of vehicles modified to carry a passenger occupying a wheelchair will continue to apply.

Mobility Allowance debate heats upIt’s been reported that The Federal Government is reviewing the Mobility Allowance to align eligibility with the NDIS. The Social Services Legislation Amendment (Transition Mobility Allowance to the National Disability Insurance Scheme) Bill is due to debated in the Senate and if passed, will mean people with a disability over the age of 65 years who volunteer will no longer be eligible for Mobility allowance for their travel costs to and from their volunteer role.

It has been discovered that there has been an anomaly in this regard which is going to negatively financially impact some people with a disability. The main issue is that those who are on a Disability Support Pension (DSP) or other Centrelink payment and not the Mobility Allowance who transition to the NDIS and successfully seek and maintain full time employment, may qualify for an NDIS Transport Package but no longer be eligible for a Healthcare Card (HCC) linked to the Mobility Allowance. This is important because the HCC provides access to Pharmaceutical Benefits Scheme (PBS) items at concessional rates.

It seems contradictory and indeed at odds with the NDIS- that the Federal Government is removing access to the HCC in this way. For many people with a disability this will be a major disincentive to seek and maintain full time employment. The policy and advocacy team have written to Christian Porter, MP, Minister for Social Services, to raise these concerns.

SPIRE EVENTS

SCI Community Network Groups Round-upIt’s been a fantastic year for our SCI Community Networks. In addition to the regular people who attend, we have also seen many new faces turn up.

Each of the network groups have begun to be self-sufficient in setting agendas and having special guest speakers and organisations giving presentations. The groups meet on a monthly basis.

The groups are not only there to share information and give each other advice, they’ve also been educational. Some of our presenters or presentations have

included; • council members; • financial advisors; • NDIS specialists; • Lawyers; • nurses; • pressure care; • pain management; • accessible travel; • leisure; • mental health.

Earlier in the year, we welcomed the Geelong SCI Community Network to the fold in joining Ballarat, Bendigo and Shepparton.

We hope to roll out into another area of Victoria in the next few months and welcome suggestions to where this could be introduced.

If you haven’t been to any of the networks yet, please come along to a meeting in the coming months. We welcome friends and family.

AQA AGM & 2017 CelebrationOn Tuesday 14th November 2017, we held our AQA AGM and 2017 Celebration at the Darebin Arts & Entertainment Centre in Preston, with close to 80 guests & supporters attending.

We were delighted to welcome close to 80 guests, which included clients, members, volunteers, donors & employees.

Our annual event is designed to celebrate our achievements over the last 12 months, present a brief picture at what the future holds and more importantly, dedicate a time to show appreciation to everyone who is part of the 2017 success. The best part of inviting everyone to join us in celebrating 2017, is truly recognising that every single individual makes a difference in what we do and what we achieve as a community organisation!

This year we had 2 guest speakers.

First, we welcomed Stephen Callinan. He took us through his perspective of what we do at SPIRE and his experience of working as a volunteer with the SPIRE team at our Fairfield office.

We also welcomed Walter Mikac, patron of the Alannah & Madeline Foundation set up in memory of his daughters to help children who have experienced violence, reduce bullying & cyber bullying and advocate for the safety and wellbeing of children. Walter presented his reflections around resilience, hope, being open to help, support & new experiences and learning to ‘trust tomorrow’ following a significant event in your life whatever that event might be. I’m sure everyone was moved in some way by his words and wisdom.

39 Disability Support Workers and 8 office-based employees received recognition awards for 5, 10, 15, 20 & 25 years’ service.

We also had awards for our valuable Spire volunteers:

• Spire Video Journalist Volunteer Award: Richard Balsillie.

• Spire Volunteer of the Year Award: Stephen Callinan, Rafael Maralit.

• Spire Volunteer Mentor Award: Susana Valdes, Marty Korytowski, Georgina Fiorentino, Antonio Vecchio.

• Spire Supporter of the Year Award: Mario D’Cruz.

• Spire Community Support Award: Geoff Thomas, John Kenwright, Martin Heng.

Many laughs were had on the day and new connections formed. We would like to thank all who attended, and to all who make AQA Victoria, Qualcare and Spire a great success!

