To safely step into the streetAnd for the proper time to cross.

If this was not November,They’d begin to gather moss.

Questions, questions, questionsAbound and come entwined.What happed to the owners?

We must locate and find.

Curiosity begins to sprout,Takes root; It needs to bloom.

But while the bud remains unopened,All plots we can assume.

Now, a gentleman from HarlemSent a list of suppositions

As to why these walking aidsAre aligned in this position.

The taxicab was much too full.Is it “Share a Walker Week”?Were these to be recycled?

Are they somewhere “up a creek”?

Have they been revivedAnd their walkers now were tossed?

Had aliens abducted?Are the owners truly lost?

And the lightning and the thunder,Though it seems a bit unfounded,Metal structures were abandonedFor fear they could be grounded?

Inspiration from their readings,The literature regarded,

Have they then just walked awayAnd their walkers are discarded?

But observe the sweet librariansThen accept it or deny it;

Could this be a consquenceWhen they smile and say, “Be quiet”?

For 2009, long-term gains are taxed at a 15% maximum for taxpayers above the 15% income tax bracket and long-term gains are taxed at a 0% maximum for those in the 10% and 15% tax brackets.

The IRS allows taxpayers to match all short-term gains and losses against each other. Long-term gains and losses are also matched against each other. Any overall short-term gain or loss is then netted against any long-term gain or loss. If the result is a negative amount, no capital gains taxes are due and losses can be used to offset ordinary income up to $3,000 in the current tax year. Additional losses may be carried forward to be used in future years.

One last important note is the wash sale. A wash sale occurs when a taxpayer sells a stock at a loss and either has acquired or acquires during a period beginning 30 days before the sale and ending 30 days after the sale substantially similar stock through a purchase, taxable exchange or purchase of an option. If a wash sale occurs, no loss is recognized for tax purposes on the sale. The loss that would have been recognized, but for the wash sale rule, is added to the basis of the newly acquired stock.

With these facts in mind, we can examine tax loss selling as the government’s way of letting you recoup a little something from the losses you have taken in the stocks you own. Tax-loss selling does not turn a loss into a gain, but it may put more post-tax dollars into your pocket. If you sell before the end of the year and turn paper losses into real losses, you reduce the taxes you owe on any profits you took during the year. Remember, this strategy is for taxable accounts only.

Psychologically, selling your losers to offset gains in your portfolio can help you to view the loss in a more positive light. Sell the loser and move on. Or, if you are really convinced the stock is not a long-term loser, and that you just experienced unfortunate timing, you can sell the stock under the wash rules and re-purchase it 31 days later. You will take the loss and re-establish your position.

As always, you should discuss and coordinate tax-loss strategies with your financial and tax advisors.

As we get closer to the transmittal deadline at the state legislature, when all the bills that originated in the House pass over to the Senate and vice verse, we are hearing and voting on more and more bills each day in committees and on the House floor.

Here’s just a quick update of a few interesting bills that we’ve considered lately.

Ban on human reproductive cloning (HB 288). We passed it in Judiciary Committee, and then it passed on the House floor 93/7.

Revise Post Adoptive Services Law (HB 367) passed the House 96/4. If enacted, this law will allow private adoption agencies to also provide post-adoptive counseling and support to birth mothers who have relinquished their children for adoption (no cost to the state).

Montana Firearms Freedom Act – Exempt Montana Made Firearms and Ammunition from Commerce Clause (HB 246). This states that a personal firearm, a firearm accessory, or ammunition that is manufactured commercially or privately in Montana and that remains within the borders of Montana is not subject to federal law or federal regulation, including registration, under the authority of Congress to regulate interstate commerce. Passed second reading on the House floor 64/36 and is awaiting third reading before moving on to the

Senate – hopefully!

Authorize Archery Season for Mountain Lion, Bear, and Wolf (HB 74) passed unanimously. This act would grant the Fish, Wildlife & Parks Commission the discretion to set up areas and seasons for archery hunting mountain lion, bear, and wolf in archery hunting seasons. Passed the House unanimously.

Authorize Reciprocal Fishing with Adjoining States on Contiguous Rivers & Streams (HB 366). If this bill becomes law, any person who is properly licensed to fish in a state that borders Montana may fish in any part of a

lake, reservoir, pond, river, stream, or body of water in Montana within 10 miles of the border, if the bordering state grants the same or similar privileges to holders of valid Montana fishing licenses and enters into a reciprocal agreement with Montana. Passed 92/7.

