A typewritten letter in Spanish, postmarked January 17, 1964, Mexico, D. F., was—sent, to-Attorney General ROBERT F. KENNEDY by one ERNESTO LORESXLUNA, not further identified.

The letter states in part: "We take the liberty of reproducing with care certain documents which arrived from Tapachula, State of Chiapas, addressed to OSWALD, assassin of your brother." The letter continues that these documents were addressed by a clerk in the shoe store of VICTOR COHEN, FIDEL CASTRO's intimate friend, and the man who was delivering shipments from him to OSWALD and three other people who were to assassinate President LOPEZ MATEOS of Mexico. The letter states that COHEN indicated he was interested in the president of the United States. It is also indicated that more documents possibly exist in COHEN's residence.

The writer claims COHEN was CASTRO's treasurer and that it was noted prior to all this that he was keeping various individuals of different nationalities in his house, including OSWALD, who was in Mexico looking for work and then went to Texas. There were no encloAures to this letter.

T-1, on June 27, 1961, furnished the results of various inquiries and investigations made in the vicinity of Tapachula, Chiapas, Mexico. •

He said he is quite certain that COHEN, for years, has been involved in contraband activities. He and his men have tried to follow COHEN's activities and establish a violation of Mexican laws, but so far without success. There have been rumors that COHEN has been involved in transporting arms, but this has never been established.

During the course of their investigations and sur- veillances, they have never noted any contact between COHEN and any North Americans or other foreigners. said it was ridiculous to consider that COHEN would ever do anything from political motivation, as he was certain COHEN was only interested in making money. He was certain that COHEN is not pro-CASTRO and advised that there are no pro-CASTRO groups or activities in that vicinity, to his knowledge.

It was determined through pretext neighborhood -inquiry that COHEN resides with his family at 3a Calle Oriente 4'54, Tapachula. Neighbors have not noted any North Americans or other foreigners residing or visiting with the COHENS.

VICTOR COHEN CHARAFF was contacted February 11, 1964, at his store, La Nacional, 3a Calle Poniente 35, Tapachula. He was advised briefly concerning the contents of the letter directed to the United States which indicated that he was pro-FIDEL CASTRO and had been in contact with LEE HARVEY OSWALD. He stated he would be happy to cooperate in all possible respects to resolve this matter.

COHEN stated he is not at all interested in politics, neither the politics of the United States nor of Cuba nor of. any other nation. He is not pro-CASTRO, he has never known CASTRO or any of his adherents, has never belonged to any CASTRO type organization, and would not belong to any such organization. He is a practicing capitalist with a prceperous business and extensive property in Tapachula, where he has 40 employees. His businesses in Tapachula take all his time. He is well regarded by the municipal authorities in Tapachula and suggested that,

' among others, the head of the local Immigration Office-could be contacted concerning him.

Because he is prosperous and because he is Jewish, he has many enemies locally.

The name ERNESTO FLORES LUNA has no significance whatever for him.

He has no business or properties in Mexico City and has never lived in Mexico City, although he frequently visits

. his father in Mexico City. He stated this could be confirmed - 4 by his father, but added that his father is an elderly man.

As far as he knows, none of his employees is pro-CASIXO. He has one typewriter and none of his employees use it. He furnished samples from this machine. He is at his place of business all day every day, not even leaving the premises for lunch.

He is unfamiliar with OSWALD and was unable to identify a photograph of OSWALD from a group of representative photographs. He recalled reading that OSWALD had been in Mexico, but knew nothing further concerning this visit. .

As has been previously reported,• a confidential source abroad on November 28, 1963, made available a copy of the bus- manifest of a company called Transportes Frontera. 'l his manifest covered the trip of the bus of this company which departed Mexico City on October 2, 1963, for Nuevo Laredo. The bus had a scheduled departure time of 1:00 p.m. from Mexico City on October 2, 1963, and a scheduled arrival time at Nuevo Laredo of 6:00 a.m. on October 3, 1963. The passenger listed as occupying seat 4 on this manifest was "OSWLD," no first name given. The destination of this - individual was given as "Lared."

No ticket number was listed by the name "OSWLD" • although ticket numbers appeared beside the names of the remaining passengers. It is to be noted that this passenger manifest was rather poorly prepared in longhand with the names of some of the passengers being incomplete and in some cases almost illegible. Toward the bottom of the manifest is a notation, "9 Laredo, 7 Monterrey', however, including the name "OSWLD," 10 passengers appear on the list with a destination of Laredo. •

FRANCISCO ALVARADO, ticket salesman and dispatcher at the Transportes Frontera terminal in Mexico City, was interviewed several times by two reliable sources, the last of these interviews being on December 17, 1963. ALVARADO had no personal recollection of OSWALD and could offer no explanation as to why no ticket number appeared beside the name "OSWLD" or As So the reason for the discrepancy in the number of passengers-listed for Laredo.

,..? . As has been previously reported, FRANCISCO SAUCEDO 1

%TLEZ and DIONISIO REYNE PAZ, cha-ffeurs on the trip on which ' the name "OSTLD" appeared as a prssenger, were exhaustively

interviewed on two different occasions. They had no personal

rccollection of OSWALD nor could they offer any explanation

concerning the discrepancy in the number of passengers and

t'ie fact that no ticket number appeared beside the "OSWLD"

entry.

