EXECUTIVE SUMMARY
This Grants Assessment Committee (GAC) Report captures the process of assessment of CSO concepts and proposals for the 1st Call for Proposals whose theme was “Deepening human rights centered and transformative governance in Kenya”.
This Report summarises the processes, proceedings, conclusions and recommendations of the Amkeni Wakenya Grants Assessment Committee that considered concepts and proposals submitted by CSOs based or working in three counties of Kwale, Turkana and Kitui proposing to work on either of the two thematic areas of devolution and human rights and access to justice.
It makes recommendations to the Projects Approval Committee on CSOs to be funded under this first round of grant making.
Overall, the Call 1 Call for Proposals received a fairly good response as it focused on only 3 counties. A total of 46 proposals from CSOs were submitted for consideration. These CSOs included community-based organisations, self-help groups, faith-based organisations, and non-governmental organisations based within the three targeted counties of Kwale, Kitui and Turkana. While 30 projects met the set minimum score due to limited resources 22 projects have been recommended to the project steering committee for consideration for capacity assessment and award of grants. This number is higher than the indicative number of grants for the call which is 14 as some recommended projects may be eliminated for other reasons other than merit which was the main considerations at the Grant assessment stage.
The Grants Assessment Committee
The Grants Assessment Committee comprised of the following staff of UN who were under the guidance of the Amkeni Wakenya Programme Manager:

BACKGROUND
The Civil Society Democratic Governance Facility (Amkeni Wakenya) is a flagship civil society strengthening project of UNDP established in 2008 with the principal aim of providing coordinated technical and financial support to civil society organizations (CSOs) working on democratic governance in Kenya. Through a three pronged innovative approach of grant making, capacity building and Learning and knowledge management, the programme promotes civic engagement in governance’s process to cover not only urban based Non-Governmental Organizations but also nascent Community- Based Organizations across the country From 2015, a new Phase 2015- 2018 Amkeni Wakenya Project has been designed, to builds on and consolidate the gains made under Phase 1 by deepening focus on the previous four strategic areas of: Access to Justice and Human Rights; Promoting People Centered- devolution and local governance; Promoting an enabling environment for CSOs and responding to emerging governance issues. Towards this, Amkeni Wakenya rolled out a call for proposal from interested civil society organizations to participate in the project themed “Deepening Human Rights-Centered and transformative Governance” targeting 3 counties of Turkana, Kitui and Kwale. The main focus areas for the projects were:
a) Promoting Access to Justice and Realization of Human Rights.
b) Promoting People Centered- devolution and local governance
On the theme Promoting Access to Justice and Realization of Human Rights the Call targeted 6 projects
from 3 counties of Kitui, Kwale and Turkana. Each project would be awarded $ 80,000 for two years.
The devolution theme focused on enhancing access to empowerment opportunities for youth and
women in the counties of Kwale and Turkana. The project aims to award 8 projects a grant of $ 25 ,000
each for a period of 6 months
The call was published in the 2 dailies: The Standard Newspaper and Daily Nation of the 3rd June 2016
with a deadline of 30th June 2016.Three publication information forums were conducted in the targeted
counties to further clarify the Call for proposals and generate public interest.

The ASSESSMENT PROCESS
The Assessment Process involved three successive stages:
Stage 1: This involved the logging in of the applications and sorting out to weed out applications that didn’t not meet the minimum requirements such as: organisations that didn’t use the right format; intervening in thematic areas not relevant to the Call for proposal focus; were not based in target counties;
Stage 2: This involved technical evaluation of concept notes by members of the Grants Assessment Committee using the Concept Note Evaluation Criteria that was developed jointly by the PMU and was informed by the application guidelines. The evaluation criteria considered a range of issues including:
1. Relevance 2. Effectiveness and feasibility of the project 3. Sustainability 4. Project Management

