Mr Sargeant was appointed Chief Operating Officer of the Department of Defence on 12 September 2013. He will continue to perform the role of Deputy Secretary Strategy until this position is filled. He has been Deputy Secretary Strategy since March 2012.
Mr Sargeant has wide experience in Defence and has held senior appointments including Acting Deputy Head of the Defence Personnel Executive, Minister/Counsellor Defence Policy, Australian Embassy Washington, Deputy Director Intelligence, Defence Signals Directorate, and Head of Strategic Policy Division.
In 2006 Mr Sargeant transferred to Centrelink and held a number of senior appointments, including General Manager, Information Technology Planning and Project Coordination, and General Manager, Strategy and Capability.
In January 2009, Mr Sargeant transferred to the positIOn of First Assistant Secretary, Government and Defence Division, Budget Group, Department of Finance and Deregulation.
In February 2010 Mr Sargeant was promoted to Deputy Secretary Strategy (Operations), Department of Defence and subsequently transferred to Deputy Secretary Strategic Reform and Governance for two years prior to taking up his current appointment.
Mr Sargeant has degrees in Political Science and English Literature.

Lieutenant General David Morrison, AO joined the Army in 1979, after completing a BA at the Australian National University. He graduated from the Officer Cadet School, Portsea to the Royal Australian Infantry Corps and between 1980 and 1991 he held a variety of regimental positions, from Lieutenant to Major, in Brisbane, Singleton and Newcastle. He was also the Australian Instructor at the Royal Military Academy, Sand hurst UK in the period 1987 to 1988. After attending Army Command and Staff College in 1992, he was appointed as the Brigade Major of the 3rd Brigade, deploying in that role to Bougainville as part of Operation Lagoon in 1994, and following his promotion to Lieutenant Colonel in 1994 he spent two years at Army Headquarters as the Director of Preparedness and Mobilisation.
He was the Commanding Officer of the Second Battalion, The Royal Australian Regiment in 1997 and 1998. Lieutenant General Morrison was made a Member of the Order of Australia (AM) in 1999 for his services as Brigade Major, Director of Preparedness and MobiJisation and as CO 2RAR.
He was promoted to Colonel in October 1999 and took up the position of Colone.1 Operations, Headquarters International Force East Timor (INTERFET). On his return to Australia, he was posted to the Deployable Joint Force Headquarters as Chief of Staff. In 200 I he attended the Centre for Defence and Strategic Studies, Canberra, graduating with an MA in Strategic Studies. He was promoted to Brigadier in November 2002 and commanded the 3rd Brigade from December 2002 until December 2004. He was then appointed as Director-General Preparedness and Plans - Army and held that position until his promotion to Major General in December 2005.
He became Commander of the Australian Defence College in January 2006. In April 2007, he was appointed Head Military Strategic Commitments where he served for eleven months before becoming the Deputy Chief of Army in early 2008. He was appointed as Land Commander Australia in December 2008 and became Army's first Forces Commander on I July 2009. On 24 June 20 II, he was promoted to the rank of Lieutenant General and on 27 June 20 I I he assumed his current appointment of Chief of Army.
His hobbies include remembering when he used to play golf, staying fit , cooking and reading. He is married to Gayle and has three adult sons from a previous marriage.

Phillip Prior is the Chief Finance Officer of the Department of Defence.
Phillip joined the Department on 9 January 2006.
Before that, Phillip was with the Department of Finance from 1997, where he was involved in accounting and budgeting policy work as well as a number of operational activities.
From 200 I to 2006, Phillip was a member of the Financial Reporting Council. During that time he was the Chair of the Nominations Committee and a member of the Working Group which oversaw the development of the Simpkins Report on Sector Neutrality.
Phillip is a fellow of the Institute of Chartered Accountants and holds a Bachelor of Applied Economics and a Master of Business Administration.

