The Highland Lakes Herald is the official news medium of the Highland Lakes Condominium Association, serving all residents, groups and organizations.

The Association and its Board of Directors control and are responsible for the contents of the Herald.

The staff of the Highland Lakes Herald serves on a voluntary basis. Editorials reflect the opinions of the staff and are not construed as representative of the general membership of the Association.

The Herald welcomes comments, suggestions and articles from its readers. All material submitted for publication in the Herald must be true, factual, and newsworthy. The monthly meeting of the Board of Directors of Highland Lakes Condominium Association was held on the third Monday of the month, in accordance with the By-Laws of the Association. President Kathy Baldwin called the November 16, 2015, regular meeting of the Board of Directors to order at 7:33 p.m.

Attendance

The following Directors were present: Kathy Baldwin, Michelle Todorov, Sandy Nolan, Tom Byrne, Guy Balok, Kathleen Connor, and Judy Nakdimen. Also present was Joe Poma, Property Manager, and Emily Lutzenkirchen, Publications and Records Assistant. Approximately five Co-Owners attended.

Approval of Minutes:Board Action: Motion by Tom Byrne, support by Guy Balok, to approve and file the minutes of the October 19, 2015, executive session of the Board of Directors. All in favor. Motion passed.

Treasurer’s ReportTom Byrne reported.

The Association is one month into the fiscal year, and we are running favorably. Total accounts receivables is at $54,000, which is where it has been. Income is right on the budget, a little bit favorable due to an increase in the investment income. The big factors throughout the year are heat, snow, and water. The Association did well this month in all these areas. Final numbers have not yet been audited.

Co-owner Forum

1. Martin Johnson brought up the fact that residents updating water appliances such as their toilets and shower heads could help with water conservation and cost. Joe replied that the Board & management looked into installing water-saving devices in the past, but it was not seen as cost-effective when coupled with implementation.

Tom Byrne commented that the majority of toilets and shower heads being sold today have some type of water conservation system built in them. In regards to the cost, the Association saved by watering less throughout the summer.

2. Joel Lutz commented that it was necessary for the roofing company to remove some of the colored siding from one of the units, but they replaced it with white. Joe Poma noticed it when he inspected the building and commented that it will be painted to match.

3. Guy Balok brought up the security guard issue. Years ago the Police Department used to park unstaffed patrol cars in neighborhoods to deter theft. He asked if Joe had considered doing this with the security car. Joe replied that he would be willing to try it as long as the residents are informed that the car is a decoy and that there is no actual security guard on duty. Kathy Baldwin suggested that, when the time comes, we could put a blurb in the Herald to inform residents of the situation.

COMMITTEE: Court Liaison

SUBJECTS DISCUSSED:As follow up to our previous discussion regarding increasing crime in Highland Lakes and the township overall; Joe Poma reported that discussion with the Northville Township Police led to agreement that they could increase patrols during crime peak hours in HLCA due to its density as a target, but will not be revealing any plans in order to main-tain some level of surprise.

Samantha Bowlin of the Northville Township Police dept. has volunteered to attend a Court Liaison’s meeting and field questions from members. Diane Pittaway made a motion to request her presence and Joel Lutz seconded that motion.

Joe reported that court parking number markings will be done before Winter for the courts with the worst condi-tions. The rest will be done in the spring. Numbering will be done by in-house maintenance employees. Striping will be out-sourced and that too will be completed next Spring.

The HLCA Maintenance Dept. will now be wearing identifying T-shirts and jackets identifying them as HLCA em-ployees.

Discussion regarding parking on the roads, i.e. Crystal Lake Dr. and the parking availability besides our assigned parking lots. Diane Pittaway agreed that parking is an issue but people need to be courteous about minor inconve-niences, especially when residents are moving in or out.

Joe reported that the Security Guard position is still open. He is hoping to have the position filled in the Spring. He also mentioned that a motorcycle thief was apprehended by Northville Twp. Police recently.

It was noted that very few residents are using their porch lights (front and back) to illuminate the grounds which would help to deter criminal activity within our community. On that note, Steve Sapp mentioned that Home Depot has a grant program of $5,000.00 that can be awarded to non-profit organizations that meet their criteria. It is possible that HLCA may qualify and if so, motion sensors and/or smoke alarms could be picked up and distributed to residents for safety sake. Diane Pittaway will check that option with Home Depot.