Stage 3: This involved technical evaluation of eligible proposals by members of the Grants Assessment Committee using the full proposal Evaluation Criteria that was developed jointly by the PMU. The evaluation criteria considered a range of issues including:
1. Relevance to Amkeni Call for proposal, and to beneficiary needs and priorities 2. Methodology including: coherence of Project design, Innovativeness of activities, Monitoring
and Evaluation, completeness of Logical framework, Learning and knowledge Management 3. Sustainability of project results and replicability 4. Budget: Value for Money (VfM) 5. Technical capacity 6. Operation and administrative capacity

STAGE 1: ADMINSITRATIVE CHECK
The proposal documents were opened on the 30th of June 2016 however as per the guidelines there was to be consideration for proposals with sent through courier as at the 30th of June. The first batch of proposal documents received on the 30th of June were verified and logged on the same day while he rest were logged in July 5th 2016 by the following officers

This was followed administrative check to eliminate proposals that didn’t meet the following criteria

STAGE 2: CONCEPT NOTE ASSESSMENT
This was the second stage of the proposal review process. 43 concept notes were reviewed using the concept evaluation grid developed by the PMU (see attached). The minimum score for concept notes to be approved for the next stage was set at 25/50 as agreed by the PMU before the evaluation process. The main focus of the concept evaluation included: Project relevance, coherence of project design and its effectiveness, sustainability and organisational capacity.
After evaluation of the 43 concept notes the following CSOs concept notes were not recommended for the next stage as shown in the following:

STAGE 3: EVALUATION OF FULL PROPOSALS
35 proposals were recommended and reviewed in the 3rd Stage using the full proposal evaluation grid attached. The minimum score for this stage was set at 60%. The number of full proposals by region and focus was as follows

This call aimed to award grants to a total of 14 project; 8 projects focusing on devolution from CSOs working in Kwale and Kitui,2 focusing on Youth and Devolution and 2 on Women and Devolution from each of the targeted counties and 6 projects focusing on human rights and access to Justice two each from Kwale, Kitui and Turkana Counties.
After rigorous assessment of the full proposals taking into consideration amongst others relevance, methodology (project design), sustainability of results and replication of project, organisations’ financial and management capacities, value for money, innovativeness, synergy with county programmes 29 CSOs scored a minimum of 60 %. However, one organisation that had a proposal that was innovative but didn’t demonstrate strong organisational capacity and attained 55% has been included in Turkana county as shown in the table below

While 30 project achieved the minimum scores, due to the limited financial resources available the team recommends that the first 4 organisations per category, theme and county presence be considered for capacity assessment and grant award and the remaining organisations be considered when resources become available. Findings:
Overall the full proposal submitted were a good representation of the geographic scope of the counties (see attached List) and addressed most of the key concerns highlighted in Amkeni scoping mission findings in the targeted counties. However, the response especially for devolution category was rather low. This is would have been because the guidelines had emphasised on youth and women led or focussed NGOs which were not many in the targeted counties. This notwithstanding, the recommended groups from the two counties submitted quality proposals that would ensure inclusion of all regions in the counties
The quality of proposal was good with most proposals having coherent project design clearly linking activities to outputs and outcomes. The budgets were realistic and demonstrated value for money with most proposal adhering to the 15% guideline for administrative costs
The proposal also demonstrated satisfactory levels of sustainability mechanisms moving beyond awareness creation to evidence based policy advocacy for policies and creation of local structures that will survive beyond the project period
The Logical frameworks will however need to be strengthened and SMART indicators developed to measure qualitative level results. In addition, there is need to assist the CSOs in knowledge management as this was assessed as partially good.
The CSOs financial and management capacity was good with most organisation providing qualified audit reports, clear examples of previous project and qualified staff. There is however need for further verification of these capacities through capacity assessment exercise conducted by the PMU before finally contracting of CSOs.
Amkeni Wakenya has a capacity building approach that will be used to strengthen organisational and financial management skills of CSOs that are weak and other risks that may arise.
