Delaware Music Educators Association

The Delaware Music Educators Association, a body of professional music educa-tors, exists to improve music curricula and instruction for students and to fos-ter professional growth of all music educators within the State. The Association advocates the National Standards as advocated by the MENC and accepted by the U.S. Department of Education for school music programs and the Delaware Standards for Music as developed by the Visual and Performing Arts Frameworks Commission. The DMEA provides professional development for the members of the organization as well as other music educators in the state. The DMEA also organizes the All-State programs in Delaware. Current All-State organizations in-clude: Orchestra, Junior Jazz Band (7-9), Senior Jazz Band (10-12), Junior Band (7-9), Senior Band (10-12), Junior Chorus (7-8), Senior Mixed Chorus (9-12), and Senior Women’s Chorus (9-12).

2011 Delaware All-State OrchestraSandra Dackow—Guest Conductor

Sandra Dackow earned the Bachelor of Music, Master of Music and the Ph.D. from the Eastman School of Music of The University of Rochester. An Aspen Conducting fellow in 2001, she was also awarded the Silver Medal in the 2001 Vakhtang Jordania/New Millennium International Conducting Competi-tion in Kharkov, Ukraine. She is currently serving as Music Director of the Hershey Symphony Orchestra in Pennsylvania and Conductor of the William Paterson University Symphony Orchestra in New Jersey. Guest conducting has included appearances with the Helena Symphony, Montana, the All-Queensland Honors Orchestra in Brisbane, Australia, the Kharkov Philharmonic in Ukraine, the Rapides Symphony and the Monroe Symphony, both in Louisiana, the Spar-tanburg Philharmonic, South Carolina, the Montpelier Chanber Orchestra, Ver-mont, the Danbury Symphony, Connecticut, Adelphi Chamber Orchestra in NJ, and the Midland Symphony, Michigan, as well as a tour with the Moriah College Orchestra in Australia. Dr. Dackow is a former music director of the Ridgewood Symphony in N. A Native of East Paterson, New Jersey, Dr. Dackow has conducted bands and orchestras in the schools of Glen Rock and East Brunswick, New Jersey, and served as Supervisor of Music for the Ridgewood NJ public schools. A former chair of the string department and orchestra director at Slippery Rock University in Pennsylvania, she has been a visiting faculty member during the summer ses-sions of the Eastman School of Music, Temple University, Montclair State College NJ, Wichita State University, University of Alaska, Fairbanks, Colorado State Uni-versity and Cork School of Music, Ireland. As a member of the faculty of Bran-deis University, Waltham, Massachusetts, she directed the University Symphony

Orchestra and Wind Ensemble. An annual ASCAP award winning arranger, Dr. Dackow has published over ninety works for orchestras and is an author of the Orchestra Expressions curricu-lum. She is active as a guest conductor, adjudicator and clinician across the na-tion and Canada, in England, Hong Kong, Singapore, China, Malaysia, Ukraine, South Africa and throughout Australia and Ireland. Articles of hers have appeared in major professional journals and she has contributed to music reference books, methods and texts. Dr. Dackow recently served as President of the Conductors Guild, an international organization comprised of members from 32 countries. She has conducted at the Interlochen Center for the Arts, teaches at William Pater-son University, NJ, and has directed the Hershey Festival Strings at recent MENC National Conventions, the Midwest Clinic in Chicago and the ASTA National Conference. In 2009 she was voted a Lowell Mason Fellow by MENC: The National Association for Music Education and awarded the “Bruno Walter Best Conductor” prize by the Master Players International Competition, Lugano, Swit-zerland.

2011 Delaware All-State Junior Band2nd Lieutenant Daniel W. Boothe—Guest Conductor

Born and raised in Salisbury, Maryland, Lieutenant Daniel W. Boothe is Deputy Commander and Associate Conductor of the United States Air Force Band of Flight located at Wright-Patterson Air Force Base in Dayton, Ohio. Lieutenant Boothe is a magna cum laude graduate of Radford University where he received a Bachelor of Music degree in Composition, and was among 20 top scholars nationally recognized by USA TODAY in 2005. He earned a Master of Music degree in Conducting from George Mason University in Fairfax, Virgin-ia. Lieutenant Boothe was selected for the annual “David Effron Conducting Fel-lowship” at the prestigious Chautauqua Institute Music School Festival and served as Conductor for the American Music Stage in the Washington D.C. area, both while completing his graduate degree. He then went on to serve as a Visiting Artist and member of the Adjunct Music Faculty at the University of Virginia’s College at Wise, where he expanded the percussion program and was featured as a guest lec-turer. Prior to joining the Air Force, Lieutenant Boothe was Director of Percussion at Radford University, VA. Lieutenant Boothe has also served as a frequent adjudi-cator for the WGI World Percussion Championships. He has studied conducting with Frederick Fennell, Timothy Muffitt, David Wiley, and Anthony Maiello, and composition with Mark Camphouse and Beth Weimann. Lieutenant Boothe enlisted in the United States Air Force and was com-missioned through Officer Training School, Maxwell, AL on October 27, 2009.