Joe Poma put in work orders with DTE regarding street lights on Silver Spring Dr. that are burned out. Any one of us could do the same thing for lights on Silver Springs Dr. because it is a county road. DTE has a website for use by the public to report light bulb outages.

The September 30, 2015 year end financial statement was reviewed. Actual profit for the year is approximately $108,000.

Joe advised that one of our old tractors needs to be replaced. The replacement will be either a new or recent used tractor. The price differential is only $1,000. Joe will have further information for the Board prior to purchase.

Salt has been purchased at half the price of last year and should get us through an average winter.

A member questioned the priorities of the Long Term Capital Replacement Reserve; specifically, the reno-vation of the Swan Lake Beach at a cost of approximately $30,000 which is rarely used and will always be a gravel pit. He felt we have more important, current needs such as completion of the roofs, sidewalk and curb repairs, and asphalt repairs to our Court lots which would be a benefit to our entire community.

The lack of members continues to plague the committee. The future or failure of this committee is up to the Co-owners.

Winter Preparation: January tends to be a heavy month for snowfall, but we usually get some during December or enough to cover the ground. Our machines can’t detect what is under the snow until they hit it. This includes newspapers and most of all, dog leash cables. The newspapers destroy the snowblower paddles & bearings, and the dog leash cables get tangled in the tractor snowblower attachment and can cause about a five-hundred dollar repair; not to mention the possibility of injury. Move your dog leash anchor and cable to the patio and make sure that all debris is removed from your porches and approach walks. Make sure that all personal property is removed from the lakes and properly stored on the boat racks or on your patio. For all of the new residents of Highland Lakes, the clubhouse will have two barrels of sidewalk salt available at both entrances for the residents to take home in coffee cans. This product (dragon melt) is rated at a lower temperature than standard rock salt and will not erode your concrete. It’s to be used on your porch and approach walk, but please use it sparingly and avoid clumping the product; each truckload is about $8000 of your money.

Employee Uniforms: Board member Guy Balok has spearheaded an employee uniform program and the main-tenance staff is now wearing “high visibility” clothing bearing the Highland Lakes logo. This will enhance their safety and also provide you with identification. Winter jackets are emblazoned with “STAFF” on the back, and reflective material. Please be careful when driving around the staff as they work on our roads and sidewalks.

Fall Clean Up / Gutters: The gutters on the buildings should be completely cleaned out by the time you read this, but if we have overlooked anything or you are getting water on your porch from above, call the office and we will investigate. Each year brings more and more leaves and twigs on the property, and if there is anything left in your flower beds or around the perimeter, it will be taken care of in spring.

Roofing: The roofing season has ended for 2015 with the completion of 16 more buildings. We have 18 more to go and those are scheduled to be completed within calendar 2016. What follows (at this point) is a three year period of budgeted asphalt and concrete repairs that are funded at $1,000,000. That will buy us a lot of asphalt and concrete, but unfortunately, when everything at Highland Lakes hit the 40-year mark, it all started to fall apart at once, so other things are weighing on the mind of the Board & management as well, such as future discussions about fences and aluminum siding. Infrastructure on our property is heavily funded and unique because of our lakes and footprint, but to begin with, there will be an outside consultant that will core-sample our asphalt and determine order of priority as we did with the roofing. Our goal here is to make Highland Lakes come full-circle and be “new” again.

Seawalls: The Association is aware of some areas along the lakes that will need attention in the future. I see the raised seawall portion along the north side of Silver Spring Lake, along with the collection of runoff silt at the northwest end of Crystal Lake, and the invasive species (phragmites) build-up along the northwest corner of Swan Harbor. Seawalls do not last forever. At the 15-20 year mark, they lift and soil from the hillside behind them pours under and into the lake, causing the hillside to settle. The movement of soil into the lake causes a corresponding and further pushing-up of the wall. The repairs are not as bad as replacement, and luckily, this portion of Silver Spring appears to be repairable. The walls also need pressure against them to counteract the pressure from the hillside behind them, so when lake levels are low, the walls have a tremendous amount of pres-sure pushing them outward. The silt issue on Crystal Lake is one that has developed over 40 years in one corner and was apparently caused by the construction of the apartment community across the street, which caused sand and construction fill to work its way through the culverts into our lake. At the point of development, this area of Crystal may have been waist deep, but now serves as a small island for geese to congregate on. As far as the invasive species issue, phragmites are as “up and coming” as Asian Carp. It is a very aggressive cat-tail like plant that grows along shorelines and in ditches and is incredibly hard to eradicate. Companies have often tried to cut