AQA NDIS Support Coordination Service 2018The National Disability Insurance Scheme (NDIS) is here. It is currently being rolled out across Victoria and our team are supporting many of our community in their transition. The aim is for the NDIS to be rolled out across Australia by 2019.

AQA is working hard to ensure that the NDIS roll out is as smooth as possible for the Spinal Cord Injury (SCI) community. AQA is a registered service provider in a broad range of categories including personal care and support coordination – we are playing an active role.

To assist our SCI community we are offering free pre-planning meetings – pre-planning is the key to creating a great plan. These sessions can be conducted over the phone or preferably face-to-face, either at your home or our office in Fairfield. Sessions are usually one to two hours long and will use both the lived experience and in-depth NDIS knowledge. These are an opportunity for our community to meet with the team and to discuss their goals and hopes before their official NDIS meeting with the Local Area Coordinator (LAC). We are hoping that this will enable our community to best maximise their meetings and to get the best possible plan. We will be launching our support coordination service in the new year. Our support coordination will focus on capacity building

and will use a lived experience approach supported by over 30 years of industry experience. Support coordination is bigger than just putting you in touch with service providers. At AQA we use a team based approach. Our approach is driven by our peer mentors, our desire to build capacity in our community and our excellent knowledge of the SCI community. At the centre is the client. Peter Van Benthem will head up the peer support team. Peter has worked with AQA as a peer support worker and mentor for over 14 years. Support coordination is provided across the 12 month cycle of the plan. The aim of support coordination is to develop and build capacity in people with spinal cord injury so that our community are better equipped to choose their NDIS supports.

So how much support coordination do I need?Everyone is different and will need a different amount of support coordination. Following are examples of suggested time ranges:

• Peer support: 2–4 hours per month.

• Capacity building: this will vary considerably depending on the individual. We recommend that all participants complete

our capacity building program ‘Discover The Power in Me’, approx. 20 hours.

• Plan implementation: this will relate to the complexity of your plan and will vary between 2–4 hours a month. During this time participants will be taught how to navigate the NDIS portal and how to implement the services within their plan.

Using the above as a guide AQA recommends approximately 70–120 hours of support coordination, however, this is only a guide.

Stephanie’s Melbourne Marathon Mission!Since her spinal injury in 2008, Stephanie Jones has worked relentlessly to raise money for various spinal cord injury programs in the UK. Her 2017 project has been to raise money for Spire.

Inspired by her friendship with Spire volunteer and top Australian Para Equestrian rider, Emma Booth, Stephanie took part in the Melbourne Marathon on Sunday October 15. She ran a total of 42.2kms in just over four and half hours and raised over $7,000 for Spire!

After personally experiencing a crushed T12 vertebrae and becoming friends with Emma, she dedicated 2017 to raising money for Spire.

“I am motivated to support their peer-facilitated and peer-informed services, projects and supports that help others living with a SCI to deal with the issues of everyday life,” she says.

Her journey preparing for the Melbourne Marathon has been long and not without challenges. After a devastating netball injury, which resulted in a stretched joint and contortion fracture, Stephanie had to cease training for the marathon, but was eventually given the all clear from her doctor.

Stephanie’s motivation to raise funds for SCI programs stems from her appreciation and respect for the families of those in the SCI community, who remain supportive and dedicated to their loves ones in the toughest of times.

“When tragedy strikes, the families and loved ones of those affected also need support on their journey of living with SCI,” she says.

Stephanie is fortunate to have had the opportunity to recover from her spinal injury in 2008, and is now running for those who can’t. She says it’s important to keep moving forward, to make the best of what you’ve got, and enjoy the time you have.

“I’m so privileged and overwhelmingly grateful to be able to feel my legs aching and burning. I’m lucky I can run at all and today was for all those people who can’t,” she says.

Transition to the NDIS - Barbara’s storyBarbara Simpson was an Insurance Broker and Administration Manager prior to acquiring a T10 Spinal Cord Injury in 2005. Barbara lives with her cat in Daylesford and recently transitioned over to the NDIS. In her latest blog article she shares her experience with us.

