Based on the current state of economy and population, it is easy to conclude that Asia has the most considerable potential to reduce the GHG emission by implementing CCUS technologies and the time to act is now. The Asian Development Bank (ADB) has been promoting CCUS in Asia since 2009. ADB has been working with its developing member countries (DMCs) to identify new opportunities in CCUS, prepare regulatory frameworks and grow a research network to create opportunities for low carbon development through CCUS implementation. In order to maintain the momentum gathered over the years and take, the march towards a low carbon society, ADB is planning virtual events in 2020 edition of Asia Clean Energy Forum (ACEF). This arrangement will not only ensure the safety of the participants but, will also pose an opportunity to reach many more stakeholders who are based in the DMCs of ADB. ADB has received an active support in organization of CCUS events from partner organizations. Background

Objective, Outputs and Outcomes of the Event

The objective of the CCUS events is to generate awareness about CCUS technology amongst the

stakeholders of Asia. Its intended output is more enlightened stakeholders who can identify the relevant new CCUS

technologies in the context of their organizations and countries. Another intended result is to provide a platform to the financial community where they can deliberate on how finance and catalyze low carbon development through CCUS.

The intended outcome of the workshop is the consideration of CCUS as a potential technology option for decarbonization of the country or organization.

CCUS Roadmap of PRC

PRC has identified CCUS as one of the technologies which can help to meet the goals of Paris agreement. It had already published a roadmap of CCUS in 2014. Since then, many changes have taken place in technology as well as economics of CCUS. ADB is assisting PRC in revising the earlier roadmap to capture the CO2 capture opportunities offered by the sector. Lessons learned from demonstration projects and technologies insights for Asia

The session will showcase innovative technologies, and business models that embody best practices in the development and increasing deployment of clean and sustainable solutions. An important driver for mass deployment of CCUS project is reducing costs, which can be achieved through 1) knowledge sharing, 2) scaling-up, and 3) technology innovation. Another way to accelerate commercial implementation of CCUS projects is to add a commercial value by effective conversion of CO2 captured from industrial facilities into valuable materials such as methanol and methane.

Dr. Priyantha D C Wijayatunga Director South Asia Energy Division Asian Development Bank Dr. Priyantha D C Wijayatunga holds a degree in Electrical Engineering from Sri Lanka and a PhD in Power Economics from Imperial College London where he was a Beit Scientific Research Fellow. He joined the Asian Development Bank in 2008 and currently the Director, South Asia Energy Division. He has contributed extensively in energy sector policy and regulatory activities over 25 years and has co-authored over 75 publications. He was the founder Director General of the Public Utilities Commission of Sri Lanka and was a lead author of the Sri Lanka Energy Policies and Strategies and the Sri Lanka Initial National Communication on Climate Change. He served as a Senior Professor of Electrical Engineering and the Chairman of South Asia Forum for Infrastructure Regulation. He is a Member of Institute of Engineering Technology (IET), London, a Fellow of the Institution of Engineers Sri Lanka. He is also a Senior Member of the Institution of Electrical and Electronic Engineers (IEEE).

Dr. Peter Warren Head of Climate Finance for Innovation Department for Business, Energy & Industrial Strategy UK Government Peter Warren is head of climate finance for innovation in the UK Government’s Department for Business, Energy & Industrial Strategy (BEIS). He manages the UK’s climate finance investments (Official Development Assistance) and international policy across various areas of clean energy innovation. He previously led the former UK Government Department of Energy and Climate Change (DECC)’s evidence needs and analysis on smart energy. Peter previously worked in the International Energy Agency (IEA)’s energy efficiency in emerging economies team and worked as a Sustainability Manager in industry. Peter holds a PhD in energy policy from University College London (UCL), two multidisciplinary MSc degrees, a PgC and a BSc all in the energy and climate field. Peter is a Chartered Environmentalist (CEnv) and is a part-time Lecturer in energy and climate policy at UCL (since 2013).

Kazuo Fueta Deputy Director, Global Environmental Affairs Office, Industrial Science and Technology Policy and Environment Bureau, Ministry of Economy, Trade and Industry (METI) Kazuo Fueta has been appointed as Deputy Director of Global Environmental Affairs Office in METI since May 2019. Mr. Fueta has specialized in technology transfer during his extensive career in government and national institute. Previously, at the Regional Innovative Industry Strategy Office of METI, he formulated policy on industrial clusters, regional resources, and comprehensive economic zones. He also led general management and global / domestic cooperation at the National Institute of Advanced Industrial Science and Technology (AIST). For instance, he planned the strategy for next interim period (for five years) in a cross-functional team, analyzed mechanism for effective venture startups, and negotiated comprehensive agreements and new research projects with foreign / domestic organizations. He received his Master of International Public Policy and Management from Sol Price School of Public Policy, University of Southern California.

Zhang Xiliang, Ph.D. Professor of Management Science and Engineering Director, Institute of Energy, Environment, and Economy Tsinghua University Dr. Zhang Xiliang is Professor of Management Science and Engineering and Director of the Institute of Energy, Environment, and Economy at Tsinghua University. His current research interests include low-carbon energy economy transformation, integrated assessment of energy and climate policies, renewable energy and automotive energy. Since 2015, Professor Zhang has been heading the expert group on China’s national carbon market design, which is a taskforce of the Climate Change Department in the Ministry of Ecology and Environment. He also served as the co-leader of the expert group for drafting China’s Renewable Energy Law from 2004 to 2005, which was organized by the Environmental Protection and Resource Conservation Committee of the National People’s Congress, and as a lead author of the 4th and 5th IPCC Climate Change Assessment Report. Dr. Zhang is the current Chair of the Energy Systems Engineering Committee of the China Energy Research Society and a member of the board of directors of Chinese Society of Sustainable Development. He holds a PhD in Systems Engineering from Tsinghua University.