them, burn them and apply chemical to each chute. They spread rapidly and our own maintenance staff has had success cutting them and digging them out to some extent, but if the growth expands any further, we may have to bring in a professional company. I have been in contact with Water Landscapes, Inc, a recommended contractor of Aquaweed and we will be following up on this next spring. As we go about our daily routine, things like this are hard to notice, but the ecosystems of the lakes are under constant strain and need attention. The Lakes Ecology Committee is now discussing the issue of Cormorants on the lakes, an invasive bird of the Pelican family that eats half its weight in fish per day and has just recently made a showing on the lakes. The birds dive and can stay under water for long periods of time as they eat all of the fish. We have contacted Gooseworks and may be meeting in the future with representatives of the MDNR if the birds start to multiply. They are every bit as concerning as the geese.

Exterior Lights: The Court Liaison Committee recently discussed the issue of exterior lights and commented on how many residents do not make use of them. Large portions of the property are dark at night and street lights can only do so much. With the recent crime sprees throughout Northville, it’s a good idea to keep your porch lights, garage lights and patio lights on at night, or better yet, fit them with a photocell that does the work for you. Electric costs for running these lights, especially if they have CFL bulbs, are very nominal and the security they provide is important to you and your property. There’s a reason why these lights were installed to begin with.

Memorial Bench: The Association recently installed a memorial bench to longtime handyman, Andy Wright, who did work for countless homeowners here over the course of more than 20 years. Andy’s family contributed the funds to make this possible and it was placed under the willow tree behind the pool at the clubhouse (along the water) where Andy would often visit. This area of the property needed a bench and it was a nice tribute to a great friend of the Association.

Pet Policy: The area around the Crystal Lake pathway from Andover Court to Mariner Court has been reported as having dog waste, as well as along Lake Success Drive in the vicinity of Lyric and Valiant Court. Some of the people that are walking the dogs through our community do not even live here, but if you see anyone not picking up after their animal, please report it to the office. The residents and the maintenance department should not have to look at it or step in it. Keep our community clean for all co-owners.

Street Lights: The street lights along Silver Spring Drive are maintained by DTE Energy and not the county or Township. I am handling all requests for street lights that are out, but any resident may also go to the DTE website and report the outage themselves and even get a confirmation number. The easiest way to access the website is to google “DTE Energy report street light out” and click on the website. Spicy Pears

4 pears - peeled - cored - sliced in half 1/2 C Water1 C+ fresh cranberries 2 T cider vinegar1/2 lemon sliced thin with peel on 1/4 t ginger -cinnamon-cloves1 C sugar

1. Put the pears, cranberries, and lemon in a 2 qt dish.2. Bring to a boil and pour over sugar, water, cider vinegar, and ginger-cinnamon-clove.3. Cover with foil and bake at 350 degrees for 45 min. - 1 hour

Green Beans with Cherry Tomatoes

1 1/2 pounds green beans, trimmed and cut into 2 inch pieces 1 1/2 cups water 1 1/2 teaspoons chopped fresh basil1/4 cup butter 2 cups cherry tomato halves1 tablespoon sugar 3/4 teaspoon garlic salt 1/4 teaspoon pepper 1 1/2 teaspoons dried rosemary

1. Place beans and water in a large saucepan. Cover, and bring to a boil. Set heat to low, and simmer until tender, about 10 minutes. Drain off water, and set aside.2. Melt butter in a skillet over medium heat. Stir in sugar, garlic salt, pepper and basil. Add toma-toes, and cook stirring gently just until soft. Pour the tomato mixture over the green beans, and toss gently to blend.

The Snow Removal Policy includes free ice-melter which is available at the Clubhouse. Residents have the responsibility to obtain the ice-melter to use in their area