On October 26, 2001, I was seriously injured after falling from the roof of my home. I was cleaning the guttering when I fell and broke my L1 vertebra. Rather than undergoing major surgery, doctors chose to prescribe a back brace for six months, but in July 2002, I fell again - this time at work.

The second fall caused additional damage to my spine and I was in considerable pain. My psychiatrist at the time advised I speak to a surgeon, and they recommended spinal surgery. After receiving a second opinion from another surgeon, I discussed my options with family and friends before agreeing to reconstructive surgery.

I underwent reconstructive surgery on February 14, 2005. After waking up in intensive care, my right leg began to spasm and I couldn’t feel or move it. When I awoke the next morning, I also couldn’t move or feel my left leg. Doctors initially assumed the loss of feeling and control was due to trauma from the surgery. However, an MRI later revealed I was a complete paraplegic from the T10 vertebra. Despite this, I do not regret having the surgery as I experienced a lot less pain afterwards.

I received a letter from the National Disability Insurance

Agency (NDIA) in December 2016, advising me that my name had been forwarded as a person eligible for the National Disability Insurance Scheme (NDIS). After providing proof of age and proving my Australian Citizenship, I was accepted as a participant in the NDIS in January 2017. I was advised someone from the NDIA would contact me to organise my plan and decide on the correct amount of funding. I was contacted in April by a Local Area Coordinator (LAC) from Ballarat, who organised a phone appointment to discuss my plan.

Living in Daylesford, a rural area in Victoria, my main concern in transitioning to the NDIS was finding personal and home care assistance. My local council had provided these services for 12 years, but they had decided not to

transition to the NDIS. The NDIA failed to consider the remoteness of my location or the fact that some services are unavailable or not within the 50-km radius given to me. For example, my incontinence supplies, not covered under the State-wide Equipment Program (SWEP), come from Melbourne, which is over 50-kms from Daylesford.

Among other things, your LAC is there to assist you in finding suitable service providers to transition to. My LAC gave me the contact details of potential service providers, but was not very helpful in finding service providers for daily personal assistance, so I requested a face to face meeting with her at my house.

My plan was approved on May 3 and I met with my LAC on May 27. At this stage, I was still receiving personal and home care assistance through my local council. My LAC was unable to answer my questions but decided my current plan was not suited to my needs, so requested a plan

review. She also gave me the name of an advocacy agency, independent from the NDIS, who work on behalf of those transitioning, to remedy any issues that arise.

After my LAC left I received a phone call from my council to inform me my Individual Support Package funding (ISP), which paid for my personal care, had been withdrawn, as I was now an NDIS participant. I still hadn’t managed to find an NDIS service provider for my personal and home care that was willing to come to Daylesford, and to top it all off, my ISP funding was backdated to May 3, the date of my NDIS plan approval.

As my council is not an NDIS service provider, they are unable to recoup their costs and on-going costs from my ISP funder. I estimate from May 2, 2017, until July 10, 2017 (new service providers commenced July 11), I owe the council some $5,000 for services received, and I am awaiting their account.

This is just one of many issues that can arise while transitioning to the NDIS. I recommended the NDIA adjust NDIS plans to acknowledge the time it takes to find new service providers, especially personal and home care providers. I requested the NDIA pay the council for the above personal care services. If they and my original funder refuse, I must incur the costs. I have also submitted a complaint regarding my LAC, who is no longer in the role. I have no LAC at present.

Transitioning to the NDIS will lead to greater financial freedom. Prior to the transition, I had to pay for home care, as my funding package provides insufficient funding. I also pay for district nursing, wheelchair repairs, and incontinence supplies not covered under SWEP. Additionally, there will be reduced waiting times for things like occupational therapy, garden and yard maintenance, transport costs, home modifications and new equipment. Previously, it could take up to a year to receive funding approval. Under the NDIS, these will all be covered and provided much more rapidly.

There is a high volume of information provided by the NDIA and your LAC, and it is not in plain language or easy to understand. It’s important to record notes, dates and names for every conversation you have, and keep all emails and correspondence received.

