What’s in the Biden Administration’s $1.9 trillion Proposed Stimulus Package?• Additional $1,400 checks to eligible recipients. • Enhanced unemployment aid - $400/week federal enhancement to state

unemployment benefits.• $350 billion to state, local and territorial governments.• Increased support for vaccines and testing.• $15 billion to create a new grant program for small business owners, separate from

the existing Paycheck Protection Program (which still has $200+ billion for first time PPP loans and second loans for qualifying small businesses).

• Point of Contention: Raising the minimum wage to $15/hour.

Next Steps:• House and Senate passing budget resolutions that allow for them to pass stimulus

legislation with simple majority vs. the typical 60 votes (Senate) needed.• House could vote on bill as soon as February 23rd, with the Senate to follow.

McAllister & Quinn Federal UpdateSBA Paycheck Protection Program Updates

• Coronavirus Relief Package provides $284 billion for additional Paycheck Protection Program (PPP) loans for new borrowers and “second draw” loans for existing borrowers. Over $200 billion still available.

• The eligibility requirements for a “second draw” PPP loan (PPP2 Loan) are as follows:• The borrower must spend the full amount of the first PPP loan before receiving the

PPP2 Loan.• The borrower must employ no more than 300 employees per physical location.

Down from 500 employee threshold.• The borrower must demonstrate a 25% or more reduction in gross receipts in a

quarter during calendar year 2020 compared to the same 2019 quarter.• Total loan amount capped at $2 million or 2.5 times the average monthly payroll

costs, whichever is less. Down from original cap of $10 million.

• Expenses paid with PPP funds are now completely deductible. Relevant for all borrowers, even those that have applied for forgiveness.