Authorize investor owned livestock slaughter and processing plants (HB 418). This bill will pave the way for a horse processing plant to open in Montana – contributing to the economy and improving the horse market while also providing a humane place for people to take old, injured, or dangerous horses. I am a co-sponsor. The hearing for this bill brought the most people I have yet seen come to Helena to testify. Dozens of proponents came from all over the state to support this bill, with only a handful opposing it. I will let you know if it makes it out of the Agriculture Committee.

I’m pleased to report that my House Joint Resolution 14, supporting the Interior Department in their recent decision to match gun regulations in national parks with the gun laws of the state they are in, passed out of the Judiciary Committee and will soon be heard on the House floor.

Lumpy jaw is a chronic, pro-gressive, granulomatous, bacte-rial infection that manifests it-self as an abscess that frequently develops in the mandible or other bony tissue in the head. It occurs when wire or coarse hay or sticks that have been infected with oral mucosa from a cow that has lumpy jaw penetrates the underlying soft tissue of another. A honeycomb lesion will develop in the bone itself. If a cow has a hard swelling and that “abscess” is not mobile (you can’t physically move it around) it is a true lumpy jaw.

Most ranchers tend to want to keep a cow that has lumpy jaw if she is pregnant so

that he can graph the calf in the spring. Guess what? At preg check time the cow with the lumpy jaw is still there. She has had one full year to spread the disease by saliva in the hay and water source. Now other cattle show up with lumpy jaw and of-ten they will be young cows.

If you have a lumpy jaw cow on the ranch, be very vigorous with treatment, or get rid of her. Don’t contaminate the ranch.

VISIT HISTORIC DOWNTOWN GREAT FALLS

When Lewis & Clark were on their expedition to explore the Louisiana Purchase, they came to the area of “The Great Falls” in 1805. It is said that they could hear the roar of the water from more than seven miles away it was so loud. It took the explorers several days to portage around the “Falls.”Great Falls gets its name from these giant waterfalls near the city. Its nickname, “The Electric City,” originates from the five hydroelectric dams that are nearby on the Missouri River.

Paris Gibson, Founder of Great Falls Chester A. Arthur was president of the United States when Great Falls was founded in 1884 by Paris Gibson who had financial backing from James J. Hill, the railroad magnate. This year Great Falls is celebrating 125 years of existence as a vital commercial hub for central Montana. In fact, the city is almost at the geographical center of the state. The population of the city is approximately 57,000 and it is the county seat of Cascade County.Paris Gibson, born in 1830 in Maine, came west in 1858. He was well educated and innovative. He spent twenty years in the Minneapolis area and was instrumental in the establishment of several industries at Minneapolis – the first flour mill and the first woolen mill, for example. In 1879, he came to Fort Benton where he raised sheep for a few years, then, in 1884, he founded the city of Great Falls. Gibson laid out the city before it was built, making all the streets downtown straight so intersections were perpendicular to each other. He set aside nearly 900 acres for city parks and planted a variety of trees on every street – fir, elm, ash, to name a few. He believed a city should be beautiful. Gibson was a member of the first Montana constitutional convention of 1889 and he served in the Montana senate in 1891. Ten years later he was chosen United States Senator to complete the unexpired term of William A. Clark. Gibson died in 1920. He left a lasting legacy, leaving a permanent imprint on the face of Montana. His name might even be considered synonymous with Great Falls. Paris Gibson Square is one of the oldest and most revered landmarks in the city. Built in 1896, it served as the location for Central High School until 1930 when it became Paris Gibson Junior High. The school closed in 1975 and two years later, in 1977, volunteers renovated the historic building as the Paris Gibson Museum of Art. It stands today as a monument to education and is a museum and cultural center. This is certainly a true tribute to the “Father of Great Falls” and all those who worked diligently to

Every year, the nationally popular Western Art Show and Charlie Russell auction bring many visitors to the city. Just two days from then is the Christmas Stroll and Parade of Lights. This is an event guaranteed to get you in the Christmas spirit with all the colored lights, music, and many activities for the whole family. Sue Ferrin, Marketing Director for the Downtown Great Falls Association invites everyone to participate in the festivities when she says “Come to Great Falls and celebrate an ‘Old Fashioned Christmas’ on Friday, December 4. It is the 26th Annual Christmas Stroll and Parade of Lights downtown Great Falls. Stroll Central Avenue from 5 p.m. – 9 p.m. and shop our many specialty shops and restaurants. There will be over 30 street food vendors, live music and entertainers starting at 4 p.m. at Times Square. The Parade of Lights will come down Central Ave. at 6 p.m., and, of course, Santa will be at the tail end. Then watch or participate in the Polar Plunge at 7 p.m. at 3rd Street and Central Ave. This is a fund raiser for Special Olympics. Volunteers will jump into a cold pool of water, then into a hot tub to thaw out. Santa’s Village will be on the upper level of Times Square where children can visit with Santa and do some arts and crafts.” Downtown is where the “MOM & POP” stores are, owned and operated by local families. Each is unique and is staffed by friendly, knowledgeable people who care about their products and are willing and able to answer your questions, help find what you need and order it for you if they don’t have it in stock. The antique lover will become infatuated with Downtown Great Falls with its many antique stores. It seems to have developed into a real antique center with three stores in a row on the 100 block alone. To top it off, the prices appear to be quite reasonable. A REALLY FUN place to browse through is a theatrical costume store (need a Santa costume this year?) There are bridal shops, a maternity shop, a motorcycle shop, quilt shops, candy shops, and, even a specialty tea shop. Downtown offers unique and high quality women’s clothing. Ladies, don’t miss “Dragonfly Dry Goods! And while you’re getting “all dolled up,” check out the many jewelry stores in the area for those accessories and gifts.

