Background

• A key deliverable in Defence Estate Strategy 2016-36 is the requirement

to develop and implement an ‘Estate Engineering Governance and

Integrity System, including a Compliance Framework’ to effectively

manage estate related compliance obligations

• ASEE has requested that I undertake a review of the existing estate

engineering policy function to inform this work

• Primary purpose of the review is to enable a degree of reflection on what

has been done in the past and then as applicable inform the

identification of future changes that can improve both the achievement

of ‘intended policy effects’ and the prevention of ‘unintended policy

effects’

Method

• Understand the ‘As is’ Model – Desktop review and stakeholder

questionnaire

• Conduct a SWOT Analysis – Primarily informed by the responses

received from the stakeholder questionnaire

• Develop Options – Develop broad ‘To be’ models as informed by the

SWOT Analysis

• Analyse Options – Selected stakeholder analysis of the broad ‘To be’

models and selection of ‘most preferred’ model

Preferred CoA – CoA 4

• A capability life cycle aligned / driven policy framework that sets principles based policies and performance based outcomes to meet unique Defence capability and critical infrastructure requirements that will guide the management of Defence risks on a risk weighted basis for compliance and assurance, whilst also leveraging both in house subject matter expertise throughout Defence and industry where and when required

Proposed Strategic Intent Statement

• Defence estate is a critical enabler of Defence capability, including the generation and sustainment of

the ADF

• Integrity of the Defence estate must be assured through achieving estate outcomes:

⁻Operational Performance

⁻Safety

⁻Resilience

• Must also ensure the estate is compliant with Legislation, Regulation and Government Policies

• Requirement to develop an EEGIS:

⁻Benefit Seeking Policy Framework

⁻Guides decision makers in managing key risks

⁻Achieves rational outcomes

• Associated Compliance Framework:

⁻Ensures explicit confidence

⁻Collaborative, transparent, consistent and flexible

Defence Estate Engineering Policy Review

EEGIS industry briefing - November 2018

Successful when:⁻Unified and integrated application of policy, compliance and assurance⁻Key risks and compliance requirements identified and risk appetites developed⁻Extant policies reviewed and changed where required to achieve benefits rather than enforce regulations⁻Compliance being achieved through communication, training and verification that policy is achieving intended outcomes
