Julian Taylor, Executive Director – Asia Pacific

Scottish Development International, Shanghai - China

As a member of Scottish Enterprise's Executive Leadership Team, Julian Taylor

has full operational responsibility for Scottish Development International's delivery

throughout the Asia Pacific region. This includes both trade and investment

responsibilities, assisting Scottish businesses secure trade deals and become

established in Asia and helping companies throughout Asia make strategic

investment decisions in Scotland.

He is based in Shanghai, with team members in Delhi, Mumbai, Hyderabad,

Singapore, Taiwan, South Korea, Japan, Perth, Sydney, Hong Kong, Shenzhen and Beijing.

Julian has over 20 years of experience in international economic development, having had a variety of

roles in Scottish Enterprise and other organisations. Most recently, this included the role of Executive

Director for Strategy as Economics. He is a member of Glasgow University’s Adam Smith Business

School Strategic Advisory Board.

Rooma Kumar Bussi, Country Director

Scottish Development International (SDI) India

Rooma Kumar Bussi is the Country Director India Operations with Scottish

Development International (SDI). SDI is the Scottish Government’s primary

international trade & investment promotion body. Rooma has close to 20 years of

experience in economic development, having assisted numerous Indian and foreign

companies with their trade & investment strategies across a range of industry

sectors, ranging from Energy, Pharma, Education, Food & Beverage to IT and

Retail/Consumer Goods. She has previously worked with the French and Australian

Governments, leading industry teams by formulating innovative strategies to drive

trade and investment linkages. She has a deep understanding of the drivers and imperatives of

economic development.

In her present capacity, Rooma is responsible for overseeing SDI’s operations in India. Rooma is a post

graduate from Jawarharlal Nehru University in New Delhi. She is a strong believer that “Innovation and

Creativity” supported by a strong collaborative working ecosystem will enable companies to thrive in

most market conditions.

Oscar Kerketta, Consul General of India

Consulate General of India

Mr. Oscar Kerketta joined the Indian Foreign Service in 1987. He served as Third

Secretary from 1989-1991 in Hong Kong where he also learned

Mandarin. Thereafter, he was posted at the Indian Embassy in Beijing as Second

Secretary, where he worked on political and commercial matters. After returning to

India, he worked in the Ministry of External Affairs from 1993-1997 and dealt with

issues related to consular matters & relations with neighbouring countries especially

Bangladesh, Sri Lanka, Myanmar & Maldives.

He was subsequently posted at Indian Missions in Warsaw and Berlin from 1997 to

2003. Mr. Kerketta also served as Director (SAARC) in the Ministry of External Affairs from 2003 to

2006 and thereafter served in the Indian Diplomatic Missions in Lusaka and Stockholm from 2006-2012.

He assumed office of Consul General of India in Edinburgh from 7th December, 2012.

Mr. Kerketta has Master’s Degree in Sociology. He is married and has one son and one daughter.

About the Consulate General of India

Consulate General of India, Edinburgh exercises consular jurisdiction over the whole of Scotland.

Besides carrying out Consular functions that include issuing of visas, passports, PIO, OCI cards and

rendering other consular services, the Consulate strongly focuses on strengthening economic and

business ties between India and Scotland. The Consulate also facilitates various visits of

officials/dignitaries to/from India and Scotland. A deepening of intercultural understanding is a crucial

aspect of any bilateral partnership. Consulate, therefore, lays a lot of emphasis on promoting cultural

activities. A large number of Indian students study in Scottish universities and educational institutions.

The Consulate also seeks to strengthen these academic collaborations and interactions.

Karyn Watt, Partner and Head of Infrastructure

Anderson Strathern

Karyn is a partner in our corporate group and Head of Infrastructure. She has over

28 years’ construction industry experience and is accredited by the Law Society of

Scotland as a specialist in Construction Law. She is a member of Construction

Scotland Industry Leadership Group which plays a crucial role in shaping and

delivering Scotland’s economic ambitions. Karyn is New York bar qualified and is a

qualified mediator. She is on the Board and in the drafting team of the Scottish

Building Contracts Committee (SBCC) and also acts for the National Specialist

Contractors Council (NSCC).

She leads major projects on behalf of both local authorities and the private sector, involving complex

strategic procurement and project issues. In recognition of her contribution to the industry, Karyn was

awarded an Honorary Fellowship of the RIAS in 2013. She has extensive personal experience in India,

working with Indian companies, having imported from India, and having made a Bollywood movie that

was premiered at the Cannes Film Festival last year.

Douglas Neilson, Consultant and GlobalScot

Doug Neilson is a former Banker, with a wealth of experience in fast growing

markets, notably India, S.E. Asia and the Gulf. From 1962 until 1979, Doug

worked with Royal Bank of Scotland, latterly as Head of Asia, based in Hong

Kong, and a Director of associated companies in Hong Kong, Singapore, and

Indonesia. He joined Deutsche Bank in 1980, serving in senior management roles

in India; Germany; Singapore and Thailand, and was appointed CEO, India- and

Chairman of associated Companies in India - in 2001. He was also elected to the

Managing Boards of the Indian Banks’ Association, and the Indo-German

Chamber of Commerce. He moved to London in 2004 to spearhead a global initiative to re-engineer

Deutsche Bank’s huge Multi-National corporate credit business.

After retiring from Deutsche Bank in 2006, he provided advisory services to private clients on

opportunities in emerging markets, and joined Doha Bank, a major retail and corporate bank in oil rich

Qatar, as Chief Risk Officer/Head of Global Governance in 2008. He returned back home to Scotland in

2011.

Doug is currently a Non-Executive Director of Companies in UK; Germany and India.