Great Falls had the first fire bell in Montana in 1887.

In 1894, the first African-American, William Morgan, was elected to a position as constable.

Martha Edgerton Rolfe became the first woman newspaper editor in the state in 1895 after her husband died. She was also the first white woman to live in Great Falls, arriving the year the city was founded, in 1884.

Great Falls bought the first motorized fire engine in the state in 1910.

Great Falls hired the first woman firefighter in Montana in 1982.

The world’s shortest river, the Roe River, is at Great Falls.

Giant Springs is the largest fresh water spring in the United States.

The largest movie screen in Montana is at the Civic Center Mansfield Theater, Great Falls.

Walter Bruening – the world’s oldest man – 113 years old on September 21 this year – currently lives in Great Falls. He is just 12 years younger than the city in which he resides!

Mike Mansfield, statesman, U.S. Senator and Ambassador to Japan made his home in Great Falls as did Charley Pride, country music star.

Charlie Russell, western artist, lived and worked in the Great Falls area.

There are many more notable people who have lived in and contributed to the growth of the city of Great Falls. The city is a beautiful place with lots of history, gorgeous parks and interesting and unique shops.

I must comment on the wind, though. “On July 18, 1884, Mrs. Kate Beachley, who had just become the third white woman to arrive in Great Falls, commented on how hard the wind was blowing. Everyone laughed. Later, Mrs. Beachley realized the

For fresh-baked, homemade goodies, be sure to stop at the “Daily Grind and Baker Bob’s.” The “Teriyaki Kitchen’ serves fantastic Asian food and SUSHI (hard to find in Montana)! The “Pegasus Blu” is a restaurant on the 2nd floor of the Times Square Building. Subway and Dairy Queen downtown serve up some of your favorite ”fast foods.”

When it’s crunch time, who steps up to theplate to make sure everything falls into place?It’s the businessowner most of the time, since he or she has the most at stake.And

often, the smaller the business,the greater the workload.Aftera while, this can lead to extremeburnout and personal stress. However, I encourage allbusiness owners to rememberwhy they went into business in

the first place. Usually on thelist are “independence” and “freedom”.Ironic?Yes.But thosethings can be achieved, and it boils down to taking a hard lookat your core values. Life is short. And your business is important to you.But likely, so is your family and your personal happiness. Ifwhat you’re getting back from your business isn’t what you want,it’s time to take a look at the things you’re putting into it.Areyou putting in too much time, and getting back an unhappyfamily? This Holiday Season . . .Remember PPND “Newell’s Syndrome” Families PPND MAY AFFECT SOMEONE YOU KNOW.

November 1 - December 31, 2009Victims of PPND often begin to experience symptoms similar to Parkinsons and Alzheimers in their early 40s, and generally succumb to

the disease by the age of about 50. The disease is a rare genetic disorder affecting only a few families in the world, and is always fatal. One of the original family members to suffer from PPND, Chester Newell made his home in northcentral Montana during the homesteading period, and many of his descendants still reside there. During “Chet’s” generation not much was known about this mysterious illness.

We are urging our readers to make a charitable contribution to either of the funds below for support of research for a cure of PPND “Newell’s Syndrome” as featured in our November 4th Community Spotlight. The scientists there focus on neu-roscience research with programs in Alzheimer’s disease, dementia, prion diseases (mad cow disease, chronic wasting disease and Creutzfeld-Jakob disease), diabetes, epilepsy, heart dis-ease, hearing loss, and Parkinson’s disease. In addition, they have a strong education program where Montana’s finest students and teachers work on research projects under the direction of McLaughlin scientists, one of which is being conducted by Miranda Orr, originally of Saco, Montana and her mentor, Dr. George Carlson.
