NGCV-P – Proposal Selection Process
• Draft RFPP / SOW for Comment: The Government intends to issue a draft
RFPP and SOW to DATC to be distributed to DATC members. The
members will have the opportunity to provide comments which will be
reviewed and considered and may be incorporated into the final RFPP /
SOW.
• RFPP / Price Matrix: The Government will send the final RFPP/Price
Matrix to DATC who will then distribute to DATC members. The Price Matrix
must be completed by each team member and submitted with the team
proposal.
• Initial Evaluation: The Government is estimating 21 days for initial
evaluation of team proposals and will evaluate in accordance with the
criteria established within the RFPP.
• Oral Review: After initial evaluation of proposals, the Government will
schedule an Oral Review with each proposal team to discern any
ambiguities.

NGCV-P - Proposal Selection Process
• Final Evaluation: Upon completion of Oral Reviews, the Government will
finalize team proposal evaluations.
• Selection: The Government will select a team proposal based upon the
established criteria and will issue Selection Notification (SN) to DATC.
• Feedback Sessions: If requested, the Government will conduct verbal
feedback sessions to identify proposal strengths and weaknesses for non-
selected teams.
• Award: Upon receipt of SN, DATC will issue a Project Agreement to the
selected team (Project Agreement Holder - PAH) for execution, and will
begin processing the first Work Directive(s).

• Eligibility – Terms & Conditions
1. ACKNOWLEDGMENT OF GOVERNMENT DATA RIGHTS
Offerors shall provide a single statement that acknowledges the
Government’s plan to assert Government Purpose data rights for all data
produced under this DA2-OTA Project DA2-PA004.
2. OFFEROR/TEAM LEAD FACILITIES CLEARANCE (FCL)
Offerors must, and some team members may, be required to handle or
access classified information in performance of this effort. Offerors shall
submit evidence that it possess a current active (TOP SECRET or SECRET)
FCL that can be verified by the Government AT TIME OF PROPOSAL
SUBMISSION.
These criterion are critical, the project cannot be awarded to an organization
without compliance to these.

NGCV-P - Factor 1 - Technical Merit
Factor 1- Technical Merit includes an evaluation of the extent of team
experience and capabilities (to include strengths, weaknesses, and risk)
within the 6 following critical prototype project evaluation areas:
1. Turret Building and Integration• Design, build and integration of turrets for combat platforms; the ability to determine
and mitigate firing forces while minimizing weight impact; development of
customized slip rings to enable sufficient power and data passage from hull to turret;
and background in ammunition handling system integration.
2. Systems Architecture-Whole Vehicle• Development, implementation and integration of system architecture (hardware and
software), with the approach to include system level functions; de-conflict integrated
components within the architecture; validation and verification compliance of
components and subsystems to architecture; and state any background and
expertise in MagicDraw, or a compatible software toolset

3. Software Integration• Development, debugging, integration and validation of technology, subsystem and
platform software; integrating multiple (list number and kind) processor boxes into a
single box with the same capability; adapting software code that is not in the
requested language/format; building, maintaining, and using a System Integration
Laboratory (SIL) for technology and subsystem risk mitigation.
4. Armament Fire Control• Integrating fire control systems into hardware and software architectures, without
degradation of stand-alone fire control of multiple weapon types; and the
development, implementation and integration of technologies necessary for accurate
fire control both stationary and on-the-move.

6. Threat Defense Design and Integration-Armament & Cyber• Design, development, and integration of system and subsystem solutions against
armament threats utilizing multiple solutions; and the design, development and
integration technologies that defend, identify, locate and retaliate against cyber
threats and attacks

2. The likelihood that the offeror will achieve the level of NDC participation
proposed against those critical prototype project evaluation areas:
• Turret building and integration.
• Systems Architecture-Whole Vehicle.
• Software Complex Integration.
• Armament Fire Control.
• Vehicle Mobility and Autonomy Testing.
• Threat Defense Design and Integration-Armament & Cyber.
This is significantly less important than Technical Merit but more
important than the Price factor.

NGCV-P - Factor 3 - TEP
Factor 3 – Total Evaluated Price (TEP) includes an evaluation of price
reasonableness (to include assessment of unbalanced pricing) based upon
evaluation of:
1. A TEP Narrative and Basis of Estimate
• A description for each of the offeror’s and Team Member’s labor classifications that
explains the minimum education and experience required for each position. Explain the
functional responsibility for each position and map each position to one of the seven
NLPM Labor Categories.
• Basis of Estimate shall explain the source for base salary data (e.g. Economic Research,
Inc., Towers Watson, Salary.Com, Bureau of Labor Statistics, Wage Determination, Etc.)
and need not include labor buildup, indirect rate structure, profit or proprietary data.
2. Attachment 000X – NGCV-P Labor Pricing Matrix (NLPM); and
• The Government will supply Attachment 000X – NLPM as part of the RFPP, to include pre-
filled Composite Labor Rate Categories, Material estimates, and Travel estimates.
This is less important than NDC Participation and the least important factor.

MEMBERSHIP REQUIREMENTS
Criteria
Open to all organizations; non-traditional and traditional defense
contractors
Must posses technology expertise in one or more of the eight identified
technology objective areas
May not be on Department of Defense suspended or debarred contractor
list
Fees
DATC annual membership is $1,000
Renewable within 30 days of membership anniversary