In the course of the second interview SAUCEDO

explained that tickets bearing a prefix of 39 covered travel

from Mexico City to Monterrey and those with a prefix or 10

covered the travel from Mexico City to Nuevo Laredo. SAUCEDO

also pointed out that tickets collected from the passengers

on a given trip are forwarded to the offices of the bus company

fn Monterrey.

On 12/9/63 TELESFORO QUIROGA, ticket agent at the

fransportes Frontera Office, Calle Zimapan 104, Monterrey,

Las interviewed. All tickets listed by number on the passenger

nanifest for the October 2-3, 1963, trip from Mexico City to

'oevo Laredo were located. QUIROGA could offer no explanation

as to why no ticket number was listed for "OS1LD," and It was im-

possible for him to locate a ticket which might-have been used

by OSWALD.

It has been previously reported that OSWALD stayed at.

the Hotel Del Comercio, Calle Sahagun 19, Mexico City. On

January 20, 1964, GUILLERMO GARCIA LTJNA, manager of this hotel,

'advised as follows:

The hotel does not use a system of registration cards

for guests arriving at the hotel, but rather uses a registry

look. On the first day a guest arrives he, himself, makes

the initial entry in the book, this including the name of

t!e guest, the place from which he is arriving, his

occupation, and his nationality. Thereafter on each day the

rest continues at the hotel the same information is ent8red

in the book on the page designated for that day, but the entry

is made by a hotel employee. No exact home address is

obtained from the guest since he is required to pay in advance. .vp As has been previously reported, OSJALD registered at the hotel on September 27, 1963, with the point from which he was r arriving being shown as "USA (Texas)," his occupation was . t shown as "photo," and under the column for nationality was listed "U. S. citizen." The handwriting on this entry in the registry bootr has been identified with the known handwriting of OSIALD by the FBI Laboratory.

O37LLD was listed as staying in room 18 of the hotel during his entire stay there from September 27 through the night of October 1, 1963. Mr. GARCIA LUNA pointed out that rooms 18 through 23 occupy one floor of the hotel. He examined the registry book for the period OSJALD was at the hotel and was able to furnish information on three of the guests who occupied rooms on the same floor as OSIALD during a part or all of the time that OSIALD was at the hotel. He said he recalled these guests because they frequently stop. at the hotel when in Mexico City. The guests he recalled. were the following:

Mr. PEnzz PLIEGO, who registered from San Luis Potosi, is a railroad employee who visits the Hotel Del Comercio frequently. He occupied room 19 on September 26,

.27, and 23, 1963. A Captain ESZUIVEL of Veracruz occupied room 19 on September 30, 1583. Mr. GARCIA LUNA described him as a Mexican Army Captain whom he believes to be well-known in Veracruz.

MARIO RESENDIZ, a merchant whO registered from Saltillo, Coahuila, occupied room 21 from September 26, 1963, to October 3, 1063. This individual reportedly has a merchandising business involving the sale of flowers and miscellaneous items in Monclova, Coahuila. GARCIA LUNA claimed that he is well-hnown in Monclova.

Mr. GARCIA LUNA could furnish no information on other guests occupying rooms on the same floor as OSIALD which would assist in their location.

• On January 21, 1964, ALFONSO PEREZ PLIEGO, home

address Espana 304, Guadalajara, Jalisco, Mexico, office address Bolivar 8-401, Mexico City, was interviewed in

Mexico City. He advised that he frequently stops at the - Hotel Del Comercio and confirmed that he had resided at the hotel during the period September 26-28, 1963, in room 19. He said that unfortunately he had not noticed 03NALD's presence in the hotel during that time and could furnish no information concerning OSIALD's activities while in Mexico City.

The following investigation was conducted in Veracruz on January 23-24, 1964:

ERNEST HOLM, Vice Consul, American Consulate, contacted logical sources of his office. None of these sources was able to identify Captain ESQUIVEL.

Lt. Commander CHARLES EDSON, assigned to the Mexican Naval Academy as an instructor by the U. S. Navy, _ was unable to locate any information identifiable with 4. Captain ESqUIVEL.

Inspector ALBERTO MORALES, Veracruz Police Department, contacted sources at the military establishments in the Veracruz area and was unable to obtain any information concerning Captain ES'aUIVEL.

Investigation to locate ESQUIVEL is continuing.

Intensive investigation is continuing to locate and interview MARIO RESENDIZ of Monclova who has not been located to date.

It is noted that the Transportes Frontera bus manifest

was submitted for Laboratory examination by Mexico City letter

Of 12/11/63. 1The Laboratory Report of 12/17/63 stated that due

to the limited amount, of comparable writing no.tonclusion was'

reached as to':whether. the name and destination of OSWALD were

written by the writer sof other entries on the manifest. The

Laboratory transmittal letter of the same date stated that-

characteristics of the handwriting on the manifest indicated

that at least two persons made entries on the manifest and that

one of these persons may also have made the entries on line four,

this being the OSWALD entry. It was also stated that

similarity in several lines of writing on the manifest indicites

that persons other than the passengers themselves may have-

entered the names and destinations on the manifest. The` Laboratory

Report also concluded that the name of the passenger (OSWALD)

and the destination on line four of the manifest were not

written by subject OSWALD.