2011 Delaware All-State Senior BandColonel Thomas H. Palmatier—Guest Conductor

Colonel Thomas H. Palmatier was appointed Commander and Conductor of The U.S. Army Field Band of Washington, DC, in September 2007. Prior to this he served as Commandant of the U.S. Army School of Music, responsible for the training of Army Band Soldiers, Noncommissioned Officers, Warrant Officers, and Commissioned Officers for the Army’s 106 bands worldwide. His previous assignments include Commander of the U.S. Army Europe Band and Chorus, Executive Officer to The Adjutant General of the Army, and the Department of the Army Staff Bands Officer, overseeing band activities for all Active, Reserve, and National Guard bands. Earlier assignments included command and staff positions in Army bands around the world, to include service with The United States Army Band in Washington, DC. Additionally, he supervised musical support for the 1989, 1993, and 2001 Presidential Inaugural celebrations. Colonel Palmatier holds a Bachelor of Music degree, magna cum laude, in Applied Music from the Crane School of Music in Potsdam, New York, and was selected to receive the Minerva Award in 2010, presented each year to an alumnus who has demonstrated outstanding lifetime professional achievement. He also has earned a Master of Fine Arts degree in Music from Truman State University in Kirksville, Missouri, and a Master of Strategic Studies degree from the U.S. Army War College. A member of the Army War College Association, he also belongs to the Adjutant General Corps Regimental Association. Colonel Palmatier is former Director of the Rochester International Tattoo and former Principal Director of Music for the Virginia International Tattoo. He was also Music Director of the Dominion Brass Band, which won the Honors Sec-tion of the North American championships in 1996. His professional affiliations include the prestigious American Bandmasters Association, the North American

Brass Band Association, of which he is Past-President and an Honorary Lifetime Member, and the National Band Association. Colonel Palmatier has received numerous military honors to include two awards of the Legion of Merit and seven awards of the Meritorious Service Medal. He was the first Army Band Officer to earn both the Parachutist and Air Assault Badges. He also earned a combat patch for service in El Salvador. His wife, Shir-ley, is a retired Army Medical Corps officer, and his daughter, Gabrielle, is a ballet dancer and instructor in Los Angeles.

U.S. Army All-American Marching BandJohn Vitale, Trumpet

Being a part of the U.S. Army All-American Marching Band was an absolutely unforgettable experience for me. The requirements for both the audition process and the performance preparation are rigorous, to say the least, but once I got to San Antonio, the level of talent there – in the ensemble, the instructors, and the mentors – was just hum-bling. From the minute we arrived, our schedules were packed with rehearsals, uniform fittings, and a little sightseeing on the run - sort of the ultimate band camp experience. (I was grateful for the prep-

aration that four years of band camp at Caesar Rodney High School had given me!) I particularly enjoyed playing in the Alamodome - the biggest performance venue in which I have performed - and the eye-opening mentoring sessions with the Army musicians. Being a military musician will definitely be a consideration of mine after college. The U.S. Army and MENC ensured that this was a first-class operation from start to finish; although it is challenging, I highly recommend it to anyone with a love of marching band. This extraordinary opportunity was made possible through the support of my parents and the instructors I work with each and every day.

Dr. Rollo Dilworth is Associate Professor of Choral Music Education at Temple University’s Boyer School of Music in Philadelphia, PA. In addition to teaching undergraduate and graduate courses in choral music education, he serves as conductor for the University Chorale. Prior to his appointment at Temple, Dil-worth served as Director of Choral Activities and Music Education at North Park University in Chicago, IL for 13 years. Dr. Dilworth holds degrees from Case Western Reserve University, University of Missouri-St. Louis, and Northwestern University. Dilworth has written and/or arranged over 150 choral works that are cur-rently in print. His choral compositions are a part of the Henry Leck Creating Artistry Choral Series with Hal Leonard Corporation and Colla Voce Music Com-pany. He has recently published pieces with the Santa Barbara Music Publishing Company as part of the Mary Alice Stollak Choral Series. Dilworth is a contributing author for the Essential Elements for Choir and the Experiencing Choral Music text-book series, both published by the Hal Leonard Corporation/Glencoe/McGraw-Hill Publications, and for Music Express! Teachers Magazine. He authored a book of choral warm-ups for elementary and secondary choral ensembles entitled Choir Builders: Fundamental Vocal Techniques for General and Classroom Use. Dilworth has co-authored another choral warm-up book entitled Choir Builders for Growing Voices. He frequently serves as a guest conductor and/or clinician for honors, festival and all-state choirs throughout the United States and abroad. Dilworth is an active member of the Music Educators National Conference (MENC), the National Association of Negro Musicians (NANM), the American Choral Direc-

