Introduction

# During the project, each VeloCittà case study site established a network of stakeholders that

were external to the project and that met at the initiative of the responsible VeloCittà partner.

# Site partners organized altogether more than 170 separate meetings (including phone

conversations) with stakeholders with the attendance of almost 890 people. They represented

more than 110 internal and more than 80 external stakeholders. More than 150 of the

meetings were judged by the partners of high importance for the project and campaigns.

Almost 110 of all meetings were attended by the so called new stakeholders, i.e. those that

took part in the meeting for the first time. The meetings were of different size: from a small

ones counting 2-3 persons to quite large with 40 people attending.

# Among the participants were representatives of: different departments of municipalities,

municipal units, universities, bike system operators, media and educational institutions.

Additionally, representatives of some student councils/associations (Krakow, Padova),

politicians (esp. Krakow and Padova), mobility councillor/managers (Padova), cycling

associations (all sites except Seged) or hotels (Krakow, Seged), municipal police (Padova),

residents or tenants association (Burgos, London Borough of Lambeth), parking operator

(Padova), public transport operator (Krakow) tourist agency (Seged), PR/marketing agencies

(Burgos, Krakow), Business Improvement District or older people organisation (London

Borough of Southwark) participated in meetings. A whole range of all the meetings and

participants are presented in the enclosed table.

# The aims of all those meetings were not only to present the idea and objectives of the project,

but also to establish contacts for the future and initiate first steps of the campaigns’

preparation. In case of London Boroughs of Southwark and Lambeth, as well as of Padova, the

meetings were also a great opportunity to discuss different aspects of daily operations of the

system. London Boroughs of Southwark and Lambeth benefited from jointed meetings in

a natural way. Later meetings/phone conversations were great possibilities to adjust, if

necessary, campaign shape on a regular basis and solve some potential problems that might

have occurred.

# The first cluster of those meetings was organized in 2014, depending on the site’s needs – in

the springtime or in the autumn (with the exception of London Borough of Southwark that

organized its first meeting in February 2014). There were to precede the test phase of

campaigns. In the further stages of the lifetime of the project the meetings served to discuss

other crucial issues such as improvement of the Bike Sharing Systems (BSSs), their expansion

and optimizations or preparation of campaign activities. Those were great occasions to

receive stakeholders’ feedback on the functioning of the BSSs, on their expansion and, mostly,

on site’s campaign activities.

# According to the sites’ experience and opinions, the idea of stakeholder involvement was a

very important factor to achieve the project’s goal in the most efficient way. Due to

stakeholder meetings, sites could e.g. vividly engage politicians (as in London’s case), discern

the potential of target groups not perceived before as prioritized ones (Burgos rediscovered

the importance of tourists and employees although the city was initially focused mainly on

students), solve some critical issues related to the contract between the city and BSS operator

(in Padova) or gather together quite a number of different stakeholders at the same moment

and thus carry out the meetings in a very efficient way (in Kraków).

# Some additional examples of benefits for sites out of the meetings are: the discovery of Padova

that public transport operator perceived the BSS’s operator as a competitor or that hotels did

not appreciate the service as a great value for their tourists. For London the idea of keeping

stakeholders on their side and involving them in decision-making processes was essential to

succeed in the campaign events’ organization. The case of Szeged clearly showed that engaging

stakeholders and drawing their attention to the fact of importance of the BSS was not always

painless. Nevertheless, for VeloCittà’s Szeged site, being a BSS operator, the meetings were

simultaneously a tool of company advertisement. In Kraków considering a large number of

different stakeholders in the campaign preparation significantly facilitated further contacts

with them and, in a way, made them all feel co-responsible for the success of the system.

Thanks to the stakeholders’ engagement Burgos learned how necessary it was to improve the

system and drew up the first version of future adjustment. In the same time London Borough

of Southwark’s observation is to engage the right stakeholders (such as transport for London

for both London in their case).

About VeloCittà: The European VeloCittà project brought together five cities that seek to improve their existing bike sharing schemes. In London (UK), Krakow (PL), Burgos (SP), Padua (IT) and Szeged (HU) the performance of the bike sharing system was enhanced through two complementary approaches. On the one hand marketing campaigns tailored to certain target groups, like students or commuters. And on the other hand adoption of the most effective available operational solutions with regard to organisational and financial aspects as well as political involvement. The ultimate benefit of VeloCittà is that it provides inspiration and builds capacity and knowledge in local authorities and bike sharing stakeholders to boost the uptake of bike sharing. VeloCittà is a demonstration project co-funded by the Intelligent Energy Europe Programme of the European Commission. It had 11 project partners. It ran from March 2014 – February 2017.