Yoshihiro Sawada Corporate Adviser, General Manager of International Affairs Dept., Japan CCS Co., Ltd. Joining Japan CCS in 2010, Mr. Yoshihiro Sawada has served as Executive Managing Director and President of the Plant Division between 2015 and 2017, and has served as Corporate Adviser and General Manager of International Affairs Dept. since 2017. Between 2004 and 2009, he was with Japan Continental Shelf Survey Corp., with the mission to extend the outer limits of the continental shelf of Japan, serving as president between 2007 and 2009. Prior to this, he was involved in research, engineering and construction of offshore structures and pipelines at Nippon Steel Corp., which he joined in 1977. Mr. Sawada holds a M.S. (Civil Engineering), from the University of New York and University of Tokyo. Mr. Manoj Sharma Executive Director (Operations) Refineries Head Quarter, INDIAN OIL CORPORATION LTD. New Delhi Presently, Mr. Manoj Sharma is working as Executive Director (Operations) responsible for the entire operations of the 9 Indian Oil Refineries. He joined IndianOil Corporation Limited in 1985 and has extensive experience of 35 years in Oil Refining Industry. He has worked in various positions at various location of IndianOil Refineries in India. Mr. Manoj Sharma graduated in Chemical Engineering from University Institute of Chemical Engineering & Technology, Panjab University Chandigarh in 1984. He holds an International MBA Degree from University of Slovenia.

Mr. Atsumasa Sakai Senior Energy Specialist East Asia Department, Asian Development Bank (ADB). Mr Sakai leads ADB’s projects in People’s Republic of China (PRC), including $260 million loan project of smart low-carbon district heating project in Qingdao, and a feasibility study on the use of carbon capture usage and storage technology in PRC. Mr. Sakai has recently processed one of the world largest battery energy storage system project for Mongolia. The project expects to unlock the country’s renewable energy potential, improving the air quality in urban areas.

Mr. Sakai has completed master’s degree of Technology and Policy Program at Massachusetts Institute of Technology, US. He started his career at one of the world-largest private power utilities in Japan. He was seconded to International Institute for Applied Systems Analysis (IIASA), Austria, to conduct economic analysis on hydrogen-based distributed energy resource system for future Japan.

Mr Jinmiao Xu

Energy Specialist. Energy Sector Group, Department of Sustainable Development and Climate Change Asian Development Bank,

Mr Jinmiao Xu is responsible for (i) contribute to ADB’s energy sector quality-at-entry and innovations, focusing on renewable energy and conventional clean energy power generation including cutting edge technology, system integration technologies and energy policy; (ii) provide technical advice and support to lending and non-lending operations in the regional departments; (iii) process and administer regional technical assistance; (iv) contribute to the formulation and implementation for regional cooperation and integration; (v) conduct knowledge work.

Mr. Xu led more than three R&D projects within laboratory center of Fujian Longking Co., Ltd, where is responsible for researching ,testing, verifying, designing and simulating work, and developed the world-class large testing devices for flue gas dust collection and analyzing platforms for air pollutants.

Mr. Xu has fourteen years of experience in energy field, designing and managing thermal power plant mechanical engineering and working in EPC project site. His expertise includes domestic and global energy and environmental technologies, policies, and programs. Earlier management responsibilities included technology development programs for advanced power systems and environmental protection technologies.

Mr. Xu received a Bachelor of Science degree in Environmental Engineering from North China Electric Power University, and a Master of Science degree in Thermal Engineering from the Tsinghua University. He has more than 14 published academic papers, 2 authorized patents and 2 ministial awards.

Dr. Mohammad Rachmat Sule

Lecturer Faculty of Mining and Petroleum Engineering, Institut Teknologi Bandung (ITB) - Indonesia.

Dr Sule teaches several courses at the Geophysical Engineering and Geothermal Engineering Study Programs. He received his both B.Sc and M.Sc in Geophysics from ITB in 1994 and 1996 and obtained Ph.D in Geophysics from Karlsruhe Institute of Technology – Germany in 2004. Currently he is the Head of Continuing Education Sub Directorate, Directorate of Non Regular Academic of ITB. His recent work has been in the extension of high resolution seismic imaging for geothermal and petroleum.

Currently he is also the Center Manager of National Center of Excellence (CoE) for Carbon Capture, Utilization and Storage (CCUS). One of his main tasks is to prepare the Gundih Enhance Gas Recovery (EGS) Pilot Project, which will be the first ever implemented CCUS Pilot Project in South and Southeast Asian regions. Other CoE works that he manages are the CO2-source-sink map in Indonesia, strategy for implementing Zero Routine Flaring (ZRF) in Indonesia, and promoting BECCS in Indonesia for limiting to well-below 1.5 deg C warming.

Ms Wan Atikahsari Wan Zakaria

Ms Wan Atikahsari Wan Zakaria received her BSc degree in Chemical Engineering from Purdue University, Indiana, USA, in 2001 and was a trainee lecturer for PETRONAS Training Center upon graduation. She then joined PETRONAS Carigali Sdn. Bhd. (PCSB) as a process engineer in year 2003 and was involved in design and engineering of several offshore facilities and onshore receiving terminals for more than 10 years. In 2012, she moved to Front End Engineering Department (PCSB) as Head Concept Select delivering Field Development Plans and team lead for facilities in international acquisitions i.e. Mexico Bid Round. Her current position now is Resource Development Manager in Malaysia Petroleum Management and appointed as the Team Lead for High Contaminants Assets Monetization and Management. She is also a patent holder for PETRONAS PN-1 membrane for CO2 Removal.