tors Association (ACDA), and Chorus America. He is a member of the American Society of Composers, Authors and Publishers (ASCAP), and currently serves on the Pennsylvania ACDA State board as Director of Student and Youth Activities.

Lynne Gackle currently is associate professor of music and associate direc-tor of choral activities at Baylor University, where she conducts the Baylor Women’s Choir and the Baylor Concert Choir. Lynne is an active clinician, conductor, and adjudicator for choral clinics, honor choirs, workshops, and festivals throughout the United States and abroad. Gackle has conducted all-state choirs in 26 states, several division ACDA honor choirs, and two ACDA national honor choirs. Her choirs performed at American Choral Directors Association state, division, and national conferences and the Music Educators National Conference Biennial Convention. Interna-tionally, she conducted the Australian National Choral Association’s High School Women’s Choir in Brisbane, the Alberta Choral Federation’s High School Honour Choir in Calgary, the DoDDS Europe Honors Music Festival Mixed Choir, in Wiesbaden, Germany and the Haydn Youth Festival in Vienna, Austria. Lynne has served as president of ACDA-Florida and the ACDA’s Southern Division. The Florida ACDA Chapter awarded her the Wayne Hugoboom Distin-guished Service Award for dedicated service, leadership, and excellence. Lynne has also served in various R&S roles within ACDA, including National R&S Chair for Children’s Choirs. Currently, she serves on the editorial board for the Choral Journal. She is the editor of Choral Artistry for the Singer with Walton Music and the Lynne Gackle Choral Series for Colla Voce Music, Inc. She has written several articles for the Choral Journal and contributed to the MENC publication, Music at the Middle Level: Building Strong Programs. Lynne is the author of Finding Ophelia’s

Voice, Opening Ophelia’s Heart: Nurturing the Adolescent Female Voice, to be pub-lished by Lorenz Music Corporation in 2010. Additionally, she currently serves on the repertoire task force and as a lead author with Glencoe/McGraw Hill. Z. Randall Stroope is one of the most active choral conductors and compos-ers working today, with recent conducting engagements at the American School in Singapore, Canterbury Cathedral (England), Salzburger Dom (Austria), Kennedy Center for the Performing Arts (Washington, D.C.), Vancouver Symphony (Brit-ish Columbia), and three performances at the Vatican in the past two years. He also is Artistic Director for summer international choral festivals in Berlin, Germany and Rome, Italy. Stroope has toured 15 countries with ensembles under his direc-tion, as well, including China and South Africa. In the United States, Dr. Stroope has conducted 35 all-state choirs (Kentucky, New Hampshire and Delaware in 2011), and does many clinics a year for professional choirs, universities, and state music organizations across the country. At Oklahoma State University, Dr. Stroope is the Director of Choral and Vocal Studies where he conducts the Concert Chorale and Chamber Choir, over-sees recruitment activities, and coordinates the undergraduate and graduate con-ducting program. He and the other six faculty and staff in the choral/vocal divi-sion have seen tremendous growth in the number of music majors and general university involvement in the choral program. Prior to teaching at OSU, Dr. Stroope was the Director of Choral Studies at Rowan University in Glassboro, New Jersey. In October 2009, Dr. Stroope was featured in an hour-long interview (“Sounds Choral”) with well-known radio personality Marjorie Herman in a series with The Classical Network WWFM syndicated classical radio. In this interview, Stroope talked about his compositional study with Cecil Effinger and Normand

Lockwood, both students of Nadia Boulanger (in turn, a student of Gabriel Fauré), as well as various aspects of his conducting work. Dr. Stroope has 95 published works with Alliance, Walton, Colla Voce, and MorningStar and Heritage Music Press. His compositions sell over 200,000 copies a year, and are performed regularly by esteemed ensembles throughout the world, including professional ensembles in the United States, France, Holland, Hong Kong, Spain, Japan, Australia, the Czech Republic, and Canada. Dr. Stroope has personally conducted/recorded 13 professional compact discs, and recordings of his music are heard frequently on radio and television broadcasts, including National Public Radio. Born in Albuquerque, New Mexico, Stroope completed his masters in voice performance at the University of Colorado (Boulder), and a doctorate in conducting at Arizona State University. He also did post graduate individual con-ducting study with Margaret Hillis, Chorus Master of the Chicago Symphony. As a recipient of the Australian-American Fulbright, he has also done work in western Australia.Dr. Stroope and his wife, Cheryl – a middle school choral music teacher in Stillwa-ter - enjoy travel and time with their Sheltie.