Avoid making your NDIS plan over the phone, and insist your LAC visits you in your home

instead. When you receive your plan, ensure budgets (for example, assistive technology) are adjusted immediately to meet your needs. It can be difficult and time consuming to have figures increased, so ensure this is attended to as soon as possible.

Ensure, in writing, that whoever funds you at present will continue to pay for those services until you sign up with an NDIS service provider. If you choose to remain with the same service provider, ensure your funding won’t cease during change over and signing of the agreement.

And lastly, organise an occupational therapy assessment, regardless of how recently you had one. An occupational therapist can organise things like new wheelchairs and equipment, home improvements and home maintenance.

My first snow skiing experienceAnthony Bartl’s latest adventure had him hitting the slopes for the first time at Victoria’s largest alpine resort, Falls Creek. With assistance from Disabled WinterSport Australia (DWA), Anthony thoroughly enjoyed his skiing experience.

Life can be challenging at the best of times. But when it incorporates a high level spinal injury, an inability to feel or move from my neck down, add the shortcomings of being unable to breathe unassisted or maintain a consistent body temperature, well then I’ve got my work cut out to fulfill my dream of snow skiing.

Falls Creek, is 1,400 metres above sea level and it’s my first time to the snow and what I have disconcertingly heard will be icy, cold air. I travel to the Slopes not really knowing what to expect. Driving in, outside my van’s window, people amble around in t-shirts and shorts. It can’t be too cold I gladly think.

Then like being hit with a sledge-hammer I experience incredible chest tightness! It is as if an enormous, invisible

force is bearing down on me. I can’t work it out! Thankfully my chalet sits close by to ease my anxiety. Night one sees my lungs constraining struggling to breath and with my oxygen levels plummeting, I try to sleep but its’ a scary dark! I am feeling distressed, I think this can’t get any worse!

Amazingly with a new dawn, a new world is re-born.

Bright sunshine, blue skies, no wind, a balmy 1 degree and snow everywhere! Seemingly, something magical has happened! Through my window shoveled snow towers metres above my head. Up high from afar, the entire mountain is a complete brilliant, ghostly white! Its peaks resemble majestic, perfectly formed macaroons. With the sun’s ray’s reflecting off a

blinding, white, glistening warmth - against a deep blue sky - it’s a surreal contrast! It’s Victoria’s best snow season in years! I am spellbound by the sight now and desperately pining for some slope action. And I can!

To make it all doable, and take advantage of the perfect conditions, I am assisted by Disabled WinterSport Australia (DWA).

An organization existing every winter to improve the snow experience of people with disabilities. They bring with them a futuristic contraption, known as a sit-ski, it is designed for people with Quadriplegia/Paraplegia. Made up of a bucket seat neatly affixing to a body contoured frame, skis attach underneath, while sturdy straps secure me.

Now for the real adventure!

Wrangling my body into the novel sit-ski, I am positioned in its middle. At the helm, and pushing the apparatus with gusto from behind is Peter Hull. As DWA’s Falls Creek Resort Services Coordinator, he has a heart as big as Phar Lap!

But first I have to be comfortable.

Compensating for the thin air I earn extra air from my trusty air-viva. As a result of feeling strangulated from so many clothing layers - together with a sit-ski helmet that locks my head into a forward position. With all this paraphernalia any chance of easy breathing is snuffed out! But there’s no backing out...and I’m off!

Sledding down Australia’s longest beginner green run, the 2.2km Wombat Run.

It’s a mixture of bumpy and smoothly-graded downhill and flat terrains, I feel the whole euphoric, and thrilling skiing experience. All of a sudden any uncomfortableness becomes a distant memory.

I hurtle down the Creek’s slopes at breakneck speed, dodging, weaving and leaving fellow skiers in my wake. On the flat it’s a gentle, serene, take-it-all-in kind of pace. Once on the chairlift, being seated high above the snow’s slopes, it’s a privilege and awe-inspiring. It turns the tables on disability and it sometimes feels like I’m not incapacitated. I feel uplifted and exhilarated!