Dr Peter Lawrence was appointed to the role of Chief Information Officer in November 2012. Prior to joining the Australian Public Service he had a long career in the private sector working for Royal Dutch Shell, ANZ and Origin Energy.
Dr Lawrence graduated from the University of Bath with a PhD in Chemistry in 1989, prior to that he completed a BSc in Chemistry at the University of Nottingham from 1982-1985.
Upon graduating with his PhD he joined Royal Dutch Shell in London and embarked on a career of 18 years with them. During this time he held a wide variety of roles of increasing seniority and global reach based in the UK, Australia and Japan. These included: Managing Director, Shell Services International Japan; Operations Manager IT Professional Services Asia Pacific Middle East, Shell IT International; and Country Manager IT, Shell Australia.
In 2007 he joined the ANZ Bank based in Melbourne as the Head of IT Infrastructure. After less than a year role in the role he moved to be the Chief Information Officer for ANZ New Zealand based in Wellington covering all of the business activities in New Zealand across the Retail, Agricultural, Commercial and Institutional banking business.
Upon returning from New Zealand in 2011 Dr Lawrence joined Origin Energy, based in Melbourne, as the Group Manager IT, supporting the Energy Markets business covering the Generation, Wholesale, Trading, LPG and Retail parts of the business.
He is married with two children, a son and a daughter. When time permits he enjoys watching most sport, keeping fit, and travelling.

Steve Grzeskowiak was promoted to Deputy Secretary Defence Support and Reform in January 2013. As a consolidated service delivery organisation for Defence, Steve is responsible for a range of support services where Defence works, trains and lives across Australia, the development and management of the Defence estate, and the interface between Defence and its Ministers, other Government agencies, Parliament and the community.

Steve Meekin was appointed Deputy Secretary, Intelligence and Security in the Department of Defence in March 2012.
He is responsible for leading the Intelligence and Security Group which consists of the Australian Signals Directorate, Australian Geospatial-Intelligence Organisation, Defence Intelligence Organisation and Defence Security Authority.
Prior to this appointment Steve was the Director of the then Defence Imagery and Geospatial Organisation and had an extensive career in the Australian Army, retiring as a Major General in 20 I O.
During his Army career, Steve gained extensive operational and intelligence experience serving in the infantry as a soldier and as an artillery and intelligence officer. He held senior appointments in the three Defence strategic intelligence agencies. He has also served with the armed forces of the United Kingdom and the United States and completed a number of operational deployments in the Middle East, especially in the Sinai, in Iran and Iraq with the United Nations and more recently commanding a task force in Iraq.
Steve is a graduate of the Royal Military College Duntroon, Army Command and Staff College, Joint Services Staff College, Centre for Defence and Strategic Studies and the Australian Graduate School of Management. His academic qualifications include a Bachelor of Arts and a Master of Science. Steve was appointed an Officer of the United States Legion of Merit for his command and leadership in Iraq and a Member of the Order of Australia for his performance in senior intelligence and command appointments. He is also Colonel Commandant of the Australian Intelligence Corps.
Steve is married to Jenny Nicholson and they have two adult sons, Alexander and Matthew. His pastimes and interests include jogging, international relations, military history and gardening.

Carmel McGregor is the Deputy Secretary Defence People in the Department of Defence. She joined the Department of Defence in March 2012.
Carmel's previous position was that of Deputy Australian Public Service Commissioner where she was a member of the Advisory Group on Reform of Australian Government Administration (Blueprint). During 2011 Carmel led a review of Pathways for APS Women in Defence.
Prior to joining the Australian Public Service Commission in 2008, Carmel was Deputy Secretary Client and Corporate Services in the Department of Immigration and Citizenship (DIAC) from 2005. Whilst in DIAC she led global client service reform and a major organisational and cultural change program.
Carmel also held senior positions in Centrelink managing employment and education as well as People and Corporate Performance where she re-engineered the human resource, leadership development and organisational design functions.
From 1999-2001 Carmel lived in Paris where she worked as a consultant for the Public Management Service of the OECD with key involvement in international fora on modernising government.
Carmel was Australia's representative and Vice Chair of the OECD's Public Governance Committee from 2008-2012. She is a Fellow of the Australian Institute of Management, a Fellow of the Australian Human Resources Institute, National Fellow of the Institute of Public Administration Australia, Vice President of the Institute of Public Administration Australia in the ACT, a member of the Australian Institute of Training and Development and a member of the Australian Institute of Company Directors.
In October 2012 Carmel was selected as inaugural Woman of Influence Public Policy in the Financial Review/Westpac 100 Women of Influence. Also in October 2012, Carmel was awarded an ANZSIG Public Service Excellence Award Honorary Adjunct Professorship. Carmel is the recipient of a Public Service Medal in the Australia Day 2013 Honours List
Carmel is originally from Queensland and holds an Arts degree with majors in psychology and sociology from the University of Queensland. Carmel also holds the position of University of Canberra Adjunct Professor.