2011 Delaware All-State Junior Jazz BandVince Lardear—Guest Conductor

Mr. Vince Lardear is a native of Wilmington, Delaware. As a senior in high school he was selected to the McDonald’s All-American Concert/Jazz Bands and the All-East Jazz Ensemble. He holds a Bachelor of Music degree and a Performer’s Certificate from the prestigious Indiana University School of Music, along with a Master of Music degree from Virginia Commonwealth University. Vince was named an Emerging Artist at the 1999 East Coast Jazz Festival’s annual competi-tion. He is a former member of the Tommy Dorsey Orchestra under the direction of Buddy Morrow and played lead alto saxophone with the Illinois Jacquet Big Band for six years until the legendary saxophonists’ death in July 2004. Vince has also recorded with Grammy Award winning saxophonist Phil Woods and is cur-rently a member of the Baltimore Symphony Pops. Composer, arranger, educator, and performing artist, Vince’s talent is a presence on the jazz scene in Philadelphia and the surrounding Tri-State area.

2011 Delaware All-State Senior Jazz BandWillie Hill—Guest Conductor

Dr. Willie Hill is Director of the Fine Arts Center at the University of Massachusetts/Amherst and a Professor in Music Education. He received his B.S. degree from Grambling State University and earned M.M. and Ph.D. degrees from the University of Colorado-Boulder. Dr. Hill was a Professor in Music Education, and the Assistant Dean at the College of Music at the University of Colorado-Boulder for eleven years; and, Director of Education for the Thelonious Monk Institute in Los Angeles, California. Prior to his tenure at the University of Colo-rado, Hill taught instrumental music for 16 years and served as instrumental music supervisor for four years in the Denver Public Schools (DPS). His professional activities in the Denver/Metro area included the follow-ing: a former member of the Denver Broncos Jazz Ensemble, a regular performer at the Denver Auditorium Theater, Paramount Theater, Boettcher Concert Hall and a variety of nightclubs; guest soloist with the Garden City Community Col-lege, Hastings College, the University of Colorado, and the University of Den-ver Jazz Ensembles; a freelance performer with George Burns, Liza Minneli, Lena Horn, Lou Rawls, Ben Vareen, Lola Falana, Johnny Mathis, Sammy Davis Jr., Diz-zy Gillespie, James Moody, Jon Faddis, and many others. As a woodwind specialist, he has been a faculty member of the Clark Terry Great Plains Jazz Camp; Founder and Co-Director of the Rich Matteson-Telluride Jazz Academy, and Founder of the Mile High Jazz Camp in Boulder, CO. The Colorado Clarinet Choir was chosen to represent the United States in London, England (1984) at the International Clarinet Symposium and Dr. Hill was a member of that touring organization. His conducting experiences include numerous Citywide Honor performances, All-State Jazz Ensembles, All-County Bands, Musical Director at The Schwayder and Bonfils Theaters. He is Past-President of MENC: The National Association for Music Edu-

cation (MENC); Past-President of the International Association for Jazz Educa-tion (IAJE); a member of the national board of directors for Young Audiences, Inc.; Past-President of the Colorado Music Educators Association, and Pi Kappa Lambda National Music Honor Society; and, was a member of the writing team for MENC’s Vision 2020. In January 2001, Dr. Hill was the recipient of the presti-gious Lawrence Berk Leadership Award presented by the International Association for Jazz Education. In 1998, he was inducted into the Colorado Music Educators Hall of Fame. A national artist/clinician for Yamaha Musical Instrument Com-pany, he is co-author of Learning to Sight-Read Jazz, Rock, Latin, and Classical Styles (Ardsley House Publication), the author of The Instrumental History of Jazz (N2K, Inc.), Approaching the Standards (Warner Brothers Publication, 1999); and Jazz Pedagogy: The Jazz Educator’s Handbook and Resource Guide (Warner Broth-ers Publication, 2002). Hill is listed in the first edition of Who’s Who among Black Americans and Who’s Who among International Musicians.