What a wonderful service RACV provide. I’d like to share my story about their Total Care emergency roadside assistance package. After having one of the best days of my life in personally witnessing my beloved Tigers win the 2017 AFL premiership at the iconic MCG, my son Ben calls to pass on his congratulations. Apply for an Exemption, Reduction or Refund from Motor Vehicle DutyA person with a physical disability who has had a vehicle modified may be entitled to an exemption from, or reduction in motor vehicle duty on the registration or transfer of registration of a motor vehicle. Below outlines each exemption or reduction, how they can be claimed and the documents required to support the application.

A person with a physical disability may be entitled to an exemption from, or reduction in motor vehicle duty on the registration or transfer of registration of a motor vehicle. The entitlement depends on what the vehicle is to be used for.

You may need to write to the State Revenue Office Victoria (SRO) requesting the particular exemption. Some exemptions are available directly through VicRoads, which collects motor vehicle duty as part of the registration process. You don’t need to write to the SRO to receive those exemptions.

If you’re entitled to an exemption or reduction but have already paid the duty, you will be eligible for a refund. You must apply to the SRO for a refund. The information and documents you must supply in your refund application are outlined in relation to each exemption.

Identify the exemption or reduction

A vehicle is modified to enable a person with a disability to drive it – S218(2)A person must have a physical disability and the vehicle must be

modified to enable that person to drive. The amount of duty will only be reduced by the reasonable costs of the modification.

You must write to the SRO with: • A letter requesting the exemption or if duty has already been paid, a refund, stating the vehicle registration number,

• A copy of the signed contract of sale for the purchase of the vehicle,

• Copies of invoices/receipts showing the costs of the modification, and

and not be used to convey any other person. The vehicle must be registered in the incapacitated person’s name.

You must write to the SRO with: • A letter requesting the exemption or if duty has already been paid, a refund, stating the vehicle registration number,

• A copy of the signed contract of sale for the purchase of the vehicle, and

VALid Our Choice Expo – Caulfield 2017On the 21st November 2017, Spire was proud to participate for the second time in the VALid ‘Our Choice Expo’ at Caulfield Racecourse.

VALid (The Victorian Advocacy League for Individuals with Disability) has a great deal of expertise in networking and providing information to people with a disability and their families, Victoria-wide.

Spire held an exhibit that was manned by volunteers and staff, some of whom have lived experience with a spinal cord injury. It was a wonderful opportunity

to better understand the ways in which Spire could connect and complement other services that are out there.

There was a wealth of varied exhibits that showcased recreation activities, employment support and mobility solutions amongst others! We felt encouraged and inspired as an organisation to continue providing the highest level of support available to those living with a spinal cord injury.

We look forward to being part of the Our Choice Expo again in future!

A mixed-methods study of the psychological and emotional experiences of people with spinal cord damage

Dr Peter New and colleagues from Caulfield Hospital and Monash University in Melbourne are conducting a world-first study into the psychological and emotional issues facing people with spinal cord damage from any cause, including trauma, diseases and medical or surgical problems. In particular, we are interested in how people with spinal cord damage cope and the influence of different factors on coping after spinal cord damage. We hope to use this information to develop strategies to help people with spinal cord damage. There are two separate parts to the study. Adults over 18 years can take part in one or both parts of the study.

One part of the study involves a questionnaire. No identifying personal details need to be provided and it takes about 60-90 minutes. You don’t have to complete it all at once, as long as you complete it within 1 week of starting it. Participants will be offered a $20 shopping voucher for completing the questionnaire. Weekend Camp

The Outdoor Adventure Camp is an opportunity for you and your camping companion to re connect with the great outdoors in a supported environment. The aim of the program is to build your confidence and skills to be active in the great outdoors again and meet other likeminded people who share a passion for camping and the outdoors. The pilot camp program is hosted and facilitated by the YMCA at Camp Manyung and fully funded by the Department of Health and Human Services. The camp will be based at an accessible accommodation lodge at Camp Manyung and will be an introduction or re-introduction to camping with a spinal cord injury, it is open to people of all levels of experience and all levels of injury. The camp program will enable you to test your mobility skills in varying outdoor terrains and also to participate in an optional overnight camp out (in tents), view equipment demonstrations, have a go at hand cycling and other adventure activities including: Giant Swing, Universal High Ropes Course (with specially designed wheelchair provided).
